Three Chinese nationals and a Filipina believed to be behind the operation of a gambling den were arrested in Paranaque City by members of the Southern Police District (SPD) Special Operation Unit (DSOU), District Intelligence Division (DID), and Paranaque police Sub-Station 6 on Sunday, April 10.
Brig. Gen. Jimili Macaraeg, SPD Director, identified the suspects as Zhiong Whang, 50; Feng Menzhen, 46; Li Yue Cai, 46; maintainer and owner of the gambling den, and Charisse Escario, 20, attendant.
The suspects are now detained at the SPD custodial facility and were charged with violation of PD 1602 as amended by RA 9287 (Illegal Gambling).
Macaraeg said the suspects were arrested at about 5 p.m. at the second floor of a convenience mart located on Jerusalem St., Multinational Village, Barangay Moonwalk, Paranaque City.
He said a joint operation for the arrest of the suspects was made after receiving a letter of request from homeowners asking for police assistance on the illegal activities of the suspects.
The SPD chief said members of the DSOU, DID, and Paranaque police Sub-Station 6 swooped down on the place and confirmed the illegal gambling operation that led to the arrest of the suspects.
Macaraeg said Zhiong Wang and Feng Menzhen were caught in the act of playing in the slot machine.

The Muntinlupa City government will deploy vaccination teams to different workplaces and public transport terminals to increase the number of booster shot recipients.
As of April 7, a total of 122,149 individuals in Muntinlupa have received their booster shots, or 25 percent of the 486,579 who are fully vaccinated and 28 percent of 442,517, equivalent to 80 percent of Muntinlupa total population of 553,146.
The total fully vaccinated population is 110 percent of the 80 percent target.
Dr. Rajendra Yadav, acting World Health Organization (WHO) representative to the Philippines, said on April 6 that a surge in Covid-19 cases is quite likely in the country in the next two months due to unsafe gatherings and social mixing.
In April and May, Filipinos will observe Ramadan and Holy Week, and participate in election activities, the WHO noted.
Muntinlupa City Health Office (CHO) acting chief Dr. Juancho Bunyi said his office will deploy “Rolling Bakuna” (mobile vaccination) to increase booster shot rate and vaccination coverage among 12 to 17 years old.
CHO will continue advocacy and information dissemination in different schools through principals and school nurses, social media and media platforms.
The city government will also enhance vaccination at local jails and at the Bureau of Corrections (BuCor).

Something similar happened in Las Piñas City, this time it’s about a security guard who got apprehended for homicide and for violating the current ban on guns, according to a Manila Bulletin news report.

A security guard was arrested in violation of the Commission on Election’s (Comelec) gun ban and for shooting a man he was arguing with in Las Pinas City early Friday morning (April 8).
Police identified the suspect as Pablito Baculba, 56, a resident of Las Pinas City. He is now confined at the Las Pinas police custodial facility and was charged for violation of the Comelec’s gun ban and frustrated homicide.
The victim, identified as Michael Joquino, was rushed to the Las Pinas District Hospital for a gunshot wound in the stomach.
Police said the incident happened at around 3:00 a.m. at STI Building located along Abel Nosce St., BF Resort Village, Barangay Talon Dos, Las Pinas City.
The police said a heated argument ensued between Baculba and the victim that led to the shooting incident.
A witness reported the incident to the Las Pinas police Talon Sub-Station that led to the arrest of the suspect.

With painfully high gas prices still hurting American families nationwide, churches across the country have partnered with gas stations to help alleviate the burden with either discounted or free fuel.
Kingdom City Church in Charlotte, North Carolina recently took part in helping to fill the tanks of those in need.
“At the end of the day, it’s a blessing to be a blessing to God’s people,” Pastor Brian Carn told CBN News’ The PrayerLink.
He explained that his church has been doing a gas outreach for several years, but with the rising cost of goods, this year’s event was more significant.
“I believe that the life of a Christian should be a life that is overflowing with compassion,” he shared. “We were just faithfully doing it over the last couple of years and it actually came in handy this year in a powerful way.”
More than 300 people received free gas, along with grocery vouchers and gift cards.
“People were actually running out of gas, coming to the gas station,” Carn said of the event that took place in late March. “We were having to push their cars to the gas station, but to be able to use that as a tool to get people saved, pray for people, get people healed and delivered.”
Members of Kingdom City Church pumped gas for drivers so they could sit in their cars and receive ministry and prayer.
“I drove about 25 minutes to get over here to get a tank of gas,” said one driver. “Everyone was pleasant and I really appreciate everything you guys have done for me and everyone out here today.”
“Once we got here you feel the Holy Spirit around us…you can feel His Spirit just move you,” another driver told the church. “Speaking to people prior to getting the gas, praying with people…it’s earth-shaking.”
Pastor Carn personally financed the entire event, giving away $10,000 worth of fuel. He said he wanted to pour back into the community and sow a seed.
“I wanted to make it my business to sow into those who come. You know a lot of times as the church we do a lot of receiving, but not much pouring back into the people,” he explained, “so I wanted to make it my business to sow a seed into the lives of people all over the city of Charlotte so that God could use me as a conduit to let them know that God cares about your tank as much as he cares about your pocket and your heart.”

The Las Pinas City government advised motorists, who are using public or private roads as alternative routes to ease or decongest traffic along the main thoroughfares in the city, not to deal with unscrupulous persons selling fake friendship route stickers.
The city government issued the advisory after a fake Las Pinas City government account was created, selling fake friendship stickers for P600 to P,1000.

Persons caught selling fake friendship route stickers will be slapped with a fine of P3,000 to P5,000, according to city officials.
The city government issued on March 17 guidelines on how to apply for the friendship route stickers.
It said the vehicle’s official receipt (OR) and Certificate of Registration (CR) of the owner should be registered with Las Piñas address.
Las Pinas residents can still avail of the stickers even as their vehicle is not registered in the city by just showing driver’s license or any other documents that will prove that the applicant is a city resident.

Several Maynilad customers in Muntinlupa as well as those in the nearby cities and municipalities will soon have rebates on their respective bills which the Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS-RO) confirmed, according to a Manila Bulletin news report.
For the newcomers reading this, there was a water shortage that affected lots of customers in Muntinlupa City months ago which led the City Government to take action. While it was announced before that Maynilad customers in Muntinlupa would get water bill rebates, this latest development is more significant as it involves almost two hundred thousand customers in the said city and in nearby areas as well.

More than 198,000 customers of Maynilad Water Services Inc. affected by the prolonged water service interruptions from December to January in Muntinlupa and nearby cities and municipalities will get rebates in their bills.
This was announced by the Metropolitan Waterworks and Sewerage System-Regulatory Office (MWSS-RO) on March 30 during its Public Information Drive on the rebate program for affected Maynilad customers held at the Muntinlupa Sports Complex in Barangay Tunasan.
The forum was attended by MWSS-RO Chief Regulator Patrick Lester Ty, MWSS-RO Deputy Administrator for Technical Regulation Evelyn Agustin, Muntinlupa Mayor Jaime Fresnedi, Muntinlupa City Council’s Majority Floor Leader Raul Corro and representatives from Maynilad.
The MWSS-RO imposed a P63.97 million financial penalty on Maynilad due to the water service interruptions the water company implemented from December to February that affected customers serviced by its Putatan Water Treatment Plant in Muntinlupa, Parañaque, Las Piñas and Pasay; and the cities of Bacoor, Imus and Cavite, and municipalities of Rosario and Noveleta in Cavite.
According to the MWSS-RO, it imposed the penalty on Maynilad as the company “failed to meet its Service Obligation of ensuring the availability of an uninterrupted 24 hour supply of water at seven (7) pounds per square inch (psi) minimum pressure to all connected Customers in its Service Area.”
In her presentation, MWSS-RO’s Agustin said a total of 198,315 customers of Maynilad in the affected areas will each get a bill rebate of P323 that will be reflected in their bills.
The amount of rebate was derived from dividing the P63.97 million penalty on Maynilad by the number of affected customers.
Before the amount of rebate was announced, Fresnedi said he hoped that the presentations during the forum “will clarify many issues regarding these water service interruptions.”
“The MWSS-RO is here, first and foremost, to protect your welfare,” Ty told the participants.

The arrest was done by agents of the Bureau of Immigration (BI) as the said foreigner overstayed in the country and was allegedly responsible in forcing women from another country to work in prostitution joints locally.

Bureau of Immigration (BI) agents have arrested an overstaying Chinese national who was allegedly forcing Korean women to work in prostitution dens in the country.
In a report to Immigration Commissioner Jaime Morente, BI intelligence chief Fortunato Manahan Jr. Identified the foreigner as 35-year-old Jin Mingchun.
He was collared at his residence in Parañaque City after an informant accused him of forcing several Korean women to work in prostitution dens.
The informer alleged that Jin’s usual modus is to confiscate the passport of his victims. He would then allegedly drug them in hotel rooms where his customers are billeted.
The arresting agents were armed with a mission order issued by Morente upon learning that the suspect had been overstaying for more than two years.
Morente ordered the legal division to initiate deportation proceedings against Jin for being an overstaying and undesirable alien.
“Aliens like him who prey on women are automatically disqualified to stay in the country and should be expelled and banned from returning,” Morente said.
The above report ended stating that the Chinese suspect has been detained at a warden facility in Camp Bagong Diwa in Taguig City. His deportation is pending.
