32 foreign nationals arrested in Parañaque City for illegal POGO work

Very recently in Parañaque City, thirty-two foreign nationals were arrested by elements of the Bureau of Immigration (BI) and the National Bureau of Investigation (NBI) for their involvement with clandestine Philippine Offshore Gaming Operators (POGOs), according to a news article by the Philippine News Agency (PNA).

A joint Bureau of Immigration (BI) and National Bureau of Investigation (NBI) operation netted 32 foreign nationals found to be working for clandestine Philippine Offshore Gaming Operators (POGO) in Parañaque City on Friday night.

BI intelligence division chief Fortunato Manahan Jr. reported that the foreigners were involved in online gaming and scamming operations in a building in Aseana City, a mixed-use central business district. The operation nabbed 20 Chinese, 11 Malaysians and a Cambodian.

“Let this be a warning to foreign nationals who blatantly continue illegal operations despite the ban of the President,” BI Commissioner Joel Anthony Viado said in a news release on Saturday. “We will not stop until all illegal aliens are arrested and deported.”

The BI said more arrests and deportations are expected as President Ferdinand R. Marcos Jr. had already banned POGO operations in July 2024.

Immigration operatives arrest two Chinese passengers who used fake visas

Recently at the Ninoy Aquino International Airport (NAIA) Terminal 1, two Chinese nationals who tried to leave the country using fake visas were intercepted by operatives of the Bureau of Immigration (BI), according to a GMA Network news report.

Operatives of the Bureau of Immigration (BI) arrested two Chinese passengers who attempted to leave the Philippines using counterfeit visas.

According to the BI, passengers Wang Dingku, 31, and Su Zhengkun, 25, were intercepted at the Ninoy Aquino International Airport Terminal 1 after trying to board a flight bound for Bangkok, Thailand, on Sunday.

The BI said the travelers presented themselves at the immigration counter for departure formalities when the immigration officers noticed discrepancies in their visas. This prompted the BI officers to refer the documents to the forensic documents laboratory for checking, which later confirmed the documents as fake.

The BI said the Chinese passengers also allegedly used the counterfeit documents to enter the country.

The two will be charged with violating the Philippine Immigration Act before the BI board of commissioners, which will issue the order for their summary deportation.

Bureau of Immigration says harboring foreign workers of POGOs means prosecution

As there are still over eleven thousand foreign workers of Philippine Offshore Gaming Operators (POGOs) who failed to follow the December 31, 2024 deadline (for departure) and remained in the country, the Bureau of Immigration (BI) warned the public that harboring them is a crime and it will lead to prosecution under the Philippine Immigration Act, according to a Manila Bulletin news report.

Persons harboring foreign workers of Philippine Offshore Gaming Operators (POGOs) will be prosecuted, the Bureau of Immigration (BI) warned on Wednesday, Jan. 8.

“Harboring illegal aliens is a serious offense, and we will pursue violations with utmost resolve,” said Immigration Commissioner Joel Anthony Viado.

He stressed that “the BI will not hesitate to file charges against anyone found violating Section 46 of the Philippine Immigration Act of 1940.“

Section 46 of the Philippine Immigration Act prohibits the “bringing of alien in the Philippines who is not lawfully entitled to enter or reside there, concealing or harboring an alien who is not lawfully entitled to enter or reside there, and attempting, conspiring with, or aiding another to commit any of the prohibited acts.”

Viado issued the warning after the BI revealed that over 11,000 foreign workers of POGOs failed to leave the Philippines on the Dec. 31, 2024 deadline.

For continuing to remain in the Philippines, the bureau said these aliens will be arrested and will face deportation proceedings, he said.

“Anyone who enables these individuals to remain in the Philippines illegally will face the consequences, and the law is clear, and there will be no exceptions,” he stressed.

More than 400 individuals allegedly engaged in online scams were arrested by law enforcement agencies in Parañaque City on Wednesday, Jan. 8.

Southern Police District director Brig. Gen. Manuel Abrugena said the Parañaque City Police rendered assistance to the joint operation conducted by the Bureau of Immigration (BI) and the National Bureau of Investigation (NBI).

Abrugena said the 400 individuals, composed of foreign nationals and Filipinos, were arrested at around 4:00 p.m. in two units of a corporate center on Asiana Avenue in Barangay Tambo, Parañaque City.

He said the operation was conducted as part of a BI mission order targeting foreign nationals involved in illegal activities in the country.

The SPD chief said the arrested persons were engaged in various unlawful activities, including operating online scams and violating immigration laws.

Abrugena said the arrested persons, including one alias “Liang,” are now (under) investigation. They were brought to the BI facility for documentation and legal action.

Bureau of Immigration (BI) intensifies search for foreign fugitives all over the Philippines

The Bureau of Immigration (BI) announced that it is intensifying its efforts to find and arrest foreigners who illegally staying in the Philippines, according to a Philippine News Agency (PNA) news article. The BI also warned fugitives overseas not to attempt to enter the country.

The Bureau of Immigration (BI) has intensified its efforts in arresting and deporting foreign fugitives.

This came after Commissioner Joel Anthony Viado ordered the bureau’s fugitive search unit (FSU) to strengthen its actions in locating and arresting foreigners who are illegally staying in the country.

He also directed the FSU to explore data sharing agreements to receive information on fugitive records in a more timely manner.

“The faster we receive critical information, the faster we can arrest and deport these fugitives. Fugitives have no place in the Philippines,” he said in a statement on Wednesday.

He also warned foreign fugitives not to attempt to enter or stay in the Philippines, following the deportation of two-high profile fugitives.

On Monday, the BI deported 36-year-old Japanese national Sasaku Yohei, a member of a Cambodia-based telecommunication syndicate engaged in kidnapping, illegal detention, extortion, and fraud.

BI officers also intercepted Australian national Rodrigo Elices, 32, last Nov. 28 at the NAIA Terminal 3 from Abu Dhabi, after he was found to be a subject of a red notice from the International Criminal Police Organization (Interpol).

Viado also cited information obtained by the BI that Elices is a member of the notorious “Hells Angels” gang, an internationally outlawed club of motorcycle riders allegedly involved in organized crime, including drug trafficking.

8 illegal aliens who were arrested in Alabang will be deported

The eight foreigners apprehended for illegally staying in the country at a village in Muntinlupa City are set for deportation, the Bureau of Immigration (BI) said Friday.

Commissioner Joel Anthony Viado, in a news release, said seven Chinese nationals and a Vietnamese national were arrested by operatives of the BI’s intelligence division along three streets inside the village on Oct. 22.

“The homeowner association representatives of the Ayala Alabang Village were very helpful in helping us verify target areas,” he said in statement.

All of them were found to be undocumented — two of whom were also found to be overstaying while one was suspected to be an illegal entrant.

The Department of Justice (DOJ) and the National Bureau of Investigation (NBI) earlier reported that items used for online scamming were seized from the suspects.

Viado noted that they have received information that smaller “pockets” of scamming hubs are forming after the closure of big Philippine offshore gaming operator (POGO) hubs in the country.

“We have found reason to file deportation cases against them. They will be considered undesirables once their cases are resolved, and face deportation,” the BI chief added.

The operation was conducted with the Inter-Agency Council Against Trafficking (IACAT) and the NBI National Capital Region (NCR).

SEVEN Chinese and a Vietnamese suspected as scammers were arrested in an operation in Ayala Alabang Village in Muntinlupa City, the Department of Justice said yesterday.

In a statement, the DOJ said the operation, carried out with the Bureau of Immigration, National Bureau of Investigation and the Presidential Anti-Organized Crime Commission, stemmed from information provided by residents and corroborated by intelligence regarding the presence of the foreigners in the posh village.

The DOJ said three Chinese were initially nabbed, two of whom were found to be overstaying in the country, while the other one could not present any documentation.

It said one of the three served for a time as a manager of a Philippine Offshore Gaming Operator (POGO) hub in Porac, Pampanga.

“Upon entry, there was a live computer operated by a Chinese individual. When read by an interpreter, the screen showed scripts used in a standard phishing scam,” the DOJ said, adding operatives also found a voice-over IP, an equipment usually used in telephone scams to avoid detection.

Four Chinese and the Vietnamese were later arrested.

The DOJ said four failed to present documentation and were considered illegally staying in the country.

“One Chinese national, though not lacking in documentation, is suspected to have harbored the illegal aliens in violation of immigration laws,” the DOJ said.

The Police Regional Office (PRO) 5 (Bicol) reported on Monday the arrest of 11 Chinese nationals involved in the illegal construction of a mineral processing plant in Camarines Norte on Sunday.

Lt. Col. Malu Calubaquib, PRO-5 spokesperson, said the arrest was conducted by personnel from the Bureau of Immigration (BI), the Presidential Anti-Organized Crime Commission (PAOCC), Philippine National Police (PNP), and Armed Forces of the Philippines (AFP) in Purok 6, Barangay Tugos, Paracale, Camarines Norte.

Calubaquib identified the suspects as Liu Wei Xi, Chen Gui Hua, Chang Si Ci, Chen Chan Xia, Liu Wei Mang, Yu Yun Lai, Zhen Zi Yu, Li Chun, Jiu Zhong Ren, Lou Peng, and Sheng Yuan Fan.

Chinese fugitive arrested in Parañaque City

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.

In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.

Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.

He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.

“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.

Chinese national arrested at NAIA Terminal 3 for stealing from judge inside the airplane

A Chinese national was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 3 for stealing the handbag and money that belong to a judge while inside the airplane, according to a Manila Bulletin news report. A flight attended saw the said Chinese traveler stealing from the judge who was traveling with two lawyers.

A Chinese national was arrested after he was caught stealing from a female judge aboard a plane at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Wednesday, Sept. 18.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.
