Local hero of Muntinlupa City commended by Mayor Biazon

Recently in the City of Muntinlupa, a man who risked his life to save his young relatives during a fire that destroyed their home was commended by Mayor Ruffy Biazon, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon commended a man for his heroic act of saving his two nephews and a niece from their burning house in Barangay Buli.

A fire hit a residential area in Manatra in Barangay Buli, Muntinlupa on Aug. 19, razing houses and displacing families.

Biazon visited the Buli evacuation center where 58 families or more than 200 individuals are staying. During his visit, Biazon met Freddie whose arms are bandaged due to burns.

According to the mayor, Freddie suffered burns when he rescued his two nephews and a niece–Precious, Vhon and Kerth–from their burning house during the fire.

He said the three children were trapped inside the comfort room and could not get out.

Precious was attending her online class when the fire erupted and quickly spread. Some of the family members were able to get out of the burning house but Precious and her two cousins were left inside and quickly went to the comfort room.

According to Precious, because of the intense heat, she didn’t know what to do and she seemed to have accepted what would happen to them.

Suddenly, their uncle Freddie arrived and he pulled them out of the burning house. The fire was already big but they all tried to get out.

Precious and her two cousins were very thankful to their Uncle Freddie for saving them and getting out without any injury.

They called their uncle a “superhero” and they are wishing that his burns would heal soon.

“Hanga ako kay Freddie sa kanyang tapang at walang pag-aatubili na pagligtas sa kanyang mga pamangkin. Although may injury, mabuti nakaligtas siya at sina Precious, Vhon, at Kerth (I am truly amazed at Freddie for his bravery and no hesitation to rescue his nephews and niece. Although he has injury, it’s good that he and Precious, Vhon and Kerth safely escaped),” Biazon said.

SM Investments Corporation acquiring 184 hectares of land in Muntinlupa City

Something significant could happen within the City of Muntinlupa in the near future as SM Investments Corporation (SMIC) is acquiring 184 hectares of land there as part of a property-for-shares swap with subsidiary Intercontinental Development Corporation (ICDC), according to a Manila Bulletin business news report.

SM Investments Corporation (SMIC), the flagship of the Sy family, is acquiring 184 hectares of land in Muntinlupa City from a nearly wholly-owned subsidiary, Intercontinental Development Corporation (ICDC), through a property-for-shares swap.

In a disclosure to the Philippine Stock Exchange, SMIC said its Board has approved the swap of SMIC with 96.75 percent-owned subsidiary ICDC, which will convey to SMIC its lands in Susana Heights, Muntinlupa City, in exchange for new SMIC common shares.

“In accordance with applicable Securities and Exchange Commission (SEC) rules and regulations, the respective Boards of Directors of the SMIC and ICDC deemed it necessary and advisable to enter into the Transaction,” SMIC said.

It added that the swap aims to optimize the properties’ utilization and development and align with their broader business strategies.

SMIC said it will increase its real estate assets through the acquisition of the properties, although the acquisition will have no material effect on its business, financial condition, or operations.

One of the country’s biggest conglomerates, SMIC, reported a 10 percent improvement in consolidated net income to P40.2 billion in the first half of 2024 from P36.5 billion in the same period last year. The firm said this reflected a 13 percent growth in net income to P21.8 billion in the second quarter.

Consolidated revenues rose five percent in the first half to P301.4 billion from P286.7 billion year-on-year and grew six percent to P157.7 billion in the second quarter.

“SM’s double-digit growth in the first half results reflects a positive environment for our businesses,” said SM Investments President and CEO Frederic C. DyBuncio.

The Muntinlupa City government bagged awards at the 2024 Regional Nutrition Awarding Ceremony organized by the National Nutrition Council (NNC)-National Capital Region on Aug. 16 at the Novotel Hotel in Quezon City.

According to NNC-NCR, Muntinlupa LGU “has been recognized as 1st Year Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Contender!”

The “prestigious award is presented to LGUs that demonstrate efficient and effective nutrition program management, leading to sustained nutrition improvements among their population.”

“We successfully maintained our CROWN (Consistent Regional Outstanding Winner in Nutrition) Contender status for the first year—patunay na consistent tayo sa mahusay na implementation ng ating nutrition programs and services since our first Green Banner Award in 2019 (proof that we are consistent in great implementation of our nutrition programs and services since our first Green Banner Award in 2019),” according to Muntinlupa Mayor Ruffy Biazon.

In addition, Muntinlupa was bestowed the award for Best in Documentation of Nutrition Programs, “acknowledging their exemplary performance in documenting nutrition programs and projects which contributed to high-quality nutrition program management.”

Muntinlupa’s Dr. Magdalena Meana also won runner-up as the Regional Outstanding City Nutrition Action Officer (CNAO).

Biazon, meanwhile, received the Nutrition Leadership Award as chairperson of the Muntinlupa City Nutrition Committee.

“These awards reflect our dedication to keeping our community healthy,” said Biazon.

BIR task force raids vape festival in Las Piñas City, seizes over 5,000 illicit vape products

The Bureau of Internal Revenue’s (BIR) Illicit Trade Task Force raided Sunday the Philippine Vape Festival 2024 in Las Piñas City and confiscated illicit vape products.

In a statement, BIR Commissioner Romeo Lumagui Jr. said surveillance of the event confirmed that there were vape products without internal revenue stamps.

“The illicit vape being displayed in this festival shows the brazen attitude of the vape industry against the proper taxation of vape products. They even organized a festival filled with illicit vape. The full strength of the BIR Illicit Trade Task Force will be deployed against this industry,” Lumagui said.

About 5,385 illicit vape products have been seized. The inventory of the illicit vape products confiscated during the festival is still ongoing but the BIR said the initial estimate of tax liabilities is at least PHP7 million.

CMCI 2024: Parañaque falls down to 27th place among Highly Urbanized Cities on Competitiveness, finishes dead last on Government Efficiency

The latest results of the Cities and Municipalities Competitiveness Index (CMCI) for the year 2024 showed that the City of Parañaque fell down to 27^th place among the 33 Highly Urbanized Cities (HUCs) in terms of Competitiveness when compared to last year’s results. Also for the 2^nd straight year, Parañaque finished dead last at 33^rd place in the category of Government Efficiency.

Parañaque City, which was the 24th Most Competitive HUC a year ago, scored 35.3478 points in total on the main category of Competitiveness among HUCs ranking 27^th out of 33 HUCs overall.

*The overall ranking of Parañaque City among the 33 highly urbanized cities (HUCs) nationwide for the 2024 CMCI.*

Along the way, the city scored 7.9090 points on Government Efficiency for 33^rd place, 6.5970 points on Innovation for 31^st place, 11.1401 points on Resiliency for 30^th place, 4.6574 points on Infrastructure for 23^rd place and 5.0443 points on Economic Dynamism for 12^th place.

Foreign fugitive arrested in Parañaque City

Recently in the city of Parañaque, a team composed of the local police, Bureau of Immigration (BI) operatives and members of the Fugitive Search Unit (FSU) of the Republic of Korea for fraud in South Korea arrested a wanted Korean national, according to a Manila Bulletin news report.

A Korean national was arrested by combined personnel of the Parañaque City Police BF Homes substation, Bureau of Immigration (BI), and Fugitive Search Unit (FSU) of the Republic of Korea for fraud in South Korea.

The Southern Police District (SPD) identified the suspect as “Park,” 33 who was arrested at around 1:30 p.m. along Manrea St., BF Homes, Parañaque City.

Park was arrested by virtue of a warrant of arrest issued by the Seoul Central District Prosecutor’s Office and Hong Sung District Court for fraud of Article 347 in violation of the criminal act and telecommunications business act of the Republic of Korea.

Parañaque City scam hub raided, 99 suspects arrested

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.

A breast cancer survivor was emotional in narrating how she survived the disease with the help of green card program, a hospitalization support of the Las Piñas city government that subsidizes P30,000 of the total bill of a confined patient.

Clara Cruz, a former employee at the City Hall, said she was diagnosed with Stage 2 breast cancer in 1919 and was operated on at the San Juan de Dios Hospital.

Cruz said she underwent chemotherapy and was very thankful to Las Piñas City Mayor Imelda Aguilar and Vice-Mayor April Aguilar because she was able to use her green card twice with their approval.

Aguilar said the green card program is an important part of the city’s health subsidy program designed to deliver essential medical benefits to residents.

Muntinlupa City Government issues warning about quality of air in relation to Taal volcanic smog

The Muntinlupa City government warned the public of unhealthy air quality on Aug. 18 as volcanic smog, or vog, from Taal Volcano had reached the city.

Residents woke up to hazy weather. Mayor Ruffy Biazon held a live broadcast on Facebook to warn residents to be careful when going out and advised them to wear masks for protection.

“While we were sleeping, the volcanic smog from Taal Volcano reached us,” he said, adding that he observed “hazy air.”

Biazon said children who are already in schools should stay in classrooms as the city government will continue to monitor air quality. If needed, the mayor said he will suspend afternoon classes. He also said it’s up to parents to decide.

“Tandaan ninyo, kung kayo ay hindi komportable na palabasin ang anak ninyo, huwag ninyo na palabasin (Remember, if you are not comfortable letting your child go out, don’t let them go out),” said Biazon.

The Muntinlupa City Department of Disaster Resilience and Management said the current air quality in Muntinlupa is “unhealthy.”

It explained that volcanic smog consists of sulfur dioxide (SO2) gas and other volcanic gasses that mixes with atmospheric oxygen, moisture, dust and sunlight.

“As a reminder, vog consists of fine droplets containing volcanic gas such as SO2 which is acidic and can cause irritation of the eyes, throat and respiratory tract with severities depending on the gas concentrations and durations of exposure. People who may be particularly sensitive to vog are those with health conditions such as asthma, lung disease and heart disease, the elderly, pregnant women and children,” according to a past advisory from the Philippine Institute of Volcanology and Seismology (PHIVOLCS).

According to the IQAir website, Muntinlupa has an air quality index (AQI) of 154 or unhealthy level. The PM2.5 concentration in Muntinlupa is 60 µg/m3, based on IQAir data.

“PM2.5 concentration in Muntinlupa is currently 12 times the WHO annual air quality guideline value. PM2.5 is measured by micrograms per cubic meter (μg/m3). According to the U.S. EPA NAAQS, any measurement greater than 9.0 μg/m3 (US AQI 50) can be dangerous to human health,” according to the website.

DPWH approves use of plastic waste to extend asphalt pavements lifespan

The Department of Public Works and Highways (DPWH) has allowed the use of plastic waste to extend the lifespan of asphalt pavements and mitigate plastic pollution, which contributes to flooding in urban areas.

DPWH Secretary Manuel Bonoan has issued a directive mandating all DPWH regional offices, district engineering offices, and Unified Project Management Office clusters to incorporate shredded plastic in road construction projects.

The directive, outlined in Department Order 139, series of 2024, sets a new standard for the use of recycled materials, specifically low-density polyethylene (LDPE) plastic bags, in bituminous concrete surface courses.

Bonoan said the latest policy not only promotes recycling efforts but also improves asphalt’s resistance to deformation.

“This development is in line with the continuing efforts of the Department to support sustainable engineering and upgrade construction technology through the adoption of successful research studies,” he said.
