In relation to the recent signing of Republic Act Number 11982 (RA11982 or Tatak Pinoy law) into law by Philippine President Ferdinand “Bongbong” Marcos, Jr., the Department of Trade and Industry (DTI) lauded the signing stressing that it will empower the nation’s industrialization, according to a Philippine News Agency (PNA) news article.

Department of Trade and Industry (DTI) Secretary Alfredo Pascual reaffirmed the department’s commitment to boost its science, technology and innovation-driven industrialization agenda with the enactment of Republic Act (RA) 11982 or the Tatak Pinoy Act on Monday.

In line with President Ferdinand R. Marcos Jr.’s priorities in the Philippine Development Plan (PDP) 2023-2028, the newly passed legislation will empower Philippine industries to manufacture a broader range of higher quality and sophisticated products, elevate the country’s position in the global value chain, and enhance productivity and competitiveness in the global market.

The Tatak Pinoy Law lies at the core of the nation’s industrialization strategy, revitalizing and driving the economic agenda with precision. With its focus on promoting industrial excellence, embracing innovation and navigating contemporary challenges, Tatak Pinoy is a transformative legislation that empowers Philippine industries to thrive in an intensely competitive global landscape.

Under the law, a Tatak Pinoy Council will spearhead the development and implementation of a multi-year strategy focusing on five key pillars: human resources, infrastructure, technology and innovation, investments, and sound financial management.

“We are confident that this legislation will bolster our ongoing programs, propelling industries towards greater global recognition and success. It underscores our commitment to implement measures that enhance the competitiveness of our local industries, ensuring that the world gets to experience what the Philippines has to offer,” Pascual said in a news release.

The Atlas of Economic Complexity, which measures the level of sophistication of export products being produced by countries globally, ranks the Philippines as 33rd among 133 countries, with an overall economic complexity index of 0.76.

This is driven by the country’s exports of high to moderate complex products such as electronics and integrated circuits, electrical machinery and equipment, as well as information and communications technology (ICT) services.

The country ranks 4th in Southeast Asia, trailing behind Singapore (5th), Thailand (23rd), and Malaysia (28th), and above Vietnam (61st) and Indonesia (64th).

“The Tatak Pinoy Law is a significant milestone that will enable our industries to climb up the economic complexity ladder, making the Philippines a more formidable player in the global market. Tatak Pinoy will enable our industries to embrace new technologies and effectively overcome the challenges of the modern world,” DTI Undersecretary Rafaelita Aldaba said.

With the implementation of the Tatak Pinoy Law, the DTI aims to elevate the country’s ranking by supporting and promoting the production of more sophisticated and high-quality products.

Tatak Pinoy will build on the existing flagship initiatives of the DTI, such as the One Town, One Product (OTOP) and Malikhaing Pinoy Program, which cultivate and promote unique products and empower local entrepreneurs and innovators to elevate the quality and marketability of locally made products.

Tatak Pinoy is poised to revolutionize industries, particularly Philippine manufacturing, amidst the entry of Fourth Industrial Revolution technologies. It will amplify DTI’s efforts in building an Industry 4.0 Pilot Factory, establishing a Center for Artificial Intelligence Research (CAIR), and supporting the country’s Regional Inclusive Innovation Centers (RIICs).

The new law will also drive innovation and facilitate Industry 4.0 adoption, especially among micro, small and medium-sized enterprises (MSMEs).

Pascual said a critical provision of the law is the mandate for the Philippine government to prioritize Filipino products and services in government procurement, strengthening collaboration between the public and private sectors.

“This initiative serves as a catalyst for creating a robust market environment, particularly beneficial for SMEs and startups,” he said.

As the Philippines continues to move forward in this post-pandemic age, the national unemployment rate fell down to 4.4% this past August, according to a Manila Standard news report.

The unemployment rate in the Philippines fell to a three-month low of 4.4 percent in August 2023 from 4.8 percent in July, the Philippine Statistics Authority said Friday.

National statistician and civil registrar-general Dennis Mapa said in an online briefing the August unemployment rate was also lower than 5.3 percent recorded a year ago.

This translated to about 468,000 fewer unemployed individuals in August, according to the National Economic and Development Authority (NEDA).

“In terms of magnitude, there were 2.21 million unemployed Filipinos aged 15 years and over in August 2023,” Mapa said.

“It was also lower than the 2.27 million unemployed in July 2023 and 2.68 million a year ago,” he said.

The underemployment rate also fell from 14.7 percent in August 2022 and 15.9 percent in July 2023 to 11.7 percent in August this year. This was equivalent to 1.4 million fewer underemployed persons, particularly among those employed in the services and industry sectors.

Underemployed persons are those who have expressed the desire to have additional hours of work in their present job or to have an additional job, or to have a new job with longer hours of work.

The number of employed persons aged 15 years and over in August 2023 increased to 48.07 million from 47.87 million a year earlier. This translated into 95.6 percent employment rate, higher than the reported employment rate in August 2022 and July 2023 at 94.7 percent and 95.2 percent, respectively.

Total employment increased 203,000 in the agriculture and industry sectors.

Mapa said the labor force participation rate (LFPR) in August reached 64.7 percent, lower than 66.1 percent a year ago, but higher than 60.1 percent in July 2023.

NEDA underscored the Marcos administration’s commitment to generating high-quality and high-paying job opportunities for workers.

NEDA said that apart from the decline in underemployment, several other indicators pointed to an accompanying increase in the quality of employment, including the increase in wage and salary, and full-time employment, and the decline in vulnerable and part-time employment.

“However, much remains to be done as the number of middle- and high-skilled occupations decreased (-354,000), while low-skilled occupations increased (+551,000) compared to the previous year,” NEDA said.

NEDA Secretary Arsenio Balisacan said the government would continue its efforts to create better job opportunities for workers in the country.

“To raise the quality of employment further, the Marcos administration is committed to exerting all efforts to shape an attractive business climate for investors who have the resources needed to bring in high-quality and high-paying jobs,” he said.

The passage of the Trabaho Para sa Bayan Act will help the government achieve the goal of the Philippine Development Plan to provide more jobs to Filipinos, the National Economic and Development Authority (NEDA) said Wednesday.

President Ferdinand R. Marcos Jr. signed on Wednesday the Trabaho Para sa Bayan Act which seeks to, among others, address the challenges in the labor market.

“We support the Trabaho Para sa Bayan Act as it contributes to the Philippine Development Plan 2023-2028, which aims to increase employability, expand access to employment opportunities and achieve shared labor market governance,” NEDA Secretary Arsenio Balisacan said in a statement.

The law mandates the formulation of the Trabaho Para sa Bayan Plan (TPB) to address unemployment, underemployment, the informality of working arrangements, the reintegration of Overseas Filipino Workers and other challenges in the labor market.

It will also focus on improving the employability and competitiveness of Filipino workers through upskilling and reskilling initiatives and will provide support for micro, small and medium enterprises, and industry stakeholders.

The TPB Inter-Agency Council, chaired by the NEDA Secretary, will conduct a comprehensive analysis of the employment situation and labor market in the country.

The Council will also ensure the effective use of resources, harmonizing and complementing all governmental efforts and assisting local government units in planning, devising and implementing employment generation and recovery plans and programs within their respective localities.

Over sixty Filipino hotel workers have departed for Israel in relation to the opening of its hospitality sector to foreign workers, according to a report by the Philippine News Agency (PNA) dated May 31, 2022. That’s not all. There will be hundreds more who will be deployed there in accordance to the agreements between Israel and the Philippines.

The Philippine government is set to send off 61 Filipino hotel workers to Israel, the first deployment of its kind since the latter opened its hospitality sector to foreign workers.

Israel Ambassador to the Philippines Ilan Fluss said a total of 500 are set to depart Manila, with the first 61 leaving on June 1, 2022.

“Until now the hotel industry was closed, this is the first time that the hotel industry was able to invite foreign labor so for Israel this is very important For the Philippines, I believe it’s also important because until now the only Filipinos who were allowed to work in Israel are caregivers,” Fluss said during a send-off ceremony at the Philippine Overseas Employment Administration (POEA) in Mandaluyong City on Tuesday.

“We’re just exiting the pandemic, I believe there is room for growth for the tourism industry so we’re starting with the 61 tomorrow up to 500,” he added.

Fluss assured that overseas Filipino workers would enjoy the same treatment as domestic employees in Israel.

“The rights of the employees are very clear and there is no difference in this aspect between foreign workers and Israeli workers,” he said.

Asked if there are other industries interested in hiring Filipinos, Fluss said none yet at this point.

Department of Migrant Workers Secretary Abdullah D. Mama-o, meanwhile, described the latest deployment as proof that Filipinos are “quality workers”.

“I’m glad that Israel recognized the competence of our Filipino workers. The first batch that we are sending will serve also as an example of the workers that we have in the hotel industry,” he said.

To make things clear, both Israel and the Philippines are gradually emerging from the economic and social damages of the COVID-19 crisis. Businesses that are connected to tourism or travel such as hotels, restaurants and retailers require quality workers who have proven to be dedicated and hard working. As such, the news about sending off hundreds of Filipino hotel workers to Israel to help them revive their industry is very pleasing and encouraging. So far, 2022 is looking like the year of big revival of international tourism and the ties between the Philippines and Israel continue to prosper! Truly this is something we should be thankful to the Lord for.

In a bid to extend assistance to the private sector experiencing disruption of economic activities brought about by the COVID-19 pandemic and community quarantine, the City Government of Muntinlupa extends the payment of business tax payments.

Mayor Jaime Fresnedi approved City Ordinance No. 2020-115 extending the deadline of payment of the 3rd Quarter Business Tax payments from August 19, 2020 to September 18, 2020 without penalties, surcharge and interest.

However, all business taxes due for the said period shall be subject to the penalties and interest prescribed by Muntinlupa Revenue Code if not paid on or before September 18, 2020.

Fresnedi assured the members of the private sector that the City Government will continue to support local businesses in Muntinlupa during these trying times.

Recently, the Philippine Chamber of Commerce and Industry – Muntinlupa has recognized the City Government’s efforts in curbing COVID-19 in the city and its assistance to local businesses amid the pandemic.

During the local business chamber’s virtual general assembly last July, PCCI-Muntinlupa president Elvie Sanchez-Quiazon conferred the Sterling Growth Catalyst Award to Mayor Jaime Fresnedi in recognition of his leadership in addressing the health crisis while still boosting the sustainability of local economy.

Quiazon said the local chamber lauds Mayor Fresnedi’s “transformational and adaptable leadership, commitment and eminent public service to boost the development and sustainability of the Muntinlupa City in challenging times.”

The mayor extended his thanks to PCCI-Muntinlupa for their recognition of the City Government’s COVID-19 response efforts to minimize its health, economic, and social impacts in the city.

Fresnedi said the award also recognizes the hard work of Muntinlupa’s front-liners who are driven by a shared goal to eliminate COVID-19 in the city.

As of August 10, Muntinlupa City has 2,038 confirmed cases with 1,222 recoveries, 726 active cases, 90 reported deaths, 968 suspect cases, and 675 probable cases.

The City Government of Muntinlupa warns the public of the strict enforcement of community quarantine measures in the city and violators will be meted with fines and penalties.

Muntinlupa City Police Station has launched Oplan Galugad to apprehend residents violating city ordinances for the duration of community quarantine including curfew hours, mandatory wearing of face masks, quarantine pass system and liquor ban, among others.

As of August 10, MCPS recorded 305 apprehensions in which six (6) individuals were charged with cases for regular filling. Among recent violators were 60 minors who were given a stern warning for their offense. Minor violators or those below 18 in Muntinlupa will lose their city scholarship on their second offense.

Muntinlupa Public Information Officer Tez Navarro said members of Muntinlupa PNP, city security officers, and barangay police will continue to augment round-the-clock inspections to ensure that health protocols and quarantine guidelines in public places and business establishments are strictly followed.

Navarro added that the stringent measure aims to limit movements and interactions in public places which are hotspots for the transmission of COVID-19. She noted that the public can report cases of violation to PNP or barangays.

Recently, the City Government reverted curfew hours to 8:00 PM – 5:00 AM for the duration of the Modified Enhanced Community Quarantine (MECQ) and approved a liquor ban that will be in effect for all types of community quarantine.

Curfew violators may face penalties of up to P1,000.00, while liquor ban violators will pay up to P2,000.00 penalty. Establishments who will be caught selling alcoholic beverages in the city will incur a P5,000.00 fine, suspension or revocation of business permits, and one-year imprisonment.

Further, the City Council has also passed an ordinance imposing tougher implementation of home quarantine pass system during ECQ and MECQ.

Qpass holders in the city are required to bring a government-issued ID for verification and can only purchase essential goods from 6:00 AM to 12:00 PM. Establishments and Homeowners Associations are mandated to inspect quarantine passes from persons entering or exiting their premises. Violators of the Qpass system may face penalties of up to P1,000.00.

Mayor Jaime Fresnedi asks for the cooperation of the public and says that the strict quarantine measure aims to slow down the transmission of COVID-19 in the city. He also urged residents to observe health protocols such as wearing face masks, physical distancing, and frequent hand washing.

As of August 9, Muntinlupa City has 1,984 confirmed cases with 1,169 recoveries, 726 active cases, 89 reported deaths, 1,061 suspect cases, and 763 probable cases.

In a bid to slow down the transmission of COVID-19 in the city, the City Government of Muntinlupa will be enforcing a liquor ban during all levels of community quarantine and stricter home quarantine pass system.

Mayor Jaime Fresnedi approved City Ordinance 2020-111 ordering a city-wide liquor ban for the duration of all levels of community quarantine as determined by the Inter-Agency Task Force for the Management of Emerging Infectious Diseases.

This initiative aims to prevent gathering opportunities of city residents and minimize the risk of COVID-19 transmission.

Under the local ordinance, sale, trade, delivery, and consumption of liquor and other alcoholic beverages are prohibited in Muntinlupa City with a penalty of P5,000.00, suspension or revocation of business permits, and one year imprisonment for violating establishments.

Individuals who will consume liquor during the ban will be meted with P500.00 for first offense, P1,000.00 for second offense, and P2,000.00 for third and subsequent offenses. While violators who are minors, charges shall be fined against their parents or guardians: stern warning for first offense, withdrawal of scholarship grants from the City Government or P500.00 (non-grantee) for second offense, and P1,000.00 for third and subsequent offenses.

Muntinupa City Council Majority Floor Leader Coun. Raul Corro said the liquor ban will only be lifted if the city is no longer under any community quarantine. He noted that the City Council decided to impose stricter regulation on alcoholic beverages because many residents still violate quarantine and health protocols despite the alarming increase of COVID-19 cases.

Corro added that the measure also responds to the call of the national government and medical frontliners for stricter home quarantine measures.

Members of PNP Muntinlupa, Public Order and Safety Office, City Security Office, Muntinlupa Traffic Management Bureau, Business Permits and Licensing Office, and Barangay Chairpersons shall take the lead in enforcing the liquor ban. Local homeowners’ associations, including security guards, will also be deputized to augment operations.

Further, the City Council has also passed ordinances imposing tougher implementation of home quarantine pass system and curfew hours during the Enhanced and Modified Enhanced Community Quarantine.

Qpass holders in the city are required to bring a government-issued ID for verification and can only purchase essential goods from 6:00AM to 12:00PM. Establishments and Homeowners Associations are mandated to inspect quarantine passes from persons entering or exiting their premises. Violators of the Qpass system may face penalties of up to P1,000.00.

Curfew hours in Muntinlupa during ECQ and MECQ have been reverted to 8:00 PM to 5:00 AM. Authorized Persons Outside their Residence (APOR) and other individuals determined by the Joint Task Force COVID Shield are exempted from the curfew.

Curfew violators may face penalties of up to P1,000.00 and withdrawal of scholarship grants from the City Government for minor violators.

As of August 6, Muntinlupa City has 1,849 confirmed cases with 1,035 recoveries, 736 active cases, 78 reported deaths, 971 suspect cases, and 726 probable cases.

COVID-19 Crisis: Muntinlupa offers mental health e-consultation for COVID-19 patients, frontliners

Providing a holistic approach for the treatment of COVID-19 patients and in a bid to help local frontliners to de-stress from heavy workload, the City Government of Muntinlupa offers free psycho-social support and mental health services via online and limited face-to-face consultations.

The Muntinlupa Mental Health and Psychosocial Support (MHPSS) provides psychological first aid and psychiatric check-up, including psychotherapy,  through the Mental Health and Wellness “Alay Malasakit” Program for city residents who tested positive for COVID-19, suspect cases, frontliners, and the general public experiencing anxiety and stress during the pandemic.

In a Facebook post, MHPSS invited city residents who are experiencing fatigue, depression, fear of COVID-19, difficulty in sleeping due to anxiety brought about by stressful situations, or having suicidal thoughts to send them a message and avail of their free online mental health consultation.

Mental Health Psychosocial First Aids and online counselling are administered via Muntinlupa Mental Health Psychosocial Support Services Facebook page.

Psychiatric and Mental Health Crisis e-prescription for self-injurious/suicidal and acute amphetamine psychosis, among other related concerns are also available via MHPSS FB page or through Dr. Nicanor Echavez’ Messenger, Viber (0977 277 4402), or email (echaveznicanor@gmail.com) from Mondays to Fridays 1:00 PM to 5:00 PM.

While, limited face-to-face check-up for psychiatric consultation is offered at Poblacion Health Center every Wednesdays and Fridays from 2:00 PM to 5:00 PM.

The MHPSS Team is composed of a psychiatrist, registered psychometrician, nurses, social workers, a SPED teacher, barangay health workers, and other staff members from the City Government of Muntinlupa.

As of August 5, MHPSS Team has free provided free mental health service and referrals to 900 clients. The project is facilitated by the City Health Office, Social Service Department, Persons with Disabilities Affairs Office, Schools Division Office – Muntinlupa, Office of Senior Citizens Affairs, and Muntinlupa City Technical Institute.

Mayor Jaime Fresnedi said the City Government recognizes the need to support the people’s mental health as fear and anxiety grow from various factors including the virus’ threat to public health, the implementation of strict quarantine, and a wave of social media misinformation, among others.

“We are taking a holistic approach in the COVID-19 health emergency by also providing psychological support for our constituents. We made it accessible online so Muntinlupeños can consult with our medical personnel in the comfort of their homes during the quarantine period,” Fresnedi added.

The Muntinlupa Mental Health and Psychosocial Support program was established last 2016 to cater to persons in crisis such as fire victims and displaced families during calamities. Social workers has provided counselling in evacuation centers and self-care seminars for calamity victims.

As of August 4, Muntinlupa City has 1,686 confirmed cases with 893 recoveries, 716 active cases, 77 reported deaths, 767 suspect cases, and 789 probable cases.

The Muntinlupa City Police Station has installed checkpoints in city boundaries while the local government has limited its physical transactions as Metro Manila shifts back to Modified Enhanced Community Quarantine starting August 4.

Public Information Officer Tez Navarro said Muntinlupa Police has installed checkpoints in city boundaries while quarantine passes will be required again to limit movement.

Navarro noted that old quarantine passes are still valid and can be used by residents in checkpoints while the City Council is yet to convene for the final quarantine guidelines. Those who will travel to work can still use their company identification cards or certificate of employment in checkpoints.

Checkpoints in Muntinlupa City are situated in Tunasan, Muntinlupa – San Pedro, Laguna, Susana Heights SLEX Toll, and Filinvest Alabang. The local police shall also put checkpoints in barangay boundaries to restrict non-essential inter-zonal travel.

The Muntinlupa City Council will hold a Special Session on Wednesday to discuss amendments on the implementation of curfew hours, reinstatement of liquor ban, issuance of quarantine passes, and mandatory use of face mask.

Some offices in the City Government have also imposed limited physical operations starting August 4. The Muntinlupa Public Employment Service Office temporarily suspended processing of applications from walk-in applicants. PESO announced that it will only cater online requests for referral to companies and will continue to post job vacancies in their Facebook Page.

Muntinlupa Scholarship Program has also suspended its Drop Box applications following the placement of Metro Manila back to MECQ. MSP will only accept email applications during the period.

Taxpayers in the city can also process their transaction online. Muntinlupa Business Permits and Licensing Office and Muntinlupa City Assessor’s Office have announced electronic transactions for the processing of request for quarterly local business tax assessment, real property tax order of payment, copy of Assessor’s certification, among others, to limit physical transactions.

Meanwhile, the City Government will continue to enforce market schedule regulating the operations of Alabang Public Market. The implementation of the market schedule aims to limit interactions in public places which are hot spots for the transmission of COVID-19.

District 1 and non-Muntinlupa residents are scheduled on Wednesday, Friday, and Sunday. While District 2 residents can buy groceries in Alabang Public Market on Tuesday, Thursday, and Saturday. Monday is designated for disinfection and sanitation of stalls and other areas of the market.

Further, tricycles will be allowed to operate in Muntinlupa despite restriction of public transportation during MECQ.

Tricycle drivers can only transport frontliners, workers of industries allowed to operate during MECQ, and heads of households buying essential goods. Only one passenger per tricycle will be allowed with an exemption for emergency cases with a fare of P25.00 per trip.

Minimum health protocols will still be followed including installation of transparent plastic sheet barriers, disinfection of tricycles at least twice a day, provision of alcohol-based sanitizers, and implementation of “no face mask, no ride” policy.

The odd-even scheme for tricycles will continue to be implemented where Tricycle Regulatory Unit (TRU) numbers ending in odd numbers will be allowed to operate on Mondays, Wednesdays and Fridays, while those with even number can operate on Tuesdays, Thursdays and Saturdays.

To augment transportation, the City Government will continue to offer “libreng sakay” to commuters.

Mayor Jaime Fresnedi continues to urge city residents to stay at home and follow health protocols such as frequent hand-washing, physical distancing, wearing of face masks, proper cough etiquette, and other precautionary measures.

As of August 3, Muntinlupa City has 1,634 confirmed cases with 803 recoveries, 756 active cases, 75 reported deaths, 705 suspect cases, and 802 probable cases.

COVID-19 Crisis: Muntinlupa Rescue Unit resumes operations following one-week temporary shutdown

The Muntinlupa City Disaster Risk Reduction and Management Office (MCDRRMO) announced yesterday the resumption of Muntinlupa Rescue’s operations and Emergency Medical Services following a one-week temporary shutdown.

MCDRRMO chief Erwin Alfonso confirmed that Muntinlupa Rescue resumed its full operations (on August 2) after the completion of disinfection activities and testing efforts of the emergency response unit.

On July 26, Alfonso ordered the temporary closure of the rescue unit due to three staff members to have tested positive for COVID-19 after conducting RT-PCR tests.

He noted that while MCDRRMO awaits five (5) remaining test results, Muntinlupa Rescue has enough personnel to continue with its daily operations.

During the one-week shutdown, 26 personnel of Muntinlupa Rescue were placed under quarantine and went to swabbing. Two additional staff members tested positive for COVID-19 and were isolated for treatment.

The local Rescue Unit augments the City Health Office in handling the management and transportation of suspect and confirmed cases of COVID-19. This is in addition to assisting people during disasters, accidents, and emergency cases, and taking them to hospitals.

Emergency services and transportation of patients using Muntinlupa Rescue’s ambulances were temporarily handled by Barangay Emergency Response Teams (B.E.R.T).

Mayor Jaime Fresnedi says that stricter measures and quarantine protocols will be implemented in local government offices to ensure the safety of the public. The mayor urged city residents to continue to observe health protocols such as wearing of face masks, physical distancing, and hand hygiene.

As of August 2, Muntinlupa City has 1,541 confirmed cases with 745 recoveries, 721 active cases, 75 deaths, 869 probable cases, and 775 suspect cases.
