COVID-19 Crisis: Muntinlupa City registers lowest COVID-19 attack rate, case transmission risk in Metro Manila

Muntinlupa City has the lowest COVID-19 average daily attack rate and case transmission risk among Metro Manila cities as of November 1, according to the Department of Health’s Metro Manila Center for Health Development.

Muntinlupa City Health Officer Dra. Teresa Tuliao reported the improving scenario in the city to the city’s COVID-19 Task Force during a Virtual Meeting with Department of Transportation secretary Arthur Tugade and Mayor Jaime Fresnedi yesterday.

Tuliao said that as per DOH report, Muntinlupa garnered a -55.27% 2-Week Growth Rate and an Average Daily Attack Rate of 1.99 over 100,000 population. The 2-Week Growth Rate of NCR is -37.45% while the Average Daily Attack Rate is 3.68/100,000 population. She noted that the data reflects the slowing down of community transmission in the city. DOH-NCR has given Muntinlupa a Low Risk classification.

As of November 23, the recovery rate in the city has further improved to 95.88% while the doubling time has increased to 20.66 days. Doubling time refers to the number of days for COVID-19 cases to double in number. The Muntinlupa City Health Office also recorded two barangays with zero active cases: Brgy. Buli and Brgy. Sucat.

Further, Tuliao noted that the construction of the 144-bed ‘We Heal As One’ quarantine facility in Pacwood Site, Brgy. Tunasan and weekly coordination with DOTr Sec. Tugade and other DOTr execs contributed to the decrease and slowing down of cases in the city.

As of November 24, the isolation facility has accommodated at least 109 residents who tested positive for COVID-19 and suspect cases. Individuals admitted in the facility are given free P300 sim load / data allocation allowance, meals, medicine, and hygiene kits. A medical team, including a dedicated nutritionist, is also assigned in the facility to conduct regular check-up consultations.

The isolation center in Pacwood Site, Tunasan is subject to DOH inspection to be recognized as a PhilHealth-accredited facility. Another ‘We Heal As One’ Center is being constructed beside the Filinvest Tent in Alabang.

Meanwhile, the local health office is closely monitoring evacuees affected by the recent typhoons that are still staying in various evacuation centers in the city. Medical teams are deployed in the centers to administer vaccination and swabbing of residents who manifest COVID-19 symptoms. ‘Symptomatic’ evacuees are isolated in evacuation centers and referred to quarantine facilities. Currently, Muntinlupa has zero dengue and leptospirosis case.

Muntinlupa City has 4,852 confirmed COVID-19 cases with 4,652 recoveries, 42 active cases, 158 reported deaths, 26 suspect cases, and 240 probable cases as of November 24.

Muntinlupa Mayor Fresnedi meets with SMC and EEI execs, demands accountability on Skyway mishap

Following the Skyway Extension Project mishap in Muntinlupa City this past Saturday that left one dead and four injured, Mayor Jaime Fresnedi meet yesterday with contractors and parties involved in the incident to demand accountability.

Fresnedi asked San Miguel Corporation and Skyway contractor EEI Corporation officials to explain the cause of the accident and has given the executives two days to submit a comprehensive report regarding the collapse of a steel girder in the Skyway Extension Project. He expressed concern on the possible lapses in the safety protocols implemented by the contractors that led to the incident.

“You must shape up and ensure stricter observance of occupational safety and safe operating procedures especially in high risk areas with heavy traffic. This should be the last incident to happen in your project in Muntinlupa,” Fresnedi warned the officials.

The mayor urged them to take responsibility and extend assistance to the families of the victims and other affected individuals. Also present during the meeting were Congressman Ruffy Biazon, Vice-mayor Temy Simundac, and members of the City Council.

Majority Floor Leader Coun. Raul Corro said the City Council will be passing a resolution demanding accountability from the contractors and mandating tighter construction site safety guidelines in Muntinlupa to prevent similar accidents.

Corro said under the resolution, the City Government shall be requiring contractors to coordinate with the Muntinlupa City Traffic Management Bureau regarding construction activities such as positioning of steel girders for traffic management. The City Council wants to impose road rerouting measures on construction sites as part of the stricter construction protocol.

There was no proper coordination with MTMB for traffic management regarding the installation of steel girders in East Service Road for the Skyway Extension Project on Saturday.

SMC president and chief operating officer Ramon Ang on Sunday apologized to the victims and families of the accident and assured that the company will be providing assistance.

The crane operator involved in the incident has been charged with reckless imprudence resulting to homicide, multiple serious physical injuries, and damage to properties, according to Muntinlupa City Police Station.

Skyway Extension Project completion delayed to early 2021 due to accident in Muntinlupa

Were you among the many who got caught in slow-moving, heavy traffic along the northbound lane of the South Luzon Expressway (SLEX) heading towards Muntinlupa this past Saturday? On the morning of November 21, a tragic accident happened that effectively delayed the completion of the Skyway Extension Project from December 2020 to February 2021.

According to a PTV News report, a steel girder from the Skyway Extension Project fell down at the East Service Road in Barangay Cupang, Muntinlupa City, which was caused by the crane (of project contractor EEI Corporation) that fell on its side as it moved to its next position. According to a Manila Bulletin report, the steel girder fell on several vehicles causing the death of motorcyclist Edison Visaga Paquibot and injuring others.

The local police stated that the vehicles that got damaged by the steel girder include a Mitsubishi Adventure, a Toyota Vios taxis, a Hyundai H100, a Suzuki Raider motorcycle, a Yamaha Mio motorcycle and a Honda Beat motorcycle. The casualties were rushed to different hospitals for emergency treatment. Unsurprisingly, traffic along the East Service Road had to be closed off temporarily which complicated the flow of traffic.

Today, as published through the Facebook page of the City Government of Muntinlupa, San Miguel Corporation President and CEO Ramon S. Ang issued a personal apology and assured victims of the mishap that they will receive help. The published apology reads as follows:

Following the freak accident at the Skyway Extension project site in Cupang, Muntinlupa  over the weekend, the head of concession holder San Miguel Corporation (SMC) issued an apology to the victims and assured them  that the company would make sure all their needs would be taken care of, and more.

SMC president and chief operating officer Ramon S. Ang said that even while project contractor EEI Corporation was the one handling the construction of the project, as project proponent, SMC has a responsibility to take care of the victims.

“Even with a contractor handling construction, ultimately, we are responsible for the welfare of those who were affected. I would like to personally apologize to the victims and their families, as well as to our larger community in Muntinlupa,” Ang said.

The accident, reported to have been caused by a crane that tipped over as it moved into position, which then hit a steel girder causing it to fall on six vehicles, resulted in one fatality and four injuries.

“This terrible and tragic accident has affected me in ways I can’t even begin to express. I have not stopped thinking about the people who were affected, the four that were injured and most especially, the person who perished, and his family. There are no words that can ease the grief of losing a loved one,” Ang said.

“To the family, I can only offer my sincerest and deepest condolences, and my personal assurance that your family will be taken care of. To those who were injured, please be assured we will provide all the means necessary for you to recover and restart,” he added.

Ang also vowed that the incident will be investigated thoroughly, and that SMC and its contractor EEI will make sure even stricter measures are in place at the project site.

“In a project of this magnitude and scale, there are many redundant safety measures in place.  Unfortunately, we can’t predict every outcome, and I’m sure no one wanted this to happen,” Ang said.

“Regardless, we are working with authorities to determine the root cause of this incident. We will find out where lapses occurred and do whatever is necessary to help make sure they don’t happen again.”

For its part, contractor EEI management made assurances that they will take care of all the needs of those who were affected.

At this point of time, motorists who planned to travel north via the Skyway Extension Project will either have to wait until February 2021 or adjust their travel plans.

Naujan Town receives P500K aid from Muntinlupa City

Councilor Paty Katy Boncayao and Muntinlupa City Department of Disaster Resilience and Management chief Erwin Alfonso, representing Mayor Jaime Fresnedi, turned over the city’s financial aid amounting to P500,000 to Naujan, Oriental Mindoro Mayor Mark Marcos yesterday for the town’s recovery and rehabilitation following the recent typhoons that barreled over the province. Muntinlupa LGU pledged to extend P11-million financial assistance to 21 local government units in Luzon that were affected by typhoons “Ulysses,” “Quinta,” and “Rolly.”

Road Clearing Operations in Muntinlupa City Continue

The Muntinlupa Task Force Discipline, through the city’s Traffic Management Bureau, conducted clearing operations along National Road this past Tuesday in compliance with the 60-day DILG Nationwide Road Clearing 2.0 until January 15, 2021.

MTMB chief Danidon Nolasco says while the local traffic bureau will augment the presence of enforcers for on-ground apprehension of violators, minimum health protocols will be observed. DILG called for the resumption of road clearing operations through the Memorandum Circular 2020-145 mandating local government units to remove road and sidewalk obstructions, implement displacement plans, and rehabilitate cleared roads. Muntinlupa City sustains its compliance to President Rodrigo Duterte’s road clearing directive and supports the national government’s initiative on traffic management.

Muntinlupa City to extend P11-m financial assistance to several typhoon-stricken towns in Luzon

In an effort to extend assistance for the recovery and rehabilitation of typhoon-stricken towns in Luzon, the City Government of Muntinlupa announced yesterday that it will be donating P11 million financial assistance to the provinces of Catanduanes, Albay, Camarines Sur, Batangas, Oriental Mindoro, Cagayan, and the City of Marikina.

Muntinlupa City Department of Disaster Resilience and Management (MCDDRM) chief Erwin Alfonso announced the donation of Muntinlupa City to 21 local government units (LGUs) that were affected by Super Typhoon Rolly, Typhoon Quinta, and Typhoon Ulysses in the recent weeks.

Alfonso said that the Muntinlupa City Council approved the proposed financial aid from the City Government’s 2020 Local Disaster Risk Reduction and Management Fund this past November 16 as per recommendation of the National Disaster Risk Reduction and Management Council and MCDDRM.

Muntinlupa City Government is set to extend P1,000,000 financial assistance to the City of Marikina. While P500,000 each will be given to the towns of Bato, San Andres, San Miguel, Baras, and Gigmoto in Catanduanes; Bato, Iriga, Calagbanga, Caramoan, Garchitorena, and Siruma in Camarines Sur; Tiwi, Ligao City, Camalig, and Malinao in Albay; Naujan and Gloria in Oriental Mindoro; Tingloy in Batangas; Alcala and Claveria in Cagayan.

Mayor Jaime Fresnedi said that this initiative is the city’s share in helping our kababayans who are in need. “In the spirit of bayanihan, the City Government of Muntinlupa will continue to lend its hand to towns in the country needing assistance,” the local exec added.

Fresnedi encouraged the City Government’s department heads and employees to also donate, whether in cash or in kind, to help the victims of the recent typhoons.

During the onslaught of Typhoon Ulysses, Muntinlupa City sent Rescue Boats and a Water Search and Rescue Team in Marikina to augment their rescue operations. Typhoon Ulysses triggered severe flooding in Marikina leaving residents stranded on top of the roof of their homes and neck-deep flood waters.

Further, there are still 791 families in various evacuation centers in Muntinlupa as of November 15 according to MCDDRM.

Public Information Officer Tez Navarro said the City Government continues to provide hot meals and relief packs to the evacuees. Navarro noted that minimum health protocols are enforced in evacuation centers through the City Health Office. She added that CHO has installed help desks and provides medical consultation, breastfeeding counseling, nutritional assessment, vaccination, COVID-19 screening, and psychological first aid to the evacuees. The City Government of Muntinlupa also provides free coco lumber to displaced families and residents in low-lying areas whose houses were submerged in flood water.

6,609 individuals evacuated in Muntinlupa due to Typhoon Ulysses, CHO warns residents against leptospirosis

As Typhoon Ulysses barreled over Metro Manila and the rest of Luzon mainland, the City Government of Muntinlupa evacuated 6,609 individuals as of yesterday.

The Muntinlupa City Department of Disaster Resilience and Management reported that there were 1,607 families or 6,609 individuals in 20 evacuation centers across the city during the onslaught of the typhoon.

MCDDRM recorded 205 lactating and pregnant women, 258 senior citizens, 70 persons with disability, and 2,079 children among the evacuees from Brgy. Tunasan, Brgy. Poblacion, Brgy. Putatan, Brgy. Bayanan, Brgy. Alabang, Brgy. Cupang, Brgy. Buli, and Brgy. Sucat.

Muntinlupa City Health Officer Dra. Teresa Tuliao noted that medical personnel from barangay health centers were mobilized to provide vitamins, safe drinking water, disinfection, medical consultation, breastfeeding counseling, nutritional assessment, vaccination, COVID-19 screening, and psychological first aid and prophylaxis against leptospirosis to the evacuees.

Tuliao warned the public to take precautionary measures against the outbreak of leptospirosis considering that some areas in the city remains flooded. She advised city residents to wear protective gear such as rubber boots and gloves to avoid contact with floodwater which may be contaminated. MCDDRM has identified 28 floor-prone areas in the city’s eight barangays including those located along the Laguna Lake. 

This past Thursday, Muntinlupa Traffic Management Bureau reported that the Muntinlupa – San Pedro, Laguna River overflowed due to heavy rains. A portion of the national highway at the boundary was also flooded because of the overflow. Further, MCDDRM sent two Rescue Boats and a Water Search and Rescue Team in Marikina to augment their rescue operations. Typhoon Ulysses triggered severe flooding in Marikina leaving residents stranded on top of the roof of their homes and neck-deep flood waters.

On the afternoon of Thursday, members of Muntinlupa City Engineering Disaster Response Team have conducted clearing operations at Bruger, Brgy. Putatan, MCTI area and Bayanan Baywalk to clear toppled trees in major roads and residential areas.

Public Information Officer Tez Navarro said most of the evacuees started returning to their houses on Friday to face clean-up drives and restoration of their homes.

Several events hosted by the City Government were cancelled due to Typhoon Ulysses. Muntinlupa Scholarship Program has announced the postponement of scholarship allowance distribution last November 11-12 due to Typhoon Ulysses. MSP advised city scholars to monitor the department’s Facebook page for updates. Public Employment Service Office has also cancelled an Online Virtual Job Fair event on Friday due to the cancellation of government work brought about by the typhoon.
