Three people arrested in Muntinlupa City for multi-million Peso estafa scheme

Recently in the progressive City of Muntinlupa, law enforcers arrested three individuals for as a result of complaints received that the suspects were responsible for fraudulent activities involving a local property and several millions of Pesos, according to a Philippine News Agency (PNA) news article. The arrest happened in Barangay Poblacion.

Operatives of the Southern Police District (SPD) have arrested three suspects allegedly responsible for a PHP10 million estafa scheme known as ‘sangla-tira’ in Muntinlupa City.

In a report on Wednesday, SPD chief Brig. Gen. Leon Victor Rosete identified the suspects as alias ‘Alec’, 28, alias ‘Christina’, 48, and alias ‘Daniel’, 36, all arrested in an entrapment inside a restaurant in Barangay Poblacion at 3 p.m. Tuesday.

The operation stemmed from complaints about the suspects’ fraudulent activities related to the pawning and mortgage of a property located in Sucat, Muntinlupa City.

The suspects allegedly enticed victims with promises of substantial profits, using notarized contracts to lend an appearance of legality to their transactions.

During the operation, authorities recovered genuine a PHP1,000 bill on top of boodle money, three original sets of a contract to sell the property, two sets of acknowledgment receipts totaling PHP500,000, identification cards, mobile phones, and a gray Mitsubishi Expander registered to alias Christina while a Glock .9mm pistol was found in the possession of ‘Daniel’.

Further investigation revealed that Alec had previously been convicted for violation of Batas Pambansa 22 (Bouncing Check Law) by a court in Valenzuela City and was ordered to pay a fine of PHP400,000 and PHP1,000,000 as civil liability.

19 people arrested in Cavite for voice phishing and scamming, credit card applications found

After more than three months of surveillance on a house in Imus, Cavite, elements of the Philippine National Police (PNP) conducted a raid and arrested nineteen individuals for scamming and voice phishing, according to a GMA Network news report. Several charges have been filed against the suspects.

A rapper and his girlfriend vlogger were among the 19 individuals arrested during a raid in a voice phishing lair in Imus, Cavite.

In Jun Veneracion’s report on “24 Oras” Thursday, authorities conducted a three-month surveillance on a house in Imus town before they conducted the operation. Several suspects attempted to escape resulting in a chase at the nearby farm.

According to the Philippine National Police-Anti-Cybercrime Group investigation, it’s been three months since the rapper was recruited into the scheme. The report said the rapper thought it was a legal business at first.

“Parang gusto na nila umalis kaso nasagawa na natin ang operasyon,” said PNP-ACG spokesperson Wallen Mae Arancillo.

(They were planning to get out of the group, but it’s too late as we have already conducted our operation.)

The PNP-ACG said that the couple could be having difficulty leaving the team because of the money.

“P5 million per week ang kinikita nila and I believe by percentage sila kung ilan ang tao na ma-scam nila (They earn P5 million a week and I believe are paid by percentage depending on the number of individuals they are able to scam).

Seized during the operation were credit card applications used by the suspect for the scam. There were also scripts found.

“Meron tayong nakausap na victim na imbes na panggamot sa anak nya sana ay na-scam, kaya namatay ito,” said Arancillo.

(One of the victims told us that his child died after he lost the money supposed to be used for the treatment through the scam.)

Parañaque City scam hub raided, 99 suspects arrested

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.

NBI operatives arrest 5 foreigners and 24 locals in Cavite for involvement in varied scams

The campaign against scammers made a notable achievement recently as National Bureau of Investigation (NBI) operatives arrested five foreigners and twenty-four locals in Cavite for their involvement in different kinds of scams, according to a GMA Network news report. It turns out, the scammers were a splintered group of a certain Philippine Offshore Gaming Operator (POGO) hub.

Operatives of the National Bureau of Investigation (NBI) have arrested five foreigners and 24 Filipinos in Cavite for involvement in various types of scams.

In a press briefing on Tuesday, NBI director Jaime Santiago said the NBI-Cybercrime Division caught the foreigners, composed of three Chinese nationals and two Malaysian nationals, and the Filipinos in the act in a subdivision in Kawit.

“These 24 Filipinos are working with them para mag-commit ng [to commit] romance scam, investment scam, cryptoscams, impersonation scams, and… credential stopping. They are supervised by these foreigners,” Santiago said.

Meanwhile, NBI Cybercrime Division Chief Atty. Jeremy Lotoc said this was a splintered group of a Philippine Offshore Gaming Operator (POGO) hub.

Instead of operating in an office, he said the group has shifted to residential units.

“From different departments, from different locations, and purpose nila sa compartmentalization na ito is to avoid exposure or detection from law enforcement,” Lotoc said.

“So meron silang administration department, may operation department, may finance and money laundering department. Lotoc said he also believes that the group still has a “big boss.” He declined to give further details, saying that the NBI’s follow-up operation is ongoing.

Lotoc said they also discovered a “scam show room” filled with high-end products and luxury items, meant to create an illusion for victims.

“Doon ho nahu-hook yung ating mga kababayan at ibang mga foreign victims kasi they are believing na yung kausap nila is kaya silang payamanin din,” he said.

The NBI recovered pre-registered SIM cards, GCash accounts, computers, devices containing scripts, cellphones, and textplus machines, among others, during the operation.

Lotoc said the arrested individuals were charged under the Anti-Financial Account Scamming Act (AFASA). He also appealed to the public to stop being involved in such scams.

NBI arrests 12 Chinese nationals who were caught in the act of scamming and for previously detaining and harming a man who refused to work as a scammer

Every day here in the Philippines, either someone got scammed or someone is secretly organizing a scam to steal money from others. Recently in the City of Manila, agents of the National Bureau of Investigation (NBI) apprehended twelve Chinese nationals who were caught in the act of scamming and also for illegally detaining and assaulting a man who refused to work as a scammer, according to a GMA Network news report.

The National Bureau of Investigation-Special Task Force (NBI-STF) has arrested 12 Chinese nationals for alleged online scamming and assaulting and detaining an individual who refused to work as a scammer, it said Friday.

In a statement, the NBI said the victim filed a complaint for alleged violation of the Cybercrime Prevention Act of 2012, serious physical injuries, and serious illegal detention.

The complainant said he was forced to work as an online scammer in a building in Manila and was beaten and assaulted when he refused.

He said the suspects then demanded him to pay the P500,000 ransom, but he was only able to give P300,000. After this, he was released and threatened to be killed if he will report the incident to authorities.

This led the NBI-STF, in coordination with the Manila Police District, to conduct an operation on August 6.

They arrested 12 Chinese nationals caught in the act of committing online scamming activities. Four of them were positively identified by the complainant as the ones who assaulted him.

The suspects were presented for inquest proceedings for violation of 4(b)(2) of the Cybercrime Prevention Act, and Article 263 and 267 of the Revised Penal Code, as amended.

PNP warns public about receiving phone calls from scammers pretending to be bank employees

Have you been receive phone calls from people who claim they are contacting you on behalf of a bank? Be extra careful because scammers have been acting as bank employees while calling up people in order to steal their money. Already the Philippine National Police (PNP) warned the public about such callers as they arrested several scammers in Cavite, according to a Philippine News Agency (PNA) news article.

The Philippine National Police (PNP) Anti-Cybercrime Group on Thursday cautioned anew the public, especially the elderly, from falling to fraudulent phone calls from those pretending to be bank employees.

The ACG issued the warning after nine suspects allegedly engaged in ‘vishing’ (voice phishing) scams and target bank depositors were nabbed in Cavite province on Wednesday night.

ACG chief Brig. Gen. Ronnie Cariaga said the arrest was made during the service of warrants to search, seize and examine computer data (WSSECD) against April Joy Espino,34, for violation of Section 4 (b) (2) or Computer-related Fraud under Republic Act No. 10175 or the Cybercrime Prevention Act of 2012.

“In telephone calls, these individuals pretended to be bank employees, deceitfully obtaining money from the victims’ bank accounts,” Cariaga said in a statement.

He said the arrest was carried out after an eight-month investigation, case build-up, and surveillance on the suspects which stemmed from complaints from dozens of victims.

Seized during the operation were registered SIM cards, information and communication technology (ICT) devices, bank documents, and scripts used when calling the victims.

Among the bank documents were assorted bank accounts and credit card account records containing various personal information.

Cariaga has called for the cooperation of financial institutions in the investigation to strengthen the evidence, prepare for filing the case, and expedite the process.

“The PNP ACG will also reach out to the victims identified in the gathered evidence to assist them in filing a complaint,” he said.

In a press briefing at Camp Crame, ACG Cyber Response Unit chief Col. Jay Guillermo said the suspects siphoned millions from the accounts of their victims.

“So roughly nasa PHP40 million na yang nakuha nila (They got roughly PHP40 million) from the time we investigate from November up to now,” Guillermo said.

Seven individuals arrested for offering government positions in exchange for money

Recently in Quezon City, seven individuals were arrested by elements of the National Bureau of Investigation (NBI) for allegedly offering government positions for money, according to a Philippine News Agency (PNA) news article. The suspects were arrested as a result of a successful entrapment operation and already the local authorities are reaching out to people who were victimized by the suspects.

Operatives of the National Bureau of Investigation (NBI) arrested seven persons for allegedly recruiting applicants for government positions in exchange for a hefty amount of money.

NBI Director Jaime Santiago, who presented the suspects in a press briefing at the NBI main office in Quezon City on Monday, said the June 28 entrapment operation stemmed from information obtained by the agency’s Ilocos Regional Office (IRO) on a person introducing himself as “Atty. JV Cruz” who claimed to be a ranking official in Malacañang.

“Nagpapakilala siya na Asec (Assistant Secretary) ng Presidential Management Staff (PMS) at may specific instruction daw siya mula kay Unang Ginang (Liza Araneta-) Marcos na linisin ang bureaucracy. Ang pakilala niya, siya ang janitor ng bureaucracy. Aalisin yung mga remnants ng previous administration at papalitan (He introduced himself as Asec of the Presidential Management Staff, saying he had specific instructions from First Lady Liza Araneta-Marcos to clean up the bureaucracy. He introduced himself as the janitor of the bureaucracy, tasked to remove the remnants of the previous administration),” Santiago said.

He said the suspect allegedly charged applicants PHP500,000 to PHP1 million.

Santiago said upon verification with the PMS, the NBI learned that there is no Assistant Secretary named “Atty. JV Cruz” and that he is neither connected with the Office of the President (OP) Proper nor authorized to conduct any activity for the office.

During the entrapment operation at a hotel in Quezon City, NBI-IRO and National Capital Region agents disguised as applicants were approached by suspects Paulo Cruz and Jayson Marquina, who were wearing jackets bearing the logo of the OP.

The poseur applicants were then ushered to a room where another suspect identified as JV Cruz was waiting. The operatives apprehended JV after he received PHP100,000 in boodle money.

Aside from Marquina, Paulo Cruz, and JV Cruz, whose real name was John Vicente Cruz, NBI agents also apprehended four others identified as Kim Joseph Hernand, Dante Rabano Jr., Darwin Dave Caigan, and Noriel Reynoso.

The arrested suspects were presented for inquest proceedings before the Quezon City Prosecutor’s Office for violation of Article 315 of the Revised Penal Code, Executive Order 141 series of 1999, Commonwealth Act No.142, and Articles 177,178,179 of the Revised Penal Code.

COMELEC may file election-related offense case against suspended Bamban mayor Alice Guo following matching fingerprints with Guo Hua Ping

The Commission on Elections (COMELEC) announced that may file an election-related offense case against the controversial suspended Bamban mayor Alice Guo following the recent findings that her fingerprints matched those of Guo Hua Ping, according to a GMA Network news report. The Commission on Elections (Comelec) said Sunday it may file an election-related offense case against suspended Bamban Mayor Alice Guo following the findings that she and Chinese passport holder Guo Hua Ping have matching fingerprints.

Comelec chairman George Garcia said that the poll body may file charges “motu proprio” or on its own against Guo based on misrepresentation.

Based on Guo’s Certificate of Candidacy (COC) when she ran as mayor of the Tarlac municipality in the 2022 elections, she signed a declaration that she is a Filipino citizen, and that she is not a permanent resident of or an immigrant to a foreign country.

“Ang isang taong ‘yan ay pupwedeng humarap ng election offense na may three to five years na imprisonment. At the same time, pwedeng maharap ng kasong perjury o…dahil nagsinungaling nga sa isang pinanumpaan na dokumento, kasong falsification [of public document],” Garcia said in a Super Radyo dzBB interview.

(That person may face an election offense with three to five years imprisonment. At the same time, she may face a case of perjury or falsification of public documents because she lied when she signed a sworn document.)

The poll chairman also pointed out that the country’s laws are applicable to anyone, whether they are Filipinos or foreigners. He also said that a government official may still face a criminal case even after getting elected.

“Kahit ang isang taong tumakbo ay hindi nafile-an ng kasong disqualification o kanselasyon ng kanyang candidacy, hindi nangangahulugan na siya ay pupwede nang malibre o ma-abswelto sa kahit na anong obligasyon o responsibilidad lalo pa’t ito’y kasong kriminal, lalo na ‘yung tinatawag na misrepresentation,” Garcia added.

(Even if a case of disqualification or cancellation of candidacy was not filed against a person running for election, it does not mean that s/he can be absolved from any obligation or responsibility, especially a criminal case like misrepresentation.)

The Comelec earlier submitted to the Senate Committee on Women, Children, Family Relations and Gender Equality the COC and Statement of Contributions and Expenditures (SOCE) of Guo.

According to her COC, the 37-year old Guo declared Tarlac, Tarlac as her place of birth.

Guo also stated in her COC that on the day before the May 9 elections, she has been living in the Philippines for 35 years and two months and she has been living in the municipality of Bamban, Tarlac for 18 years and two months.

However, Senator Risa Hontiveros, as confirmed by the National Bureau of Investigation (NBI), revealed that the embattled mayor and Guo Hua Ping are the same person following finding that they have matching fingerprints.

The NBI also showed a picture of another woman with the name Alice Leal Guo who had the same information as the suspended mayor.

Suspended Bamban mayor Alice Guo and others charged for alleged human trafficking

The controversial and suspended Bamban mayor Alice Guo along with others were formally charged before the Department of Justice (DOJ) for alleged human trafficking in connection with the raided Philippine Offshore Gaming Operator (POGO) hub in Tarlac, according to a GMA Network news report.

In complaints filed before the Department of Justice (DOJ), Guo, former Technology and Livelihood Resource Center (TLRC) deputy director general Dennis Cunanan, and 12 officers and incorporators were charged with violation of Sections 4 and 6 of Republic Act (RA) 9208 or the Anti-Trafficking in Persons Act of 2003 as amended by RA 10364, as further amended by RA 11862.

Among the respondents are Guo’s alleged business partner Huang Zhiyang, who is a fugitive in China, and Zhang Ruijin and Baoying Li, two individuals who are involved in the biggest money laundering case in Singapore.

Guo was also referred to as “a.k.a Guo Hua Ping” in the complaint.

GMA News Online has sought comment from the camps of Guo and Cunanan but they have yet to reply as of posting time.

Evidence – The complainants are the Presidential Anti-Organized Crime Commission (PAOCC) and the Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG).

“Lumabas na mga ebidensya dito tulad ng fact na siya ang nag apply doon sa dating [letter of no objection] from the local government. Lumabas din ang kanyang involvement doon sa lesser company,” Inter-Agency Council Against Trafficking chairperson and Justice Undersecretary Nicky Ty said in a briefing.

(There is evidence such as the fact that she applied the letter of no objection from the local government. Her involvement in the lesser company was also noted.)

“At kasama rin yung ibang ebidensya diyan katulad nung pangalan niya na lumulutang sa mga sabi-sabing document na nahanap sa POGO compound,” he added.

(There is also other evidence such as her name appearing in many documents in the POGO compound.)

Meanwhile, Prosecutor Benjamin Samson said authorities believe that Cunanan is part of a “grand conspiracy.”

“We discovered that the Zun Yuan operation actually started with one corporation which was Baofu, and then another corporation was created. All these three corporations, we believe that they are part of a grand conspiracy to commit labor trafficking,” Samson said.

“In one of the corporations, we found a document wherein the name of Mr. Dennis Cunanan appeared. After piecing together the pieces of evidence, we concluded and we decided that he is part of the grand conspiracy to commit labor trafficking,” he added.

Earlier, Senator Risa Hontiveros showed documents where Cunanan had introduced himself as the “authorized representative” for the Hong Sheng POGO in Bamban and the Lucky South POGO in Porac.

Other Complaints – According to Ty, the DOJ is now processing the Immigration Lookout Bulletin against Guo, which may be issued next week.

“Hindi naman natin matatanggi na kahit sinong makasuhan ng kriminal ay may flight risk, lalo na kung may resources ito mangibang bansa. Ngunit ito naman kay Mayor Guo, hopefully, no hindi naman siya lilipad dahil siya mismo at ang kanyang mga representatives ang nag sabi na nais niyang harapin ang mga alegasyon laban sa kanya,” he said.

(Anyone charged with a crime is a flight risk, especially if he they have resources to go abroad. Hopefully, she will not leave as her representatives said that he wants to face the allegations against him.)

Aside from this, Ty said Guo cannot travel without a travel authority as a public official.

Ty said that “there is a possibility” that other complaints may be filed against Guo and others.

POGO – Guo was placed under investigation for her alleged links to the 10-hectare POGO compound that was raided in March for alleged illegal activities that include crypto and love scams.

Earlier in June, the Department of the Interior and Local Government filed graft charges against Guo with the Office of the Ombudsman, prompting it to suspend her for up to six months.

Guo’s identity as a Filipino is also under question before the Senate.

Senator Sherwin Gatchalian has questioned whether Chinese passport holder Guo Hua Ping is Guo after he presented records from the Board of Investments of the Guo family’s application for a Special Investors Resident Visa.

The documents showed Guo Hua Ping entered the Philippines on January 12, 2003 when she was still 13 years old and her registered mother is Lin Wenyi, the same woman who was alleged to be the mayor’s mother.

Controversial Bamban POGO linked with scam hub in Parañaque City?

Local authorities are investigating if the scam hub in Parañaque City is connected with the controversial raided Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac, according to a GMA Network news report. Take note that Senator Sherwin Gatchalian already called for a probe as he received complaints from residents of a particular Parañaque village.

Authorities are looking into the possibility that the Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac is connected to a recent human trafficking and online scamming bust in a village in Parañaque City.

According to a “24 Oras” report by Mav Gonzales on Wednesday, the Philippine Amusement and Gaming Corporation (Pagcor) believes the 10 Chinese and the Filipino bodyguard arrested in the police operations may have escaped from the recently raided Bamban POGO hub.

Senator Sherwin Gatchalian, who had called for a probe into the incident following complaints filed by the residents of the village, agreed with Pagcor.

“Itong mga sindikato umiikot lang sila (These syndicates just switch around),” he said.

The raid was launched on May 2 following complaints from homeowners, who said that the structures violated their 3-story regulations. They also said this was not the first raid connected to POGO inside their village.

“When we saw Bamban, the structures were so similar…the process of applying for stickers, IDs, and also constructions. Some are using already local identification, passports, birth certificates, driver’s license, postal ID [and] all these things. They can’t even speak Tagalog,” said a homeowner.
