Tricycle driver tagged as the most wanted person in Muntinlupa City apprehended

Recently in the City of Muntinlupa, a tricycle driver who turned out to be the most wanted person in the city was arrested by the local police in Barangay Putatan, according to a Manila Bulletin news report. The suspect is wanted for acts of lasciviousness, qualified rape and lascivious conduct.

A tricycle driver who was tagged by the police as a top most wanted person was arrested in Muntinlupa on June 28.

The Muntinlupa Police identified the arrested suspect as alias Maiko, 36, listed as the top most wanted person by the Muntinlupa Police for the third quarter of the year. Maiko was arrested at about 12:05 a.m. in Barangay Putatan, Muntinlupa.

He was arrested by personnel from the Muntinlupa Police’s Warrant and Subpoena Unit based on several warrants issued by Presiding Judge Wehrly Gutierrez-Mendez of Muntinlupa Regional Trial Court Branch 8-Family Court on June 14.

The suspect is facing charges including acts of lasciviousness and lascivious conduct with recommended bail of P180,000, and qualified rape with recommended bail of P200,000.

Almost 200 local and foreign workers rescued in Pampanga POGO raid

Recently in the province of Pampanga, elements of the Presidential Anti-Organized Crime Commission (PAOCC), the Criminal Investigation and Detection Group (CIDG), the Special Action Force (SAF) and the local police raided a Philippine Overseas Gaming Operator (POGO) resulting in the rescue of almost two hundred local and foreign workers, according to a Philippine News Agency (PNA) news article.

Authorities rescued 187 foreign and Filipino workers in a raid at a Philippine Overseas Gaming Operator (POGO) center in Pampanga province on Tuesday night.

In a report on Wednesday, the Presidential Anti-Organized Crime Commission (PAOCC) said its members together with the Criminal Investigation and Detection Group, Special Action Force and the local police carried out a search warrant operation against the Lucky South 99 compound along Friendship Highway in Angeles City.

The Malolos City Regional Trial Court Branch 14 issued the search warrant against the POGO over reports of human trafficking, torture and scam activities taking place within the establishment.

“Yung reports na nakuha sa atin, initial report for rescue was may mga tinotorture dito. Pinapalo ng mga baseball bat at pinagtatadiyakan dito. Meron tayong isang video na diumano babae na pinagsasayaw dito at pinagpapasahan ng mga bosses (The reports that we received, the initial report for rescue there are persons who are being tortured here. They are struck with a baseball bat and are being kicked. We also have a video allegedly showing a woman dancing and being abused by the bosses),” PAOCC spokesperson Winston John Casio said in a television interview.

Some 158 foreigners, including Chinese, Vietnamese, Malaysians, Myanmar and Korean workers were rescued, together with 29 Filipinos.

It’s not right for the ICC to intervene in the judicial process in the Philippines

We all live in a chaotic and divisive world. In this case, I’m talking about the concept of the International Criminal Court (ICC) based in the Netherlands getting involved in the internal affairs of the Philippines, particularly with the judicial process. President Ferdinand “Bongbong” Marcos, Jr., stood up to the ICC pointing out that the nation has a functioning judiciary, according to a Philippine News Agency (PNA) news article. Be aware that the Philippines severed its ties with the ICC five years ago.

It is a “mistake” for the International Criminal Court (ICC) to intervene in the Philippines’ judicial process, President Ferdinand R. Marcos Jr. has said, as he maintained that the country has a functioning judiciary.

Marcos made the remarks during his bilateral meeting with German Chancellor Olaf Scholz on Tuesday in Berlin, Germany, Presidential Communications Office (PCO) Secretary Cheloy Garafil said in a statement on Thursday.

“President Ferdinand R. Marcos Jr. stood firm before German Chancellor Olaf Scholz that the International Criminal Court has no jurisdiction over the Philippines as it remains to have a working judicial system and law enforcement mechanisms,” Garafil said.

During the meeting, Marcos told Scholz that ICC cannot investigate the Philippines’ drug campaign under the Duterte administration because the country is capable of conducting its own probe.

Marcos said there is no need for the international court to meddle, considering that “there are too many lawyers in the Philippines already.”

“And so, it’s really a question of jurisdiction and we have our own investigations and we’re capable of conducting our own investigations and, so we are, we are continuing to do so,” Marcos was quoted as saying by the PCO.

Marcos said the ICC’s apparent intrusion into the Philippine judicial system is something that his administration has to deal with.

He said it is “unacceptable” for an international court to take control over the Philippines where there is a working judicial system and law enforcement mechanisms.

“Well, there is now a conflict between – in terms of jurisdiction because, in our opinion, the ICC was created when a country has no judiciary, no functioning judiciary, no police force to enforce peace and order; enforce law,” Marcos said.

“As a matter of principle, it is very difficult for the Philippines to accept that an outside court will, shall I say, dictate to our policemen, ‘who they will investigate, who they will arrest and who will say, that hey, because we don’t need that advice’,” he added, stressing that the country has a “functioning military and police force that uphold the rule of law.”

In February this year, Marcos said the ICC prosecutors could “produce as much evidence as they want but they could not act upon it in the Philippines.”

COMELEC wants credible 2025 National and Local Elections, will enforce law against those who commit poll sabotage

Now that the P17.99 billion contract with new provider Miru Systems has been signed, the Commission on Elections (COMELEC) announced that it aims to ensure the integrity of the 2025 National and Local Elections and they will not hesitate to apply the full extent of the law against those who intend to commit irregularities and poll sabotage, according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) on Monday warned it would not hesitate to apply the full extent of the law to those who are out to jeopardize the country’s electoral process.

Comelec chairperson George Erwin Garcia issued the warning during the signing of the contract for the Full Automation System with Transparency Audit/Count (FASTrAC) project with officials of South Korean firm Miru Systems Inc., headed by president Jinbok Chung, its service provider for the next polls.

Garcia said electoral sabotage is a non-bailable offense and can be meted with a penalty of life imprisonment under Republic Act 9369 or the Election Automation Law of 2007.

He also warned Miru and its Filipino partners against politicians and political parties who might approach them to rig the polls.

“Inemphasize ko sa kanila, kung kaya nyo gawin yan, huwag na huwag nyo gawin yan under the present leadership of this Commission. We want ang pinaka maayos na elections, credible, pinaka pinagkakatiwalaan election ng 2025. Sabi ko kung gusto nyo pa mag participate sa mga susunod na procurement ng Comelec, ayusin nyo 2025 elections (I emphasized to them ‘if you can do that, never do that under the present leadership of the commission. We want the 2025 elections to be most organized, credible and reliable. I told them, ‘if your want to participate in future procurements of the Comelec, make sure that the 2025 elections would be smooth),” he added on the sidelines of the signing rites.

The poll body chief also said Miru must prove to Filipinos that it deserves to bag the poll automation deal by establishing a highly credible and transparent system.

At the same time, Garcia acknowledged the support of the South Korean government for the poll automation project.

“We are pleased with the presence of the South Korean ambassador (Lee Sang-hwa) because it proves that he is supportive of this endeavor and we can trust the company that we have as partners simply because the government of Korea is very supportive of this endeavor,” he said.

Hackers – Garcia, meanwhile, said they are coordinating with law enforcement authorities against hackers who might manipulate the polls.

“Sumulat na kami sa National Bureau of Investigation asking for assistance para maaresto or mapigilan mga taong ito. So siguro napreempt na kanilang plano (We have sent a request to the NBI asking them to arrest or prevent these people from carrying out their illegal acts. I think their plans were preempted),” he said.

The poll body is looking to start the customization of the automated counting machines (ACMs) next month. Garcia said this customization process usually takes six months.

“If we can have it shortened, it would be better. But in our experience, it’s really six months. If we start by April, six months from April. We have two months for international certification and one month for source code review,” he added.

Meanwhile, Chung vowed they would comply with the rules set by the Philippine government.

“Our goal is also to build up our company and to expand and we’re looking towards the future. We will not do anything that will jeopardize our future and also the election process of the Philippines. We promise, we can guarantee that we will be transparent all throughout the process. We will abide by the rules of the Comelec, of this nation,” Chung said in Korean and was translated to English by Miru overseas sales representative Jason Lee.

Under the contract, the joint venture (JV) of Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI) will provide 110,000 ACMs, ballot boxes; laptop and printer; and ballots.

Suspect behind the murder of a woman in Parañaque City surrenders

Recently in the City of Parañaque, a woman (mother of two) was shot dead by a gunman in front of a coffee shop in Barangay San Dionisio. Shortly after the killing, the suspect surrendered voluntarily to the local authorities, according to a Manila Bulletin news report.

The suspect in the shooting to death of a 43-year-old woman in front of a coffee shop in Parañaque City on Feb. 15 voluntary surrendered to the police on the same day.

According to the Southern Police District (SPD), the suspect identified as alias “Cafgu” voluntary surrendered to the officers of San Dionisio Police Substation at around 11:00 p.m.

The SPD said the suspect was accompanied by his relatives when he yielded to the police. He was immediately turned over the Parañaque Police Investigation Section.

The police filed a murder case against the suspect for killing Yolanda, 43, at around 6:00 p.m. in front of a coffee shop on Palanyag Road in Gatchalian, Barangay San Dionisio, Parañaque City.

The victim was with her two sons and was about to board their car when the suspect approached and shot her several times in the head.

Yolanda was declared dead on arrival at the Olivarez Hospital.

Police investigators said the two sons of the victim positively identified the suspect as the one who shot their mother.

During investigation, police learned the suspect’s licenses to own and possess firearms had expired on March 11, 2022.

Wanted man arrested in Parañaque City over rape charges

A courier facing charges for four counts of rape was arrested by members of the Parañaque City police Warrant and Subpoena Unit (WSU) on Monday, Feb. 5.

The Southern Police District reported the arrest of alias Arnold, 32, tagged by the police as the No. 1 wanted person under station level at around 2:15 p.m. along Barangay San Dionisio, Parañaque City.

Members of the WSU arrested the suspect by virtue of a warrant of arrest issued by Judge Moises Domingo De Castro of Family Court Branch 10, Parañaque City, on Jan. 17, 2024, for four counts of rape.

De Castro recommended a bail of P200,000 for each count.

Overstaying South African national apprehended by immigration agents in province

Immigration authorities arrested an overstaying South African national in Albay province.

In a news release Monday, Bureau of Immigration (BI) Commissioner Norman Tansingco said operatives from the regional intelligence operations unit nabbed Benjamin Michael Theron in an operation along Sikatuna Street, Brgy. 13 Ilawod West, Legazpi City on Jan. 24.

The foreigner was the subject of a mission order issued by the BI chief after receiving a complaint from Theron’s former partner, saying he was causing disturbance in the community.

A check on Theron’s records showed he has been in the country since 2018 and is already overstaying after his visa expired in 2021.

Another foreign national who presented himself as Theron’s employer, attempted to interfere with the operations but eventually yielded after seeing the mission order against the suspect.

BI intelligence division chief Fortunato Manahan Jr. said any individual who conceal, harbor, employ or give comfort to overstaying foreign nationals may face sanctions for violation of the Philippine Immigration Act of 1940, which prohibits harboring of illegal aliens.

Known hacker arrested in Las Piñas City

Recently in the City of Las Piñas, local police officers arrested a man (who has an established history of hacking) for targeting foreigners online, according to a Philippine Star news report. The arrest happened in Barangay Talon Dos.

A man previously dubbed “Asia’s best hacker” was arrested in Las Piñas for allegedly targeting foreigners in his illegal online activities, the National Capital Region Police Office (NCRPO) said yesterday.

An NCRPO report obtained by The STAR showed that NCRPO operatives searched the house of Edgar Silvano Jr., 47, in Barangay Talon Dos at past 2 p.m. on Friday.

The operation was implemented on the strength of a search warrant issued by Judge Elizabeth Yu Guray of the Las Piñas Regional Trial Court Branch 202.

Recovered from Silvano were 11 cell phones, seven flash drives, five laptops, four SD cards, three Wi-Fi routers, two hard drives, a desktop and a modem.

Apart from these, police also confiscated several financial documents pertaining to land titles and vehicle purchases. These documents contain personal and bank account information belonging to other people, police said.

Silvano was charged with violating Republic Act 8484 or the Access Device Regulations Act of 2012.

He also faces charges of violating RA 10591, which penalizes the illegal possession of a firearm, after police found a 9mm pistol with nine bullets on his person.

According to the NCRPO, Silvano was called “Asia’s best hacker” in 2001 after he hacked an international banking system based in Hong Kong. He was imprisoned but was later released on probation.

Silvano was again arrested in 2016 by the National Bureau of Investigation for violation of RA 8484 and possession of illegal drugs.

The NCRPO said all recovered electronic devices will undergo data extraction and forensic examination.

Online seller arrested in Las Piñas City over illegal drugs worth almost P200,000

A woman online seller yielded over P189,000 worth of “shabu” in a buy-bust operation conducted by members of the Las Piñas police Station Drug Enforcement Unit (SDEU) on Wednesday, Oct. 25.

The Southern Police District (SPD) said Col. Jaime Santos, Las Piñas police chief, reported the arrest of alias “Maria,” 23, an online seller of grocery items.

Santos said the suspect was arrested at around 1:50 a.m. along Upper Laong Almanza Uno, Las Piñas City.

He said members of the SDEU conducted the buy-bust operation by contacting the suspect online and pretending to buy grocery items.

The city police chief said members of the SDEU were able to confiscate from the suspect about 27.8 grams of alleged shabu amounting to P189,040.

Aside from the recovered “shabu,” members of the SDEU also confiscated one Huawwei Nova 5T model cellphone, black coin purse and three P100 bills used as buy bust money from the suspect.

The confiscated shabu was brought at the SPD Forensic Unit for drug testing and analysis.

With the Barangay and Sangguniang Kabataan Elections (BSKE) all set to happen on October 30, 2023, the Commission on Elections (COMELEC) and the Department of Justice (DOJ) formally signed an agreement versus vote-buying, according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) and the Department of Justice (DOJ) signed an agreement on Monday to go after and prosecute persons involved in vote-buying in the Barangay and Sangguniang Kabataan Elections (BSKE).

Justice Secretary Jesus Crispin Remulla said prosecutors nationwide will be on duty to accept complaints on Oct. 30, election day.

“The fiscals will be available for the cases that may be filed,” he told the media during the “Kontra Bigay” memorandum of agreement signing at the DOJ office in Manila. “We can handle the volume. Mahalaga dyan may testigo (What is important is there are witnesses).”

He said the need for witnesses is crucial since most-vote buying may be conducted using electronic wallets, instead of actual cash changing hands.

Remulla also sees no conflict with a recent DOJ directive to closely scrutinize all charge sheets filed before prosecutors to ensure that complaints with a reasonable probability of conviction will be filed by the courts.

All charges may be considered “open-and-shut” cases if sworn statements from witnesses are complete and sufficient.

Comelec chairperson George Erwin Garcia expressed confidence that measures such as warrantless arrest of persons involved in vote buying and red flags like the transport of large volumes of cash and giveaways are sufficient measures.

So far, Comelec has already received 23 complaints related to vote-buying.

The practice of “flying voters” or voters ferried to different voting areas are no longer prevalent due to the adoption of modern voter identification systems, Garcia added.

The campaign period for the BSKE will be on Oct. 19 to 28.
