Scammers who pretended to be DBM personnel arrested by NBI

Here in the Philippines, scammers are almost everywhere. There are scammers who will send you direct electronic messages or call you with offers of job openings, promos, investment opportunities, subscriptions and the like. What caught my attention was the National Bureau of Investigation’s (NBI) recent apprehension of scammers who posed as personnel of the Department of Budget and Management (DBM), according to a news article published by the Philippine News Agency (PNA).

Muntinlupa City ranks #2 in the NCR in public financial management

Recently in the progressive City of Muntinlupa, it was revealed that the city finished at 2nd place among the local governments within the National Capital Region (NCR) on the assessment about public financial management, according to a Manila Bulletin news report.

The Muntinlupa City government ranked second among local government units in the National Capital Region (NCR) in public financial management assessment done by the Department of Budget and Management (DBM).

Muntinlupa ranks 2nd in PFMAT Compliance of the Department of Budget and Management,” according to Mayor Ruffy Biazon.

The ranking was a result of the Public Financial Management Assessment Tool (PFMAT) based on budgeting, accounting, auditing, cash management, management of public debt/procurement, revenue generation and public reporting on public sector financial operations, added Biazon.

“Public Financial Management (PFM) is a system of rules, procedures and practices for government to manage public finances. PFM seeks to address the key challenges of controlling government spending and making agencies operate efficiently and effectively,” according to previous guidelines issued by the DBM.

Biazon said Muntinlupa’s ranking is “proof to our commitment to transparency, accountability, and responsible financial management. We ensure that public funds are spent well and effective.

COVID-19 Crisis: GCash will be used by the Muntinlupa City Government to distribute ayuda to local recipients

Calling all residents of Muntinlupa City who use GCash! Be aware that it has been reported by the Manila Bulletin that the national government’s financial assistance (AKA ayuda) will be released to qualified recipients through their GCash accounts. Take note that the City Government of Muntinlupa will use the mobile wallet app as a crucial method to send the money to the qualified recipients which should relieve them from having to personally travel to a single venue to physically collect the money. For the newcomers reading this, the national government releases financial assistance to the residents of specific areas or regions that got affected by the enhanced community quarantine (ECQ).

The Muntinlupa City government announced Monday that it will use the mobile wallet app GCash in the distribution of the national government’s “ayuda” or financial assistance.

“For the expected distribution of ‘ayuda’ for affected Muntinlupa residents under ECQ [enhanced community quarantine], the local government will use GCash. The city government decided to hold an online distribution to ensure the safety of everyone against COVID-19,” according to an announcement by the city government.

It said it will issue additional updates about the online payout and urged the public to make their own GCash accounts.

According to Local Budget Circular No. 138 issued by the Department of Budget and Management (DBM) on Aug. 6, Muntinlupa has been allotted P441.6 million for distribution to affected residents.

The “ayuda” allotment was given to Metro Manila local government units (LGUs) after the region was placed under ECQ from Aug. 6 to 20.

A total of P10.89 billion has been allotted by the national government to 16 cities and one municipality in Metro Manila.

If you are a qualified recipient of the ayuda here in Muntinlupa and you don’t have GCash, then you should download the app as soon as possible. Posted below are the ways to get yourselves moving with GCash. The images below were posted by the City Government through their official Facebook page.

Residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. COVID-19 Crisis: Muntinlupa City Government receives P442-M from national gov’t, to start subsidy pay-out today

The City Government of Muntinlupa announced that it has officially received P442,191,000 from the Department of Budget and Management and Department of Social Welfare and Development as part of the national government’s emergency subsidy to families affected by the enhanced community quarantine in NCR Plus.

Mayor Jaime Fresnedi signed an executive order for the distribution of financial assistance amounting to P1,000 per individual with a maximum amount of P4,000 per family to target beneficiaries which include individuals from the Social Amelioration Program, 4Ps, low-income individuals, and those working in informal economies affected by the community quarantine, among others.

Fresnedi said qualified Muntinlupa city residents will receive the assistance in cash to help them recover from economic disruption brought about by the imposition of ECQ (enhanced community quarantine) in Metro Manila. At least 80% of the population of Muntinlupa is set to receive the emergency subsidy.

An initial pay-out will be facilitated in Tiosejo Covered Court, Brgy. Tunasan and Sucat Elementary School, Brgy. Sucat this afternoon at 2:00PM. The recipients will be assigned to different schedules to ensure compliance on social distancing and other health measures.

The local exec noted that the assistance will be in cash because the City Government has already been providing food packs to city residents since the beginning of the pandemic.

This past March, the Muntinlupa Social Service Department provided 9,989 food packages to tricycle and jeepney operators and drivers, daily wage earners who were affected by the lockdown, families of city scholars, and other members of disadvantaged groups. Each food box contains grocery items worth 785.00 pesos. Muntinlupa LGU has distributed 695,184 food boxes to city residents from March 2020 up to present.

Fresnedi called for a coordination meeting with barangay officials on Tuesday for the roll-out of the financial assistance in the communities.

Muntinlupa Public Information Officer Tez Navarro said the City Government will be tapping barangay information officers for the posting of approved list of beneficiaries as mandated by the national government.

As per Joint Memorandum Circular 1 of DBM, DSWD, and DND, LGUs are enjoined to post in its official website, social media accounts, and at conspicuous places the list of approved beneficiaries limited only to the names of beneficiaries including their barangay and district.

Further, LGUs shall manage and conduct the distribution of the emergency subsidy within fifteen (15) calendar days from release of Notice of Cash Allocation if the assistance is done in cash and within thirty (30) days if assistance is given in kind.

As of April 7, Muntinlupa City has 8,416 confirmed COVID-19 cases with 6,664 recoveries, 1,531 active cases, 221 reported deaths, 232 suspect cases, and 632 probable cases.

Tumang: BFSK is already compliant with JMC Number 1

Even as the Department of Interior and Local Government (DILG) issued an order to all Sangguniang Kabataan (SK) units nationwide to use their respective budgets by following the Joint Memorandum Circular (JMC) of January 2019 designated as JMC Number 1 (issued by the Department of Budget and Management, the National Youth Commission and the DILG itself), Barangay BF Homes Sangguniang Kabataan (BFSK) chairperson Mariel Angela Tumang confirmed to me today that their SK achieved compliance before the DILG’s September 17 order was published.

“We have complied with all the requirements needed. These include the opening of bank account, doing the fidelity bonding, making the three-year plan, the annual investment plan, and the annual budget for 2019,” BFSK chairperson Tumang said. “We now have our independence using the SK funds. Already we have started disbursing the SK budget since this past August.”

The BFSK head added that, right now, they are waiting for the mandatory training that the DILG and the NYC are supposed to organize. The training is designed to provide guidance to all SK units about utilizing the SK funds properly and in accordance to existing laws.

This latest development is not the first time that the BFSK’s compliance has been acknowledged. Recently the SK Federation of Parañaque City acknowledged the BFSK for the said achievement.

As Tumang told me previously, more projects and activities will be organized by the BFSK in the near future now that they have achieve independence from the barangay and now have access to the SK funds.

Speaking of activities in Barangay BF Homes in Parañaque City, there will be a seminar on pregnancy and HIV/AIDS on September 28 and the 3rd quarter Waste-for-Rice activity on September 29. Tumang announced these on September 14.

The technical stuff

In the order of the DILG, it was stated that JMC Number 1 (Series of 2019) provides guidelines on the appropriation, release, planning and budgeting process for the SK funds.

Jonathan E. Malaya, who serves as the Undersecretary and Spokesperson of the DILG, stated that pending the issuance of the Commission on Audit (COA)’s guidelines on SK financial transactions, the SK may start using their budgets “provided they comply with the requirements of the DBM-DILG-NYC Joint Memorandum Circular.”

“The development agenda for the youth sector cannot be further delayed. SK officials in every locality should now get the ball rolling so that they can already carry out projects that are meant to promote the interests and welfare of the youth,” Malaya said.

The spokesperson added that there is no need to wait for the COA guidelines because the commission has given the SK the green light to use their funds in accordance to JMC Number 1 which in itself details the procedures on how they can disburse their respective budgets.

In order for SK funds to be disbursed, a current bank account under the name of the SK must be opened (by the SK chairperson specifically) in a government-owned bank, apply for fidelity bonding (with the SK chairperson and the SK treasurer as the accountable officials), and a 3-year rolling plan called the Comprehensive Barangay Youth Development Plan (CBYDP) must be formulated.

Beyond these, SK officials are required to undergo training programs conducted by the DILG, NYC, and the authorized training providers in accordance with DILG Memorandum Circular No. 2018-48, as well as continuing training programs on the Government Procurement Reform Act, Manual on Financial Transactions of the SK, the proper utilization of SK fund, the accounting and auditing rules and regulations and any other relevant trainings which will help them carry out their functions effectively and efficiently.

When it comes to the funding, 10% of the general fund of barangays shall be set aside for the Sangguniang Kabataan which shall be appropriated in lump sum and distributed solely for youth development and empowerment purposes in accordance to the SK Reform Act.

The law further states that the SK shall have financial independence in its operations, disbursements and encashment of their fund, income and expenditures.
