DOJ Secretary emphasizes coordination among government agencies when it comes to tackling illegal POGOs, makes another reference to Las Piñas City raid

The recent raid in Las Piñas City was referred to once more as Justice Secretary Jesus Crispin Remulla emphasized that coordination between agencies of the government when it comes to tackling Philippine Offshore Gaming Operators (POGO) believed to be illegal, according to a Philippine News Agency (PNA) news article. This is not the first time the Secretary made a reference to the Las Piñas raid. Already there were foreign fugitives uncovered in the same raid.

Government agencies must exert concerted efforts to ensure that illegal Philippine Offshore Gaming Operators (POGO) are discontinued, according to Justice Secretary Jesus Crispin Remulla on Friday.

Remulla underscored the need to scrutinize the rules on regulatory compliance following recent raids conducted on boiler room operations staffed by thousands of local and foreign workers in Pampanga and Las Piñas City.

A lot of sensitive legal salient points have to be threshed out and this involves the agencies of the DOJ (Department of Justice) coordinating with every other office in the government that will help out in the efforts to weed out illegal POGOs,” Remulla said during a press conference.

The coordination will include the Bureau of Immigration (BI), Department of Social Welfare and Development, Department of Foreign Affairs, and the police, according to Remulla.

“We will thresh out these issues so that we will not be pointing at each other. We will be working as a team for the government,” he said.

Remulla said they will also seek guidance from the Supreme Court so that the procedures necessary to carry out their mandates to stamp out illegal POGOs will be done properly.

“So ang ginawa namin tiningnan namin lahat ng (we are exploring every) weak points from the experience that we have. We are making sure that the weaknesses of the cases in the past will no longer be there,” he added.

Remulla said the BI will continue to enforce the rules against illegal aliens or offenses involving foreigners.

DOJ Secretary laments PNP’s failure to heed department’s advise, refers to Las Piñas City raid

In the latest turn of events related to the recent raid of the Philippine Offshore Gaming Operator (POGO) in Las Piñas City, Department of Justice (DOJ) secretary Jesus Crispin C. Remulla lamented the Philippine National Police (PNP) to head his department’s advice to build up cases first before doing raids targeting criminal suspects and rescuing victims, according to a Manila Bulletin news report. The Las Piñas City raid was referred to by Remulla.

Justice Secretary Jesus Crispin C. Remulla lamented the failure of the Philippine National Police (PNP) to heed the advice of the Department of Justice (DOJ) to build up cases first before implementing raids to arrest suspected criminal offenders and rescue possible victims.

Remulla pointed out the raid conducted by the PNP’s Anti-Cybercrime Group (PNP-ACG) at the Hong Tai Compound in Las Pinas City where it allegedly rescued 2,714 Filipinos and foreigners from human trafficking.

“May pag-uusap na kasi ang DOJ at tsaka Anti-Cybercrime Group ng PNP na bago kumilos ay mag-case build up muna para ‘pag tayo ay nagraid at tayo ay manghuli ang lahat ng ating huhullihin ay pihadong may ebidensya laban sa kanila (The DOJ and PNP-ACG have already talked that before policemen act they should conduct case build up first so that, once they hold raids and make arrests, law enforcement will surely have evidence),” Remulla said during a press briefing on Monday, July 10.

“Hindi po ito nasunod (This was not followed),” he lamented.

With PNP’s failure to heed the advice, he said “ngayon maraming nakabinbin na hindi maifile na mga kaso sapagkat wala naman ebidensya na kumpleto (there are many pending cases that could not be filed because of incomplete evidence).”

Records showed that the PNP also filed criminal cases before the DOJ against five Chinese nationals who were arrested for alleged violations of the anti-human trafficking law.  They were identified as Li Jiacheng, Xiao Liu, Yan Jiayong, Duan Haozhuan and LP Hongkun.

Remulla said the five suspects have been released for further preliminary investigation.

“Sinabi na namin mag-usap muna tayo bago kayo kikilos. Tapos gusto nila file kami ng file ng kaso kahit wala kaming ebidensya. Hindi namin gagawin ‘yun (We told them to talk first before taking action. Now they want the DOJ to file cases even though there are no evidence. We will not do that),” he stressed.

He said that most of those rescued have been repatriated to their respective countries and over 1,000 of them remain in the Philippines.

A Look Back at Amazing Spider-Man #384 (1993)

Welcome back superhero enthusiasts, 1990s culture enthusiasts and comic book collectors! Today we go back to the year 1993 and explore a part of the Marvel Comics universe through one of the many tales of the Amazing Spider-Man comic book series.

In my previous retro review, Spider-Man became the new target of The Jury, a team of armored mercenaries founded and led by the father (note: a prominent and powerful man) of one of Venom’s murder victims. Spider-Man was perceived to be responsible for bringing the living alien costume into the world which eventually resulted in the creation of Venom (note: Eddie Brock bonded with the same symbiote) who went on to cause havoc and killed a lot of people.

With those details laid down, here is a look back at Amazing Spider-Man #384, published in 1993 by Marvel Comics with a story by David Michelinie and drawn by Mark Bagley.

Early story

The story begins inside a certain government building in New York City scheduled for renovation. A heavily restrained and drugged Spider-Man was about to have mask taken off by one of The Jury members when their founder General Taylor intervened and insisted that they keep their honor. Spider-Man is up for questioning and scrutinization in a makeshift trial by The Jury. As the webslinger is not in the proper condition to stand trial, Taylor (in his capacity as the judge) declares a 30-minute recess.

Elsewhere, Peter Parker’s wife Mary Jane received bad news from her boss that her role in the TV show Secret Hospital will be reduced to a recurring role. This troubles her deeply as it means reduced income for her at a time when her marriage with Peter continues to go down. Spider-Man’s lack of quality time with her keeps taking its toll on her…

Quality

Spidey on trial!

Firstly, I should say that the Michelinie-Bagley team’s concept of having The Jury as the force of opposition against Spider-Man continues to do wonders creatively in this particular comic book series. In the previous issue, the webslinger was hunted and General Taylor really invested a lot of technologies to get to him in the middle of a very bustling city. In this particular issue, Spider-Man is completely vulnerable being weakened and disoriented as he is about to be tried in a makeshift court.

Along the way, Taylor and his team were portrayed to work within their own system of justice. As no court of law in New York would recognize Spider-Man’s trial, The Jury set up their own court in a very private and unusual manner.

While the planned trial is the major event of this comic book’s concept, Michelinie pulled off a rather unusual move with the narrative. Just as the first witness points to Spider-Man for being responsible for Venom, the iconic webslinger then starts to wonder what the trial is truly all about and then the creative team unleashed a slew of flashbacks that looked back a key events published in certain comic books of Secret Wars, The Amazing Spider-Man and Web of Spider-Man through the years. I’m talking about Spider-Man’s first-ever encounter with the symbiote, how he got rid of it, how the symbiote bonded with Eddie Brock to form Venom, how Venom’s costume left a living seed that Cletus Kassady touched and became Carnage, etc. These flashbacks, all nicely drawn by Mark Bagley, conveniently served as an instant reference for readers to catch up with the current events but this was done at the expense of this comic book’s narrative.

More on the trial, this comic book raises layered questions about the concept of responsibility on Spider-Man. Could the iconic webslinger really be held accountable for whatever murders Venom committed along with the trauma he caused on bystanders given the fact that he really brought the alien costume into their world? Should Spider-Man also be held responsible for any murders committed by Carnage? This is one really loaded script Michelinie came up with and he really had Spider-Man vulnerable not only to The Jury but also to the questions thrown at him during the makeshift trial. To put it short, this is one very unusual Spider-Man tale ever told that carries strong relevance from the past.

As with the previous issues, this comic book sheds a limited amount of the spotlight on Mary Jane and Spider-Man’s Aunt May who at this stage has gotten paranoid with her suspicions about Peter’s parents. The dramatization turned out pretty good.

Conclusion

Spider-Man in a vulnerable state with The Jury.

While the flashbacks were excessive and made the narrative feel bloated, Amazing Spider-Man #384 (1993) still has lots of good stuff fans can enjoy. It has a pretty bold concept of having Spider-Man really trapped and left vulnerable for the makeshift trial. More notably, the narrative pounded heavily on the concept of responsibility in relation to Spider-Man’s past actions that led to the creation of Venom and even Carnage.

Overall, Amazing Spider-Man #384 (1993) is recommended!

Vloggers responsible for Las Piñas City prank could face additional charges

The vloggers who have been charged already over the public prank in the form of a kidnapping in Las Piñas City in the presence of a police officer could face additional charges from the police, according to a Philippine Star news report. It also turns out that the said incident took place at Barangay BF International – CAA.

Police are eyeing more criminal charges against three vloggers who were responsible for a kidnapping prank in Las Piñas City recently.

Col. Jean Fajardo, spokesperson for the Philippine National Police, said the PNP Anti-Cybercrime Group is studying if additional complaints could be filed against the content creators behind Tukomi, which has 4.21 million subscribers on YouTube and 4.21 million followers on Facebook.

Fajardo said the vloggers uploaded a video of the kidnap prank on social media platforms, which generated thousands of comments from netizens.

The vloggers are facing complaints for alarm and scandal filed by the police Integrity Monitoring and Enforcement Group (IMEG) before the Las Piñas prosecutor’s office.

The respondents are Mark Lester San Rafael, Mark Hiroshi San Rafael and Eleazar Stephen Fuentes.

The vloggers staged a scene which showed men wearing black bonnets kidnapping a person in Barangay CAA-BF International.

Unknown to them, an off-duty police officer, S/Sgt. Ronnie Conmingo of the IMEG, was in front of a nearby store when the content creators staged the stunt.

Philippines’ disengagement from any contact and communication with International Criminal Court (ICC)

Do you honest believe that your country is under the jurisdiction of the International Criminal Court (ICC) at all? I had to ask that question because my native Philippines continues to be the ICC’s subject over the issues related to the war against drugs that happened during the administration of previous President Rodrigo Duterte. Recently, President Ferdinand “Bongbong” Marcos, Jr., announced that the nation will be disengaging from any contact and communication with the ICC as a result of the international organization’s latest rejection of the Philippines request related to an investigation about the said drug war, according to a Philippine News Agency (PNA) article.

To put things in perspective, posted below is an excerpt from the PNA news article. Some parts in boldface…

The Philippines is “disengaging” from any contact and communication with the International Criminal Court (ICC) after it rejected the country’s request to suspend its ongoing investigation into former President Rodrigo Duterte’s drug war, President Ferdinand R. Marcos Jr. said Tuesday.

Marcos made this remark after the ICC Appeals Chamber, in a decision dated March 27, denied the Philippines’ plea “in the absence of persuasive reasons in support of ordering suspensive effect.”

At this point, we essentially are disengaging from any contact, from any communication I guess with the ICC…We ended up with the same position that we started with and that is we cannot cooperate with the ICC,” he told reporters in a media interview during an event at SMX Convention Center in Pasay City.

He said the ICC decision to reject the country’s plea ends the Philippines’ involvement with the Hague-based international court.

We don’t have a next move. That is the extent of our involvement with the ICC. That ends all our involvement with the ICC because hindi na tayo pwedeng mag-appeal (we can no longer appeal),” he said.

“The appeal has failed. And there’s – in our view, there is nothing more that we can do in the government,” he added.

He said the Philippines “no longer” has any recourse when it comes to the ICC.

“We have not been involved with the actual action. Merely as a comment, we would comment, and the appeal is part of a comment. But we have not appeared as a party in the ICC because we do not recognize the jurisdiction of the ICC. And so that is again, as I said, we have ended up now at the end where we really started,” he said.

He likewise cited “serious questions” about the ICC’s jurisdiction, saying he considered it to be “interference” and “practically attacks on the sovereignty.”

To recall, the Philippine government submitted two requests — a notice of appeal in February and an appeal brief in March — to suspend the probe after ICC authorized its prosecutor, Karim Khan, to investigate alleged crimes committed during the Duterte administration’s anti-narcotics campaign.

In March 2018, Duterte ordered the Philippines’ termination of the Rome Statute that created the ICC after former prosecutor Fatou Bensouda continued with the preliminary examination.

The Philippines formally cut ties with the ICC on March 17, 2019, exactly a year after the revocation of the Rome Statute.

Wanted person apprehended in Parañaque City over acts of lasciviousness

Recently in Parañaque City, a 29-year-old man who was named by the police as the 5th most wanted person in the city was arrested over charges of acts of lasciviousness, according to a Manila Bulletin news report.

Members of the Parañaque Police’s Warrant and Subpoena Section (WSS) arrested a suspect who is facing three counts of acts of lasciviousness on Thursday, March 2.

The suspect was identified as Mario Formalejo, 29, tagged by the police as No. 5 among the top ten most wanted person.

According to the police, Formalejo was arrested around 4:00 p.m. along Fourth Estate, San Antonio, Parañaque.

Col. Renato Ocampo, city police chief, said members of the WSS served the warrant of arrest against Formalejo issued by Judge Moises Domingo De Castro, of Parañaque Family Court Branch 10 on June, last year for three counts of acts of lasciviousness with a bail recommended at P540,000.

Police apprehend wanted driver in Las Piñas City

Recently in the City of Las Piñas, police officers arrested a wanted driver who has been accused for rape and acts of lasciviousness, according to a Manila Bulletin news report. The suspect also happens to be one of the most wanted persons in the city.

A driver wanted for rape and acts of lasciviousness cases was arrested by members of the Las Piñas Police Warrant and Subpoena Section (WSS) on Wednesday, Jan. 4.

Col. Jaime Santos, city police chief, said the suspect, identified as Edmar Mecares, 34, was listed as one of the most wanted persons in Las Piñas.

Santos said the suspect was nabbed at around 10:30 a.m. on Emeral Road in Barangay Pilar, Las Piñas on the strength of a warrant of arrest issued by Judge Elizabeth Yu-Guray of Las Piñas Regional Trial Court Branch 202.

The court released the arrest order against Mercares on Dec. 2, 2022 for the crime of rape and acts of lasciviousness with a recommended bail of P540,000.

Ashleigh Burton crying – Some of you who have seen enough movie reaction videos by YouTube Asheigh Burton should have realized by now that she is a jolly person. Having seen many of her videos myself, there were lots of times when she laughs even though she was reacting to movies that were not comedies at all. There are certain movie reactions videos of hers in which she got to cry as those respective films touched her deeply. Take note that she does not cry all the time but in key scenes. Worship video of Encounter Song The Australia-based church Planetshakers continues to keep leading people to the Lord through their worship services, worship events and, of course, their worship music. LTO revokes licenses of two drivers involved in separate Parañaque City incidents

Remember the BF Homes incident of the street cleaner who got ran over as well as the other incident that resulted in the death of a 3-year-old girl? Both incidents happened in different parts of Parañaque City and each incident involved sports utility vehicles (SUVs). It turns out, the Land Transportation Office (LTO) revoked the respective licenses of the two drivers who were involved in the said incidents, the Philippine Daily Inquirer reported.

To put things in perspective, posted below is the excerpt from the Inquirer news report. Some parts in boldface…

The licenses of two drivers have been revoked after they were found guilty of reckless driving for bumping two children – killing one of them, and running over a street sweeper in Parañaque City.

The Land Transportation Office (LTO) said it canceled the driver’s licenses of Raymond Zapirain and Rodolfo Cudiamat and held them liable for the administrative violation of reckless driving as they were tagged as “improper persons to operate motor vehicles.

Zapirain and Cudiamat were also ordered to pay fines of P2,000 and were perpetually disqualified from securing a driver’s license and driving a motor vehicle, according to the regulatory office.

The LTO noted that Zapirain is the registered owner and driver of the SUV that hit and seriously injured 63-year-old street sweeper Doreen Bacus last September 24 in Barangay BF Homes, Parañaque City.

The incident was caught on CCTV, which showed the street sweeper doing her job while on the side of the road and Zapirain suddenly bumping her. The victim was then dragged and eventually ran over by the vehicle.

Cudiamat, on the other hand, was the driver of a vehicle involved in another hit-and-run incident where one of the two victims died.

Last September 20, two children were walking along Bodoni Street corner Extra Street, Fourth Estate, Brgy. San Antonio, also in Parañaque City, when they were hit by Cudiamat’s vehicle, resulting in the death of a three-year-old.

Our roads have no room for these ill-disciplined drivers who continue to ignore our traffic laws, even to the point of feigning innocence that what happened was an accident,” LTO Chief Teofilo Guadiz said in a statement Thursday.
