First Human Milk Bank in Muntinlupa City Inaugurated

Recently in the progressive City of Muntinlupa, the first human milk bank located inside the Ospital ng Muntinlupa (OsMun) was formally inaugurated just as the local celebration of National Breastfeeding Month went on, according to a news article by the Philippine Information Agency (PIA). In celebration of National Breastfeeding Month, Muntinlupa City, together with the Rotary Club of Muntinlupa, has opened the first human milk bank in the city, to save and improve the lives of newborns in need.

Located within the Ospital ng Muntinlupa (OsMun), the facility, opened on August 4, is a crucial resource designed to ensure a safe and sufficient supply of donor human milk bank for babies in need, especially those who are premature, have medical conditions, or whose mothers are unable to breastfeed.

According to the National Nutrition Council (NNC), exclusive breastfeeding for the first six months, followed by continued breastfeeding alongside complementary foods until at least two years of age, is recommended for optimal growth and development.

Donated breast milk is a life-saving gift. A mother’s surplus milk, even in small amounts, can make a big difference in the life of another baby in need.

The human milk bank highlights the importance of breast milk, often called ‘liquid gold,’ in providing newborns with complete nutrition for their needs and strengthening immunity through a mother’s antibodies. Breastfed babies are less likely to get infections and have a lower risk of developing asthma, diabetes, and obesity. Breastfeeding also supports brain development and higher intelligence when they grow up.

The benefits of breastfeeding extend to the mother as well, by releasing hormones like oxytocin, fostering a deep emotional and psychological bond between the mother and child. Mothers who breastfeed also experience a reduced risk of breast and ovarian cancers, type 2 diabetes, and postpartum depression.

Locals who are interested to donate breast milk are encouraged to call 0912-857-5398. The human milk bank is open from Monday to Friday, 8AM to 5PM.

Muntinlupa Mayor Ruffy Biazon held a dialogue with Muslim vendors operating on sidewalks in Alabang.

Biazon said the vendors operate in the Alabang viaduct, Alabang junction, Montillano Street, Petron gas station, and Liana’s, all located in Alabang.

He recently ordered the Muntinlupa Traffic Management Bureau and cooperatives to conduct an inspection of sidewalks of the Alabang viaduct area and Alabang public market.

“Dahil nandito ang transportation hubs, I see Alabang Viaduct as the gateway of Muntinlupa. At bilang gateway, gusto natin na kapag nadaanan ito ng mga tao, ang unang impression nila: maayos, malinis, at disiplinado ang Muntinlupa (Because the transportation hubs are here, I see Alabang Viaduct as the gateway of Muntinlupa. And as a gateway, what we want is when people pass through it, their first impression is: Muntinlupa is neat, clean, and disciplined).”

He said what the city government wants is for the sidewalks to be walkable and the goods, trash and obstruction do not hinder pedestrians. On the other hand, Biazon said he recognizes that sidewalks offer income opportunities for some of the residents.

Ticket scalping prohibited in Muntinlupa City

The Muntinlupa city government approved an ordinance prohibiting ticket scalping.

Mayor Ruffy Biazon signed Ordinance No. 2025-358, which was approved by the Muntinlupa City Council, “prohibiting the scalping of tickets in Muntinlupa City imposing penalties therefor.”

The ordinance defines scalping as “the resale of a ticket at a price greater than the original price printed or listed by the authorized ticket seller.”

Tickets covered by the ordinance are “any physical, digital, or electronic means of entry to a public event, including but not limited to concerts, sports events, theater performances, or exhibitions.”

“Scalping of Tickets is detrimental to Consumer Welfare and to the Development of Local Recreation and Sports Industries in the City Of Muntinlupa,” the ordinance states.

Under the ordinance, it is “unlawful for any person or entity to resell, offer to resell, or purchase with the intent to resell any ticket to an event for an amount greater than the original ticket price. It is likewise prohibited to sell or attempt to sell complimentary tickets regardless of any amount or form of payment, in kind or in cash.”

Exempted from the ordinance is the reselling of tickets at face value or less or when it is permitted by the venue’s official resale policy.

Any person found guilty of violating the ordinance will be fined P5,000 or imprisoned for a year or both depending on the decision of the court.

Official ticket booths are mandated to put up signs warning buyers of the prohibition against scalping and the penalties.

Muntinlupa Mayor Biazon reminds employees about serving the public

As his second term of office started this past Monday, Muntinlupa City Mayor Ruffy Biazon reminded the local government employees to serve the people with courtesy, politeness, respect and attention, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon started his second term of office at noon on June 30 and reminded employees of their duty to serve the public.

“We must serve and treat people with utmost courtesy, politeness, respect and attention that will make them feel that they are welcome and attended to,” he said in his inaugural message at the oath-taking ceremony of all newly elected officials of Muntinlupa on June 30.

Biazon took his oath before Muntinlupa Executive Judge Liezel Aquiatan.

“People are telling me that with my election this 2025, two ‘Firsts’ were accomplished. The first Muntinlupa Mayor to run unopposed, and the first to garner over two hundred thousand votes,” he said.

Also taking their oath were reelected Muntinlupa Rep. Jaime Fresnedi and Vice Mayor Stephanie Teves-Wong.

Councilors in Muntinlupa’s two districts also took their oath of office. They were District 1 Councilors Alexson Diaz, Raul Corro, Rachel Arciaga-Molina, Paty Katy Boncayao-Barreto, Jedidiah Presnedi, Walter Arcilla, Valentino Niefes and Amanda Jane Camilon.

The new District 2 councilors are Reggie Ann Landrito, Mamero Sevilla Jr., Kaye Anne Rongavilla, Francis Ian Bagatsing, Arlene Hilapo, Marie Shalimar Baes-Reyes, Rodolfo Moldez Jr. and Cornelio Martinez.

Biazon said in his first term of office, “good governance” meant something not only an Internet buzzword.

“Dito sa atin sa Muntinlupa, good governance means efficient and effective services, it means transparency and accountability in processes, it means we introduce innovation so that our programs continually improve to benefit our constituents especially those in vulnerable sectors,” he said.

He cited the accomplishments of the Muntinlupa City government in the last three years including getting the Seal of Good Local Governance award from 2022 to 2024 from the Department of the Interior and Local Government.

He said one of the major reforms that he implemented during his first term was to improve the services at the Ospital ng Muntinlupa (OsMun) in Alabang. The operation was the hospital was reverted back to the city government.

For 2025, he said, the city government allotted a P830 million budget for OsMun or about 10 percent of the total budget.

In addition, the city government allocated P100 million for the hospital’s infrastructure upgrades including rooms, critical facilities and new medical and laboratory equipment. He also formed the Mayor’s Patient Relations Team at OsMun to help patients and their families about concerns.

The mayor reminded employees of his “FREE (Fast, Responsive, Efficient and Effective) Service with a Smile” policy.

“Dapat ito ang maging tatak ng mga kawani ng lungsod—dapat hindi lang ito memory verse ng mga empleyado (This should be the brand of city employees—it shouldn’t just be a memory verse for employees). This should be a way of life, a standard operating procedure, an official policy,” he said.

Biazon said he will continue his 7K Agenda consisting of Kalusugan (Health), Karunungan (Knowledge), Kabuhayan (Livelihood), Kaunlaran (Progress), Kalikasan (Environment), Katarungan (Justice) and Kaayusan/Kapayapaan (Peace and Order).

Mayor Ruffy Biazon visited schools to distribute the free school supplies and shoes, which will benefit nearly 100,000 public school students from early education to senior high school.

Each Balik Eskwela package contains backpacks, notebooks, pad papers, pens and pencils, pencil case and black leather shoes.

This is the third year that the Biazon administration will give free school supplies to public school students in Muntinlupa.

“Ginagawa natin ang lahat para masuportahan ang kinabukasan ng kabataang Muntinlupeño. Centenarian receives P100,000 birthday gift from Muntinlupa City Government

A mother who turned 100 received a P100,000 birthday cash gift from the Muntinlupa City government.

Mayor Ruffy Biazon visited Maxima “Ximang” Entila to celebrate her 100th birthday and give her the P100,000 check.

All Muntinlupa residents who reach 100 years old will receive the P100,000 cash gift incentive under City Ordinance 2018-147 and Republic Act 10868 (Centenarians Act of 2016).

“Nakakabilib si Nanay Maxima “Ximang” Entila—100 years old na, pero ang kwento, energy, at sense of humor niya, parang hindi tumatanda! (Mother Maxima “Ximang” Entila is amazing—she is 100 years old, but her stories, energy, and sense of humor never seem to age!),” the mayor posted on Facebook.

According to Biazon, Entila’s life experience included selling vegetables in Divisoria and establishing her own school.

“Ang dami niyang napagdaanan sa buhay, at bawat isa, may kasamang tawa at aral. Mula sa pagtitinda ng gulay sa Divisoria hanggang sa pagtatayo ng sarili niyang paaralan—hindi siya nagpadaig sa hirap. Pinagtapos niya ang lima niyang anak gamit ang kita mula sa eskwelahang itinayo niya (She has been through so much in her life, and each one has its share of laughter and lessons. From selling vegetables in Divisoria to building her own school—she never gave up on hardship. She sent her five children to college using the income from the school she built).”

When Biazon asked her about her secret to long life, she said it was being happy.

Muntinlupa Mayor Ruffy Biazon continued to implement reforms at the city-run Ospital ng Muntinlupa (OsMun) in Alabang.

On May 27, he went to the hospital to inspect a new batch of medical supplies, including medicine and items for hemodialysis.

“Bahagi ito ng tuluy-tuloy na reporma sa OsMun para matugunan ang pangangailangan ng ating mga pasyente at health workers (This is part of the ongoing reform at OsMun to meet the needs of our patients and health workers),” he posted on Facebook.

He said the immediate purchase of the supplies became possible when the direct management of OsMun was reverted to the Muntinupa City government. The hospital previously operated as a Local Economic Enterprise (LEE).

The mayor said that when the change in management took effect and in March, he designated a new group of officers in order to further improve the operation and quality of service at the hospital.

A medical storage facility will be built at Pacwood in Barangay Tunasan that will house medicine and supplies not only for Osmun but also for all health centers in Muntinlupa.

Muntinlupa Mayor Ruffy Biazon announced that all incoming public school students from early childhood education to senior high school will again receive free school supplies and shoes.

He said the Muntinlupa City government will provide the free Balik Eskwela packages for public school students for school year 2025 to 2026.

Alam nating malaki ang gastos tuwing pasukan, kaya’t layunin nating matulungan ang mga magulang at tiyaking handa ang bawat batang Muntinlupeño sa pagbabalik-eskwela (We know that the expenses every start of schooling are big, so our goal is to help parents and ensure that every Muntinlupeño child is ready to return to school),” he said.

This is the third consecutive year that the Muntinlupa City government under the Biazon administration will give free school supplies to public school students.

Each Balik Eskwela package contains backpacks, notebooks, pad papers, pens and pencils, pencil case and black leather shoes. The packages have variations depending on the grade level.

Suspects arrested for stealing Alabang monument brass markers

This past weekend in the City of Muntinlupa, local police officers aided by barangay officials apprehended suspects who were responsible for the theft of brass markers of a city monument, according to a GMA Network news report.

The brass markers of a monument honoring World War II guerillas in Barangay Alabang, Muntinlupa City were found stolen.

The suspects were arrested through the efforts of the police and barangay officials, and will face charges, according to a report by Mao dela Cruz on Super Radyo dzBB on Sunday.

Muntinlupa City Mayor Ruffy Biazon said he went to the Philippine National Police (PNP) station at Alabang Junction where the suspects were brought for investigation.

The suspects revealed that they sold the brass markers to a certain junk shop. The junk shop owner will also face charges for violation of the Anti-Fencing Law. Biazon however said the brass markers may have already been melted.

Earlier, the local government unit offered a P100,000 reward to anyone who can give information that would lead to the arrest of the suspects in the theft of the brass markers.

The monument is located at the plaza of Barangay Alabang. Every February 4, the city recognizes the sacrifice and heroism of the guerillas during World War II.
