Nine Chinese nationals arrested at Parañaque City Fishport

Recently in the city of Parañaque, nine Chinese nationals were arrested by immigration agents (supported by the Armed Forces of the Philippines) at the Parañaque City Fishport for illegally working onboard vessels, according to a Manila Bulletin news report.

Nine Chinese nationals suspected to be working illegally onboard vessels along Manila Bay were arrested last June 29 at the Paranaque City Fishport, the Bureau of Immigration (BI) said on Monday, July 1.

BI Commissioner Norman Tansingco said only five of those arrested have pre-arranged working visas petitioned by an engineering company in Pasay City.

Tansingco identifed them as Li Weilin, Liu Peng, Wang Yong, Huang Haibing, Gong Yuan Ju, Zhang Tao, Dai Guang Yuan, Li Jiang Yu, and Kang Tian De. Those with working visas were not identified.

He said they were arrested by BI operatives in coordination with the Armed Forces of the Philippines (AFP) while disembarking from three motorboats at the Paranaque City Fishport at around 4:30 a.m. on Saturday, June 29.

“This operation is a clear message that we will not tolerate foreign nationals abusing their stay in the country,” Tansingco said.

“We remain vigilant in our efforts to protect our borders and maintain order,” he assured.

Tansingco said: “We have reason to suspect that these individuals are engaging in illegal work in vessels along Manila Bay.”

He said the visas of five of them “limit their work to a company in Pasay City and nowhere else.”

He stressed that “foreign nationals with valid working visas, if found to be working in a different company, are violating the conditions of their stay.”

The National Capital Region Police Office announced the arrest of a high-profile fugitive tagged by the Chinese government as an undesirable alien.

A composite team from the Fugitive Search Unit, Bureau Immigration and Deportation and the Parañaque City Police Station arrested Zhu Tingyun in Barangay Tambo, Parañaque City on Wednesday.

Zhu, 43, was a senior manager of an illegally established online gambling company in the Philippines, with an estimated income of CNY 30 billion from its illegal activities since 2016.

The suspect has been on the run since an outstanding warrant of arrest was issued against him by the Guangxi Cangwu Public Security Bureau on March 2, 2023 for operating a gambling house.

COMELEC may file election-related offense case against suspended Bamban mayor Alice Guo following matching fingerprints with Guo Hua Ping

The Commission on Elections (COMELEC) announced that may file an election-related offense case against the controversial suspended Bamban mayor Alice Guo following the recent findings that her fingerprints matched those of Guo Hua Ping, according to a GMA Network news report. Take note that Guo has already been charged for alleged human trafficking and has also been expelled by a political party.

The Commission on Elections (Comelec) said Sunday it may file an election-related offense case against suspended Bamban Mayor Alice Guo following the findings that she and Chinese passport holder Guo Hua Ping have matching fingerprints.

Comelec chairman George Garcia said that the poll body may file charges “motu proprio” or on its own against Guo based on misrepresentation.

Based on Guo’s Certificate of Candidacy (COC) when she ran as mayor of the Tarlac municipality in the 2022 elections, she signed a declaration that she is a Filipino citizen, and that she is not a permanent resident of or an immigrant to a foreign country.

“Ang isang taong ‘yan ay pupwedeng humarap ng election offense na may three to five years na imprisonment. At the same time, pwedeng maharap ng kasong perjury o…dahil nagsinungaling nga sa isang pinanumpaan na dokumento, kasong falsification [of public document],” Garcia said in a Super Radyo dzBB interview.

(That person may face an election offense with three to five years imprisonment. At the same time, she may face a case of perjury or falsification of public documents because she lied when she signed a sworn document.)

The poll chairman also pointed out that the country’s laws are applicable to anyone, whether they are Filipinos or foreigners. He also said that a government official may still face a criminal case even after getting elected.

“Kahit ang isang taong tumakbo ay hindi nafile-an ng kasong disqualification o kanselasyon ng kanyang candidacy, hindi nangangahulugan na siya ay pupwede nang malibre o ma-abswelto sa kahit na anong obligasyon o responsibilidad lalo pa’t ito’y kasong kriminal, lalo na ‘yung tinatawag na misrepresentation,” Garcia added.

(Even if a case of disqualification or cancellation of candidacy was not filed against a person running for election, it does not mean that s/he can be absolved from any obligation or responsibility, especially a criminal case like misrepresentation.)

The Comelec earlier submitted to the Senate Committee on Women, Children, Family Relations and Gender Equality the COC and Statement of Contributions and Expenditures (SOCE) of Guo.

According to her COC, the 37-year old Guo declared Tarlac, Tarlac as her place of birth.

Guo also stated in her COC that on the day before the May 9 elections, she has been living in the Philippines for 35 years and two months and she has been living in the municipality of Bamban, Tarlac for 18 years and two months.

However, Senator Risa Hontiveros, as confirmed by the National Bureau of Investigation (NBI), revealed that the embattled mayor and Guo Hua Ping are the same person following finding that they have matching fingerprints.

The NBI also showed a picture of another woman with the name Alice Leal Guo who had the same information as the suspended mayor.

5 Chinese nationals and a local driver arrested for alleged involvement in Parañaque City shooting incident

Recently in the city of Parañaque, a shooting incident took place which resulted in the arrests of five Chinese nationals and a local driver for their alleged involvement, according to a Manila Bulletin news report.

Five Chinese nationals and a Filipino who were allegedly involved in a shooting incident of two Chinese men in Parañaque City were arrested early morning of June 15.

The Southern Police District (SPD) said that based on the report submitted by Parañaque City police chief, Col. Melvin Monante, the suspects were identified as alias Peng, 43; alias Cheng, alias Deng, alias Tu, 42; alias Liu, 34, and alias Ken, a Filipino driver/body guard and a resident of Barangay San Isidro, Parañaque City.

The SPD said four other suspects remain at large and were identified as alias Yu, 32; and Bo, both Chinese nationals, alias Marlon and alias Tony, their Filipino drivers.

The police said the victims both named as alias Li, suffered gunshot wounds in the lower part of their bodies and were rushed to Ospital ng Parañaque for treatment.

Based on the investigation by the Parañaque City police, the incident happened at around 12:10 a.m. inside a residential building located along Roxas Boulevard, Parañaque City.

The police said residential building tenants immediately reported the incident to Parañaque police Tambo substation after hearing a burst of gunfire inside the victims’ unit.

It was learned that based on the CCTV footage gathered by the police, the four men entered the unit of the victims and shot them allegedly due to an unpaid loan.

Witnesses said that after the hearing the burst of gunfire, six men came out of the unit of the victims. They found the victims bloodied due to gunshot wounds.

Members of the Parañaque city police conducted a backtracking investigation which led to the arrest of the six suspects.

The police said alias Peng and Deng were arrested in a hotel room in Pasay City while Cheng was arrested in Clark, Pampanga. The police recovered from them a .22 magnum revolver and .9mm pistol with ammunitions.

The two other Chinese men, alias Cheng and alias Liu, who were residing in the same building, were also arrested after the conduct of backtracking.

The Filipino suspect, Ken, was arrested at his residence. Recovered from him were a .9mm pistol, extra magazine, cellular phone, and a motorcycle. He was previously arrested for carnapping and robbery

The police said the mastermind in the shooting incident, alias Bo, was previously arrested in December 2022 allegedly for his involvement in other criminal activities. The remaining suspects are now subjects of a manhunt operation.

It was learned that the suspects lend cash to casino players.

Additional visa requirement for Chinese tourists revealed by DFA

The Department of Foreign Affairs (DFA) announced that Chinese tourists who intend to secure a temporary visitor’s visa for travel to the Philippines will have to come up with an additional requirement, according to a GMA Network news report.

The Department of Foreign Affairs (DFA) released details on Thursday on the additional requirement for Chinese citizens applying for a temporary visitor’s visa.

The DFA said that Chinese nationals applying for a 9(a) Temporary Visitor’s Visa at Philippine Foreign Service Posts will be required to submit their Chinese Social Insurance Record Certificates.

According to the DFA, the certificates must be registered for at least six months at the time of the visa application.

Those exempted from the visa requirement are Chinese citizens who are currently enrolled in primary, secondary, or college education—who will be required to submit proof of enrollment—and retirees over 55 years old.

Meanwhile, the department said other exceptions will be considered on a case-by-case basis.

“The additional visa requirement is part of the DFA’s continuing efforts to enhance its visa policies and regulations for the safe and efficient entry of foreign visitors,” it said in a statement.

Last month, the DFA announced that the Philippines would tighten its visa requirements for Chinese tourists amid many fraudulent applications received in its embassy and consulates in China.

Foreign Affairs Undersecretary Jesus Domingo said on May 9 that the stricter visa requirements intend to “weed out” the “illegitimate and unsavory” tourists from the legitimate ones.

Several Chinese nationals have reportedly been involved in organized crimes such as human trafficking, prostitution, kidnapping, and fraud.

Immigration officials prevent two Chinese nationals from leaving the country

Immigration authorities have prevented two Chinese fugitives from fleeing the country at the Ninoy Aquino International Airport (NAIA) in Pasay City.

In a news release Thursday, Commissioner Norman Tansingco said Jun Zhang, 36; and Tianyi Zhang, 28, were intercepted and arrested on separate occasions on June 1 after they tried to depart the country for Bangkok, Thailand and Xiamen, China, respectively.

Jun, who was arrested while attempting to board a flight to Bangkok, presented himself as a Myanmar national with the name Lu Kyin Yang at the immigration counter.

“We received advanced information from the Chinese government that he is a fugitive in China and that he would be using that Myanmar passport to evade detection,” Tansingco said.

Jun reportedly arrived in the country in April, before Chinese authorities filed the information on his crimes with the BI.

Meanwhile, Tianyi was found to have a deportation order by the BI for being an undocumented and undesirable alien, after she was caught working for an establishment involved in prostitution and labor exploitation.

Tianyi and two other Chinese suspects also face a case before the Makati City regional trial court for the crime.

A hold departure order has been issued against them by the court to prevent them from leaving while their cases are still under trial.

“They are now detained at our detention facility in Camp Bagong Diwa, Taguig City where they will remain until they are deported,” Tansingco said.

A Chinese fugitive was barred entry to the Philippines and deported to China where he is wanted for illegal gambling activities, the Bureau of Immigration (BI) said on Sunday, June 9.

BI Commissioner Norman Tansingco identified the fugitive as Wang Yilin, 37, who was intercepted by immigration officers at the Ninoy Aquino International Airport (NAIA) Terminal 3 last May 29 following his arrival from Bangkok, Thailand.

“We granted the request of the Chinese embassy that he be sent back to China and stand trial for his alleged crimes,” Tansingco said.

Wang was deported last May 31 and was accompanied by Chinese police escorts, the BI said. He was also included in the BI’s blacklist and perpetually barred from entering the Philippines, it said.

The bureau said “a warrant for Wang’s arrest was issued by the Bengbu municipal public security bureau in Anhui province, China on Sept. 28 last year.”

37 Chinese nationals arrested in Parañaque City over illegal retail

The Bureau of Immigration (BI) on Wednesday announced that it has arrested 37 Chinese nationals allegedly involved in illegal retail in Paranaque.

The BI said that the seven females and 30 males from Multinational Village were found to be illegally involved in food retail, groceries, and restaurants. They were arrested on Tuesday, June 4, 2024.

“We received credible information about foreign nationals engaging in illegal retail activities, and our team acted swiftly to address these violations,” Immigration Commissioner Norman Tansingco said in a statement.

The Chinese nationals are detained at the BI’s facility inside Camp Bagong Diwa pending the resolution of their deportation cases.

Controversial Bamban POGO linked with scam hub in Parañaque City?

Local authorities are investigating if the scam hub in Parañaque City is connected with the controversial raided Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac, according to a GMA Network news report. Authorities are looking into the possibility that the Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac is connected to a recent human trafficking and online scamming bust in a village in Parañaque City.

According to a “24 Oras” report by Mav Gonzales on Wednesday, the Philippine Amusement and Gaming Corporation (Pagcor) believes the 10 Chinese and the Filipino bodyguard arrested in the police operations may have escaped from the recently raided Bamban POGO hub.

Senator Sherwin Gatchalian, who had called for a probe into the incident following complaints filed by the residents of the village, agreed with Pagcor.

“Itong mga sindikato umiikot lang sila (These syndicates just switch around),” he said.

The raid was launched on May 2 following complaints from homeowners, who said that the structures violated their 3-story regulations. They also said this was not the first raid connected to POGO inside their village.

“When we saw Bamban, the structures were so similar…the process of applying for stickers, IDs, and also constructions. Some are using already local identification, passports, birth certificates, driver’s license, postal ID [and] all these things. They can’t even speak Tagalog,” said a homeowner.

Several Chinese nationals arrested in Parañaque City for kidnapping, qualified trafficking and other charges

Recently in the City of Parañaque, elements of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit raided a house in Multinational Village and arrested ten Chinese nationals who allegedly kidnapped seven Filipinos, according to a Philippine Star news report.

Ten Chinese nationals who allegedly kidnapped seven Filipinos were arrested in Parañaque on Thursday.

The suspects, seven men and three women, were apprehended by operatives of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit during a raid on a house in Multinational Village, Barangay Moonwalk at around 4:50 a.m.

Col. Jean Fajardo, the chief information officer of the Philippine National Police, said the rescue operation was based on information from one of the victims, a house helper, who alleged that they were held against their will by the suspects for three days.

Acting on the information, CIDG operatives and security guards of the village went into the house and arrested the suspects. Seven Filipinos were rescued in the operation.

Fajardo said the victims were being forced by the foreigners to engage in activities such as love scams and cryptocurrency fraud.

Police seized two firearms and assorted bullets, 17 cell phones, five desktop computers, three laptop computers, passports and identification cards.

The suspects are facing criminal charges of kidnapping and serious illegal detention, qualified trafficking in persons, illegal gambling, illegal possession of firearms and ammunition and violation of Republic Act 8484 or the Access Devices Regulation Act.
