Muntinlupa City Government reminds public of firecracker, open pipe ban

With the Christmas season and order in mind, the City Government of Muntinlupa recently issued reminders to the public about the establish ban on firecracker use and modified mufflers and pipes, according to a Manila Bulletin news report.

The Muntinlupa City government reminded people of the ban on the use of firecrackers, and modified mufflers and pipes that emit excessive noise during the Christmas season. 

The city government is ramping up its campaign against these during the Christmas season.

Muntinlupa City Ordinance No. 14-092, passed by the Muntinlupa City Council in 2014, prohibits “the manufacture, display, sale, distribution, possession or use of firecrackers or pyrotechnic devices and such other similar devices and the exploding of firecrackers or other similar explosives within the territorial jurisdiction of Muntinlupa City.”

Those found violating the local law will be fined as follows:

– “For the first offense, a fine of One Thousand Pesos (Pl,000.00) or imprisonment of not more than one (1) month but not less than (2) days or both fine and imprisonment, at the discretion of the Court”

– “For the second offense, a fine of Three Thousand Pesos (Php3,000.00) or imprisonment of not more than Six (6) months but not less Three (3) months, or both fine and imprisonment, at the discretion of the Court.”

– “For the third offense, a fine of Five Thousand Pesos (P5,000.00) or imprisonment of not more than Six (6) months but not less than three (3) months, or both fine and imprisonment, at the discretion of Court.”

Under City Ordinance 04-022, or the Muntinlupa City Traffic Code, the use of open mufflers and pipes, sound boosters and other modifications on motorcycles and other vehicles is prohibited.

Section 9 of the ordinance states that “no private person shall use or cause to be used sirens, bells, horns. whistles or similar gadgets that emit exceptionally loud or startling sounds, including dome lights and emergency red flashing lights installed in either front or rear, and emergency red light blinkers and other similar signaling or flashing devices that actually impede and confuse traffic and which are inconsistent with sound traffic discipline and control on the roads.”

Those caught violating the ordinance will be fined P2,000 to P7,500.

During the flag raising ceremony on Dec. 9, Muntinlupa Mayor Ruffy Biazon warned those violating the open muffler and pipe prohibition. He said the number of violators has increased every year.

Residents, especially in subdivisions, complain about the excessive noise created by motorcycles and other vehicles to welcome the new year.

The City Government of Muntinlupa has new additions to its growing list of achievements as it won two awards at the Digital Democracy Awards, according to a Manila Bulletin news report.

The Muntinlupa City government won at the first Digital Democracy Awards organized by the Makati Business Club (MBC) and sponsored by USAID Philippines and Konrad-Adenauer-Stiftung Philippines.

US Ambassador to the Philippines MaryKay Carlson, MBC Chairman Edgar Chua, and Department Of Information And Communications Technology Usec. Jocelle Batapa-Sigue presented the Digital Democracy Champion award to 14 city local government units for their exceptional implementation of Digital Democracy initiatives.

Muntinlupa is one of the 14 winners and it also received the Data Stewardship Award for its “responsible handling of citizen data and dedication to advancing smart city initiatives.”

The 14 LGUs that won and recognized as Digital Democracy Champions “for their dedication to advancing citizen participation and transparency in governance” are: 1. Cagayan de Oro City 2. Victorias City 3. Himamaylan City 4. Iligan City 5. Quezon City 6. Isabela City, Basilan 7. Masbate City 8. Tagbilaran City 9. Batangas City 10. Muntinlupa City 11. Naga City 12. San Fernando City, La Union 13. Tagum City 14. Zamboanga City

According to MBC, the awardees in key categories are:

People’s Participation Award: Quezon City for their “Usapang QC” initiative, which bridged communication gaps and engaged over 430,000 residents.

Citizen-Led Policy Award: Naga City for translating citizen feedback into impactful policies, exemplifying the power of participatory governance.

Leadership Award: Batangas City Mayor Beverley Rose Dimacuha, for her exceptional vision and hands-on leadership in advancing digital initiatives.

Outstanding Public Communication Award: Tagbilaran City for their innovative and creative communication strategies, including social media campaigns and community engagement efforts.

Data Stewardship Award: Muntinlupa City for their responsible handling of citizen data and dedication to advancing smart city initiatives.

Very recently in the progressive City of Muntinlupa, the City Government started the distribution of Christmas packages covering roughly one hundred forty thousand (140,000) households, according to a Manila Bulletin news report.

Christmas came early for residents of Muntinlupa as the city government started the distribution of its Pamaskong Handog packs.

The Muntinlupa City government is targeting to distribute the Christmas packages to about 140,000 households in the city.

“Gusto nating bawat household sa Muntinlupa ay may celebration ngayong Pasko. Kaya tiniyak natin na lahat ng 140,000 households sa lungsod ay makakatanggap ng Pamaskong Handog (We want every household in Muntinlupa to have a celebration this Christmas. That is why we assure that all 140,000 households in the city will receive the Pamaskong Handog),” said Mayor Ruffy Biazon who led the distribution of the packages.

Each Pamaskong Handog package has three kilos of rice, a pack of 400 grams of spaghetti pasta, a pack of 900 grams of spaghetti sauce, a pack of 400 grams of elbow macaroni, a box of 113 grams of instant champorado, a can of 175 grams of corned beef, a can of 150 grams of meat loaf and a can of 85 grams of liver spread.

All the nine barangays in Muntinlupa have passed the standards under the law for their VAWC (Violence Against Women and Children) desks.

“Congratulations to all barangays of Muntinlupa for achieving 100% compliance with our VAWC (Violence Against Women and Children) desk standards!” said Muntinlupa Mayor Ruffy Biazon.

Under the standards, he said, the functionality of each barangay was assessed based on policies, personnel, resources, planning and budgeting, implementation, good practices, and regular submission of reports.

“At talagang commendable ang bawat barangay for having met these standards (And each barangay is really commendable for having met these standards),” he said.

Under a memorandum circular issued in 2023 by the Department of the Interior and Local Government (DILG), VAWC) is defined as “any act of or a series of acts committed by any person against a woman who is his wife, former wife, or against.a woman with whom the person has or had a sexual or dating relationship, or with whom he has a common child, or against her child whether legitimate or illegitimate, within or without the family abode, which result in physical, sexual, psychological harm or suffering, or economic abuse including threats of such acts, battery, assault, coercion, harassment or arbitrary deprivation of liberty.”

These acts include physical violence, sexual violence, psychological violence and economic abuse. Biazon lamented the violence happens inside a household.

“Pero naririto ang City Government at mga barangay to ensure that women and children have somewhere to turn to for help. Tinitiyak natin na meron laging tutugon sa kababaihan at kabataang humihingi ng saklolo (But the City government and barangays are here to ensure that women and children have somewhere to turn to for help. We ensure that someone will respond to women and children who seek help),” the mayor said.

Recently in the progressive City of Muntinlupa, three hundred and seventy-seven families (377) graduated from the local Pantawid Pamilyang Pilipino Program (4Ps), according to a Manila Bulletin news report.

A total of 377 families graduated from the Pantawid Pamilyang Pilipino Program (4Ps) in Muntinlupa.

4Ps is the Philippine government’s “national poverty reduction strategy and human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven (7) years, to improve health, nutrition and education,” according to the Department of Social Welfare and Development (DSWD).

The beneficiaries of 4Ps “are households that: are classified as poor and near-poor based on the Standardized Targeting System and the poverty threshold issued by the Philippine Statistics Authority (PSA) at the time of selection.”

The DSWD led the Pugay Tagumpay Graduation Day attended by Muntinlupa Mayor Ruffy Biazon where the families were recognized.

“Sabi nga nila, walang forever, at mas maganda talaga na walang forever pagdating sa pagtanggap ng tulong mula sa gobyerno (As they say, there is no forever, and it’s better that there is no forever when it comes to receiving assistance from the government),” said Biazon.

He said 4Ps can be seen not only as a chance to get financial assistance from the government but to learn life lessons including saving, budgeting and prioritizing needs.

“Ayaw natin na umaasa lang ang mga tao sa gobyerno (We don’t want people to rely solely on the government); we want every family to be self-sustaining,” the mayor added.

“The City Government will continue to support Muntinlupeño families, especially in the education of your children. Congratulations to all the graduates! Patuloy tayong magsikap para sa mas maliwanag na kinabukasan! (Let’s continue to strive for a brighter future),” he added.

According to the Muntinlupa City government, the graduation from 4Ps meant that a family is now out of poverty and has the capability to become self-sufficient.

Reelectionist Muntinlupa Mayor Ruffy Biazon and candidates from the One Muntinlupa (1Munti) political party filed their certificates of candidacy (COC) on Oct. 4 for the May 12, 2025 national and local elections.

They all trooped to the Commission on Elections (Comelec) Muntinlupa office at South Park Center in Alabang to submit their COCs.

Biazon is running for reelection for his second term as mayor.

His vice mayoral bet is Allen Fresnedi-Ampaya who is the barangay captain of Poblacion and the president of the Association of Barangay Captains (ABC) in Muntinlupa.

Rep. Jaime Fresnedi also accompanied them and will be filing his COC with the Office of the Regional Election Director-National Capital Region in San Juan.

One Muntinlupa has been accredited by the Comelec as an official party-list.

The political party’s candidates for councilor in District 1 (Barangays Tunasan, Poblacion, Putatan and Bayanan) are re-electionists Atty. Raul Corro (majority floor leader of the City Council), Atty. Rachel Arciaga, Paty Katy Boncayao, Alexson Diaz, Ting Niefes, and Jedi Presnedi, and Amanda Camilon and Walter Arcilla.

The candidates for councilor in District 2 (Barangays Alabang, Ayala Alabang, Sucat, Cupang and Buli) are re-electionists Ryan Bagatsing, Engr. Arlene Hilapo, Eliot Martinez, Dado Moldez, and Metong Sevilla, and Shalimar Baes-Reyes, Kaye Ann Rongavilla and Atty. Reggie Landrito.

The Muntinlupa City government distributed free shoes to students in public schools as part of its Balik Eskwela program.

Mayor Ruffy Biazon led the distribution of the MUNWalk sneakers to students in different schools including Muntinlupa Science High School, Muntinlupa Business High School, Lakeview Integrated High School, Muntinlupa Business High School Sucat Annex, Pedro E. Diaz High School, and Tunasan National High School and Senior High School.

“This is our assistance to students of the City of Muntinlupa,” said Biazon during the distribution at  Muntinlupa Science High School.

The city government said a total of 90,000 students in Muntinlupa public schools will receive the free sneakers.

Last year, the city government gave free leather shoes to the students. This year, it decided to distribute rubber shoes.

Typhoon Enteng victims of Muntinlupa receive assistance from City Government

Very recently in the progressive City of Muntinlupa, local residents who got displaced by Typhoon Enteng received assistance from the City Government, according to a Manila Bulletin news report. Mayor Ruffy Biazon and local officials visited the victims and distributed goods to them at the evacuation centers.

The Muntinlupa City government distributed relief goods on Sept. 3 to families that were affected by tropical storm Enteng and now temporarily sheltered in evacuation centers in the city.

Mayor Ruffy Biazon, together with city and barangay officials, went to different evacuation centers in barangays to distribute the goods.

On Sept. 2, Biazon went to Barangays Bayanan (which has the highest number of evacuees),  Cupang and  Poblacion.

The Victoria Homes and Villa Carolina 1 Subdivision in Barangay Tunasan were visited by Gender and Development Office focal point system Chairperson Trina Biazon together with Barangay Captain Dave Arcilla and former barangay captain Walter Arcilla and distributed hot meals.

Muntinlupa’s Social Services Department (SSD) also gave emergency kits that include hygiene supplies, basic kitchen utensils, gas stove, grocery items and rice.

The Muntinlupa City Health Office distributed doxycycline capsules to barangay health workers and evacuees as protection against leptospirosis.

Local hero of Muntinlupa City commended by Mayor Biazon

Recently in the City of Muntinlupa, a man who risked his life to save his young relatives during a fire that destroyed their home was commended by Mayor Ruffy Biazon, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon commended a man for his heroic act of saving his two nephews and a niece from their burning house in Barangay Buli.

A fire hit a residential area in Manatra in Barangay Buli, Muntinlupa on Aug. 19, razing houses and displacing families.

Biazon visited the Buli evacuation center where 58 families or more than 200 individuals are staying. During his visit, Biazon met Freddie whose arms are bandaged due to burns.

According to the mayor, Freddie suffered burns when he rescued his two nephews and a niece–Precious, Vhon and Kerth–from their burning house during the fire. 

He said the three children were trapped inside the comfort room and could not get out.

Precious was attending her online class when the fire erupted and quickly spread. Some of the family members were able to get out of the burning house but Precious and her two cousins were left inside and quickly went to the comfort room.

According to Precious, because of the intense heat, she didn’t know what to do and she seemed to have accepted what would happen to them.

Suddenly, their uncle Freddie arrived and he pulled them out of the burning house. The fire was already big but they all tried to get out.

Precious and her two cousins were very thankful to their Uncle Freddie for saving them and getting out without any injury.

Muntinlupa City wins prestigious nutrition awards

Recently the City Government of Muntinlupa won prestigious awards during the 2024 Regional Nutrition Awarding Ceremony which took place in Quezon City, according to a Manila Bulletin news report.

To put things in perspective, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

The Muntinlupa City government bagged awards at the 2024 Regional Nutrition Awarding Ceremony organized by the National Nutrition Council (NNC)-National Capital Region on Aug. 16 at the Novotel Hotel in Quezon City.

According to NNC-NCR, Muntinlupa LGU “has been recognized as 1st Year Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Contender!”

The “prestigious award is presented to LGUs that demonstrate efficient and effective nutrition program management, leading to sustained nutrition improvements among their population.”

“We successfully maintained our CROWN (Consistent Regional Outstanding Winner in Nutrition) Contender status for the first year—patunay na consistent tayo sa mahusay na implementation ng ating nutrition programs and services since our first Green Banner Award in 2019 (proof that we are consistent in great implementation of our nutrition programs and services since our first Green Banner Award in 2019),” according to Muntinlupa Mayor Ruffy Biazon.

In addition, Muntinlupa was bestowed the award for Best in Documentation of Nutrition Programs, “acknowledging their exemplary performance in documenting nutrition programs and projects which contributed to high-quality nutrition program management.”

Muntinlupa’s Dr. Magdalena Meana also won runner-up as the Regional Outstanding City Nutrition Action Officer (CNAO).

Biazon, meanwhile, received the Nutrition Leadership Award as chairperson of the Muntinlupa City Nutrition Committee.

“These awards reflect our dedication to keeping our community healthy,” said Biazon.
