Almost 2.5 million voter registrants for 2025 elections counted by COMELEC

Recently the Commission on Elections (COMELEC) announced that almost 2.5 million people submitted applications as registered voters for the next national and local elections of 2025, according to a Philippine News Agency (PNA) news article. People still have until September 30, 2024 to register.

Over 2.4 million Filipinos have already submitted applications as registered voters for the May 2025 midterm polls.

Latest data from the Commission on Elections (Comelec) showed there are now 2,473,922 individuals who filed their applications since the start of the resumption of registration activities last Feb. 12 until April 29.

In an interview Tuesday, Comelec spokesperson John Rex Laudiangco said these figures indicate they are “on the right track” in achieving their target of 3 million voter registrants.

He attributed the high number of applicants to Filipinos who would like to exercise their right to suffrage.

“Each Filipino now values the importance of voting more than ever,” Laudiangco said.

Of the number, Region 4-A (Calabarzon) still has the most number of applicants with 454,313; followed by the National Capital Region with 367,869; and Region 3 (Central Luzon) with 286,190.

Meanwhile, Region 7 (Central Visayas) has 176,584; Region 11 (Davao Region), 135,654; Region 6 (Western Visayas), 129,711; Region 10 (Northern Mindanao), 121,982; Region 5 (Bicol Region), 103,399; and Region 12 (Soccsksargen), 102,598 were the other areas with more than 100,000 applicants.

COMELEC’s Register Anywhere Program (RAP) to be implemented on February 12, 2024 nationwide

The Commission on Elections (Comelec) is set to implement nationwide its Register Anywhere Program (RAP) when the voter registration period resumes on Feb. 12.

In a statement Thursday, the poll body said the RAP would accept applications in all capital cities and towns and highly urbanized cities (HUCs).

“RAP registration sites will be set up in malls, universities, or government offices/agencies in all capital cities and towns and HUCs nationwide. RAP has now been institutionalized in the Commission as a program owing to its favorable turnout and positive reception by the general public and other stakeholders,” the Comelec added.

In 2022, the poll body held a pilot testing of the RAP in selected areas, including malls and government agencies.

The initial testing was held in SM Fairview, Robinsons Place Manila, SM Sucat, Robinsons Galleria, SM Mall of Asia, Robinsons Tacloban, SM City Legazpi and Robinsons Naga.

Aside from these venues, the Comelec said the program will also be held in select church organizations, private establishments, government agencies and educational institutions.

The RAP’s nationwide implementation aims to provide additional avenues and opportunities for voter registration in places of higher concentration of people traffic and congregation of persons of voting age.

“This move will maximize efforts to register workers, employees, and students with limited time and opportunity to register, for them to become voters for the 2025 National and Local Elections,” it said.

Under the RAP, a registrant will be allowed to file his/her application wherever there is a designated RAP registration site regardless of his/her place of residence.

Other applications that will be accepted in RAP sites include new registration, transfer of registration from another city/municipality/district, transfer of registration from overseas to local, correction of entries or change of status, and reactivation.

The RAP will be available until Aug. 31.

PNP and COMELEC formally sign data sharing agreement related to BSKE

The Philippine National Police (PNP) entered into a data sharing agreement (DSA) with the Commission on Elections (Comelec) to ensure the integrity and transparency of the Barangay and Sangguniang Kabataan Elections (BSKE) on Oct. 30.

PNP chief Gen. Benjamin Acorda Jr., director for operations Brig. Gen. Leo Francisco and Comelec officials led by Chairperson George Garcia, Commissioner Nelson Celis and Executive Director Teopisto Elnas Jr. graced the signing rites at Camp Crame, Quezon City on Monday, the PNP said in a news release Tuesday.

The pact grants Comelec access to the PNP’s Election Monitoring Systems and subsystems and outlines specific areas of collaboration aimed at bolstering the electoral process, pursuant to Republic Act 10173 or the Data Privacy Act.

Key components include access to the PNP Personnel Deployment, Surrendered Firearms, Voting Center Assistance, Election Status, Candidates, Party-lists, Voting Center, Treasurer’s Office, Unlawful Election Materials, Gun Ban Details, Violations thereof, and other critical data related to the elections.

The agreement also allows access to various subsystems within the PNP Election Monitoring System including geo-tagging for vote-buying, a separate subsystem for vote-buying, and another for Task Force Kontra Fake News, following the Comelec’s specifications.

“We will make a difference in ensuring that the upcoming Barangay and Sangguniang Kabataan Elections of 2023 serve as a shining example of democracy in action,” Acorda said.

He also urged the public to trust the electoral process, assuring them that all measures are being taken to guarantee a smooth, secure, and credible BSKE 2023.

“Suffrage is more than just voting; it represents the heart of democracy. It gives individuals the power to shape their nation and participate in its governance. The BSKE is an integral part of our electoral system, providing a platform for citizens to exercise this valued right,” Acorda said.

In relation with their campaign against the buying and selling of votes, the Commission on Elections (COMELEC) announced that it seeks to impose a ban on money (“money ban”), according to a news article by the Philippine News Agency (PNA). This is related with the upcoming Barangay and Sangguniang Kabataan Elections (BSKE) which is scheduled to happen on late October. The Commission on Elections (Comelec) is eyeing to impose a “money ban” to combat vote buying and selling during the Barangay and Sangguniang Kabataan Elections (BSKE) on Oct. 30.

In an interview Tuesday, Comelec Chairperson George Erwin Garcia said under Section 27 of the draft of Kontra Bigay resolution, the poll body may presume vote buying or selling through one’s “possession or transport” of cash exceeding PHP500,000 five days before the election day.

“Hindi natin pipigilan ang pagwi-withdraw ng mahigit PHP500,000. Ang atin pong ipo-prohibit at ipa-punish ay yung pagpapadala ng PHP500,000 lalo na kapag pumasok yung period ng kampanya (We will not prohibit withdrawal of PHP500,000. What we will prohibit and punish are those sending PHP500,000 especially when the campaign period starts),” he said.

However, Garcia said individuals with justifiable backgrounds shall be exempted, including businessmen and disbursement officers or cashiers, among others.

“Saan ka naman nakakita may dala kang kalahating milyon isang araw bago mag election tapos ni hindi ka treasurer, ni hindi ka negosyante? Ano ka, tagapamili ng boto? So ipe-presume namin yung mga taong yan involved sa vote buying (Where can you see someone carrying half a million [pesos] before the election day and you’re not a treasurer nor a businessman? What [kind of worker] are you, a vote buyer? So, we will presume that person is involved in vote buying),” he said.

All police authorities are tasked to conduct 24-hour money ban checkpoints nationwide.

Garcia said although these measures are not under the law, setting such is also not prohibited.

Garcia said the Comelec has submitted the draft of Kontra Bigay resolution to en banc for approval of the proposed money ban and other measures, and setting of guidelines.

Besides transporting or delivering large sums of money, Comelec also aims to monitor the splitting of at least PHP20,000 cash into smaller denominations of PHP100s, PHP50s or PHP20s.

It also targets to cooperate with mobile banking and digital payment platforms to ensure they are not used for vote buying or selling.

“Ang GCash, PayMaya at iba pa pong platform ay under ng BSP (Bangko Sentral ng Pilipinas). Kausap natin ang BSP at pati na ang AMLC (Anti-Money Laundering Council) (The Gcash, PayMaya and other platforms are under BSP. We are coordinating with the BSP and AMLC),” Garcia said.

Under the Comelec draft resolution, long queues of registered voters for distribution of cash or other favors shall also be subject to the action of law enforcement.

The Commision on Elections (Comelec) on Tuesday said it is planning to allow warrantless arrest for those who will be caught in the act of buying or selling votes during the campaign period.

In a press conference, Comelec chairperson George Garcia said the commission will issue new guidelines for the barangay and Sangguniang Kabataan elections (BSKE), which is set on October 30.

“Sa ilalabas naming guidelines bilang pahapyaw lang po, papayagan natin silang mag-aresto especially kung yung tao ay caught in flagrante or caught in the act. Dati wala po yun. Ngayon, i-authorize po namin siya with full backing of the Comelec because it is our belief that under our Constitution warrantless arrest is allowed,” said Garcia.

He pointed out that if there is a contradiction between existing law and the Constitution, the Constitution will be followed.

Filing of Certificates of Candidacy (COCs) for the Oct. 30 Barangay and Sangguniang Kabataan Elections (BSKE) will begin July 3.

In Resolution No. 10899, the Commission on Elections (Comelec) set the filing period from July 3 to 7.

Campaign activities are prohibited from July 8 to Oct. 18 while the campaign period will be on Oct. 19 to 28.

It will be illegal to remove or deface lawful propaganda materials; use or post illegal campaign materials; use armored land, water or air crafts; deploy police officers as bodyguards; release public funds; and construct village-funded roads and bridges during the campaign period.

During the election period from July 3 to Nov. 14, it is forbidden to bear or carry firearms; use security personnel; buy and sell votes; transfer civil service employees; and suspend local elective officials.

On the eve of election day, campaigning shall be banned as well as selling, buying, serving, and taking intoxicating liquor.

Voting will start 7 a.m. and end 3 p.m.

As the voter registration processes are happening nationwide, the Commission on Elections (COMELEC) announced that it will intensify the information campaign to make the public more aware about their newly launched Register Anywhere Project (RAP), according to a Philippine News Agency (PNA) news article. Here in South Metro Manila, there is a RAP processing spot at SM Southmall in Las Piñas City and the turnout started really low.

The Commission on Elections (Comelec) on Monday admitted the need to intensify its information campaign regarding the holding of the Register Anywhere Project (RAP) to encourage the public to enlist themselves in several participating malls in key areas across the country.

“We still need to intensify the information drive on the RAP,” Comelec Chairperson George Erwin Garcia said in a message to reporters.

This came following a low turnout of registrants in RAP hubs in Metro Manila, Tacloban City in Leyte province and Legazpi City in Albay over the weekend.

Data released by the poll body showed a total of 611 applicants were able to register in RAP booths inside shopping establishments.

SM Fairview recorded the highest number with 190 registrants, followed by Robinsons Galleria with 133, both in Quezon City; Robinsons Place Manila with 118, and SM Mall of Asia in Pasay City with 75.

On the other hand, few registrants were recorded in other venues such as Robinsons Place Naga with 38, SM Southmall in Las Pinas with 27, SM City Legazpi with 20, and Robinsons Place Tacloban with 10.

The pilot test will be held every Saturdays and Sundays between Dec. 17, 2022 and Jan. 22, 2023, except on Dec, 24, 25, and 31, 2022, and Jan. 1, 2023.

Under the project, qualified applicants residing anywhere in the Philippines may register at the RAP booths by submitting their application form, documentary requirements, and have their biometrics taken on-site.
