Crime syndicates may have infiltrated government agencies

In connection with the recent raid on a particular travel and consultancy firm that was allegedly involved with the issuance of fake Philippine government documents, it seems that crime syndicates may have infiltrated certain agencies of the government, according to a Philippine News Agency (PNA) news article.

Senator Sherwin Gatchalian warned that criminal syndicates may have infiltrated key government agencies following the recent raid on a travel and consultancy firm that allegedly facilitated the issuance of fraudulent Philippine government documents.

“The recent raid strengthens our suspicion that criminal syndicates have infiltrated agencies such as the Philippine Statistics Authority (PSA), Bureau of Immigration, Department of Foreign Affairs (DFA), and Philippine National Police (PNP),” Gatchalian said in a statement on Friday.

This came after members of the Presidential Anti-Organized Crime Commission (PAOCC) found birth and marriage certificates and a passport with a foreign national’s photo but a Filipino name during a raid at JRB Travel and Consultancy Services Inc. based in Intramuros, Manila on Wednesday.

Gatchalian, who has filed a bill to expand Philippine Statistics Authority’s (PSA) authority and impose penalties on civil registrars involved in fraudulent registrations, urged law enforcement to intensify efforts in dismantling these illegal networks.

He cited cases wherein individuals reported paying large sums to the travel agency to secure the release of their detained partners, with one complainant claiming to have paid PHP900,000 to free her fiancé and another paid PHP1.1 million for her husband’s release after a Jan. 17 raid in a Philippine offshore gaming operators (POGO) center in Parañaque City.

In a press conference on Thursday, PAOCC Executive Director Gilberto Cruz described the raided travel agency as the “missing link” in the Senate’s ongoing investigation on POGOs.

He said the firm enabled foreigners to obtain government-issued documents, allowing them to stay in the country despite crackdowns on POGOs.

Aside from document forgery, Cruz revealed that personnel of the travel agency also impersonated PAOCC personnel to extort money.

Cruz, however, clarified that no actual PAOCC officers were involved in the scheme.

Two Chinese nationals arrested in Parañaque City for selling unregistered medicines

Recently in the City of Parañaque, two Chinese nationals were arrested by elements of the Criminal Investigation and Detection Group (CIDG) for allegedly selling unregistered medicines, according to a Philippine News Agency (PNA) news article.

The Criminal Investigation and Detection Group (CIDG) have arrested two Chinese nationals allegedly involved in selling unregistered medicines in Metro Manila.

Agents of the CIDG-Detective and Special Operations Unit nabbed suspects Hu and Quan in a buy-bust at Concorde Village, Tambo, Parañaque City past midnight Saturday.

According to a news release Sunday, the CIDG agents confiscated two boxes of OTC 999 – Ganmaoling Keli, 20 boxes of Glucophage – Metformin Hydrochloride Extended-release tablets, two boxes of Amlodepine Besilate tablets, three boxes of Linou – Gliclazide tablets, two boxes of OTC – Longdan Xiegan pills, four boxes of Zhibai Dihuang pills, one box of Bear Bile powder, 12 boxes Diamicron – Gliclazide tablets and 16 boxes Bayaspirin – Aspirin Enteric-coated tablets.

The medicines, with an estimated market value of PHP15,000, are not registered with the Food and Drug Administration.

The suspects will be charged with violation of Section 11 of Republic Act 9711 (FDA Act of 2009) which prohibits manufacturing, importation, export, sale, distribution and transfer of unregistered drugs.

CIDG chief Brig. Gen. Nicolas Torre urged the public to remain vigilant and report suspicious activities related to the sale of unregistered medicines.

Chinese national arrested at NAIA Terminal 1 for using a fraudulently acquired visa

Recently at Terminal 1 of the Ninoy Aquino International Airport (NAIA), elements of the Bureau of Immigration (BI) arrested a Chinese national who was found using a fraudulently acquired working visa, according to a Philippine News Agency (PNA) news article.

Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) arrested a Chinese man for using a fraudulently acquired working visa.

In a statement, Immigration Commissioner Joel Anthony Viado said 23-year-old Li Xuanjun was intercepted at the immigration departure area of NAIA Terminal 1 in Parañaque City on Jan. 22 before he could board a Philippine Airlines flight for Quanzhou, China. Viado said Li’s name prompted a hit in the bureau’s automated derogatory check system.

The hit indicated that the passenger was wanted by the BI for possessing a working visa which he acquired through fraud and misrepresentation.

Verification made by the BI supervisors confirmed that Li and the person who is the subject of the derogatory hit are one and the same.

“We will be deporting him for being an undesirable alien which stemmed from his acquisition of a visa through dishonest means,” Viado said. “His inclusion in our blacklist effectively banned him from re-entering the Philippines.”

The passenger was turned over to the Order Control and Intelligence Unit which brought him to the warden facility in Taguig City as he undergoes deportation proceedings.

Records showed that Li’s working visa was canceled by the BI in 2023 after an investigation revealed that he acquired his visa upon the petition of a fictitious employer company.

A check with the Securities and Exchange Commission and the Department of Trade and Industry reportedly found that the purported firm is non-existent.

Three foreigners arrested in Parañaque City over shooting incident at a residential complex

Three foreign nationals were arrested in a shooting incident that wounded a Chinese national in Parañaque City, the Southern Police District (SPD) said on Thursday.

In a report, SPD Director Brig. Gen. Bernard Yang identified the suspects as alias Shi, 31, and alias Sui, 33, both Chinese nationals, and alias Edwin, 39, a Cameroonian.

They were arrested after a shooting incident occurred at a residential complex in Barangay Don Galo on Wednesday morning.

The victim, a money changer employee residing in the complex, identified as alias Li, a 35-year-old Chinese national, sustained gunshot wounds and is currently receiving medical treatment at the San Juan De Dios Hospital in Pasay City.

He identified the suspects to the police, leading to a swift operation that resulted in the arrest of Shi, Sui, and Edwin.

During the arrest of the suspects, operatives seized 200 grams of suspected shabu with an estimated street value of PHP1.2 million, a 9mm Glock 19 pistol, one magazine, ten live ammunition, two empty shells, one bullet slug, three butane gas canisters, and two pointed weapons.

Several Chinese nationals arrested in Parañaque City for scamming, forgery, fraud and other violations

Recently in the city of Parañaque, the National Bureau of Investigation (NBI) arrested several Chinese nationals who were caught doing scamming operations at the Casiana Residences and one of the suspects even tried bribing the law enforcers to release them, according to a Manila Bulletin news report.

Eighteen Chinese nationals have been arrested by the National Bureau of Investigation (NBI) for operating a suspected online scam hub at the Casiana Residences in Paranaque City.

One of those arrested, who was suspected to be the group’s leader, attempted to bribe the NBI operatives of P5.1 million for their release, NBI Director Jaime B. Santiago said.

Director Santiago on Wednesday, Oct. 30, presented to the media the suspects, including their arrested leader Hou Jusen.

He said the two Filipino companions of Hou will be used as state witnesses. They were not identified.

The 17 other Chinese nationals were identified as Zhao Jianjin, Huang Cheng Chi, Huang Bi Ying, Li Hui Juan, Lengxin Yu, Liu Xing Rong, Chen Zihao, Zhou You Liang, Chen Xing, Chen Qing Gang, Huang Zhixon, Riu Chen, Mao Jing Hang, Liu Xuan Wu, Wang Wen Bin, Yan Xiao Hong, and Yang Yun.

“Last night (Oct. 29) nagswoop down ang aming mga ahente at nakahuli nga ng labingpito na Chinese while actually engaged in scamming activities (Last night our agents swooped down at the illegal operation and arrested 17 Chinese while actually engaged in scamming activities),” Santiago said.

He said the operation was conducted by the NBI Cybercrime Division (CCD) and Special Task Force (STF) operatives who served a Warrant to Search, Seize and Examine Computer Data (WSSECD) issued by the Paranaque City Regional Trial Court (RTC) Branch 258.

“Na-seize namin ‘yung mga involved na gadgets, electronic devices (We seized their gadgets and electronic devices),” said NBI-CCD Chief Jeremy C. Lotoc.

Lotoc observed that the scam hub is massive “‘yung kanilang crypto transactions (they have massive crypto transactions).”

He said the operatives discovered social engineering scheme scripts, money muling activities, crypto investment activity, and romance scams.

The 18 arrested Chinese nationals were presented for inquest after their arrest. Hou was charged with corruption of public officials, falsification of public documents, and violating the Anti-Alias Law, Lotoc said.

Chinese nationals arrested in Parañaque City for various violations

Recently in the city of Parañaque, three Chinese nationals got apprehended by the local police for different violations that include illegally possessing guns and violating the land transportation code, according to a Manila Bulletin news report.

Three Chinese nationals were arrested by members of the Parañaque City Police Tambo Substation for illegal possession of drugs, firearms and for violations of the land transportation and traffic code on Thursday, October 24.

Southern Police District (SPD) Director Brig. Gen. Bernard Yang said the suspects, identified as alias “Zhenhua,” 30, alias “Zhi,” 29, and alias “Miu,” 26, were arrested at around 7:58 a.m.

They were spotted by patrolling policemen acting suspiciously and changing the plate number of two vehicles.

The police said that when requested to present documents for the two vehicles, the suspects failed to show any and attempted to flee leading to a brief chase and to their eventual arrest.

The police recovered from Zhenhua 25 grams of shabu worth P197,000 and one Bersa caliber .380 pistol. The same amount of shabu was also recovered from alias Zhi. Alias Miu yielded P120,000 worth of marijuana and a .9mm pistol.

The police also recovered from the suspects six different license plates and tools including handcuffs and shovels.

Chinese national arrested in Parañaque City for illegal possession of firearm, grave threat and gun ban violation

A Chinese national was arrested for allegedly pointing a gun at his friend during a heated arguement in Parañaque City on Wednesday night, October 16.

The Southern Police District (SPD) identified the suspect as “Liu,”32. Liu was arrested at around 8:10 p.m. near a hotel in Barangay Don Galo, Parañaque City.

Based on the police investigation, the suspect had a heated argument with his compatriot identified as “Fang” while inside a vehicle driven by “Mark.”

Mark reportedly stopped the vehicle and sought assistance to some bystanders. Luckily, officers from the Parañaque Police Station Investigation and Detective Management Unit (SIDMU) who were conducting an operation near the area heard the commotion and responded to it.

Upon arrival, the officers witnessed Fang and Mark who had already subdued the suspect and were able to get hold of a pistol which Liu allegedly pointed to Fang.

Police recovered the .9mm pistol with five live ammunition from the suspect who failed to show any documents on the firearm.

Chinese fugitive arrested in Parañaque City

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.

In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.

Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.

He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.

“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.

A Chinese national involved in the Pasay road-rage shootout incident on September 21 was charged with illegal possession of firearm and concealing his true identity at the Parañaque City Prosecutor’s Office on Monday, September 23.

The suspect, identified as “Lin,” 34, was arrested by members of the Tambo Police Substation after receiving an alarm from the Pasay City Police that a suspect involved in a shooting incident fled towards the direction of Parañaque City onboard a white NWOW E-Bike that he stole.

Lin was arrested near a construction site on Macapagal Boulevard in Barangay Tambo.

During the investigation, the suspect was found using fictitious names to conceal his identity and previous crimes which include kidnapping and illegal possession of firearm.

Makers of fake passports and ID cards for POGO workers arrested

There is no doubt that Philippine Offshore Gaming Operators (POGOs) added a lot to criminal activities and pain in the country which is why a national ban on them was declared. Still there is a lot to uncover with regards to the processing of records of people – both foreign and local – who worked for POGOs. Recently, law enforcers raided an office that turned out to be making fake passports and ID cards for POGO workers, according to a GMA Network news report. The suspects were arrested for falsifying public documents.

An office manufacturing fake documents like identification cards and passports was raided by the National Capital Region Police Office (NCRPO) in Sampaloc, Manila.

According to John Consulta’s report on “24 Oras,” it was also discovered that the group was making fake IDs and passports for Chinese and Filipinos who work for Philippine Offshore Gaming Operators (POGOs) in the country.

The location appears to be just a photocopying stall from the outside, but upon entering, the equipment and tools allegedly used to make fake IDs and documents were seen.

Pieces of evidence were recovered in the raid such as documents from the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), drug tests with negative results, and agency IDs, all of which are fake.

Several Central Processing Units (CPU) of the computers were also recovered, where the files of the contractors who work at POGO are being kept.

According to the NCRPO, this started with the fake IDs and passports of the Chinese that they handed over to the scam hub in Parañaque last month.

“Medyo mahirap-hirap hanapin. Palipat-lipat sila. Ang transaction ay three different persons. We were able to arrest personalities involved in the forging, falsification at paggawa nitong items na ito, lalo na ang passport, identification card, and birth certificate,” said Police Major General Jose Melencio Nartatez Jr, NCRPO Regional Director.

(It’s a little hard to find. They move around. The transaction involves three different persons.)

Since the POGOs in the country are only valid until December, the NCRPO suspects that the Chinese are now busy making Philippine passports for them to stay in the Philippines.

“Ang kailangan nila during their travel, para undetected na maka-travel is to produce these kind of documents, lalo na ang passport,” said Nartatez.

(What they need during their travel, to be able to travel undetected is to produce these kinds of documents, especially the passport.)
