Use and play of audio materials in Muntinlupa quiet zones restricted

Recently in the City of Muntinlupa, Mayor Ruffy Biazon formally signed into law an ordinance that restricts the playing of audio materials in residential areas and other quiet zones within city jurisdiction, according to a Manila Bulletin news report.

Amid the election campaign, the Muntinlupa City government has passed an ordinance restricting the playing of audio materials through loudspeakers in residential areas and other quiet zones in the city.

Muntinlupa Mayor Ruffy Biazon signed Ordinance No. 2025-330 (Quiet Zones Ordinance) passed by the Muntinlupa City Council which regulates “the use or playing of marketing or information campaign audio materials through loudspeakers, mixers, amplifiers, microphones, and other similar sound-producing systems and audio devices mounted on any roving manual, motor, or electric vehicle within designated quiet zones in the City of Muntinlupa, prescribing allowable hours for use, imposing penalties for violations, and for other purposes.“

One of the bases for the ordinance is a memorandum from the Department of the Interior and Local Government issued in January, with the subject “Highly Encouraging Local Government Units (LGUS) to Address Public Nuisance and Noise Pollution.”

“The City Government of Muntinlupa recognizes the need to regulate excessive, unnecessary, or unusually loud sound from mobile sound systems and audio devices that exceed acceptable levels and extend beyond the allowable time period, particularly within residential areas and designated quiet zones,” according to the ordinance.

It added that “there has been a clamor from the public against excessive, unnecessary, or unusually loud sound from mobile sound systems and audio devices that exceed acceptable levels, contribute to noise pollution and disrupt the peace in communities.”

The ordinance covers “all individuals, groups, and organizations within Muntinlupa City who use or play marketing or information campaign audio materials through loudspeakers, amplifiers, microphones, or similar audio devices mounted on roving manual, motor, or electric vehicles (EV).”

“Violators include, but are not limited to, vehicle operators, information campaign promoters, and initiators. If marketing or information campaign audio materials are played through sponsorship, the sponsor, benefactor, donor, vehicle operator, and driver shall also be liable for the penalties herein,” according to the local law.

Under the ordinance, the quiet zones in Muntinlupa are residential areas, places of worship, schools, hospitals and health centers, secondary roads, and inner roads.

The playing of marketing or information campaign audio materials with roving or mobile vehicles in residential areas is allowed from 8 a.m. to 5 p.m. from Sunday to Thursday, and 8 a.m. to 8 p.m. from Friday to Saturday.

The use of campaign audio materials is prohibited within 100 meters of places of worship, schools, hospitals and health centers at all times.

In Muntinlupa’s secondary and inner roads, the playing of the marketing or information campaign materials is allowed from 8 a.m. to 5 p.m. from Sunday to Thursday, and from 8 a.m. to 8 p.m. from Friday to Saturday.

Muntinlupa City Government approves new ordinance versus fake PWD IDs

Recently in the City of Muntinlupa, the City Government passed a new ordinance against the use of fake person with disabilities (PWD) identification cards, according to a GMA Network news report. The move was done in response to the rise of fraud related to the proliferation of fake PWD IDs.

The city government of Muntinlupa has approved an ordinance penalizing the use of fake person with disabilities (PWD) identification cards.

City Ordinance No. 2025-325 imposes a fine ranging from P2,000 to P5,000 to persons who use or owns fake PWD IDs; tamper, alter, or produce fake IDs; declare false information in the application, renewal, and update of PWD ID; and issue fake certificate of disability and other medical documents.

The local law also imposes penalties to those who give or receive money or any exchange for a PWD ID; phishing and scamming through text, email, or other online methods; and the use of PWD ID by other persons.

Business establishments that do not post the ordinance in their establishments, as well as those that do not verify the PWD IDs of the customers will likewise face penalties under the local law.

Individuals who violate the ordinance would be fined P2,000 for the first offense, P4,000 for the second offense, and P5,000 for third offense.

If applicable, violators will face one-year ineligibility on all the benefits, services, and programs of the city government of Muntinlupa.

Stiffer penalties will be imposed to those who sell, produce, and proliferate fake PWD ID. They will face P5,000 fine, imprisonment of up to six months, and one-year ineligibility on all the benefits, services, and programs of the Muntinlupa City government.

Several Chinese nationals arrested by NBI inside Ayala Alabang Village, firearms seized

With the support of the local community, the National Bureau of Investigation (NBI) arrested twelve Chinese nationals in three houses inside Ayala Alabang Village in Muntinlupa City, and seized varied firearms, ammunition and equipment, according to a news article by the Philippine News Agency (PNA).

The National Bureau of Investigation- National Capital Region (NBI-NCR) on Wednesday said it has arrested 12 Chinese nationals in Muntinlupa City for violation of Republic Act No. 10591 (Comprehensive Firearms and Ammunition Regulation Act).

In a news release, the NBI said the foreigners were nabbed in an operation conducted Monday evening to Tuesday morning in three residential houses in in Ayala Alabang Village by virtue of search warrants issued by the Regional Trial Court of Muntinlupa City.

The NBI operatives, together with representatives from the barangay, homeowners’ association and village security personnel, searched the premises and seized five pistols, along with magazines and ammunition in the first location; four pistols with magazines and ammunition, two taser guns, three bulletproof vests, tactical knives, and handcuffs on the second; and one pistol with a magazine and ammunition and tactical gear for pistols on the third.

Various identification cards belonging to individuals named Yi Wan, Wang Zenghui, Yichun Liu, Zhou Chenchen, Zhang Yu, Xiu Zhang, Zhang Qi Ja, Wang Zenghui and Wang Weibin were also seized.

The NBI said four vehicles were also impounded for verification after the owners failed to present the necessary documents.

Do you miss watching movies at Commercenter?

For those of you who have been missing out on developments here in Alabang, Commercenter officially closed down their cinemas (4 screens) on March 15, 2025 fulfilling their announcement (click here and here) They did, however, announce that something new will materialize but there are no details as to what that might be.

During one of my recent visits at the high-end shopping mall in Filinvest City, I noticed that the 2^nd floor path leading to what used to be the cinemas was sealed shut which you can see in the video below.

For the newcomers reading this, Commercenter’s cinemas operated for a little over ten years starting in the 2^nd half of 2014. The cinemas had 4 screens and each screen had a sitting capacity of over 100 seats. Outside of the screens, the ticket desk and the concessionaire were right beside each other. Having seen a lot of movies at Commercenter, I can say that watching films inside the cinemas was often comfortable, convenient and pleasant.

As many of us know, the COVID-19 pandemic really hit the cinemas industry of the nation very hard as other types of businesses also went down. The nationwide shutdown of movie theaters caused by government pandemic restrictions really hurt not only the cinema operators but also their employees. When the restrictions were eased, cinemas around the country gradually reopened and for a time moviegoers had to wear face masks when watching movies. When I saw The Batman in Commercenter in March 2022, me and others had to wear face masks because they were required.

A post-pandemic economic recovery happened here in the Philippines but it looks like the cinemas industry has yet to achieve the pre-pandemic numbers of moviegoers. That being said, I can only speculate that the rise of ticket prices, the preference of locals to watch new movies by streaming, and the rise of varied operating expenses probably contributed to the closure of cinemas not only in Commercenter but also those in Festival Mall.

With regards to inflation, the rise of ticket prices at Commercenter during the post-pandemic persion were noticeable. I paid P320 for The Batman in March 2022 and P380 for Sound of Freedom in September 2023 at Commercenter. Before the mall closed down its cinemas, foreign movie tickets were being sold at P400 each. Clearly, there were unfavorable economic forces that happened.

Without the cinemas, Commercenter lost entertainment value. I remember back in 2015 when a lot of people formed long lines to watch Jurassic World which also explained why the mall’s basement parking almost reached full capacity. There were also busy weekends for blockbusters films like Wonder Woman, Avengers: Endgame, Mission: Impossible – Fallout, Mad Max: Fury Road and others right there.

Before the closure of the cinemas happened, this movie poster of the 2025 Superman movie (directed by James Gunn) was displayed inside Commercenter. The film is set to open in cinemas worldwide this July and Commercenter’s cinemas have been closed since March 15. The display of this movie poster is pointless now.

Before the pandemic struck, Commercenter was a fun place for moviegoers and I personally know friends based outside of Muntinlupa City who came to the said mall for movies. That means Commercenter really had a unique attraction that made it competitive with Alabang Town Center and Festival Mall when it comes to attracting people who love movies. At the same time, the mall has nice places where visitors can have meals or coffee after watching a film.

Of course, the cinemas of Commercenter are no more and we can only remember the old days of fun-filled moviegoing at its cinemas through pictures, social media posts and collected movie tickets.

In my honest opinion, watching movies in Alabang will never be the same.

Deed of exchange for Festival Mall signed

Festival Mall – the popular shopping mall in Filinvest City in Alabang – is now fully owned by Filinvest REIT Corp. (FILRT) as the deed of exchange with Filinvest Land, Inc. (FLI) has been formally signed recently, according to a BusinessWorld news report. Previously it was reported that the value of the transfer of ownership was worth over P6 billion.

FILINVEST REIT CORP. (FILRT) has executed a deed of exchange with its parent company and sponsor, Filinvest Land, Inc. (FLI), for the transfer of ownership of Festival Mall in Alabang, Muntinlupa City.

The two companies executed the memorandum of agreement and the deed of exchange on March 5 as part of a P6.26-billion property-for-share swap transaction, FILRT said in a regulatory filing on Thursday.

Under the transaction, FILRT will issue 1.63 billion shares at P3.85 each to FLI in exchange for the ownership of the 121,862-square-meter (sq.m.) main mall of Festival Mall. The addition of Festival Mall will increase FILRT’s total gross leasable area by 37% to 452,310 sq.m.

The deal expands FILRT’s portfolio into the retail mall segment. Previously, its portfolio consisted of 17 office buildings and 2.9 hectares of land leased to the owner and operator of Crimson Resort & Spa Boracay.

Following the addition of Festival Mall, FILRT’s portfolio mix will comprise 67% offices, 6% hospitality, and 27% retail.

Muntinlupa City issues public warning about the rise of local rabies cases

Recently in the City of Muntinlupa, the City Government issued a warning to the public about the rise of animal rabies that happened locally in four different barangays, according to a Manila Bulletin news report.

The Muntinlupa City government warned the public of a rise in animal rabies cases in the city.

“Bilang babala sa mga mamamayan ng Muntinlupa, ipinagbibigay alam na merong naitalang kaso ng Rabies sa hayop sa mga nasabing lugar (As a warning to the citizens of Muntinlupa, we are hereby informed that there have been recorded cases of Rabies in animals in the said areas),” the Office of the City Veterinarian Muntinlupa City posted on Facebook.

It said animal rabies cases were recorded in Purok 2 in Barangay Cupang; Katarungan Village in Barangay Poblacion; Southville 3 housing project, Barangay Poblacion; Lakeview in Barangay Putatan; and Villa Carolina I Subdivision in Barangay Tunasan.

“Bilang pagiingat, siguruhing bakunado ng Anti-Rabies ang inyong mga alagang aso at pusa at huwag hayaang pagala-gala sa kalsada o iba pang pampublikong lugar (As a precaution, make sure your pet dogs and cats are vaccinated against Rabies and do not let them roam the streets or other public areas),” the veterinarian’s office added.

The Department of Health said rabies “is a viral infection that is spread mainly through animal bites. It attacks the nervous system and is almost always fatal; recovery is rare.”

In 2024, 426 rabies cases were recorded in the country and all of them died. It said 45 percent of the cases came from pets.

“It is caused by the rabies virus, which is spread almost always through infected saliva. This occurs most commonly through animal bites, but may also happen through scratches, abrasions and other similar circumstances that involve exposure to infected saliva (e.g. direct contact of eyes and the linings of the mouth and nose to infected saliva),” the DOH added.

Michelin opens new office in Alabang

The French multinational tire manufacturing company Michelin very recently opened a new office in Filinvest City in Alabang to provide service and support to its customers, according to a GMA Network news report. This development added business credibility to the corporate city of Filinvest and Muntinlupa City in general. The Michelin Alabang office is in the Polaris Building.

Michelin on Thursday announced the opening of its new official office in the Philippines, which will focus on strengthening the brand in the Philippines, and invest in local talents moving forward.

The new office — located in the Polaris Building, Filinvest Corporate City, Alabang in Muntinlupa City — will serve as a hub for enhanced customer engagement and support, to reflect its “dedication to the growing Filipino market.”

“We are excited to open our new office in the Philippines. We recognize the country’s strong market potential, and this move enables us to reinforce our partnerships, enhance customer support, and further establish Michelin as the preferred choice for mobility solutions in the region,” Michelin Asia Pacific (Singapore) Philippines Branch Office managing director Jonathan Khong said.

According to Michelin, the new office will strengthen collaboration with local partners, provide them with better resources, tools, and expertise to enhance their business operations, and boost the Michelin brand in the country.

The opening of the new office also “reflects Michelin’s continued dedication” to the Philippines, and will strengthen sales and after-sales services through support to partners, and investment in developing local talents.

Have you been searching for something fun or interesting to watch on YouTube? Do you feel bored right now and you crave for something to see on the world’s most popular online video destination?

#1 VKunia reacts to The Terminator – The first time I ever saw The Terminator was on home video way back in the mid-1980s. I could not forget how the film blended elements of action, detective story, film noir, horror and science fiction together smoothly. Recently I viewed VKunia’s own reaction video about the 1984 movie and it was entertaining to watch as she felt its impact. I encourage you to watch her reaction video.

#2 Oblivion tested across multiple Xbox game consoles – Recently, I started replaying the 2006 fantasy role-playing game (RPG) The Elder Scrolls IV: Oblivion on my Xbox Series X console via Xbox Game Pass (XGP). But before doing that, I saw YouTuber Ramnexus’ video of Oblivion which he tested on Xbox 360 up to the more modern Xbox consoles. His video is loaded in-depth technical analysis and explanations which I really enjoyed watching.

#3 You, Me and the Movies react to Furiosa: A Mad Max Saga – If there was anything odd about Furiosa: A Mad Max Saga, it was the fact that it was actually made and released so long after Mad Max: Fury Road’s impact faded away. Directed by George Miller, the 2024 movie starring Anya Taylor-Joy was actually entertaining given its status as a spin-off and prequel, but I never felt any urge to replay it. If you want to discover what the movie is about without having to spend too much of your precious time, I encourage you to watch the reaction video by You, Me and the Movies below.

#4 The struggle of ramen restaurants in Japan – If you have been traveling overseas over the past five years, where you able to visit Japan and eat inside a ramen restaurant? Ramen restaurants there have been struggling with unfavorable economic factors and there is a growing number of them closing down. Watch and learn from the video below.

#5 Oliver Harper examines The Terminator video games – Believe it or not, there were several video games based on The Terminator that got released in the early 1990s. I myself never got to play any of them but thanks to the Internet and YouTubers who had the resources, several videos about the Terminator games have been uploaded on YouTube in the forms of longplays, retro reviews, reactions and more. Oliver Harper’s own video conveniently examines all the Terminator games and it is a fascinating retro gaming viewing experience.

#6 Basic Instinct trivia by Minty Comedic Arts – Remember how controversial Basic Instinct was when it was first released in cinemas in 1992? It was controversial for its intense approach on violence and sexuality under the direction of Paul Verhoeven, and also for the notorious short scene of Sharon Stone crossing her legs. Not only that, mobs of homosexuals protested the film and some of them even harassed people who bought tickets to see it. Recently, Minty Comedic Arts posted a trivia video about Basic Instinct which you should see.

#7 Avalanche examined by GoodBadFlicks – In the history of cinema, the 1970s was the decade that saw a slew of disaster movies from Hollywood studios. It was typical for a Hollywood disaster flick to have a large cast of actors playing different characters who are struggling with the disaster. In 1978, Avalanche was released and it was produced by low budget movie king Roger Corman. As the film was not successful, it became forgotten until GoodBadFlicks made a video about it. It’s a must-see for anyone who loves disaster films and the 1970s.

#8 Ashleigh Burton reacts to X-Men: First Class – Back in 2011, I saw X-Men: First Class inside one of the old and original cinemas of Festival Mall here in the Philippines. The film was entertaining and cleverly done but back then, I did not find the new actors who played Charles Xavier, Magneto and Mystique convincing (note: they proved themselves worthy of their roles in X-Men: Days of Future Past in 2014). At the same time, the movie was a soft reboot and a prequel together. Some people really enjoyed while others not so much. Regardless, I encourage you to watch Ashleigh Burton’s X-Men: First Class reaction video below.

Muntinlupa City sets guidelines and requirements for PWD ID cards issuance

Recently in the City of Muntinlupa, the requirements and guidelines for the issuance of identification cards to persons with disabilities (PWD) will be set very soon as a result of newly signed legislation, according to a Manila Bulletin news report.

The Muntinlupa City government approved an ordinance setting the requirements and guidelines for the issuance of IDs to persons with disabilities (PWD).

Ordinance No. 2025-310, enacted by the Muntinlupa City Council on Feb. 17, was signed by Mayor Ruffy Biazon on March 3.

The ordinance states that “the Muntinlupa Persons with Disability Affairs Office advocates the digitalization, verification and streamlining of the Person with Disability Identification Card issuance to protect the welfare and privileges of the genuinely identified Muntinlupa Persons with Disability.”

Muntinlupa’s Persons with Disability Affairs Office (PDAO) will issue the PWD IDs to eligible applicants.

Under the ordinance, PWDs “refer to people suffering from restrictions or different abilities as a result of mental, physical or sensory impairment to perform an activity in the manner or within the range considered normal for human beings.”

Muntinlupa police officers apprehend two women for selling shabu in Alabang

Recently in the City of Muntinlupa, local police officers arrested two women for selling the illegal substance shabu during a buy-bust operation in Alabang, according to a Manila Bulletin news report.

The Muntinlupa police arrested two women after they sold shabu to an undercover officer in Alabang on Feb. 27.

The buy-bust operation was conducted by the Muntinlupa Police Station Drug Enforcement Unit at about 2:40 a.m. at the Old City Terminal in Alabang, leading to the arrest of suspects identified as Nobaisa, 38, and Milla, 34, both residents of Purok 4, Balbanero Compound in Alabang, Muntinlupa.

Authorities seized a plastic sachet of shabu, the item sold during the undercover transaction. The police confiscated three more sachets containing shabu from the suspects. The total confiscated shabu weighed 55 grams valued at P374,000.

Also seized during the operation were a genuine P500 bill and 10 pieces of counterfeit P500 bills used as boodle money. The seized illegal drugs will undergo laboratory examination at the Southern Police District (SPD) Forensic Unit.

The two suspects are detained at the Muntinlupa police’s custodial facility. They will face charges for violation of Section 5 (sale of dangerous drugs) and Section 11 (possession of dangerous drugs) under Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).
