Centenarian receives P100,000 birthday gift from Muntinlupa City Government

Recently in the City of Muntinlupa, a local lady reached her 100^th birthday and received a gift from the City Government in the form of a P100,000 check, according to a Manila Bulletin news report. Under Republic Act Number 10868 and City Ordinance 2018-147, all Muntinlupa residents who reach the age of 100 years will receive a cash gift of P100,000.

A mother who turned 100 received a P100,000 birthday cash gift from the Muntinlupa City government.

Mayor Ruffy Biazon visited Maxima “Ximang” Entila to celebrate her 100th birthday and give her the P100,000 check.

All Muntinlupa residents who reach 100 years old will receive the P100,000 cash gift incentive under City Ordinance 2018-147 and Republic Act 10868 (Centenarians Act of 2016).

“Nakakabilib si Nanay Maxima “Ximang” Entila—100 years old na, pero ang kwento, energy, at sense of humor niya, parang hindi tumatanda! (Mother Maxima “Ximang” Entila is amazing—she is 100 years old, but her stories, energy, and sense of humor never seem to age!),” the mayor posted on Facebook.

According to Biazon, Entila’s life experience included selling vegetables in Divisoria and establishing her own school.

“Ang dami niyang napagdaanan sa buhay, at bawat isa, may kasamang tawa at aral. Mula sa pagtitinda ng gulay sa Divisoria hanggang sa pagtatayo ng sarili niyang paaralan—hindi siya nagpadaig sa hirap. Pinagtapos niya ang lima niyang anak gamit ang kita mula sa eskwelahang itinayo niya (She has been through so much in her life, and each one has its share of laughter and lessons. From selling vegetables in Divisoria to building her own school—she never gave up on hardship. She sent her five children to college using the income from the school she built).”

When Biazon asked her about her secret to long life, she said it was being happy.

SEC approves P6.26 billion deal between Filinvest Land and FILRT, Festival Mall ownership included in deal

Following the huge deal between Filinvest Land. Inc. (FLI) and Filinvest REIT Corporation (FILRT) and the deed of exchange signed by the two corporations over the ownership of Festival Mall, the Securities and Exchange Commission (SEC) officially approved the P6.26 billion deal putting it closer to completion, according to a Manila Bulletin business news report.

The Securities and Exchange Commission has approved the valuation of the ₱6.26 billion property of Filinvest Land Inc. to be acquired by Filinvest REIT Corporation (FILRT) via an asset-for-share swap, putting it a step closer to completion.

In a disclosure to the Philippine Stock Exchange, FILRT said it has received from the SEC the Certificate of Approval of Valuation for its property-for-share swap with FLI under which LI will transfer its ownership over the Festival Mall – Main Mall, consisting of a building and certain machinery and equipment in favor of FILRT.

Festival Mall-Main Mall which is located in Filinvest City, Alabang, Muntinlupa City, consists of a building with gross leasable area of 121,862 square meters.

In return, FILRT will issue to FLI 1.63 billion primary common FILRT shares at an issue price of ₱3.85 per share under the Memorandum of Agreement and the Deed of Exchange both dated March 5, 2025.

The Transaction Price was set at a 30 percent premium over FILRT’s 30-day volume-weighted average price of ₱2.94 per share, which is within the range of fair values provided for in FTI Consulting Philippines, Inc.’s Fairness Opinion.

FILRT’s Related-Party Transaction Committee and Board of Directors unanimously approved the Transaction at their special meeting on January 24, 2025, and it was subsequently approved by FILRT’s stockholders during their special meeting on March 4, 2025.

The acquisition of the Property will increase FILRT’s total gross leasable area by 37 percent to 452,310 sq.m. This likewise will improve occupancy from 83 percent to 88 percent and extend the weighted average lease expiry (WALE) from 7.3 to 14.6 years. This will also increase FLI’s equity in FILRT from 51.06 percent to 63.27 percent.

The Transaction allows FILRT to diversify its income sources by integrating retail mall properties into its portfolio. Prior to the infusion, 91 percent of the GLA of FILRT are office buildings.

Post infusion, the portfolio mix of FILRT will be 67 percent offices, six percent hospitality (Crimson Boracay lot) and 27 percent retail (Festival Main Mall).

The infusion of income-generating retail mall assets is expected to result in an increase in FILRT’s distributable income.

Recently in the City of Muntinlupa, Mayor Ruffy Biazon declared that he reforms at the Ospital ng Muntinlupa (OsMun) will continue to be implemented to meet the needs of patients and the health workers, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon continued to implement reforms at the city-run Ospital ng Muntinlupa (OsMun) in Alabang.

On May 27, he went to the hospital to inspect a new batch of medical supplies, including medicine and items for hemodialysis.

“Bahagi ito ng tuluy-tuloy na reporma sa OsMun para matugunan ang pangangailangan ng ating mga pasyente at health workers (This is part of the ongoing reform at OsMun to meet the needs of our patients and health workers),” he posted on Facebook.

He said the immediate purchase of the supplies became possible when the direct management of OsMun was reverted to the Muntinupa City government. The hospital previously operated as a Local Economic Enterprise (LEE).

The mayor said that when the change in management took effect and in March, he designated a new group of officers in order to further improve the operation and quality of service at the hospital.

A medical storage facility will be built at Pacwood in Barangay Tunasan that will house medicine and supplies not only for Osmun but also for all health centers in Muntinlupa.

Muntinlupa City Government announces free medicine delivery service for elderly citizens and bedridden seniors

Recently in the City of Muntinlupa, the City Government has officially announced RIDE Med (Responsive Integrated Delivery of Essential Medicines), a new program focused on delivering for free maintenance medicine to the homes of bedridden senior citizens and the elderly citizens (aged 80 and above).

The Muntinlupa City government will launch a free delivery service to bring maintenance medicine to the homes of senior citizens.

Mayor Ruffy Biazon said it will be called RIDE Med or Responsive Integrated Delivery of Essential Medicines that is designed to ease the burden of senior citizens and their families, especially those who struggle with mobility. He added that it seeks to eliminate the barriers that prevent many seniors from getting the treatment they need.

The beneficiaries of the program are senior citizens aged 80 and above, and bedridden residents aged 60 and older.

“Hindi natin pwedeng hayaan na ang ating mga lolo at lola, lalo na yung mga hindi na makalakad, ay mapag-iwanan. Serbisyo na ang lalapit sa kanila. Sa RIDE Med, ihahatid na natin ang gamot diretso sa bahay ng senior citizen (We cannot let our grandfathers and grandmothers, especially those who can no longer walk, be left behind. The service will come to them. With RIDE Med, we will deliver medicine directly to the senior citizen’s home),” Biazon said.

Under the program, eligible seniors will receive monthly deliveries of prescribed maintenance medicines, including losartan, amlodipine, metformin, and atorvastatin.

These medicines address common conditions among the elderly such as hypertension, diabetes, and high cholesterol.

Deliveries will be carried out by assigned RIDE Med riders, accompanied by a barangay health worker to ensure proper coordination and follow-up.

To qualify, a senior citizen must be a resident of Muntinlupa City. Registration can be done by the senior’s caregiver or relative at their respective barangay health center. Home registration is also available by calling the program’s dedicated hotlines.

Mayor Biazon said other senior citizens, even if not bedridden or over 80 years old, may still receive the same free maintenance medicines by registering with the existing “Love ko si Lolo, Love ko si Lola” Program, and claiming their medicines at the local health centers.

The city government said RIDE Med represents a new level of care for senior citizens, providing not just free medicines, but also dignity and peace of mind.

DPWH employee arrested in Alabang for stabbing a man

Recently in the City of Muntinlupa, local police officers apprehended an employee of the Department of Public Works and Highways (DPWH) for the stabbing of a man in Alabang, according to a Manila Bulletin news report.

Police arrested an employee of the Department of Public Works and Highways (DPWH) for allegedly stabbing a man outside a video bar in Barangay Alabang, Muntinlupa on May 24.

The Muntinlupa police identified the suspect as alias Negro, 41, who is accused of stabbing alias Geomar, 28, tricycle driver, using a foldable knife after they had a violent argument in front of the Rubie Touch Videoke Bar.

The witness, alias “Katrina,” immediately sought police assistance from the Alabang sub-station. The police arrested Negro. Geomar, who was injured, was brought to the Ospital ng Muntinlupa for treatment and is under medical observation.

The police turned over the suspect to the Investigation and Detective Management Section for documentation and filing of criminal charges.

Free school supplies for incoming public school students of Muntinlupa City for school year 2025-2026 announced

Recently in the City of Muntinlupa, the newly re-elected Mayor Ruffy Biazon announced that there will be free school supplies and shoes for the incoming public school students (early childhood education to senior high school level specifically) for school year 2025-2026 provided by the City Government, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon announced that all incoming public school students from early childhood education to senior high school will again receive free school supplies and shoes.

He said the Muntinlupa City government will provide the free Balik Eskwela packages for public school students for school year 2025 to 2026.

Alam nating malaki ang gastos tuwing pasukan, kaya’t layunin nating matulungan ang mga magulang at tiyaking handa ang bawat batang Muntinlupeño sa pagbabalik-eskwela (We know that the expenses every start of schooling are big, so our goal is to help parents and ensure that every Muntinlupeño child is ready to return to school),” he said.

This is the third consecutive year that the Muntinlupa City government under the Biazon administration will give free school supplies to public school students.

Each Balik Eskwela package contains backpacks, notebooks, pad papers, pens and pencils, pencil case and black leather shoes. The packages have variations depending on the grade level.

The distribution schedule of the free Balik Eskwela packages will be announced later.

Suspects arrested for stealing Alabang monument brass markers

This past weekend in the City of Muntinlupa, local police officers aided by barangay officials apprehended suspects who were responsible for the theft of brass markers of a city monument, according to a GMA Network news report.

The brass markers of a monument honoring World War II guerillas in Barangay Alabang, Muntinlupa City were found stolen.

The suspects were arrested through the efforts of the police and barangay officials, and will face charges, according to a report by Mao dela Cruz on Super Radyo dzBB on Sunday.

Muntinlupa City Mayor Ruffy Biazon said he went to the Philippine National Police (PNP) station at Alabang Junction where the suspects were brought for investigation.

The suspects revealed that they sold the brass markers to a certain junk shop. The junk shop owner will also face charges for violation of the Anti-Fencing Law. Biazon however said the brass markers may have already been melted.

Earlier, the local government unit offered a P100,000 reward to anyone who can give information that would lead to the arrest of the suspects in the theft of the brass markers.

The monument is located at the plaza of Barangay Alabang. Every February 4, the city recognizes the sacrifice and heroism of the guerillas during World War II.

New Korean volunteers in Muntinlupa City

Recently in the City of Muntinlupa, a new batch of Korean volunteers were deployed for activities in childhood development centers and Mayor Ruffy Biazon welcomed them, according to a Manila Bulletin news report.

The second batch of Korean volunteer-teachers was deployed to childhood development centers (CDC) in Muntinlupa.

Muntinlupa Mayor Ruffy Biazon welcomed the 10 new Korean volunteers coming from different backgrounds including education, media and arts, advertising and sanitation engineering.

“Ready na silang makipag-collaborate sa ating CDC teachers and workers, at matuto rin mula sa ating communities (They are ready to collaborate with our CDC teachers and workers, and also learn from our communities),” posted on Facebook.

The program is part of the partnership between the Muntinlupa City government, Korea International Cooperation Agency (KOICA) and the Philippine National Volunteer Service Coordinating Agency (PNVSCA), aiming to improve child development in the city.

“We are excited to welcome this new wave of knowledge-sharing and cultural exchange with our Korean friends. We hope our Korean friends will also discover and appreciate the richness of Filipino culture and the warm spirit of Muntinlupeños,” Biazon added.

Do you miss Fukuya Japanese Restaurant?

On April 30, 2025, Fukuya Japanese Restaurant inside Festival Mall closed down after having its final day of operations which saddened a lot of loyal customers. At 8:41 in morning of that same day, the restaurant announced via social media that they were going to close down which went as follows:

It is with a heavy heart that we are announcing our last day of operations today. We would like to thank our valued customers whom we consider a part of the Fukuya family for your patronage and support since we opened our doors in 1995. We truly cherish the memories we have of you and it is our pleasure to have served you. To our generations of patrons, thank you for your kind words and loyalty to Fukuya. You have made our journey all the more fulfilling. May God bless you all!

For the newcomers reading this, Fukuya Japanese Restaurant first opened at SM Southmall in Las Piñas City in the mid-1990s and my first time ever to eat at their place was in 1997. They eventually opened in Festival Mall in Alabang, Muntinlupa some years later and lasted there until April 30 this year. Be aware that a change of ownership of Festival Mall took place months ago which might be related to Fukuya’s closure.

Being fond of Japanese food, I can say that the demise of Fukuya Japanese Restaurant is very unfortunate. To be clear, the number of Japanese restaurants and other businesses selling certain types of Japanese food at Festival Mall has increased over the past several years. In fact, there are certain Japanese restaurants there that sold meals at notably higher prices when compared to similar offerings from Fukuya Japanese Restaurant. Clearly Fukuya had a lot of competitors at Festival Mall alone.

More on Fukuya, there are best known for the Hiroshima-style Okonomiyaki (read my old article by clicking here) which was always served freshly cooked, very flavorful and filling. I had their Okonomiyaki many times and always had a great taste backed with satisfaction. I also tried Okonomiyaki at other Japanese restaurants at Festival Mall but none of them ever came close to what Fukuya had.

Fukuya also served Futo Maki/Futomaki, Yakisoba, ramen, Bento meals, Tempura, sushi, sashimi, Teppanyaki, Udon, Soba and a lot more. They also had value meals to accommodate customers with limited funds.

*Fukuya Japanese Restaurant’s most famous meal is the Hiroshima-style Okonomiyaki.*

While the pandemic is over and the Philippine economy is growing, there are still a lot of internal and external economic forces that make operating businesses challenging. As for the rental fees of Festival Mall under the new owner, I heard allegations that the rates went up. Apart from Fukuya, I noticed a local printing and photocopying business there closed down recently, and I used to have documents photocopied there.

Now that Fukuya Japanese Restaurant is gone, customers who are looking for Japanese meals that are affordable will have to look elsewhere. As of this writing, Fukuya has not updated their Facebook page since April 30, 2025. While their FB page is still active, I can only wonder if the business owners could be planning a revival of Fukuya someday. Muntinlupa Mayor Biazon re-elected, teammates dominate 2025 local contests

With the results of the 2025 Local Elections counted, Muntinlupa City Mayor Ruffy Biazon easily got re-elected and his teammates under the One Muntinlupa banner collectively won most of the other positions, according to a Manila Bulletin news report. The winners have been proclaimed locally by the Commission on Elections (COMELEC).

Reelectionist Mayor Ruffy Biazon and his party mates under One Muntinlupa achieved a landslide victory in the May 12 local elections.

One Muntinlupa candidates won all but one of the positions, achieving the seats for mayor, congressman and councilor in the two districts of the city.

At past 2 a.m. on May 13, the City Board of Canvassers (CBOC) proclaimed the winners in the elections in Muntinlupa after canvassing all the election returns from 360 clustered precincts.

Biazon, who ran unopposed for his second term, was proclaimed by the CBOC with total votes of 209,498.

Reelectionist Muntinlupa Rep. Jaime Fresnedi, who also ran under One Muntinlupa, won his second term with 177,504 votes, defeating rival Silverio Garing who got 56,710 votes.

In the vice mayoral race, independent candidate and former councilor Stephanie Teves-Wong won with 127,709 votes. One Muntinlupa’s Allen Ampaya placed second with 88,435 votes while incumbent Vice Mayor Artemio Simundac placed third with 25,003 votes.

For councilor, One Muntinlupa won all the seats in Muntinlupa’s two districts.

In District 1, proclaimed winners are One Muntinlupa’s Alexon Diaz, Raul Corro, Rachel Arciaga, Paty Katy Boncayao, Jedi Presnedi, Walter Arcilla, Ting Niefes and Amanda Camilon.

In District 2, the winners are Reggie Landrito, June Metong Sevilla, Kaye Anne Rongavilla, Ryan Bagatsing, Arlene Hilapo, Sha Sha Baes, Dado Moldez and Cornelio Martinez.

According to the Commission on Elections (Comelec) Muntinlupa, of the 314,934 registered voters in the city, 250,672 voted on May 12 or a turnout of 79.6 percent.
