Muntinlupa GO Bags Released To Residents Living Along West Valley Fault

Recently in the progressive City of Muntinlupa, the City Government of Muntinlupa officially started distributing GO Bags (emergency kits filled with essential supplies good for 72 hours) to the local residents living along the West Valley Fault, according to a news report by the Manila Bulletin.

The Muntinlupa City government started distributing go-bags to families living along the West Valley Fault, which transects several cities.

A go-bag is an emergency kit containing essential supplies that can be used in the first 72 hours of a disaster. It aims to help families be ready in times of earthquake or other emergencies.

The city government distributed the bags to families in Purok Uno, Mendiola Street, in Barangay Alabang through the Muntinlupa City Department of Disaster Resilience and Management.

Priority in the distribution of go-bags are families living along the fault line and areas considered as high-risk in ground movement.

“Unang tanong ng marami: bakit hindi lahat? Simple lang ang sagot—may prioritization tayo. Unang binibigyan ang mga pamilyang nasa high-risk areas, lalo na yung malapit sa West Valley Fault. Sila ang pinakaunang maaapektuhan sakaling magkaroon ng malakas na lindol, kaya doon tayo unang tumutok (The first question many people ask: why not everyone? The answer is simple—we prioritize. Families in high-risk areas are given first, especially those near the West Valley Fault. They are the first to be affected in the event of a major earthquake, so that is where we focus first),” said Muntinlupa Mayor Ruffy Biazon.

He added, “Hindi ito tungkol sa kung sino ang mauuna lang makatanggap; tungkol ito sa kung saan pinaka-kailangan (It is not about who will receive it first; it is about where it is needed most).”

Most Wanted Man in Muntinlupa City Arrested For Qualified Rape and Lascivious Conduct

Recently in the progressive City of Muntinlupa, the most wanted person was apprehended by the local police over charges of qualified rape and lascivious conduct, according to a Manila Bulletin news report.

Police arrested a 42-year-old man tagged as Muntinlupa’s No. 1 top most wanted person for qualified rape and lascivious conduct on Friday, Sept. 6.

The suspect, identified as alias “Ranielle,” was nabbed in Barangay Alabang, Muntinlupa by operatives from the Warrant and Subpoena Unit of Muntinlupa police.

He is facing charges of lascivious conduct under Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act) and qualified rape under Republic Act 11648 (An Act Promoting for Stronger Protection Against Rape and Sexual Exploitation and Abuse, Increasing the Age for Determining the Commission of Statutory Rape).

According to the Supreme Court website, lascivious conduct, based on the implementing rules and regulations of Republic Act, 7610, is “the intentional touching, either directly or through clothing, of the genitalia, anus, groin, breast, inner thigh, or buttocks, or the introduction of any object into the genitalia, anus or mouth, of any person, whether of the same or opposite sex, with intent to abuse, humiliate, harass, degrade, or arouse or gratify the sexual desire of any person, bestiality, masturbation, lascivious exhibition of the genitals or pubic area of a person.”

The Supreme Court Office of the Spokesperson stated that “qualified rape, on the other hand, refers to sexual intercourse with a woman against her will, committed under any of the circumstances listed in Article 266-B of the RPC (Revised Penal Code), such as abuse of authority, moral ascendancy, relationship, or the victim’s vulnerability.”

Presiding Judge Phillip Aguinaldo of the Muntinlupa Regional Trial Court Branch 207 issued the warrant of arrest. Bail was set at P200,000 for each of four counts of lascivious conduct and no bail for qualified rape.

Festival Mall acquisition boosts FILRT growth and portfolio size

Remember when Filinvest REIT Corp. (FILRT) acquired Festival Mall for P6.26 billion months ago? Already the premier Alabang shopping mall has boosted the earnings and portfolio size of FILRT, according to a business news report by the Manila Bulletin.

For the newcomers reading this, read my previous posts about Festival Mall (which first opened in May 1998) and FILRT by clicking here, here and here. FILRT meanwhile is reputed for being one of the top taxpayers in Muntinlupa City.

Filinvest REIT Corp., the real estate investment trust of the Gotianun Group, declared ₱404 million in fresh dividends after reporting an 8.3 percent growth in net income to ₱651 million in the first six months of 2025 from ₱601 million in the same period last year.

The firm disclosed to the Philippine Stock Exchange that, for the first half of the year, it recorded revenues of ₱1.57 billion, higher by 13 percent from the same period in 2024, resulting from improvements in operations and the addition of Festival Main Mall to the portfolio.

Meanwhile, costs and expenses were contained at ₱613 million, higher by one percent, while other charges were lower by four percent to ₱187 million.

Festival Main Mall started accruing to the revenue stream of FILRT beginning May 29, 2025, equivalent to one month and three days’ revenue contribution.

The addition of Festival Main Mall is seen to improve FILRT’s earnings per share by 5.5 percent in 2025. With the additional asset, FILRT’s portfolio size increased by 37 percent in terms of GLA to 452,310 square meters.

“We are pleased to have infused a value-adding asset into our portfolio through Festival Main Mall. Having this momentum, we look forward to adding more assets and diversifying our tenant base to further the growth of the company,” said FILRT President and CEO Maricel Brion-Lirio.

The company’s portfolio of 17 office buildings, one mall, and one resort lot totaling 452,310 square meters had an occupancy of 86 percent at the end of the first half of 2025, an improvement of five percentage points from 81 percent in June last year.

The current overall tenant mix is comprised of 60 percent offices, 32 percent retail, and the balance for hospitality. Of the offices segment, 84 percent are multinational BPO companies while 16 percent are traditional.

In relation to the Filinvest Group’s strong confidence with its Alabang central business district (CBD), it has been revealed that telecommunication giant PLDT will relocate its headquarters to the Southgate District of Filinvest City in Alabang, according to a Manila Bulletin news report.

For the newcomers reading this, Filinvest City is located within the Alabang area of Muntinlupa, and it is connected with both the South Luzon Expressway (SLEX) and the Metro Manila Skyway (which itself is connected to the NAIA Expressway and the North Luzon Expressway) which makes travel connectivity convenient. PLDT itself has its current headquarters in Makati City which has lasted for decades. This new development with Filinvest City adds potential business value to Alabang. It should be noted that Filinvest City also has its own local residents.

THE FILINVEST group is banking on unsold inventory and infrastructure readiness at its 244-hectare Filinvest City in Alabang, Muntinlupa to support growth in its township portfolio, as new large-scale developments emerge in Metro Manila and nearby provinces.

Catherine A. Ilagan, president and chief executive officer of Filinvest Alabang, Inc. (FAI), said Filinvest City continues to attract interest from businesses and residents, even as estates such as the 3,500-hectare Villar City, the 700-hectare Vermosa in Cavite, and the 74-hectare Arca South in Taguig expand their footprints.

“We’re the most developed. We have the essentials to back it up. We have the infrastructure and all of the utilities. All of that are already in place. Accessibility is also key. We also have access to talent,” Ms. Ilagan said in an interview with BusinessWorld.

“It takes a long time to develop into a real central business district (CBD),” she added.

FAI is the real estate arm of the Filinvest group, overseeing townships and high-end residential developments.

“The release of inventory is very deliberate,” she added.

According to a regulatory filing by the Filinvest group’s listed conglomerate, Filinvest Development Corp. (FDC), FAI beneficially owns 76.4 hectares of unsold lots in Filinvest City as of end-2024, indicating further growth capacity.

Launched in 1995, Filinvest City is a mixed-use township that integrates a CBD, residential communities, leisure destinations, educational institutions, and medical and wellness centers.

It is the country’s only CBD to hold both Leadership in Energy and Environmental Design (LEED) and Building for Ecologically Responsive Design Excellence (BERDE) certifications.

“The LEED and BERDE certifications are testaments to Filinvest City being a green development,” Ms. Ilagan said.

Filinvest City’s sustainability features include a district cooling system that reduces energy use and emissions by servicing multiple buildings, an integrated electric-powered transport system known as the 360 Eco-Loop, and dedicated green spaces and sustainable buildings in Northgate Cyberzone.

Under Ms. Ilagan’s leadership, FAI is replicating the Filinvest City model in other areas as it grows its portfolio of master-planned, sustainable townships and premium real estate developments under the Filigree brand.

SEC approves P6.26 billion deal between Filinvest Land and FILRT, Festival Mall ownership included in deal

Following the huge deal between Filinvest Land. Inc. (FLI) and Filinvest REIT Corporation (FILRT) and the deed of exchange signed by the two corporations over the ownership of Festival Mall, the Securities and Exchange Commission (SEC) officially approved the P6.26 billion deal putting it closer to completion, according to a Manila Bulletin business news report.

The Securities and Exchange Commission has approved the valuation of the ₱6.26 billion property of Filinvest Land Inc. to be acquired by Filinvest REIT Corporation (FILRT) via an asset-for-share swap, putting it a step closer to completion.

In a disclosure to the Philippine Stock Exchange, FILRT said it has received from the SEC the Certificate of Approval of Valuation for its property-for-share swap with FLI under which LI will transfer its ownership over the Festival Mall – Main Mall, consisting of a building and certain machinery and equipment in favor of FILRT.

Festival Mall-Main Mall which is located in Filinvest City, Alabang, Muntinlupa City, consists of a building with gross leasable area of 121,862 square meters.

In return, FILRT will issue to FLI 1.63 billion primary common FILRT shares at an issue price of ₱3.85 per share under the Memorandum of Agreement and the Deed of Exchange both dated March 5, 2025.

The Transaction Price was set at a 30 percent premium over FILRT’s 30-day volume-weighted average price of ₱2.94 per share, which is within the range of fair values provided for in FTI Consulting Philippines, Inc.’s Fairness Opinion.

FILRT’s Related-Party Transaction Committee and Board of Directors unanimously approved the Transaction at their special meeting on January 24, 2025, and it was subsequently approved by FILRT’s stockholders during their special meeting on March 4, 2025.

The acquisition of the Property will increase FILRT’s total gross leasable area by 37 percent to 452,310 sq.m. This likewise will improve occupancy from 83 percent to 88 percent and extend the weighted average lease expiry (WALE) from 7.3 to 14.6 years. This will also increase FLI’s equity in FILRT from 51.06 percent to 63.27 percent.

The Transaction allows FILRT to diversify its income sources by integrating retail mall properties into its portfolio. Prior to the infusion, 91 percent of the GLA of FILRT are office buildings.

Post infusion, the portfolio mix of FILRT will be 67 percent offices, six percent hospitality (Crimson Boracay lot) and 27 percent retail (Festival Main Mall).

The infusion of income-generating retail mall assets is expected to result in an increase in FILRT’s distributable income.

Recently in the City of Muntinlupa, Mayor Ruffy Biazon declared that he reforms at the Ospital ng Muntinlupa (OsMun) will continue to be implemented to meet the needs of patients and the health workers, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon continued to implement reforms at the city-run Ospital ng Muntinlupa (OsMun) in Alabang.

On May 27, he went to the hospital to inspect a new batch of medical supplies, including medicine and items for hemodialysis.

“Bahagi ito ng tuluy-tuloy na reporma sa OsMun para matugunan ang pangangailangan ng ating mga pasyente at health workers (This is part of the ongoing reform at OsMun to meet the needs of our patients and health workers),” he posted on Facebook.

He said the immediate purchase of the supplies became possible when the direct management of OsMun was reverted to the Muntinupa City government. The hospital previously operated as a Local Economic Enterprise (LEE).

The mayor said that when the change in management took effect and in March, he designated a new group of officers in order to further improve the operation and quality of service at the hospital.

A medical storage facility will be built at Pacwood in Barangay Tunasan that will house medicine and supplies not only for Osmun but also for all health centers in Muntinlupa.

Muntinlupa City Government announces free medicine delivery service for elderly citizens and bedridden seniors

Recently in the City of Muntinlupa, the City Government has officially announced RIDE Med (Responsive Integrated Delivery of Essential Medicines), a new program focused on delivering for free maintenance medicine to the homes of bedridden senior citizens and the elderly citizens (aged 80 and above).

The Muntinlupa City government will launch a free delivery service to bring maintenance medicine to the homes of senior citizens.

Mayor Ruffy Biazon said it will be called RIDE Med or Responsive Integrated Delivery of Essential Medicines that is designed to ease the burden of senior citizens and their families, especially those who struggle with mobility. He added that it seeks to eliminate the barriers that prevent many seniors from getting the treatment they need.

The beneficiaries of the program are senior citizens aged 80 and above, and bedridden residents aged 60 and older.

“Hindi natin pwedeng hayaan na ang ating mga lolo at lola, lalo na yung mga hindi na makalakad, ay mapag-iwanan. Serbisyo na ang lalapit sa kanila. Sa RIDE Med, ihahatid na natin ang gamot diretso sa bahay ng senior citizen (We cannot let our grandfathers and grandmothers, especially those who can no longer walk, be left behind. The service will come to them. With RIDE Med, we will deliver medicine directly to the senior citizen’s home),” Biazon said.

Under the program, eligible seniors will receive monthly deliveries of prescribed maintenance medicines, including losartan, amlodipine, metformin, and atorvastatin.

These medicines address common conditions among the elderly such as hypertension, diabetes, and high cholesterol.

Deliveries will be carried out by assigned RIDE Med riders, accompanied by a barangay health worker to ensure proper coordination and follow-up.

To qualify, a senior citizen must be a resident of Muntinlupa City. Registration can be done by the senior’s caregiver or relative at their respective barangay health center. Home registration is also available by calling the program’s dedicated hotlines.

Mayor Biazon said other senior citizens, even if not bedridden or over 80 years old, may still receive the same free maintenance medicines by registering with the existing “Love ko si Lolo, Love ko si Lola” Program, and claiming their medicines at the local health centers.

The city government said RIDE Med represents a new level of care for senior citizens, providing not just free medicines, but also dignity and peace of mind.

Police arrested an employee of the Department of Public Works and Highways (DPWH) for allegedly stabbing a man outside a video bar in Barangay Alabang, Muntinlupa on May 24.

The Muntinlupa police identified the suspect as alias Negro, 41, who is accused of stabbing alias Geomar, 28, tricycle driver, using a foldable knife after they had a violent argument in front of the Rubie Touch Videoke Bar.

The witness, alias “Katrina,” immediately sought police assistance from the Alabang sub-station. The police arrested Negro. Geomar, who was injured, was brought to the Ospital ng Muntinlupa for treatment and is under medical observation.

The police turned over the suspect to the Investigation and Detective Management Section for documentation and filing of criminal charges.

Suspects arrested for stealing Alabang monument brass markers

This past weekend in the City of Muntinlupa, local police officers aided by barangay officials apprehended suspects who were responsible for the theft of brass markers of a city monument, according to a GMA Network news report.

The brass markers of a monument honoring World War II guerillas in Barangay Alabang, Muntinlupa City were found stolen.

The suspects were arrested through the efforts of the police and barangay officials, and will face charges, according to a report by Mao dela Cruz on Super Radyo dzBB on Sunday.

Muntinlupa City Mayor Ruffy Biazon said he went to the Philippine National Police (PNP) station at Alabang Junction where the suspects were brought for investigation.

The suspects revealed that they sold the brass markers to a certain junk shop. The junk shop owner will also face charges for violation of the Anti-Fencing Law. Biazon however said the brass markers may have already been melted.

Earlier, the local government unit offered a P100,000 reward to anyone who can give information that would lead to the arrest of the suspects in the theft of the brass markers.

The monument is located at the plaza of Barangay Alabang. Every February 4, the city recognizes the sacrifice and heroism of the guerillas during World War II.
