Alice Guo and five others charged for falsification, obstruction of justice and more

Former Bamban mayor Alice Guo (AKA Guo Hua Ping) and five others have been formally charged by the National Bureau of Investigation (NBI) for falsification by a notary public, the use of falsified documents, perjury, and obstruction of justice, according to a Philippine News Agency (PNA) news article.

The National Bureau of Investigation (NBI) on Thursday filed additional criminal charges before the Department of Justice (DOJ) against former Bamban, Tarlac mayor Alice Guo and five others over the irregularities in her filing of a sworn counter-affidavit in another case.

Named respondents were Guo, lawyer Elmer Galicia, Dante Catapay, Cheryl Medina, Catherine Salazar, and Geraldine Pepito.

“The cases we filed against them are falsification by a notary public, use of falsified documents, perjury, and obstruction of justice,” NBI Director Jaime Santiago said in a press briefing.

The charges arose from a motion to re-open filed by Guo’s lawyers in a separate charge for qualified trafficking against her.

Legislators concluded that Guo could not have signed the motion before the notary as she had already fled the country by that time.

NBI Chief Fraud and Financial Crimes Division and Task Force Alice Guo head Palmer Mallari said the investigation involved original documents from before and after Guo slipped out of the country.

“We collected sample signatures on original documents before the Bamban municipality as prior sample specimen signatures. We also collected sample specimen signatures purportedly signed subsequent to the days of the counter affidavit. This is for purposes of submitting that to our document division,” Mallari said.

“After the examination of our QDD (NBI- Questioned Documents Division), it was proven that the sample signatures appearing on all those documents as compared to the supposed signature appearing on the CA were not written by one and the same person,” he said.

Justice Secretary Jesus Crispin Remulla said they would most likely pursue the administrative complaint before the Supreme Court (SC) against Galicia, the notary public.

“Dapat lang (Absolutely), we should pursue (the complaint),” he said.

Santiago, a retired lower court judge also said the claims made during the legislative inquiries by Guo’s staff that they had prepared signed “last pages” meant to be attached to filings on behalf of the dismissed mayor “is unacceptable.”

“No, that’s irregular. The affidavit should be signed in the presence of the notary public,” he said.

Chinese fugitive arrested in Parañaque City

Recently in the city of Parañaque, a Chinese national who has been wanted for kidnapping was arrested by immigration agents in Barangay Tambo, according to a GMA Network news report. The operation was done in tandem with Chinese officials.

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.

In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.

Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.

He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.

“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.

A Chinese national involved in the Pasay road-rage shootout incident on September 21 was charged with illegal possession of firearm and concealing his true identity at the Parañaque City Prosecutor’s Office on Monday, September 23.

The suspect, identified as “Lin,” 34, was arrested by members of the Tambo Police Substation after receiving an alarm from the Pasay City Police that a suspect involved in a shooting incident fled towards the direction of Parañaque City onboard a white NWOW E-Bike that he stole.

Lin was arrested near a construction site on Macapagal Boulevard in Barangay Tambo.

During the investigation, the suspect was found using fictitious names to conceal his identity and previous crimes which include kidnapping and illegal possession of firearm.

Chinese national arrested at NAIA Terminal 3 for stealing from judge inside the airplane

A Chinese national was arrested at the Ninoy Aquino International Airport (NAIA) Terminal 3 for stealing the handbag and money that belong to a judge while inside the airplane, according to a Manila Bulletin news report. A flight attended saw the said Chinese traveler stealing from the judge who was traveling with two lawyers.

A Chinese national was arrested after he was caught stealing from a female judge aboard a plane at the Ninoy Aquino International Airport (NAIA), the Bureau of Immigration (BI) said on Wednesday, Sept. 18.

In a statement, BI Officer-in-Charge Joel Anthony Viado identified the Chinese national as Lyu Shuming, 48, who was arrested at the NAIA Terminal 3 last Sept. 15. The BI did not identify the female judge.

“We will not allow these kinds of foreigners to victimize our kababayan,” Viado declared. Based on his statement, it can be presumed that the judge is a Filipino.

“The BI will continue to monitor the progress of this case, and blacklist any other members that might be found,” he added.

The BI said that Lyu, who was found to have a valid Philippine visa, was traveling with two other Chinese nationals identified as Xu Xianpu, 41, and Xie Xiaoyong, 54.

“All three have been recommended for inclusion in the BI’s blacklist,” the BI said as it noted that Xu and Xie were also suspected to be thieves and have been allowed to board an outbound flight.

The BI said the three Chinese nationals were transiting the Philippines from Malaysia to Hong Kong.

While aboard the plane, the BI said a flight attendant caught Lyu stealing a handbag and P63,000 in cash owned by a female judge who was traveling with two lawyers.

“He was said to have opened the overhead stowage bin to retrieve the bag owned by the judge,” it said.

Makers of fake passports and ID cards for POGO workers arrested

There is no doubt that Philippine Offshore Gaming Operators (POGOs) added a lot to criminal activities and pain in the country which is why a national ban on them was declared. Still there is a lot to uncover with regards to the processing of records of people – both foreign and local – who worked for POGOs. Recently, law enforcers raided an office that turned out to be making fake passports and ID cards for POGO workers, according to a GMA Network news report. The suspects were arrested for falsifying public documents.

An office manufacturing fake documents like identification cards and passports was raided by the National Capital Region Police Office (NCRPO) in Sampaloc, Manila.

According to John Consulta’s report on “24 Oras,” it was also discovered that the group was making fake IDs and passports for Chinese and Filipinos who work for Philippine Offshore Gaming Operators (POGOs) in the country.

The location appears to be just a photocopying stall from the outside, but upon entering, the equipment and tools allegedly used to make fake IDs and documents were seen.

Pieces of evidence were recovered in the raid such as documents from the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), drug tests with negative results, and agency IDs, all of which are fake.

Several Central Processing Units (CPU) of the computers were also recovered, where the files of the contractors who work at POGO are being kept.

According to the NCRPO, this started with the fake IDs and passports of the Chinese that they handed over to the scam hub in Parañaque last month.

“Medyo mahirap-hirap hanapin. Palipat-lipat sila. Ang transaction ay three different persons. We were able to arrest personalities involved in the forging, falsification at paggawa nitong items na ito, lalo na ang passport, identification card, and birth certificate,” said Police Major General Jose Melencio Nartatez Jr, NCRPO Regional Director.

(It’s a little hard to find. They move around. The transaction involves three different persons.)

Since the POGOs in the country are only valid until December, the NCRPO suspects that the Chinese are now busy making Philippine passports for them to stay in the Philippines.

“Ang kailangan nila during their travel, para undetected na maka-travel is to produce these kind of documents, lalo na ang passport,” said Nartatez.

(What they need during their travel, to be able to travel undetected is to produce these kinds of documents, especially the passport.)

Three people arrested in Muntinlupa City for multi-million Peso estafa scheme

Recently in the progressive City of Muntinlupa, law enforcers arrested three individuals for as a result of complaints received that the suspects were responsible for fraudulent activities involving a local property and several millions of Pesos, according to a Philippine News Agency (PNA) news article. Operatives of the Southern Police District (SPD) have arrested three suspects allegedly responsible for a PHP10 million estafa scheme known as ‘sangla-tira’ in Muntinlupa City.

In a report on Wednesday, SPD chief Brig. Gen. Leon Victor Rosete identified the suspects as alias ‘Alec’, 28, alias ‘Christina’, 48, and alias ‘Daniel’, 36, all arrested in an entrapment inside a restaurant in Barangay Poblacion at 3 p.m. Tuesday.

The operation stemmed from complaints about the suspects’ fraudulent activities related to the pawning and mortgage of a property located in Sucat, Muntinlupa City.

The suspects allegedly enticed victims with promises of substantial profits, using notarized contracts to lend an appearance of legality to their transactions.

During the operation, authorities recovered genuine a PHP1,000 bill on top of boodle money, three original sets of a contract to sell the property, two sets of acknowledgment receipts totaling PHP500,000, identification cards, mobile phones, and a gray Mitsubishi Expander registered to alias Christina while a Glock .9mm pistol was found in the possession of ‘Daniel’.

Further investigation revealed that Alec had previously been convicted for violation of Batas Pambansa 22 (Bouncing Check Law) by a court in Valenzuela City and was ordered to pay a fine of PHP400,000 and PHP1,000,000 as civil liability.

Three Chinese nationals arrested in Parañaque City for kidnapping Malaysian

Recently in the city of Parañaque, three Chinese nationals were arrested by the local police for the kidnapping of a Malaysian national, according to a news article by the Philippine News Agency (PNA). The police reacted to a report by the friend (a fellow Malaysian) of the victim who eventually got rescued.

Three Chinese nationals were arrested for allegedly abducting a Malaysian national in Parañaque City on Monday.

In a report, National Capital Region Police Office (NCRPO) chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Li Xue Chang, 34; Huang Guanghong, 27; and Wang Yefu, 24; all residents of Shore Residences in Pasay City.

The suspects were arrested in an entrapment operation by the Parañaque City Police Station at about 5:30 a.m. along Diosdado Macapagal Boulevard in Barangay Tambo, which also led to the rescue of the 42-year-old victim.

Seized from the suspects were three caliber .45 pistols, six magazines, 38 rounds of ammunition, a bolo, a pocket knife, four cellular phones, boodle money, and a silver Mitsubishi Adventure vehicle used in the crime.

Investigation showed that the suspects abducted the victim at about 11 p.m. on Sept. 6 in Barangay Tambo.

The operation stemmed from the report of the victim’s friend, also a Malaysian national, who claimed the suspects sent him ransom demands and photos of the victim being tortured via messaging app Telegram on Sunday.

The arrested suspects are now facing criminal complaints of kidnapping, violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), and Batas Pambansa 6 (An Act Regulating the Sale, Use, and Possession of Bladed, Pointed, or Deadly Weapons).

P85 million worth of assorted products in Parañaque City seized by BOC

An inspection of a warehouse in Parañaque City has yielded around PHP85 million worth of smuggled frozen agricultural and beverage products, the Bureau of Customs (BOC) reported on Sunday.

Commissioner Bienvenido Rubio said the operation was conducted after he issued a Letter of Authority (LOA) by the Customs Intelligence and Investigation Service-Manila International Container Port (CIIS-MICP) on Sept. 5.

Rubio said operatives of the CIIS-MICP served the LOA to a representative of the warehouse that was found containing various poultry, meat and other products from China suspected to be without proper customs duties and taxes.

“The audacity of these people to smuggle and hide agricultural products right in the heart of Metro Manila is beyond me. They belittle our laws and make a mockery of our hardworking Customs agents by thinking they can operate these illegal activities just a few kilometers from our port,” he said in a statement.

BOC-CIIS Director Verne Enciso said they found frozen duck meat, chicken meat, pork meat and food items with Chinese markings, and assorted food and beverage with foreign markings.

“The initial inventory found that these poultry products will amount to about PHP85 million in the market. But we’re still determining the actual cost once final inventory is conducted by our examiners,” he said.

The warehouse was temporarily padlocked and sealed to protect the subjected goods as the final inventory will be conducted by the assigned Customs examiner and witnessed by warehouse representatives, CIIS and Enforcement and Security Service.

The owners of the warehouses will be given 15 days to present the proper documents to clear out allegations they were hoarding imported agricultural products.

Criminal cases were filed against a Chinese national who was arrested in Parañaque for medical malpractice, the National Bureau of Investigation (NBI) reported on Friday.

Xu Yisheng, also known as Xu Xingzhe, underwent inquest proceedings before the office of the city prosecutor of Parañaque for violation of Republic Act 2382, or the Medical Act and estafa, NBI director Jaime Santiago said.

Santiago said they received information that Xu was maintaining a clinic in Parañaque and offering medical services to his compatriots for a fee.

The NBI, together with the Professional Regulation Commission, found out that the suspect is neither a licensed physician, nurse nor medical technologist and is not authorized to practice medicine in the country.

POGO operations inside Parañaque village continuing despite nationwide ban

Recently in the city of Parañaque, it was revealed that there still some Philippine Offshore Gaming Operators (POGO) hubs inside a certain village operating even though the nationwide ban came into effect, according to a GMA Network news report.

A homeowners association (HOA) in Parañaque City on Wednesday said operations of some Philippine Offshore Gaming Operators (POGO) hubs in the gated community allegedly continued despite the ban.

Julio Templonuevo, president of the Multinational Village HOA, said POGO operations in their village were reduced following the pronouncement of President Ferdinand Marcos Jr.

“We think partially may effect pero hindi pa 100% kasi may existence pa,” Templonuevo told Kapihan sa Manila Bay.

(We think it may have a partial effect, but not 100% yet, because some POGOs are still there.)

“Generally, malaki ang improvement ng pronouncement…Since may government directive, medyo okay na. Malakas na ang loob ng homeowners na magsumbong,” he said.

According to Templonuevo, some Chinese previously rented residential units at the Multinational Village to use as POGO structures. Lease payments reached P500,000 per month before but dipped to P200,000 to P300,000 monthly.

“Ito educated guess, una ‘yung location napakalapit dito. Napaka-convenient. 5 minutes nasa airport ka na,” said Templonuevo.

(This is an educated guess but they might have chosen our village because of our location. It’s very convenient, you can be in the airport in five minutes.)

“Napili ‘yung sa’min na malaki ang area dahil they can accommodate more people kasi ‘yung surrounding namin basically low-cost housing ‘yan eh,” he added.

(Our area can also accommodate more people because the surrounding areas have low-cost housing.)
