Now that the global scandal of the United States Agency for International Development (USAID) has been exposed, there is a list of connected projects here in the Philippines (more than 30 projects according to a recent Philippine Star news report) and the disturbance is only growing. The administration of US President Donald Trump has been examining the spending and projects of USAID, and the Democrats have been outraged which is not surprising because a lot of USAID projects are based on their Leftist and woke agenda.

This past December, the Manila Bulletin reported a project involving USAID (specifically the United States Agency for International Development – Clean Cities, Blue Ocean or USAID-CCBO for short) and the City Government of Parañaque (through its City Environment and Natural Resources Office called CENRO for short) in the form of a mural painting emphasizing “environmental stewardship and youth empowerment through community-based initiatives.”

The city government of Parañaque, through its City Environment and Natural Resources (CENRO), together with the United States Agency for International Development – Clean Cities, Blue Ocean (USAID CCBO), conducted a mural painting event on Dec. 11 promoting environmental stewardship and youth empowerment through community-based initiatives.

Parañaque City Mayor Eric Olivarez said the event, with the theme “Raising Awareness on Solid Waste Management and Marine Litter Pollution,” was held at the City Material Recovery Facility in Barangay La Huerta and was participated by students from Parañaque National High School – Main

They were accompanied by their principal, Gerry Lumaban, and teacher Winnie Freda Cabero.

The students’ artistic talents were showcased during the activity under the guidance of AG Sanio, a renowned Filipino muralist, conservationist, photographer, landscape architect, and environmental advocate.

Within the context of the Manila Bulletin news report, it’s hard to see if there is anything wrong or questionable about the Parañaque City project involving USAID. It is also not yet clear how much American taxpayer’s money was spent by USAID on the project (a mural painting). Perhaps in due time, the Trump administration will find all the details about it.

The December 2024 project is not the first time that Parañaque’s CENRO was involved with USAID which you can see by clicking here. This past January, the USAID – CCBO team visited Parañaque to “conduct a dry run of the Waste Sorting Line.”

For the foreigners reading this blog post, Parañaque is one of the least competitive highly urbanized cities (HUCs) of the Philippines based on the 2024 Cities and Municipalities Competitiveness Index (CMCI). The city also failed to qualify for the 2024 Seal of Good Local Governance (SGLG) based on the findings of the Department of the Interior and Local Government (DILG). It remains to be seen how USAID will help Parañaque City improve in the short term.

Recently, the City Government of Muntinlupa received the 2024 Seal of Good Local Governance (SGLG) award from the Department of the Interior and Local Government (DILG) during the award ceremony held at the Manila Hotel and it is the 3rd straight SGLG award won, Mayor Ruffy Biazon announced via social media.

Las Piñas City Government officially receives 2024 SGLG award

Recently, the City Government of Las Piñas officially received from the Department of the Interior and Local Government (DILG) the prestigious 2024 Seal of Good Local Governance (SGLG) award during the awarding ceremony held at the Manila Hotel, according to the social media video post of the local government. In the news report of the Manila Bulletin, it was stated that this marks the first-time ever that Las Piñas City won an SGLG award.

Previously the DILG announced the official list of city governments nationwide which qualified for the 2024 SGLG award and Las Piñas City was one of them. It should be noted that the DILG set the criteria that local government units (LGUs) should meet in order to qualify for the prestigious award.

For insight, the SGLG award is “a recognition given to local government units that meet the Department of the Interior and Local Government’s (DILG) stringent criteria for excellent governance in 10 key governance areas: financial administration, disaster preparedness, social protection, health, education, business-friendliness, safety and order, environmental management, tourism and culture, and youth development.”

Parañaque City fails to qualify in 2024 Seal of Good Local Governance (SGLG) list of awardees

Just months after its embarrassing 27th place finish among highly urbanized cities (HUC) in the 2024 Cities and Municipalities Competitiveness Index (CMCI), the City of Parañaque suffered another setback as it failed to make it in the list of the 2024 Seal of Good Local Governance (SGLG) awardees which the Department of the Interior and Local Government (DILG) released online very recently.

To put things in perspective, there were a total of 96 cities nationwide that were named as awardees of the SGLG for 2024. Among those 96 cities, 14 were from the National Capital Region (NCR). Among the 14 NCR cities, two cities of South Metro Manila made it as awardees – Muntinlupa City and Las Piñas City.

Parañaque City was completely missing from the 2024 list which clearly means it was not an awardee at all. In order to win the SGLG award, the local government unit (LGU) must pass the DILG’s strict standards. For transparency, posted below are images of the lists of the 96 cities that made it as 2024 SGLG awardees.

All in all, there were a total of 714 SGLG awardees for 2024 covering the cities, municipalities and provinces around the country. The 2024 SGLG awardees list was signed by DILG Secretary Juanito Victor C. Remulla. The official Facebook page of SGLG posted below its message to the 2024 awardees:

Hats off to the 714 awardees of the 2024 Seal of Good Local Governance!

Your commitment to excellence in public service and dedication to the principles of good governance have set a remarkable standard for local leadership. Your unwavering dedication to serving the people is an inspiration to us all.

Going back to Parañaque, this is not the first time the city failed to become an SGLG awardee. In 2023 list of SGLG awardees, eleven NCR cities were named and the City of Parañaque was not among them. Look at the image below.

Now that Parañaque City is ending 2024 with a very bad CMCI finish and the failure to qualify for an SGLG award, one has to wonder what has the current City Government been doing with regards to public service, governance, financial administration, disaster preparedness, social protection, health compliance, public safety, peace and order, and more.

The Department of the Interior and Local Government (DILG) just released the official list of Seal of Good and Local Governance (SGLG) awardees for 2024 and the City of Las Piñas made it, the City Government announced via social media. Las Piñas is one of the fourteen National Capital Region (NCR) cities that were declared awardees.

Las Piñas City was honored with the prestigious Seal of Good Local Governance (SGLG) 2024 from the Department of the Interior and Local Government (DILG) in recognition of the smooth and effective governance of the city under the leadership of Mayor Imelda Aguilar and Vice Mayor April Aguilar. This award is only given to local governments that pass the strict standards of DILG in various aspects of public service and governance.

The SGLG focuses on ten key categories, including Financial Administration and Sustainability, which assesses proper and transparent use of city funds; Disaster Preparedness, which ensures disaster preparedness; Social Protection and Sensitivity, which emphasizes addressing the needs of the poor and vulnerable Sector; Health Compliance and Responsiveness, which promotes effective health services; Sustainable Education, which aims to improve the quality of education; Business-Friendliness and Competitiveness, which facilitates business; Safety, Peace, and Order, which promotes safety and order; Environmental Management, which values environmental care; Tourism, Heritage Development, Culture, and Arts, promoting tourism and cultural appreciation; and Youth Development, encouraging active participation of youth in governance.

Through this recognition, Las Piñas City proved its continuous dedication in providing quality service for the welfare of its residents.

In recent times, local government units (LGUs) were urged by Department of the Interior and Local Government (DILG) Secretary Benhur Abalos to improve their social protection and sensitivity as well as their monetary management strategies, according to a Manila Bulletin news report.

Department of the Interior and Local Government (DILG) Secretary Benjamin “Benhur” Abalos Jr. urged local government units (LGUs) to put up measures to enhance their social protection and sensitivity as well as financial sustainability assessment ratings.

He issued the call during the recent Council on Good Local Governance (CGLG) activity in Cebu City, which discussed the proposed criteria for the Seal of Good Local Governance (SGLG) Assessment for 2024- 2025.

During the event, Abalos bared that the LGUs registered the lowest compliance rates during SGLG assessments when it comes to their social protection and sensitivity, and financial administration and sustainability.

On the flip side, Abalos stated that the LGUs registered positive performance and excelled in the following assessment criteria: Health Compliance and Responsiveness; Tourism Heritage Development, Culture and the Arts; and Sustainable Education.

“Natutuwa ako sa mataas na pagpapahalaga ng mga LGUs sa kalusugan, turismo at edukasyon base sa lumabas sa assessment para sa SGLG nitong nakaraang taon. Ipagpatuloy lang natin ang pagsisikap sa mga areas na ito (I am glad about the LGUs’ high appreciation for health, tourism and education based on the results of the assessment for the SGLG last year. Let’s continue working on these areas,” he said.

Together with Abalos, DILG Undersecretary Marlo Iringan also emphasized the significance of aligning the objectives and ensuring the effective execution of the SGLG assessment process.

The SGLG is an award, incentive, honor and recognition-based program for LGUs that aim to challenge them to continue good governance practices while providing better public services.

Relatedly, the DILG noted that a total of 42,000 barangay captains and other newly-elected officials will undergo continuous training to enhance their capabilities in handling various challenges that they may face in the course of their mandated duties as community leaders.

Abalos stressed that the exercise dubbed as “Grassroots Renewal and Empowerment for Accountable and Transparent (GREAT) Barangays” will run until 2025 and is designed to capacitate the village officials in all leadership aspects.

“As the basic unit of local governance, at pinakamalapit sa ating mga kababayan sa komunidad (and nearest to the people in the community), everything starts in the barangay,” Abalos explained.

Through the Local Government Academy (LGA), Abalos pointed out that the DILG ensures newly-elected barangay officials are ready to face the challenges of leadership in the barangays.

“We will prepare our barangay officials,” he said.

The Muntinlupa City government received the Seal of Good Local Governance Award 2023 from the Department of the Interior and Local Government (DILG).

Muntinlupa is one of the 493 local government unit awardees including 11 from the National Capital Region (NCR).

Awardees from the NCR are Muntinlupa, Caloocan, Malabon, Mandaluyong, Marikina, Navotas, Pasay, Pasig, San Juan, Valenzuela, and Quezon City.

LGUs were assessed based on 10 governance areas. These were financial administration, disaster preparedness, social protection and sensitivity, health compliance and responsiveness, sustainable education, business-friendliness and competitiveness, safety, peace and order, environmental management, tourism, heritage development, culture and the arts, and youth development.

Mayor Ruffy Biazon said Muntinlupa was also an awardee in 2022, 2019 and 2015.

Muntinlupa Mayor Ruffy Biazon received the Seal of Good Local Governance (SGLG) award given by the Department of the Interior and Local Government (DILG).

Biazon and Vice Mayor Artemio Simundac attended the SGLG awarding ceremony held on Dec. 14 that was led by DILG Sec. Benjamin Abalos Jr. and Executive Secretary Lucas Bersamin.

The Seal of Good Local Governance is an “award, incentive, honor, and recognition-based program [that] aims to boost LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.”

“Congratulations, Muntinlupa City! We are an SGLG (Seal of Good Local Governance) Awardee this 2022! Thank you to all employees of the city government including Cong. Jimmy Fresnedi for his excellent leadership when he was the mayor. #MuntinlupaNakakaproud,” said Biazon.

According to the DILG, out of the 1,715 local government units that were assessed, 18 provinces, 60 cities, and 274 municipalities in the country passed the 2022 SGLG criteria.

Muntinlupa is one of the five LGUs in the National Capital Region (NCR) which passed the SGLG assessment. The other awardees are the cities of Caloocan, Mandaluyong, Navotas, and Quezon.

Not so long after achieving honors related to the 2022 Cities and Municipalities Competitive Index, the City of Muntinlupa achieved another tremendous honor in the form of the Seal of Good Local Governance for this year, according to a Manila Bulletin news report.

Muntinlupa received the 2022 Seal of Good Local Governance (SGLG), an “award, incentive, honor and recognition-based program [that] aims to boost LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.”

The Department of the Interior and Local Government (DILG) announced on Oct. 27 that there are 350 awardees this year consisting of 18 provinces, 60 cities and 272 municipalities in the Philippines.

The total number of awardees this year is 20.4 percent of the 1,715 provinces, cities and municipalities in the country covered by assessment.

Only five of the 17 local government units (LGUs) in the National Capital Region (NCR) passed the assessment for SGLG and were named awardees this year. These are Muntinlupa, Caloocan, Mandaluyong, Navotas and Quezon City.

“Congratulations, Muntinlupa City! We did it again! Muntinlupa City is among the awardees of the 2022 Seal of Good Local Governance (SGLG)!” said Muntinlupa Mayor Ruffy Biazon.

He added, “Maraming salamat sa mga katuwang natin sa paglilingkod, most especially to Cong. Jimmy Fresnedi sa kanyang leadership noong siya ang mayor ng ating lungsod (Thank you to our partners in service, most especially to Cong. Jimmy Fresnedi for his leadership when he was the mayor of our city).”

The SGLG, institutionalized through Republic Act 11292, is based on 10 assessment criteria.

“The SGLG maintains the ‘All-in’ principle where a local government must pass all governance areas,” according to a memorandum issued by the DILG.

Muntinlupa City is among 2019 Seal of Good Local Governance (SGLG) awardees

Today the City Government of Muntinlupa announced that they have been feted by the Department of the Interior and Local Government (DILG) as one of the 2019 Seal of Good Local Governance (SGLG) awardees for its excellent delivery of public service. This latest development continues to show why Muntinlupa is a standout city among South Metro Manila’s cities.

The prestigious SGLG award was received by Mayor Jaime Fresnedi from DILG Sec. Eduardo Año during the awarding ceremony held at the Manila Hotel yesterday. With the mayor were City Administrator Engr. Allan Cachuela and DILG Muntinlupa Field Office chief Bernadette Ferino.

Despite having a more stringent assessment criteria for the award, the City of Muntinlupa has passed “all-in” seven assessment areas in governance namely: Financial Administration; Disaster Preparedness; Social Protection; Peace and Order; Business Friendliness and Competitiveness; Environmental Protection; and Tourism Culture and the Arts.

To put things in perspective, Muntinlupa City was among the three hundred and eighty local government units (LGU) in the country conferred with the coveted award in governance. In the National Capital Region or NCR, only eight LGUs received this year’s Seal including the cities of Caloocan, Malabon, Mandaluyong, Navotas, Pasay, Quezon City, and San Juan.

Fresnedi thanked the DILG for its recognition of Muntinlupa’s commitment in improving local administration and service delivery for Muntinlupeños.

“We are honored to receive this award as it validates our efforts towards local governance reforms and development. This recognition is an outcome of the collective efforts of dedicated city officials and employees who tirelessly worked in facilitating a transparent, caring, and accountable government for the people,” the mayor said.

As an incentive, 2019 SGLG recipients are set to receive Performance Challenge Fund (PCF) to finance local development projects and capacity development assistance from the DILG.

To be clear, SGLG is the DILG’s progressive assessment and reward system that gives LGUs distinction for their remarkable performance across various pillars. This year’s award is the second SGLG award conferred to Muntinlupa City after receiving the same recognition in 2015.

Furthermore, Muntinlupa City was also awarded with three major awards from the Department of Health (DOH) last November 4 at the Metro Manila Center for Health Development’s “Gabi ng Parangal” held in Crowne Plaza Manila.

The DOH conferred the City Government with Best in Rabies Prevention and Control Program, Best in National Voluntary Blood Services Program, and Plaque of Appreciation for the implementation of the Universal Health Care.

Previously, Muntinlupa became the only South Metro Manila city to make the Top 10 of the Most Competitive Highly Urbanized Cities when the results of the 2019 Cities and Municipalities Competitiveness Index (CMCI) were revealed.

Parañaque City Government officials silent

More about the NCR city governments and the DILG’s organizing of the 2019 Seal of Good Local Governance awards, I reached out to my contacts at the City Government of Parañaque and asked what was their reaction about their city NOT receiving the prestigious SGLG award. They did not reply at all today.

Those same Parañaque City officials did not reply to my previous inquiry regarding their city’s failure to make the Top 10 of the Most Competitive Highly Urbanized Cities of the entire Philippines as per the results of the 2019 CMCI.

I guess it’s more comfortable for them to remain silent than answering tough questions about competition with other city governments. Now I’ve got to check with one other South Metro Manila city regarding the SGLG awards.
