Nineteen More Medicines VAT-Exempt in the Philippines

Following the recent announcement of several medicines declared exempted from the value-added tax (VAT), nineteen more medicines became VAT-exempt as a result of the recommendation of the Food and Drug Administration (FDA) to the Bureau of Internal Revenue (BIR), according to a news article by the Philippine News Agency (PNA).

Nineteen maintenance and lifesaving medicines have been included in the list of those exempted from value added tax (VAT), benefiting more people.

Bureau of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr., during the Bagong Pilipinas Ngayon briefing on Thursday, said nine medicines were included under Revenue Memorandum Circular (RMC) 59-2025 issued on June 11, 2025 while the other 10 are covered by RMC 62-2025.

He said the inclusion of the medications for VAT exemption was based on the recommendation of the Food and Drug Administration (FDA).

Of the total, seven of these medicines are for cancer treatment; three each for diabetes, hypertension and mental illness; one each for high cholesterol, kidney disease, and tuberculosis.

“Ang mga ito ay mga maintenance at lifesaving medicines na ngayon ay hindi na papatawan ng VAT. Isang kongkretong hakbang para mas mapagaan ang gastuhin ng mga pasyente (These are maintenance and lifesaving medicines that will now be exempt from VAT. This move is a concrete step to lower patients’ expenses),” Lumagui said.

The BIR chief said both the Corporate Recovery and Tax Incentives for Enterprises (CREATE) law and the Tax Reform for Acceleration and Inclusion (TRAIN) law provide VAT exemptions on certain health products.

He said BIR coordinates with the FDA and the Department of Trade and Industry (DTI) among others to monitor compliance among pharmaceutical companies and drugstores regarding this price changes.

Bureau of Immigration Files Deportation Charges Against Three Foreigners Who Pretended to be Filipinos

Recently the Bureau of Immigration (BI) formally filed deportation charges against three foreigners for misrepresenting themselves as Filipino citizens during their time working in the country, according to a GMA Network news report.

The Bureau of Immigration (BI) filed deportation cases against three foreigners who allegedly misrepresented themselves as Filipinos while working in the country.

On Tuesday, BI Deputy Spokesperson Melvin Mabulac said this developed after immigration officials nabbed three foreigners aged 46, 41 and 34, in Zamboanga del Sur on June 16 for allegedly pretending to be Filipinos.

Mabulac said the foreigners were engaged in legitimate businesses in the province. However, they were using alleged fake government-issued documents in identifying themselves.

“Ang Immigration ay nag-file ng deportation case sa mga dayuhang ito para sila ay ma-deport,” he told state-run PTV’s “Bagong Pilipinas Ngayon”.

(The BI has filed deportation cases against the foreigners.)

“Pero sa ating pag-deport, kung may pananagutan sila sa criminal case, they have first be accountable sa ibang kaso,” Mabulac added.

(But before we deport them, they should be held accountable to any criminal cases they are possibly facing.)

According to the BI, one of the foreigners was apprehended in the town of Dumalinao and was discovered to be allegedly operating a coconut charcoal business without a proper permit and visa since 2022.

Another suspect was found working without a permit in the same business. He allegedly managed the aforementioned business, was found to be misrepresenting himself as a Filipino and possessed a Philippine driver’s license indicating his nationality as such.

The BI likewise apprehended a 41-year old foreigner who was found manning a cellphone store. Found in his possession was a Driver’s License indicating his nationality as Filipino.

“Nakakabahala kasi if we go into the previous cases, nakikita natin once nahuli na mayroong silang mga dokumento na government-issued. Nakakabahala ito kaya ang ating national security agencies, tulong-tulong tayo,” Mabulac added.

(These incidents are causes for concern because if we go into the previous cases, we see that they have government-issued documents. We are working with national security agencies to address this.)

Meanwhile, the BI warned of possible charges against Filipinos who will assist foreigners in acquiring fraudulent government documents.

The Bureau of Internal Revenue (BIR) said 10 more medicines for cancer, high cholesterol, hypertension, and mental illness are now exempted from value-added tax (VAT).

In a statement on Monday, the BIR said Commissioner Romeo Lumagui Jr. issued Revenue Memorandum Circular No. 62-2025 on June 20 further expanding the list of VAT-exempt medicines.

The BIR said these changes aim to enhance access to critical medications by reducing treatment costs for patients and their families.

Some medicines on the list are Tegafur + Gimeracil + Oteracil Potassium for cancer, Metformin Hydrochloride + Teneligliptin for diabetes, Atorvastatin (as calcium) + Fenobribrate for high cholesterol, Metoprolol tartrate + Ivabradine (as hydrochloride) for hypertension, and Lamotrigine for mental illness.

The VAT exemption, pursuant to Republic Act No. 10963, or the Tax Reform for Acceleration and Inclusion (TRAIN) Law, and Republic Act No. 11534, or the Corporate Recovery and Tax Incentives for Enterprises (CREATE) Act, is intended to be responsive and adaptive to current public health needs, guided by the latest evaluations from the Food and Drug Administration.

“The BIR has issued an additional VAT-exemption of 10 medicines for cancer, diabetes, high cholesterol, hypertension, and mental illness,” Lumagui said.

The Bureau of Internal Revenue (BIR) is reminding all candidates and political parties who ran in the 2025 elections that they are subject to tax regulations and must comply with key requirements as part of their duties as candidates for public office.

In a television interview, BIR Commissioner Romeo Lumagui Jr. emphasized that all candidates and political organizations, including party-list groups must issue BIR-registered invoices for contributions they receive, whether in cash or in kind.

“At pag nagbabayad sila sa kanilang mga suppliers ay kinakailangan nilang mag-withhold ng 5 percent dun sa kanilang suppliers (They also need to withhold 5 percent when they pay to their suppliers),” he said, as quoted in a news release on Thursday.

He added that candidates must keep track of their expenses and submit detailed reports, or Statement of Contribution and Expenditure (SOCE), not just to the Commission on Elections but also to the BIR.

“Para makita natin na lahat kung compliant ang kanilang obligasyon dito (This is for us to determine if everybody is compliant with their obligations),” he said.

Lumagui further reminded that while candidates and parties are allowed to keep excess campaign contributions, they need to pay taxes on these.

“Pagka sobra naman ang natanggap nila na mga contributions sa mga ginastos nila, kinakailangan nilang bayaran ang income tax patungkol dito sa sobrang natanggap nila (If the contributions they received are more than what they spent, they need to pay income tax on the excess funds).”

The proposed measure increasing taxes on capital gains, donor’s, and estate to 10% from 6% has been withdrawn as the Department of Finance (DOF) determined that there would be “no need” for additional revenue measures, citing the government’s robust fiscal position.

In a statement, Albay 2nd District Representative and House Ways and Means chairman Joey Sarte Salceda disclosed that the DOF pulled out the Government Revenues Optimization through the Wealth Tax Harmonization (GROWTH) Bill, which proposed a hike in tax rate for capital gains, donor taxes, and estate taxes.

The bill is the Marcos administration’s tweaked version of the Passive Income and Financial Intermediary Taxation Act (PIFITA), proposed by the Duterte administration as Package 4 of its Comprehensive Tax Reform Program (CTRP).

Citing a letter from the DOF, dated April 29, Salceda said the Finance Department is withdrawing the proposed measure, citing “stronger-than-expected revenue collections, a double-digit growth rate in tax collections, and steady progress toward the government’s fiscal consolidation goals.”

In a separate statement, Finance Secretary Ralph Recto said that “given our current strong fiscal performance, these are not needed at this time.”

“The government is properly managing its finances, ensuring that public needs are met without burdening the citizenry with new taxes,” he added.

‘More than sufficient’ – In particular, the Finance chief cited the 13.55% growth in total tax collections to P931.5 billion in the first quarter of 2025.

Broken down, the Bureau of Internal Revenue (BIR) posted P690.4 billion in collections, up 16.67% year-on-year; while the Bureau of Customs saw a 5.72% growth in collection to P231.4 billion during the same period.

“At this point, current revenues are more than sufficient to support our expenditure requirements. We are meeting our obligations, funding key programs, and growing the economy without having to impose new taxes on our kababayan,” Recto said.

The Bureau of Internal Revenue (BIR) announced that several more medicines for cancer, diabetes and mental illness have officially been declared exempted from the Value-Added Tax (VAT), according to a GMA Network news report.

The Bureau of Internal Revenue (BIR) has exempted 16 more medicines for cancer, diabetes, and mental illness from value-added tax (VAT).

Under Revenue Memorandum Circular (RMC) 131-2004, the BIR updated the list of VAT-exempt medicines to include those for cancer — Degarelix freeze-dried powder with 80 milligrams (mg) and 120 mg, and Tremelimumab concentrates with 25 mg and 300 mg dosages.

It also exempted more medicines for diabetes including Sitagliptin and Linagliptin film-coated tablets.

Also included in the VAT-free medicines are those for mental illnesses such as Clomipramine Hydrochloride tablets, and Midazolam film-coated tablets.

The BIR said the additional exemptions were made in response to the updated list of VAT-exempt products from the Food and Drug Administration.

10% discount for property owners in Las Piñas City in effect until March 2025

The City Government announced that property owners will be granted a 10% discount on their 2025 annual real property tax (RPT) once they pay their taxes specifically from December 1, 2024 up to March 21, 2025, according to a Manila Standard news report. Las Piñas City real property tax payers will get a 10-percent discount on their 2025 annual real property tax (RPT) when they pay their taxes from Dec. 1, 2024 to March 31, 2025.

Property owners can opt to pay for their real property taxes in full or through quarterly installments, the city government said.

It encourages taxpayers to take advantage of the discount by paying via Las Piñas Smart City mobile app where they can input the tax declaration number and property identification number or PIN and select the quarters that they want to pay.

The city government launched the web app to reduce the movement of taxpayers, ensuring their safety, and allowing payments to be made in the comfort of their homes.

Las Piñas Mayor Imelda Aguilar also appealed to the new real property owners in the city to put their records with city hall in order, “so that they will be able to receive official notices and pay the correct taxes on time.”
