Parañaque City scam hub raided, Chinese nationals arrested

Recently in the City of Parañaque, local authorities raided a scam hub and arrested four Chinese nationals, according to a news report by the Philippine Star. The report also includes the arrest of a Chinese fugitive as a result of a separate operation in Parañaque.

Four Chinese were arrested recently during a raid on a suspected cryptocurrency investment and love scam hub in Parañaque City.

The facility reportedly posed as a licensed Philippine offshore gaming operator to conceal its illegal activities.

Wei Hanbing, 33; Wang Bo, 32; Wang Zhaoshan, 37, and Guo Dong, 26 were detained on Aug. 31 at Camp Bagong Diwa in Taguig. Authorities have turned them over to the Bureau of Immigration (BI).

Meanwhile, Zhang Xi, 38, who is wanted by the Chinese government and the Interpol, was apprehended on Sept. 8 in Parañaque, according to BI fugitive search unit chief Rendel Ryan Sy.

Zhang allegedly led an online criminal ring that designed a computer virus to remotely control around 4,200 computers in China, which gained over seven million yuan in ill-gotten profits since 2023.

Makers of fake passports and ID cards for POGO workers arrested

There is no doubt that Philippine Offshore Gaming Operators (POGOs) added a lot to criminal activities and pain in the country which is why a national ban on them was declared. Still there is a lot to uncover with regards to the processing of records of people – both foreign and local – who worked for POGOs. Recently, law enforcers raided an office that turned out to be making fake passports and ID cards for POGO workers, according to a GMA Network news report. The suspects were arrested for falsifying public documents.

An office manufacturing fake documents like identification cards and passports was raided by the National Capital Region Police Office (NCRPO) in Sampaloc, Manila.

According to John Consulta’s report on “24 Oras,” it was also discovered that the group was making fake IDs and passports for Chinese and Filipinos who work for Philippine Offshore Gaming Operators (POGOs) in the country.

The location appears to be just a photocopying stall from the outside, but upon entering, the equipment and tools allegedly used to make fake IDs and documents were seen.

Pieces of evidence were recovered in the raid such as documents from the Philippine Statistics Authority (PSA), Land Transportation Office (LTO), drug tests with negative results, and agency IDs, all of which are fake.

Several Central Processing Units (CPU) of the computers were also recovered, where the files of the contractors who work at POGO are being kept.

According to the NCRPO, this started with the fake IDs and passports of the Chinese that they handed over to the scam hub in Parañaque last month.

“Medyo mahirap-hirap hanapin. Palipat-lipat sila. Ang transaction ay three different persons. We were able to arrest personalities involved in the forging, falsification at paggawa nitong items na ito, lalo na ang passport, identification card, and birth certificate,” said Police Major General Jose Melencio Nartatez Jr, NCRPO Regional Director.

(It’s a little hard to find. They move around. The transaction involves three different persons.)

Since the POGOs in the country are only valid until December, the NCRPO suspects that the Chinese are now busy making Philippine passports for them to stay in the Philippines.

“Ang kailangan nila during their travel, para undetected na maka-travel is to produce these kind of documents, lalo na ang passport,” said Nartatez.

(What they need during their travel, to be able to travel undetected is to produce these kinds of documents, especially the passport.)

Three Chinese nationals arrested in Parañaque City for kidnapping Malaysian

Recently in the city of Parañaque, three Chinese nationals were arrested by the local police for the kidnapping of a Malaysian national, according to a news article by the Philippine News Agency (PNA). The police reacted to a report by the friend (a fellow Malaysian) of the victim who eventually got rescued.

Three Chinese nationals were arrested for allegedly abducting a Malaysian national in Parañaque City on Monday.

In a report, National Capital Region Police Office (NCRPO) chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Li Xue Chang, 34; Huang Guanghong, 27; and Wang Yefu, 24; all residents of Shore Residences in Pasay City.

The suspects were arrested in an entrapment operation by the Parañaque City Police Station at about 5:30 a.m. along Diosdado Macapagal Boulevard in Barangay Tambo, which also led to the rescue of the 42-year-old victim.

Seized from the suspects were three caliber .45 pistols, six magazines, 38 rounds of ammunition, a bolo, a pocket knife, four cellular phones, boodle money, and a silver Mitsubishi Adventure vehicle used in the crime.

Investigation showed that the suspects abducted the victim at about 11 p.m. on Sept. 6 in Barangay Tambo.

The operation stemmed from the report of the victim’s friend, also a Malaysian national, who claimed the suspects sent him ransom demands and photos of the victim being tortured via messaging app Telegram on Sunday.

The arrested suspects are now facing criminal complaints of kidnapping, violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), and Batas Pambansa 6 (An Act Regulating the Sale, Use, and Possession of Bladed, Pointed, or Deadly Weapons).

POGO operations inside Parañaque village continuing despite nationwide ban

Recently in the city of Parañaque, it was revealed that there still some Philippine Offshore Gaming Operators (POGO) hubs inside a certain village operating even though the nationwide ban came into effect, according to a GMA Network news report.

A homeowners association (HOA) in Parañaque City on Wednesday said operations of some Philippine Offshore Gaming Operators (POGO) hubs in the gated community allegedly continued despite the ban.

Julio Templonuevo, president of the Multinational Village HOA, said POGO operations in their village were reduced following the pronouncement of President Ferdinand Marcos Jr.

“We think partially may effect pero hindi pa 100% kasi may existence pa,” Templonuevo told Kapihan sa Manila Bay.

(We think it may have a partial effect, but not 100% yet, because some POGOs are still there.)

“Generally, malaki ang improvement ng pronouncement…Since may government directive, medyo okay na. Malakas na ang loob ng homeowners na magsumbong,” he said.

(Generally, there’s been a significant improvement after the pronouncement…Since the government issued a directive, it’s gotten better. Homeowners are now more confident to complain.)

According to Templonuevo, some Chinese previously rented residential units at the Multinational Village to use as POGO structures. Lease payments reached P500,000 per month before but dipped to P200,000 to P300,000 monthly.

“Ito educated guess, una ‘yung location napakalapit dito. Napaka-convenient. 5 minutes nasa airport ka na,” said Templonuevo.

(This is an educated guess but they might have chosen our village because of our location. It’s very convenient, you can be in the airport in five minutes.)

“Napili ‘yung sa’min na malaki ang area dahil they can accommodate more people kasi ‘yung surrounding namin basically low-cost housing ‘yan eh,” he added.

(Our area can also accommodate more people because the surrounding areas have low-cost housing.)

Dismissed Bamban mayor Alice Guo caught overseas, will be brought back to the Philippines

On the late evening of September 3 in Indonesia, the dismissed Bamban mayor Alice Guo got arrested by the local authorities and she will be brought back here in the Philippines very soon, according to a Philippine News Agency (PNA) news article. For the newcomers reading this, Guo (AKA Guo Hua Ping) is wanted in the Philippines and there are charges of tax evasion and money laundering against her.

The Department of Justice (DOJ) on Wednesday confirmed the arrest of former Bamban, Tarlac mayor Alice Guo, also known as Guo Hua Ping, in Tangerang City, Jakarta, Indonesia.

In a statement, the DOJ said Guo was apprehended at 11:58 p.m. on Sept. 3, according to Senior Superintendent Audie Latuheru of the Indonesian Police.

“This development has been verified by our counterparts in Immigration, who have confirmed that Ms. Guo is currently in the custody of the Indonesian Police at Jatanras Mabes Polri,” the DOJ said.

Justice Secretary Jesus Crispin Remulla welcomed the development, saying Guo’s arrest is a testament to the tireless efforts of law enforcement agencies and the strength of international cooperation in bringing fugitives to justice.

“We will ensure that all legal processes are followed to hold her accountable for any crimes committed. The DOJ is committed to pursuing justice and will continue to coordinate closely with Indonesian authorities to facilitate the necessary legal procedures,” he said.

Guo is facing complaints about her alleged involvement in the illegal Philippine Offshore Gaming Operators (POGOs) in the country and questions about her citizenship.

Despite being the subject of an immigration lookout bulletin due to the ongoing investigations, Guo was able to leave the country last July 18.

Guo reportedly headed to Malaysia, arrived in Singapore on July 21, and traveled to Indonesia on Aug. 18.

Guo’s sister, Shiela, and business associate Cassandra Li Ong were earlier arrested in Indonesia and already sent back to the Philippines.

During the Senate Subcommittee on Justice and Human Rights hearing, Shiela admitted she left the country with the dismissed mayor by boat.

Meanwhile, the Bureau of Immigration (BI) is expecting the return of the dismissed mayor to the country anytime soon following her arrest in Indonesia.

“We have immediately forwarded the information to the Department of Justice and the Office of the Executive Secretary. The information has been confirmed by our immigration counterparts in Indonesia, and we are very happy with this development,” BI Commissioner Norman Tansingco said in a statement.

The BI chief also believes Guo’s return to the Philippines will shed light on many questions about her illegal departure, as well as allow her to face the charges filed against her.

Meanwhile, President Ferdinand “Bongbong” Marcos, Jr., welcomed the arrest of Guo and assured the public of the resolution of cases against her.

NBI arrests 12 Chinese nationals who were caught in the act of scamming and for previously detaining and harming a man who refused to work as a scammer

Every day here in the Philippines, either someone got scammed or someone is secretly organizing a scam to steal money from others. Recently in the City of Manila, agents of the National Bureau of Investigation (NBI) apprehended twelve Chinese nationals who were caught in the act of scamming and also for illegally detaining and assaulting a man who refused to work as a scammer, according to a GMA Network news report.

The National Bureau of Investigation-Special Task Force (NBI-STF) has arrested 12 Chinese nationals for alleged online scamming and assaulting and detaining an individual who refused to work as a scammer, it said Friday.

In a statement, the NBI said the victim filed a complaint for alleged violation of the Cybercrime Prevention Act of 2012, serious physical injuries, and serious illegal detention.

The complainant said he was forced to work as an online scammer in a building in Manila and was beaten and assaulted when he refused.

He said the suspects then demanded him to pay the P500,000 ransom, but he was only able to give P300,000. After this, he was released and threatened to be killed if he will report the incident to authorities.

This led the NBI-STF, in coordination with the Manila Police District, to conduct an operation on August 6.

They arrested 12 Chinese nationals caught in the act of committing online scamming activities. Four of them were positively identified by the complainant as the ones who assaulted him.

The suspects were presented for inquest proceedings for violation of 4(b)(2) of the Cybercrime Prevention Act, and Article 263 and 267 of the Revised Penal Code, as amended.

Vietnamese victim rescued and three Chinese nationals arrested in Parañaque City

Recently in the city of Parañaque, the local police arrested three Chinese nationals who allegedly robbed and abducted a 23-year-old Vietnamese woman who managed to escape from her captors, according to a Manila Bulletin news report. The suspects have been charged with robbery, grave coercion, illegal detention, possession of illegal drugs, and illegal possession of firearms.

A female Vietnamese national who was robbed and abducted by three Chinese men was rescued by members of the Parañaque City Police on Tuesday, August 6.

The victim was identified as “Lang,” 23 and is said to be working in a money exchange services business in Manila. Meanwhile, the suspects were identified as “Jun,” 31, “Hao,” 27, and “Zhang,” 26.

The police said Lang was rescued after she managed to escape from one of her abductors who fell asleep while guarding her and sought assistance from a lobby security guard of a condominium building located in Barangay Tambo, Parañaque City. The police immediately responded to the report of the security guard and rescued the victim.

Lang said her workplace caters to several Chinese nationals and foreigners seeking to exchange currencies.

At around 12:20 a.m. on August 6, one of the suspects contacted her through Telegram for a meeting to exchange Vietnamese dong to Philippine peso.

Upon arrival at the condominium unit, Lang said she was threatened by Hao with a knife and forcibly took her cellphone. The suspects transported her to an unknown location on board a Ford Ranger pickup.

The suspects forcibly obtained her cellphone password including her facial ID to access her online bank account where they were able to transfer her money to an unknown account amounting to 8,940,000,000 Vietnamese dong from Vietcombank, P1,000,000 worth of jewelry, and P300,000 cash.

Police recovered from the arrested suspects two .9mm pistols; a North American Ans Black Widow 22 Magnum revolver; various ammunitions; P236,000 cash; several electronic devices such as an Apple iPad, Apple MacBook Air, and seven iPhones; a Chinese passport in the name of “Liu”; and a Vietnamese passport under the name of “Dong.”

They also yielded a set of vehicle license plates; one matte black Ford Ranger Sport; 76 ecstasy tablets with an estimated value of P129,200; and 5 grams of suspected shabu worth P34,000.

Chinese nationals arrested by NBI agents for credit card fraud and bribery

The National Bureau of Investigation (NBI) arrested seven Chinese nationals for credit card fraud and bribery as a result of separate operations that took place in two cities, according to a GMA Network news report. One of the operations happened in Parañaque City which for some reason remains a hot spot of crime involving Chinese nationals.

Seven Chinese citizens have been arrested for credit card fraud and bribing agents of the National Bureau of Investigation, the NBI said Tuesday.

According to the bureau, operatives of the NBI-Cybercrime Division arrested the seven foreigners, classified as a transnational organized crime (TOC) group, in separate operations in Parañaque and Quezon City on July 27.

This was after the NBI received multiple complaints against the foreigners, accusing them of vishing, smishing, phishing, click-baiting, pretexting, and whaling, which resulted in unauthorized or illegal access and eventual utilization of their credit card credentials without their knowledge.

The NBI said the group would cash out money through socially engineered credit card credentials from the accounts of their victims. It said the group would need a point-of-sale (POS) device to expedite cashing out.

During the operation, poseur-accomplices pretended to possess a POS device. They then agreed to meet for the scheme to materialize.

This led to the arrest of two Chinese citizens during an entrapment operation in Parañaque on July 27.

One of them attempted to bribe the operatives several times and offered P1.5 million for their release and the termination of the charges against them. The operatives pretended to agree to the offer and conducted another entrapment operation.

In the evening of the same day, two vehicles arrived at the parking lot of the NBI main office in Quezon City for the exchange.

The NBI said that after one Chinese-looking individual gave a bag of money, the operatives arrested him along with his cohorts inside the vehicles.

Authorities retrieved three handguns with a military-grade smoke grenade from the vehicle. The arrested individuals were unable to provide licenses and papers for the firearms.

Nine Chinese nationals arrested at Parañaque City Fishport

Recently in the city of Parañaque, nine Chinese nationals were arrested by immigration agents (supported by the Armed Forces of the Philippines) at the Parañaque City Fishport for illegally working onboard vessels, according to a Manila Bulletin news report.

Nine Chinese nationals suspected to be working illegally onboard vessels along Manila Bay were arrested last June 29 at the Paranaque City Fishport, the Bureau of Immigration (BI) said on Monday, July 1.

BI Commissioner Norman Tansingco said only five of those arrested have pre-arranged working visas petitioned by an engineering company in Pasay City.

Tansingco identifed them as Li Weilin, Liu Peng, Wang Yong, Huang Haibing, Gong Yuan Ju, Zhang Tao, Dai Guang Yuan, Li Jiang Yu, and Kang Tian De. Those with working visas were not identified.

He said they were arrested by BI operatives in coordination with the Armed Forces of the Philippines (AFP) while disembarking from three motorboats at the Paranaque City Fishport at around 4:30 a.m. on Saturday, June 29.

“This operation is a clear message that we will not tolerate foreign nationals abusing their stay in the country,” Tansingco said.

“We remain vigilant in our efforts to protect our borders and maintain order,” he assured.

Tansingco said: “We have reason to suspect that these individuals are engaging in illegal work in vessels along Manila Bay.”

He said the visas of five of them “limit their work to a company in Pasay City and nowhere else.”

He stressed that “foreign nationals with valid working visas, if found to be working in a different company, are violating the conditions of their stay.”

Major agreement between Japan and the Philippines formally signed, up for ratification

A major agreement between Japan and the Philippines pertaining to defense matters and accessibility has been formally signed in the presence of President Ferdinand “Bongbong” Marcos, Jr., at Malacañang Palace, according to a Philippine News Agency (PNA) news article. It should be remembered that Defense Secretary Gilberto Teodoro mentioned this past June that the signing would happen in July. The newly signed agreement is up for ratification in both nations.

The Philippines and Japan on Monday signed the Reciprocal Access Agreement (RAA) that would facilitate mutual visits between Filipino and Japanese armed forces for training and joint exercises.

Japanese Foreign Minister Kamikawa Yoko and Defense Secretary Gilberto Teodoro Jr. signed the treaty documents in the presence of President Ferdinand R. Marcos Jr. in a ceremony at Malacañan Palace.

The treaty will have to be ratified by the respective legislative bodies of the Philippines and Japan before it comes into force.

In a courtesy call by Kamikawa and Japan Defense Minister Kihara Minoru to the President, Marcos expressed elation over the signing of the new defense deal.

“Your presence here increases our confidence in the importance that the Japanese government puts on this very important agreement that we have. And I’m very glad that we have come to this day,” Marcos said.

For her part, Kamikawa said the signing of the RAA is “a great achievement” for the two countries deepening bilateral relations.

Meanwhile, Kihara touted the leadership of Marcos and Japanese Prime Minister Fumio Kishida in strengthening the ties of the two countries.

He also vowed to continue working with Teodoro to further enhance the defense cooperation and exchanges of the Philippines and Japan.

The Philippines has been expanding engagements with its allies while also beefing up the capabilities of the Armed Forces of the Philippines amid China’s aggression in the West Philippine Sea.

It has similar defense pacts with the United States and Australia, while another defense deal is being pursued with France.

Upgraded ties – Teodoro, meanwhile, said the partnership between the Philippines and Japan has been “upgraded one level higher”, following the signing of the RAA.

“This is another milestone in our shared endeavor to ensure a rules-based international order to ensure peace and stability in the Indo-Pacific and particularly in our region. Once again we thank the Government of Japan for the assistance rendered to us in several fields,” Teodoro said during his bilateral meeting with Kihara held at the Shangri-la The Fort, Manila in Taguig City.

Teodoro said this landmark deal has added security to the “traditional fields” where Manila and Tokyo have strong ties, particularly economy and trade.

“By adding the vital aspect of security which creates a holistic dimension or adds a holistic dimension to our bilateral relations. It will also add to the multilateral efforts that both our governments are doing to make sure that our region, with respect to international law, we (worked) hand in hand in creating a global architecture which will ensure sustainable peace and stability particularly in our area,” Teodoro said.

The DND chief said Manila is looking forward to more confidence-building measures between the Japanese Self-Defense Force and the Armed Forces of the Philippines, along with their respective defensive departments.

Meanwhile, Kihara extended his sincere appreciation for the warm welcome he had received from the Teodoro and the DND.
