Several Chinese nationals arrested in Parañaque City for scamming, forgery, fraud and other violations

Recently in the city of Parañaque, the National Bureau of Investigation (NBI) arrested several Chinese nationals who were caught doing scamming operations at the Casiana Residences and one of the suspects even tried bribing the law enforcers to release them, according to a Manila Bulletin news report.

Eighteen Chinese nationals have been arrested by the National Bureau of Investigation (NBI) for operating a suspected online scam hub at the Casiana Residences in Paranaque City.

One of those arrested, who was suspected to be the group’s leader, attempted to bribe the NBI operatives of P5.1 million for their release, NBI Director Jaime B. Santiago said.

Director Santiago on Wednesday, Oct. 30, presented to the media the suspects, including their arrested leader Hou Jusen.

He said the two Filipino companions of Hou will be used as state witnesses. They were not identified.

The 17 other Chinese nationals were identified as Zhao Jianjin, Huang Cheng Chi, Huang Bi Ying, Li Hui Juan, Lengxin Yu, Liu Xing Rong, Chen Zihao, Zhou You Liang, Chen Xing, Chen Qing Gang, Huang Zhixon, Riu Chen, Mao Jing Hang, Liu Xuan Wu, Wang Wen Bin, Yan Xiao Hong, and Yang Yun.

“Last night (Oct. 29) nagswoop down ang aming mga ahente at nakahuli nga ng labingpito na Chinese while actually engaged in scamming activities (Last night our agents swooped down at the illegal operation and arrested 17 Chinese while actually engaged in scamming activities),” Santiago said.

He said the operation was conducted by the NBI Cybercrime Division (CCD) and Special Task Force (STF) operatives who served a Warrant to Search, Seize and Examine Computer Data (WSSECD) issued by the Paranaque City Regional Trial Court (RTC) Branch 258.

“Na-seize namin ‘yung mga involved na gadgets, electronic devices (We seized their gadgets and electronic devices),” said NBI-CCD Chief Jeremy C. Lotoc.

Lotoc observed that the scam hub is massive “‘yung kanilang crypto transactions (they have massive crypto transactions).”

He said the operatives discovered social engineering scheme scripts, money muling activities, crypto investment activity, and romance scams.

The 18 arrested Chinese nationals were presented for inquest after their arrest. Hou was charged with corruption of public officials, falsification of public documents, and violating the Anti-Alias Law, Lotoc said.

Small groups from POGOs moving into residential areas

The nationwide ban on Philippine Offshore Gaming Operators (POGOs) is arguably working. That being said, the National Bureau of Investigation (NBI) stated that the POGOs have been forming smaller groups which have moved into residential areas to secretly operate, according to a GMA Network news report.

Philippine Offshore Gaming Operators (POGOs) appear to be trying to evade the authorities by forming smaller groups and setting up in residential areas, the National Bureau of Investigation said amid a raid on a group of alleged scammers.

In a report by John Consulta on 24 Oras on Tuesday, 17 foreigners were arrested in the raid on a residential unit in Makati City. They were caught at their workstations for alleged scamming activities, including love scams and crypto scams.

“Pag nakakuha sila ng pool of information, magko-conduct sila ng background investigation kung sino ang target nila. Pag nakita nila yung pattern, yung character, yung hobby, yung daily activities at the same time yung longings ng kanilang victims, ie-engage nila through social engineering,” said National Bureau of Investigation (NBI) Cybercrime Division Chief Jeremy Lotoc.

(When they get a pool of information, they will conduct a background investigation on their target. When they see the pattern, the character, the hobby, the daily activities, and at the same time the longings of their victims, they will engage through social engineering.)

“Merong hacker, merong buyer ng data. May nakita kaming program-coded script na pwede magamit to access other systems without the authority nor consent of the system owner we assume meron silang activity in terms of hacking,” Lotoc added.

(There is a hacker, and there is a buyer of data. We found a program-coded script that can be used to access other systems without the authority or consent of the system owner. We assume they have activity in terms of hacking.)

The National Bureau of Investigation (NBI) said they are from big Philippine Offshore Gaming Operator (POGO) companies.

“Yung malalaking POGO, nag-group sila into smaller group, nag-o-occupy ng residential units, apartments, para hindi mahalata na POGO, yun pa rin. To continue their scamming activities,” said NBI Director Jimmy Santiago.

(These big POGOs form smaller groups and occupy residential units so that they can’t be detected. Then they continue their scamming activities.)

The NBI is already examining the computers to obtain the details of their victims, while an inquest has already been conducted on those arrested and they are facing online fraud complaints and the violation of the Cybercrime Prevention Act.

Globe warns customers about fraudsters calling them while pretending to be officials of the National Telecommunications Commission (NTC)

There is an ongoing trend here in the Philippines in which fraudsters/scammers have been calling up customers pretending to be officials of the National Telecommunications Commission (NTC) with the intention to extort money from them. Already there have been victims and telecommunication giant Globe recently warned the public about the trend and advised them not to be fooled by the fraudsters, according to a GMA Network news report.

Ayala-led Globe Telecom Inc. on Monday warned customers against a new vishing or voice phishing scam, where fraudsters call victims pretending to be officials of the National Telecommunications Commission (NTC).

According to Globe, scammers call victims claiming that their number had been linked to illegal activities, and would then extort money from them with threats of arrest if they do not cooperate.

“Criminals prey on our natural respect for authority, using it as a weapon to deceive and manipulate. This is what we see in this new scam modus, where fraudsters pretend to be NTC officials,” Globe chief information security officer Anton Bonifacio said in an emailed statement.

“We call on our customers to be very vigilant and do not fall victim to these scammers,” he said.

Globe also urged its customers to be wary of unsolicited calls, refrain from giving out personal information or financial details over the phone, and report suspicious calls to the authorities.

Alice Guo and five others charged for falsification, obstruction of justice and more

Former Bamban mayor Alice Guo (AKA Guo Hua Ping) and five others have been formally charged by the National Bureau of Investigation (NBI) for falsification by a notary public, the use of falsified documents, perjury, and obstruction of justice, according to a Philippine News Agency (PNA) news article.

The National Bureau of Investigation (NBI) on Thursday filed additional criminal charges before the Department of Justice (DOJ) against former Bamban, Tarlac mayor Alice Guo and five others over the irregularities in her filing of a sworn counter-affidavit in another case.

Named respondents were Guo, lawyer Elmer Galicia, Dante Catapay, Cheryl Medina, Catherine Salazar, and Geraldine Pepito.

“The cases we filed against them are falsification by a notary public, use of falsified documents, perjury, and obstruction of justice,” NBI Director Jaime Santiago said in a press briefing.

The charges arose from a motion to re-open filed by Guo’s lawyers in a separate charge for qualified trafficking against her.

Legislators concluded that Guo could not have signed the motion before the notary as she had already fled the country by that time.

NBI Chief Fraud and Financial Crimes Division and Task Force Alice Guo head Palmer Mallari said the investigation involved original documents from before and after Guo slipped out of the country.

“We collected sample signatures on original documents before the Bamban municipality as prior sample specimen signatures. We also collected sample specimen signatures purportedly signed subsequent to the days of the counter affidavit. This is for purposes of submitting that to our document division,” Mallari said.

“After the examination of our QDD (NBI- Questioned Documents Division), it was proven that the sample signatures appearing on all those documents as compared to the supposed signature appearing on the CA were not written by one and the same person,” he said.

Justice Secretary Jesus Crispin Remulla said they would most likely pursue the administrative complaint before the Supreme Court (SC) against Galicia, the notary public.

“Dapat lang (Absolutely), we should pursue (the complaint),” he said.

Santiago, a retired lower court judge also said the claims made during the legislative inquiries by Guo’s staff that they had prepared signed “last pages” meant to be attached to filings on behalf of the dismissed mayor “is unacceptable.”

“No, that’s irregular. The affidavit should be signed in the presence of the notary public,” he said.

Three people arrested in Muntinlupa City for multi-million Peso estafa scheme

Recently in the progressive City of Muntinlupa, law enforcers arrested three individuals for as a result of complaints received that the suspects were responsible for fraudulent activities involving a local property and several millions of Pesos, according to a Philippine News Agency (PNA) news article. Operatives of the Southern Police District (SPD) have arrested three suspects allegedly responsible for a PHP10 million estafa scheme known as ‘sangla-tira’ in Muntinlupa City.

In a report on Wednesday, SPD chief Brig. Gen. Leon Victor Rosete identified the suspects as alias ‘Alec’, 28, alias ‘Christina’, 48, and alias ‘Daniel’, 36, all arrested in an entrapment inside a restaurant in Barangay Poblacion at 3 p.m. Tuesday.

The operation stemmed from complaints about the suspects’ fraudulent activities related to the pawning and mortgage of a property located in Sucat, Muntinlupa City.

The suspects allegedly enticed victims with promises of substantial profits, using notarized contracts to lend an appearance of legality to their transactions.

During the operation, authorities recovered genuine a PHP1,000 bill on top of boodle money, three original sets of a contract to sell the property, two sets of acknowledgment receipts totaling PHP500,000, identification cards, mobile phones, and a gray Mitsubishi Expander registered to alias Christina while a Glock .9mm pistol was found in the possession of ‘Daniel’.

Further investigation revealed that Alec had previously been convicted for violation of Batas Pambansa 22 (Bouncing Check Law) by a court in Valenzuela City and was ordered to pay a fine of PHP400,000 and PHP1,000,000 as civil liability.

Chinese nationals arrested by NBI agents for credit card fraud and bribery

The National Bureau of Investigation (NBI) arrested seven Chinese nationals for credit card fraud and bribery as a result of separate operations that took place in two cities, according to a GMA Network news report. One of the operations happened in Parañaque City which for some reason remains a hot spot of crime involving Chinese nationals.

Seven Chinese citizens have been arrested for credit card fraud and bribing agents of the National Bureau of Investigation, the NBI said Tuesday.

According to the bureau, operatives of the NBI-Cybercrime Division arrested the seven foreigners, classified as a transnational organized crime (TOC) group, in separate operations in Parañaque and Quezon City on July 27.

This was after the NBI received multiple complaints against the foreigners, accusing them of vishing, smishing, phishing, click-baiting, pretexting, and whaling, which resulted in unauthorized or illegal access and eventual utilization of their credit card credentials without their knowledge.

The NBI said the group would cash out money through socially engineered credit card credentials from the accounts of their victims. It said the group would need a point-of-sale (POS) device to expedite cashing out.

During the operation, poseur-accomplices pretended to possess a POS device. They then agreed to meet for the scheme to materialize.

This led to the arrest of two Chinese citizens during an entrapment operation in Parañaque on July 27.

One of them attempted to bribe the operatives several times and offered P1.5 million for their release and the termination of the charges against them. The operatives pretended to agree to the offer and conducted another entrapment operation.

In the evening of the same day, two vehicles arrived at the parking lot of the NBI main office in Quezon City for the exchange.

The NBI said that after one Chinese-looking individual gave a bag of money, the operatives arrested him along with his cohorts inside the vehicles.

Authorities retrieved three handguns with a military-grade smoke grenade from the vehicle. The arrested individuals were unable to provide licenses and papers for the firearms.

The Commission on Elections (Comelec) said Sunday it may file an election-related offense case against suspended Bamban Mayor Alice Guo following the findings that she and Chinese passport holder Guo Hua Ping have matching fingerprints.

Comelec chairman George Garcia said that the poll body may file charges “motu proprio” or on its own against Guo based on misrepresentation.

Based on Guo’s Certificate of Candidacy (COC) when she ran as mayor of the Tarlac municipality in the 2022 elections, she signed a declaration that she is a Filipino citizen, and that she is not a permanent resident of or an immigrant to a foreign country.

“Ang isang taong ‘yan ay pupwedeng humarap ng election offense na may three to five years na imprisonment. At the same time, pwedeng maharap ng kasong perjury o…dahil nagsinungaling nga sa isang pinanumpaan na dokumento, kasong falsification [of public document],” Garcia said in a Super Radyo dzBB interview.

(That person may face an election offense with three to five years imprisonment. At the same time, she may face a case of perjury or falsification of public documents because she lied when she signed a sworn document.)

The poll chairman also pointed out that the country’s laws are applicable to anyone, whether they are Filipinos or foreigners. He also said that a government official may still face a criminal case even after getting elected.

“Kahit ang isang taong tumakbo ay hindi nafile-an ng kasong disqualification o kanselasyon ng kanyang candidacy, hindi nangangahulugan na siya ay pupwede nang malibre o ma-abswelto sa kahit na anong obligasyon o responsibilidad lalo pa’t ito’y kasong kriminal, lalo na ‘yung tinatawag na misrepresentation,” Garcia added.

(Even if a case of disqualification or cancellation of candidacy was not filed against a person running for election, it does not mean that s/he can be absolved from any obligation or responsibility, especially a criminal case like misrepresentation.)

The Comelec earlier submitted to the Senate Committee on Women, Children, Family Relations and Gender Equality the COC and Statement of Contributions and Expenditures (SOCE) of Guo.

According to her COC, the 37-year old Guo declared Tarlac, Tarlac as her place of birth.

Guo also stated in her COC that on the day before the May 9 elections, she has been living in the Philippines for 35 years and two months and she has been living in the municipality of Bamban, Tarlac for 18 years and two months.

However, Senator Risa Hontiveros, as confirmed by the National Bureau of Investigation (NBI), revealed that the embattled mayor and Guo Hua Ping are the same person following finding that they have matching fingerprints.

The NBI also showed a picture of another woman with the name Alice Leal Guo who had the same information as the suspended mayor.

Chinese national wanted for cyber fraud arrested at airport

A Chinese passenger who is on the wanted list of foreigners for involvement in cyber fraud was recently arrested at the Ninoy Aquino International Airport (NAIA) in Pasay City, the Bureau of Immigration (BI) reported on Wednesday.

Commissioner Norman Tansingco identified the passenger as 28-year-old Qin Xingye, who was intercepted at the NAIA Terminal 3 last April 28 before he could board an Air Asia flight to Hong Kong.

The foreigner was reportedly arrested after his name prompted a hit in the bureau’s derogatory check after presenting himself for clearance at the immigration departure counter.

“He was referred by the immigration officer to his supervisors who verified his identity and later confirmed that the passenger and the person in the bureau’s derogatory list are one and the same,” Tansingco said in a statement.

The derogatory hit showed that he was placed on the immigration blacklist for being an undesirable alien and for overstaying and illegally working in the country.

The BI’s Border Control and Intelligence Unit (BCIU) reported that the passenger was previously charged for engaging in cyber fraud activities and for working without a permit.

Chinese nationals – including a fugitive – arrested in Parañaque and Mandaue

The Bureau of Immigration (BI) on Tuesday said two Chinese nationals recently arrested in Cebu province and Parañaque City are now awaiting deportation.

Commissioner Norman Tansingco identified them as Zhu Yuanjiang, 25; and Ma MIngjie, 51, who were arrested last week in separate operations of the BI’s fugitive search unit (FSU).

Both are now detained at the BI detention facility at Camp Bagong Diwa, Taguig City while awaiting deportation.

Zhu was arrested on April 17 in Barangay Umapad, Mandaue City after the BI board of commissioners issued a warrant of deportation against him last year.

He was ordered deported for overstaying and for working in the country without proper permits.

Investigation showed that Zhu previously worked in Xinchuang Network Technology Inc., an online gaming hub in Pasay City that was raided by authorities in June last year for alleged engagement in various criminal activities such as human trafficking and cyber fraud.

Meanwhile, Ma was nabbed on April 19 at his residence in a subdivision in Parañaque City. He is wanted by Chinese authorities for contract fraud.

Ma has a warrant of arrest from the Jiangbei district sub-bureau of the Public Security Bureau in Chongqing, China issued on Dec. 6, 2017.

Chinese authorities alleged that Ma and his cohorts deliberately tampered with bank accounts and account names of a point of sale machine merchant which resulted in the unauthorized transfer of over 58 million yuan (more than USD8 million) from China Minsheng Banking Corporation to his altered bank account.

COMELEC wants credible 2025 National and Local Elections, will enforce law against those who commit poll sabotage

Now that the P17.99 billion contract with new provider Miru Systems has been signed, the Commission on Elections (COMELEC) announced that it aims to ensure the integrity of the 2025 National and Local Elections and they will not hesitate to apply the full extent of the law against those who intend to commit irregularities and poll sabotage, according to a Philippine News Agency (PNA) news article.

The Commission on Elections (Comelec) on Monday warned it would not hesitate to apply the full extent of the law to those who are out to jeopardize the country’s electoral process.

Comelec chairperson George Erwin Garcia issued the warning during the signing of the contract for the Full Automation System with Transparency Audit/Count (FASTrAC) project with officials of South Korean firm Miru Systems Inc., headed by president Jinbok Chung, its service provider for the next polls.

Garcia said electoral sabotage is a non-bailable offense and can be meted with a penalty of life imprisonment under Republic Act 9369 or the Election Automation Law of 2007.

He also warned Miru and its Filipino partners against politicians and political parties who might approach them to rig the polls.

“Inemphasize ko sa kanila, kung kaya nyo gawin yan, huwag na huwag nyo gawin yan under the present leadership of this Commission. We want ang pinaka maayos na elections, credible, pinaka pinagkakatiwalaan election ng 2025. Sabi ko kung gusto nyo pa mag participate sa mga susunod na procurement ng Comelec, ayusin nyo 2025 elections (I emphasized to them ‘if you can do that, never do that under the present leadership of the commission. We want the 2025 elections to be most organized, credible and reliable. I told them, ‘if your want to participate in future procurements of the Comelec, make sure that the 2025 elections would be smooth),” he added on the sidelines of the signing rites.

The poll body chief also said Miru must prove to Filipinos that it deserves to bag the poll automation deal by establishing a highly credible and transparent system.

At the same time, Garcia acknowledged the support of the South Korean government for the poll automation project.

“We are pleased with the presence of the South Korean ambassador (Lee Sang-hwa) because it proves that he is supportive of this endeavor and we can trust the company that we have as partners simply because the government of Korea is very supportive of this endeavor,” he said.

Hackers – Garcia, meanwhile, said they are coordinating with law enforcement authorities against hackers who might manipulate the polls.

“Sumulat na kami sa National Bureau of Investigation asking for assistance para maaresto or mapigilan mga taong ito. So siguro napreempt na kanilang plano (We have sent a request to the NBI asking them to arrest or prevent these people from carrying out their illegal acts. I think their plans were preempted),” he said.

The poll body is looking to start the customization of the automated counting machines (ACMs) next month. Garcia said this customization process usually takes six months.

“If we can have it shortened, it would be better. But in our experience, it’s really six months. If we start by April, six months from April. We have two months for international certification and one month for source code review,” he added.

Meanwhile, Chung vowed they would comply with the rules set by the Philippine government.

Under the contract, the joint venture (JV) of Miru Systems Co Ltd, Integrated Computer Systems, St. Timothy Construction Corporation, and Centerpoint Solutions Technologies, Inc. (MIRU-ICS-STCC-CPSTI) will provide 110,000 ACMs, ballot boxes; laptop and printer; and ballots.
