Building owners in Parañaque City who allow illegal POGO operations will be held accountable

In relation with the big raid on an office build in Parañaque City that resulted in the apprehension of hundreds of suspects, building owners in the city will have avoid Philippine Offshore Gaming Operators (POGOs) as the Presidential Anti-Organized Crime Commission (PAOCC) announced it is eyeing the filing of criminal cases against the owner of the building that was the site of the said raid, according to a news article by the Philippine News Agency (PNA).

The Presidential Anti-Organized Crime Commission (PAOCC) is eyeing the filing of criminal cases against the owner of the building in Parañaque City that was recently raided after the reported operation of an illegal Philippine offshore gaming operator (POGO).

At the regular Saturday News Forum in Quezon City, PAOCC director and spokesperson Winston Casio said the PAOCC would also seek the forfeiture of the whole building allegedly used by the Dan Ying Gaming Corp. where POGO workers have been operating for two years.

“Obviously, we will move for the criminal and civil forfeiture of the whole building sapagkat ‘yung operation noong POGO ay nasa (because the POGO operations were on the) fourth, fifth, sixth, and seventh (floors),” Casio said, adding that a security agency also mans the building.

“So, may kakaharaping malaking problema ang may-ari ng building sa kaniyang pagpayag na magamit ang kaniyang building bilang POGO hub (So, the building owner will face a big problem in allowing his building to be used as a POGO hub).”

He said the building owner may also face a human trafficking case for “knowingly renting out his facility to POGO operations for the past several months.”

The owner, he said, apparently ignored the “red flags,” including the questionable PHP20 million monthly lease payment.

“Nakita naman nila ang red flag. Maraming foreigners coming in and out doon sa building. Nakita naman siguro nila na maraming computers (They must have seen the red flags. Many foreigners were coming in and out of the building. They probably saw that there were many computers). All of those are red flags already but they did not fulfill their social responsibility,” he said.

A total of 435 POGO workers, including 148 foreign nationals, were arrested during a raid on the Chinese-run POGO hub inside the ATI building in front of the Parañaque Integrated Terminal Exchange on Thursday night.

About 136 Chinese nationals, five Vietnamese, three Malaysians, two Thais, a Taiwanese, and an Indonesian were among those taken into custody, Casio said.

Casio said the Dan Ying Gaming Corp. is allegedly owned by a “well-known” Filipino-Chinese businessman.

Office building in Parañaque City raided, hundreds of employees arrested

Very recently in the City of Parañaque, a team of local law enforcers raided an office building in the Bay Area resulting in hundreds of suspected Philippine Offshore Gaming Operator (POGO) employees – including 146 foreigners – getting arrested, according to a GMA Network news report.

Authorities arrested 453 illegal POGO employees in a raid in an office building in the Bay Area of Parañaque City on Thursday.

Operatives from the PNP-Criminal Investigation and Detection Group (PNP-CIDG), Armed Forces of the Philippines (AFP), Bureau of Immigration (BI), Department of Justice Office of Cybercrime (DOJ OOC) and the Presidential Anti-Organized Crime Commission (PAOCC) enforced an arrest warrant against a Chinese national for fraud.

An Immigration Mission Order was also implemented as the subject is an employee of suspected POGO that has been under surveillance for the past months.

A total of 453 employees including 146 foreigners, mostly Chinese, were caught in front of their computers on the three floors of the building believed to be operating illegal offshore gaming and scamming activities.

“Dalawang taon na raw silang nag-o-operate and they never stopped. Galing daw sila ng ASEANA. Nung medyo uminit daw doon, lumipat daw sila dito,” PAOCC Spokesperson Director Winston Casio told GMA Integrated News.

Initial review of computer screens and interviews with Filipino employees revealed the different scams employed in the alleged POGO.

“Bawat floor, iba-ibang scam. Sa fifth floor at seventh floor, stock investment scam. Pero ang pinagkaiba dito sa seventh floor, may spamming na nagaganap using a Hong Kong mobile,” DOJ OOC Head Agent Innah Protacio-Ladislao said.

“Sa sixth floor is online betting scam. Particularly, target nila is Indian. Sa sixth floor, Filipino ang employees,” Protacio-Ladislao added.

Scripts for scamming were also found in workstations.

Authorities recovered hundreds of computers, laptops, smartphones, pre-registered SIM cards and other gadgets. The said items will be examined and will undergo digital forensics.

Based on information gathered, local authorities issued a closure order on the POGO after it was raided before.

It is now operating under a new name with a Mayor’s permit, business license and a barangay permit. These will form part of the investigation.

“Dapat kasi before they issue yung permits nila, yung sa barangay, yung sa city hall, dapat they do yung talagang religious inspection of the establishment,” PAOCC Executive Director Undersecretary Gilbert Cruz said.

“Kung ang permit nila is entertainment, are they really indulging yung kumpanya nila sa entertainment? O baka naman scamming yan tulad ng nangyayari dito?” Cruz added.

Three men arrested for armed robbery inside a village in Parañaque City

Three suspected robbers involved in an armed robbery at a residence in Multinational Village, Parañaque City, have been arrested by the Parañaque City police.

According to a report received by Police Brigadier General Bernard R Yang, District Director, a group of six armed male suspects entered the parking lot of a house located at the intersection of Matthew Street and Multinational Avenue. The victims, two Chinese nationals and four Filipinos residing in the house, were held at gunpoint. The suspects bound the victims with duct tape and tied up the in-house security guard, S/G Julius, before moving to the master’s bedroom.

The primary victim, identified as Lin, Chinese national, was threatened and forced to open a vault, from which the suspects stole approximately ₱700,000.00 in cash, ₱280,000.00 from another victim, Yu, and assorted jewelry valued at around ₱400,000. The suspects fled the scene in a sedan, exiting through Multinational Gate 1.

Through coordinated follow-up operations, Parañaque City Police Station’s intelligence and operational teams traced the suspects’ vehicle movements. Witness testimony led to the identification of one suspect, alias “Brian.”

As a result of diligent investigative efforts, law enforcement apprehended three individuals, alias “Brian” (38), John (33), and Jevic (29), all drivers by occupation. Three additional suspects, identified as alias Ruel (40), Ramel (40) and alias Agustin (37), remain at large, with ongoing efforts to locate them.

LGBTQ member arrested in Las Piñas City for child abuse

A member of the LGBTQ community was arrested by the Las Piñas City Police for child abuse on Wednesday, October 16, Las Piñas Police chief PCol. Sandro Tafalla said.

The suspect was identified as “Butchoko,” 42. He was arrested at around 4:45 p.m. in Barangay Talon Uno, Las Piñas City.

Tafalla said the suspect was tagged as Top 6 most wanted person under the station level for the month of October in violation of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

Butchokoy was arrested by virtue of warrant of arrest issued by Judge Mildred Jacinto Marquez Balmaceda of the Las Piñas City Family Court Branch 2 on September 9, 2024, with a P200,000 recommended bail.

NBI operatives arrest 5 foreigners and 24 locals in Cavite for involvement in varied scams

The campaign against scammers made a notable achievement recently as National Bureau of Investigation (NBI) operatives arrested five foreigners and twenty-four locals in Cavite for their involvement in different kinds of scams, according to a GMA Network news report. It turns out, the scammers were a splintered group of a certain Philippine Offshore Gaming Operator (POGO) hub.

Operatives of the National Bureau of Investigation (NBI) have arrested five foreigners and 24 Filipinos in Cavite for involvement in various types of scams.

In a press briefing on Tuesday, NBI director Jaime Santiago said the NBI-Cybercrime Division caught the foreigners, composed of three Chinese nationals and two Malaysian nationals, and the Filipinos in the act in a subdivision in Kawit.

“These 24 Filipinos are working with them para mag-commit ng [to commit] romance scam, investment scam, cryptoscams, impersonation scams, and… credential stopping. They are supervised by these foreigners,” Santiago said.

Meanwhile, NBI Cybercrime Division Chief Atty. Jeremy Lotoc said this was a splintered group of a Philippine Offshore Gaming Operator (POGO) hub.

Instead of operating in an office, he said the group has shifted to residential units.

“From different departments, from different locations, and purpose nila sa compartmentalization na ito is to avoid exposure or detection from law enforcement,” Lotoc said.

“So meron silang administration department, may operation department, may finance and money laundering department. Lotoc said he also believes that the group still has a “big boss.” He declined to give further details, saying that the NBI’s follow-up operation is ongoing.

Lotoc said they also discovered a “scam show room” filled with high-end products and luxury items, meant to create an illusion for victims.

“Doon ho nahu-hook yung ating mga kababayan at ibang mga foreign victims kasi they are believing na yung kausap nila is kaya silang payamanin din,” he said.

(That is what hooks our countrymen and the other foreign victims because they believe that the one they are talking to can make them rich.)

The NBI recovered pre-registered SIM cards, GCash accounts, computers, devices containing scripts, cellphones, and textplus machines, among others, during the operation.

Lotoc said the arrested individuals were charged under the Anti-Financial Account Scamming Act (AFASA). He also appealed to the public to stop being involved in such scams.

A tricycle driver who was tagged by the police as a top most wanted person was arrested in Muntinlupa on June 28.

The Muntinlupa Police identified the arrested suspect as alias Maiko, 36, listed as the top most wanted person by the Muntinlupa Police for the third quarter of the year. Maiko was arrested at about 12:05 a.m. in Barangay Putatan, Muntinlupa.

He was arrested by personnel from the Muntinlupa Police’s Warrant and Subpoena Unit based on several warrants issued by Presiding Judge Wehrly Gutierrez-Mendez of Muntinlupa Regional Trial Court Branch 8-Family Court on June 14.

The suspect is facing charges including acts of lasciviousness and lascivious conduct with recommended bail of P180,000, and qualified rape with recommended bail of P200,000.

Authorities rescued 187 foreign and Filipino workers in a raid at a Philippine Overseas Gaming Operator (POGO) center in Pampanga province on Tuesday night.

In a report on Wednesday, the Presidential Anti-Organized Crime Commission (PAOCC) said its members together with the Criminal Investigation and Detection Group, Special Action Force and the local police carried out a search warrant operation against the Lucky South 99 compound along Friendship Highway in Angeles City.

The Malolos City Regional Trial Court Branch 14 issued the search warrant against the POGO over reports of human trafficking, torture and scam activities taking place within the establishment.

“Yung reports na nakuha sa atin, initial report for rescue was may mga tinotorture dito. Pinapalo ng mga baseball bat at pinagtatadiyakan dito. Meron tayong isang video na diumano babae na pinagsasayaw dito at pinagpapasahan ng mga bosses (The reports that we received, the initial report for rescue there are persons who are being tortured here. Some 158 foreigners, including Chinese, Vietnamese, Malaysians, Myanmar and Korean workers were rescued, together with 29 Filipinos.

Suspect behind the murder of a woman in Parañaque City surrenders

Recently in the City of Parañaque, a woman (mother of two) was shot dead by a gunman in front of a coffee shop in Barangay San Dionisio. Shortly after the killing, the suspect surrendered voluntarily to the local authorities, according to a Manila Bulletin news report.

The suspect in the shooting to death of a 43-year-old woman in front of a coffee shop in Parañaque City on Feb. 15 voluntary surrendered to the police on the same day.

According to the Southern Police District (SPD), the suspect identified as alias “Cafgu” voluntary surrendered to the officers of San Dionisio Police Substation at around 11:00 p.m.

The SPD said the suspect was accompanied by his relatives when he yielded to the police. He was immediately turned over the Parañaque Police Investigation Section.

The police filed a murder case against the suspect for killing Yolanda, 43, at around 6:00 p.m. in front of a coffee shop on Palanyag Road in Gatchalian, Barangay San Dionisio, Parañaque City.

The victim was with her two sons and was about to board their car when the suspect approached and shot her several times in the head.

Yolanda was declared dead on arrival at the Olivarez Hospital.

Police investigators said the two sons of the victim positively identified the suspect as the one who shot their mother.

During investigation, police learned the suspect’s licenses to own and possess firearms had expired on March 11, 2022.

The Southern Police District reported the arrest of alias Arnold, 32, tagged by the police as the No. 1 wanted person under station level at around 2:15 p.m. along Barangay San Dionisio, Parañaque City.

Members of the WSU arrested the suspect by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Family Court Branch 10, Parañaque City, on Jan. 17, 2024, for four counts of rape.

De Castro recommended a bail of P200,000 for each count.

Overstaying South African national apprehended by immigration agents in province

Immigration authorities arrested an overstaying South African national in Albay province.

In a news release Monday, Bureau of Immigration (BI) Commissioner Norman Tansingco said operatives from the regional intelligence operations unit nabbed Benjamin Michael Theron in an operation along Sikatuna Street, Brgy. 13 Ilawod West, Legazpi City on Jan. 24.

The foreigner was the subject of a mission order issued by the BI chief after receiving a complaint from Theron’s former partner, saying he was causing disturbance in the community.

A check on Theron’s records showed he has been in the country since 2018 and is already overstaying after his visa expired in 2021.

Another foreign national who presented himself as Theron’s employer, attempted to interfere with the operations but eventually yielded after seeing the mission order against the suspect.

BI intelligence division chief Fortunato Manahan Jr. said any individual who conceal, harbor, employ or give comfort to overstaying foreign nationals may face sanctions for violation of the Philippine Immigration Act of 1940, which prohibits harboring of illegal aliens.
