Three men arrested for armed robbery inside a village in Parañaque City

Recently in the city of Parañaque, three who were involved in an armed robbery that took place inside a village were apprehended by the local police, according to a news report by the Daily Tribune.

Three suspected robbers involved in an armed robbery at a residence in Multinational Village, Parañaque City, have been arrested by the Parañaque City police.

According to a report received by Police Brigadier General Bernard R Yang, District Director, a group of six armed male suspects entered the parking lot of a house located at the intersection of Matthew Street and Multinational Avenue. The victims, two Chinese nationals and four Filipinos residing in the house, were held at gunpoint. The suspects bound the victims with duct tape and tied up the in-house security guard, S/G Julius, before moving to the master’s bedroom.

The primary victim, identified as Lin, Chinese national, was threatened and forced to open a vault, from which the suspects stole approximately ₱700,000.00 in cash, ₱280,000.00 from another victim, Yu, and assorted jewelry valued at around ₱400,000. The suspects fled the scene in a sedan, exiting through Multinational Gate 1.

Through coordinated follow-up operations, Parañaque City Police Station’s intelligence and operational teams traced the suspects’ vehicle movements. Witness testimony led to the identification of one suspect, alias “Brian.”

As a result of diligent investigative efforts, law enforcement apprehended three individuals, alias “Brian” (38), John (33), and Jevic (29), all drivers by occupation. Three additional suspects, identified as alias Ruel (40), Ramel (40) and alias Agustin (37), remain at large, with ongoing efforts to locate them.

Recently in the City of Las Piñas, police officers arrested a person identified with the LGBTQ (lesbian, gay, bisexual, transgender and queer) community over the charge of child abuse, according to a Manila Bulletin news report. The law enforcers carried a warrant of arrest issued by a certain branch of the Las Piñas City Family Court.

A member of the LGBTQ community was arrested by the Las Piñas City Police for child abuse on Wednesday, October 16, Las Piñas Police chief PCol. Sandro Tafalla said.

The suspect was identified as “Butchoko,” 42. He was arrested at around 4:45 p.m. in Barangay Talon Uno, Las Piñas City.

Tafalla said the suspect was tagged as Top 6 most wanted person under the station level for the month of October in violation of Republic Act 7610 or the Special Protection of Children Against Abuse, Exploitation, and Discrimination Act.

Butchokoy was arrested by virtue of warrant of arrest issued by Judge Mildred Jacinto Marquez Balmaceda of the Las Piñas City Family Court Branch 2 on September 9, 2024, with a P200,000 recommended bail.

NBI operatives arrest 5 foreigners and 24 locals in Cavite for involvement in varied scams

The campaign against scammers made a notable achievement recently as National Bureau of Investigation (NBI) operatives arrested five foreigners and twenty-four locals in Cavite for their involvement in different kinds of scams, according to a GMA Network news report. It turns out, the scammers were a splintered group of a certain Philippine Offshore Gaming Operator (POGO) hub.

Operatives of the National Bureau of Investigation (NBI) have arrested five foreigners and 24 Filipinos in Cavite for involvement in various types of scams.

In a press briefing on Tuesday, NBI director Jaime Santiago said the NBI-Cybercrime Division caught the foreigners, composed of three Chinese nationals and two Malaysian nationals, and the Filipinos in the act in a subdivision in Kawit.

“These 24 Filipinos are working with them para mag-commit ng [to commit] romance scam, investment scam, cryptoscams, impersonation scams, and… credential stopping. They are supervised by these foreigners,” Santiago said.

Meanwhile, NBI Cybercrime Division Chief Atty. Jeremy Lotoc said this was a splintered group of a Philippine Offshore Gaming Operator (POGO) hub.

Instead of operating in an office, he said the group has shifted to residential units.

“From different departments, from different locations, and purpose nila sa compartmentalization na ito is to avoid exposure or detection from law enforcement,” Lotoc said.

Lotoc said he also believes that the group still has a “big boss.” He declined to give further details, saying that the NBI’s follow-up operation is ongoing.

Lotoc said they also discovered a “scam show room” filled with high-end products and luxury items, meant to create an illusion for victims.

“Doon ho nahu-hook yung ating mga kababayan at ibang mga foreign victims kasi they are believing na yung kausap nila is kaya silang payamanin din,” he said.

(That is what hooks our countrymen and the other foreign victims because they believe that the one they are talking to can make them rich.)

The NBI recovered pre-registered SIM cards, GCash accounts, computers, devices containing scripts, cellphones, and textplus machines, among others, during the operation.

Lotoc said the arrested individuals were charged under the Anti-Financial Account Scamming Act (AFASA). He also appealed to the public to stop being involved in such scams.

Tricycle driver tagged as the most wanted person in Muntinlupa City apprehended

A tricycle driver who was tagged by the police as a top most wanted person was arrested in Muntinlupa on June 28.

The Muntinlupa Police identified the arrested suspect as alias Maiko, 36, listed as the top most wanted person by the Muntinlupa Police for the third quarter of the year. Maiko was arrested at about 12:05 a.m. in Barangay Putatan, Muntinlupa.

He was arrested by personnel from the Muntinlupa Police’s Warrant and Subpoena Unit based on several warrants issued by Presiding Judge Wehrly Gutierrez-Mendez of Muntinlupa Regional Trial Court Branch 8-Family Court on June 14.

The suspect is facing charges including acts of lasciviousness and lascivious conduct with recommended bail of P180,000, and qualified rape with recommended bail of P200,000.

Almost 200 local and foreign workers rescued in Pampanga POGO raid

Authorities rescued 187 foreign and Filipino workers in a raid at a Philippine Overseas Gaming Operator (POGO) center in Pampanga province on Tuesday night.

In a report on Wednesday, the Presidential Anti-Organized Crime Commission (PAOCC) said its members together with the Criminal Investigation and Detection Group, Special Action Force and the local police carried out a search warrant operation against the Lucky South 99 compound along Friendship Highway in Angeles City.

The Malolos City Regional Trial Court Branch 14 issued the search warrant against the POGO over reports of human trafficking, torture and scam activities taking place within the establishment.

“Yung reports na nakuha sa atin, initial report for rescue was may mga tinotorture dito. Pinapalo ng mga baseball bat at pinagtatadiyakan dito. Meron tayong isang video na diumano babae na pinagsasayaw dito at pinagpapasahan ng mga bosses (The reports that we received, the initial report for rescue there are persons who are being tortured here. They are struck with a baseball bat and are being kicked. We also have a video allegedly showing a woman dancing and being abused by the bosses),” PAOCC spokesperson Winston John Casio said in a television interview.

Some 158 foreigners, including Chinese, Vietnamese, Malaysians, Myanmar and Korean workers were rescued, together with 29 Filipinos.

Suspect behind the murder of a woman in Parañaque City surrenders

Recently in the City of Parañaque, a woman (mother of two) was shot dead by a gunman in front of a coffee shop in Barangay San Dionisio. Shortly after the killing, the suspect surrendered voluntarily to the local authorities, according to a Manila Bulletin news report.

The suspect in the shooting to death of a 43-year-old woman in front of a coffee shop in Parañaque City on Feb. 15 voluntary surrendered to the police on the same day.

According to the Southern Police District (SPD), the suspect identified as alias “Cafgu” voluntary surrendered to the officers of San Dionisio Police Substation at around 11:00 p.m.

The SPD said the suspect was accompanied by his relatives when he yielded to the police. He was immediately turned over the Parañaque Police Investigation Section.

The police filed a murder case against the suspect for killing Yolanda, 43, at around 6:00 p.m. in front of a coffee shop on Palanyag Road in Gatchalian, Barangay San Dionisio, Parañaque City.

The victim was with her two sons and was about to board their car when the suspect approached and shot her several times in the head.

Yolanda was declared dead on arrival at the Olivarez Hospital.

Police investigators said the two sons of the victim positively identified the suspect as the one who shot their mother.

During investigation, police learned the suspect’s licenses to own and possess firearms had expired on March 11, 2022.

The Southern Police District reported the arrest of alias Arnold, 32, tagged by the police as the No. 1 wanted person under station level at around 2:15 p.m. along Barangay San Dionisio, Parañaque City.

Members of the WSU arrested the suspect by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Family Court Branch 10, Parañaque City, on Jan. 17, 2024, for four counts of rape.

De Castro recommended a bail of P200,000 for each count.

Immigration authorities arrested an overstaying South African national in Albay province.

In a news release Monday, Bureau of Immigration (BI) Commissioner Norman Tansingco said operatives from the regional intelligence operations unit nabbed Benjamin Michael Theron in an operation along Sikatuna Street, Brgy. 13 Ilawod West, Legazpi City on Jan. 24.

The foreigner was the subject of a mission order issued by the BI chief after receiving a complaint from Theron’s former partner, saying he was causing disturbance in the community.

A check on Theron’s records showed he has been in the country since 2018 and is already overstaying after his visa expired in 2021.

Another foreign national who presented himself as Theron’s employer, attempted to interfere with the operations but eventually yielded after seeing the mission order against the suspect.

BI intelligence division chief Fortunato Manahan Jr. said any individual who conceal, harbor, employ or give comfort to overstaying foreign nationals may face sanctions for violation of the Philippine Immigration Act of 1940, which prohibits harboring of illegal aliens.

Known hacker arrested in Las Piñas City

A man previously dubbed “Asia’s best hacker” was arrested in Las Piñas for allegedly targeting foreigners in his illegal online activities, the National Capital Region Police Office (NCRPO) said yesterday.

An NCRPO report obtained by The STAR showed that NCRPO operatives searched the house of Edgar Silvano Jr., 47, in Barangay Talon Dos at past 2 p.m. on Friday.

The operation was implemented on the strength of a search warrant issued by Judge Elizabeth Yu Guray of the Las Piñas Regional Trial Court Branch 202.

Recovered from Silvano were 11 cell phones, seven flash drives, five laptops, four SD cards, three Wi-Fi routers, two hard drives, a desktop and a modem.

Apart from these, police also confiscated several financial documents pertaining to land titles and vehicle purchases. These documents contain personal and bank account information belonging to other people, police said.

Silvano was charged with violating Republic Act 8484 or the Access Device Regulations Act of 2012.

He also faces charges of violating RA 10591, which penalizes the illegal possession of a firearm, after police found a 9mm pistol with nine bullets on his person.

According to the NCRPO, Silvano was called “Asia’s best hacker” in 2001 after he hacked an international banking system based in Hong Kong. He was imprisoned but was later released on probation.

Silvano was again arrested in 2016 by the National Bureau of Investigation for violation of RA 8484 and possession of illegal drugs.

The NCRPO said all recovered electronic devices will undergo data extraction and forensic examination.

COMELEC and DOJ sign agreement versus vote-buying related to the BSKE

With the Barangay and Sangguniang Kabataan Elections (BSKE) all set to happen on October 30, 2023, the Commission on Elections (COMELEC) and the Department of Justice (DOJ) formally signed an agreement versus vote-buying, according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) and the Department of Justice (DOJ) signed an agreement on Monday to go after and prosecute persons involved in vote-buying in the Barangay and Sangguniang Kabataan Elections (BSKE).

Justice Secretary Jesus Crispin Remulla said prosecutors nationwide will be on duty to accept complaints on Oct. 30, election day.

“The fiscals will be available for the cases that may be filed,” he told the media during the “Kontra Bigay” memorandum of agreement signing at the DOJ office in Manila. “We can handle the volume. Mahalaga dyan may testigo (What is important is there are witnesses).”

He said the need for witnesses is crucial since most-vote buying may be conducted using electronic wallets, instead of actual cash changing hands.

Remulla also sees no conflict with a recent DOJ directive to closely scrutinize all charge sheets filed before prosecutors to ensure that complaints with a reasonable probability of conviction will be filed by the courts.

All charges may be considered “open-and-shut” cases if sworn statements from witnesses are complete and sufficient.

Comelec chairperson George Erwin Garcia expressed confidence that measures such as warrantless arrest of persons involved in vote buying and red flags like the transport of large volumes of cash and giveaways are sufficient measures.

So far, Comelec has already received 23 complaints related to vote-buying.

The practice of “flying voters” or voters ferried to different voting areas are no longer prevalent due to the adoption of modern voter identification systems, Garcia added.

The campaign period for the BSKE will be on Oct. 19 to 28.
