Muntinlupa Mayor Biazon warns public about scammers

In the progressive city of Muntinlupa, Mayor Ruffy Biazon told the public to be aware of scammers who defraud them, according to a Manila Bulletin news report. It should be noted that scammers are using new tactics (example: the usurpation of authority) to fool people and take something away from them, especially now that the Christmas season is ongoing.

Muntinlupa Mayor Ruffy Biazon warned the public against scammers who are using his name or those of officials of the city government to defraud people.

“Binabalaan ko po ang publiko na mag-ingat, lalo na ngayong panahon ng Pasko, may mga scammers o mga nananamantala (I warn the public to be careful, especially this Christmas season, against scammers or those who take advantage),” he said.

On Dec. 15, he said, several people went to the Muntinlupa City hall to report scamming incidents.

A scammer who pretended to be Biazon called one business establishment in Muntinlupa and reserved its venue for six hours and even ordered food. The establishment eventually found out it was a scam.

Other residents received text messages from people who also pretended to be Biazon and asked them to send cell phone loads.

“Nakakatawa nga, Mayor Biazon nanghihingi ng load (It is funny, Mayor Biazon asking for load),” he said.

Some restaurants also received orders from people who pretended to be the mayor. One restaurant even recorded one phone call of the scammer.

“Wag basta basta maniniwala sa mga natatanggap na tawag at nagpapakilala bilang Mayor Biazon o opisyal ng Pamahalaang Lungsod, lalo pa kung mukha itong kahina-hinala (Don’t believe easily when you get phone calls and say they are Mayor Biazon or official of the city government, especially when it appears to be suspicious),” the mayor warned.

He added, “Nakakalungkot dahil kahit panahon ng Kapaskuhan ay walang pinalalampas ang mga scammer na ito. Mag-ingat po tayong lahat (It is saddening that because it is the Christmas season, these scammers will not miss any opportunity. Please be careful).”

Illegal drugs suspect apprehended in Barangay CAA-BF International, Las Piñas City

In Las Piñas City, a buy-bust operation conducted by the local law enforcers resulted in the apprehension of a 37-year-old man and the confiscation of several millions of Pesos worth of illegal drugs, the Manila Bulletin reported.

A 37-year-old man was arrested by members of the Las Piñas police Station Drug Enforcement Unit (SDEU) during a buy-bust operation and confiscated from him more than P6-million worth of shabu on Tuesday afternoon, Dec. 13.

Col. Jaime Santos, city police chief, said the suspect, identified as Jayson Lucas, alias Brad, and tagged as a high value individual in the illegal drugs’ list was arrested around 4:30 p.m. along Bayabas St. BF International Village, CAA Las Piñas City.

Santos said the SDEU conducted a surveillance for the arrest of Lucas after receiving numerous complaints on his illegal drug trade in the community.

The city police chief said the SDEU was able to confiscate from Lucas more or less 1 kg. of shabu worth P6.8 million and three plastic sachets of shabu with a street value of P22,440.

Santos said the confiscated P6.8 million shabu was hidden inside sealed Chinese tea bags. He said the confiscated drugs were turned over to the Southern Police District (SPD) Forensic Unit for chemical analysis.

The city police chief said Lucas is now detained at the SDEU custodial facility and was charged for violation of Sec. 5 and 11, Art. II of Republic Act 9165 (Comprehensive Dangerous Drug Act of 2002).

Muntinlupa City a Seal of Good Local Governance (SGLG) awardee this year

The progressive City of Muntinlupa has been named by the Department of the Interior and Local Government (DILG) as a Seal of Good Local Governance (SGLG) awardee this year and Mayor Ruffy Biazon received the award on behalf of the city during the awarding ceremony, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon received the Seal of Good Local Governance (SGLG) award given by the Department of the Interior and Local Government (DILG).

Biazon and Vice Mayor Artemio Simundac attended the SGLG awarding ceremony held on Dec. 14 that was led by DILG Sec. Benjamin Abalos Jr. and Executive Secretary Lucas Bersamin.

The Seal of Good Local Governance is an “award, incentive, honor, and recognition-based program [that] aims to boost LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.”

According to the DILG, out of the 1,715 local government units that were assessed, 18 provinces, 60 cities, and 274 municipalities in the country passed the 2022 SGLG criteria.

Muntinlupa is one of the five LGUs in the National Capital Region (NCR) which passed the SGLG assessment. The other awardees are the cities of Caloocan, Mandaluyong, Navotas, and Quezon.

Senior citizens and fishermen of Muntinlupa receive Christmas gifts from the City Government

In the progressive city of Muntinlupa, several local senior citizens and fishermen experienced the joy of Christmas as City Government distributed rice as Christmas gifts, according to a Manila Bulletin news report. Mayor Ruffy Biazon led the distribution.

The Muntinlupa City government, led by Mayor Ruffy Biazon, distributed rice to senior citizens and fishermen as Christmas gifts.

Biazon said the distribution of rice to senior citizens in different barangays started on Dec. 12.

“Lahat ng barangay ay mayroon pong schedule, at araw-araw po ito hanggang matapos ang distribution. Makipag-ugnayan sa senior citizen organizations sa inyong lugar kung mayroong katanungan (All barangays have a schedule and this will be daily until the distribution is finished. Please coordinate with the senior citizen organization in your area if you have questions),” said Biazon in a Facebook post.

According to Office for Senior Citizens Affairs (OSCA) chief Zenaida Celestino, the rice distribution is held yearly as part of the “Pamaskong Handog” to the elderly.

The mayor said OSCA and different city departments are working hand-in-hand to ensure the orderly distribution of the rice.

In addition, the city government celebrated the Araw ng Mangingisda (Fishermen Day) through the Lake Management Office (LMO).

About 1,000 fishermen joined the celebration.

LMO head Herminio dela Cruz said this is one way for the city government to bring together the fishermen and give them happiness.

Each fisherman received five kilos of rice and raffle prizes were also given away.

Muntinlupa City’s water refilling station fees adjusted through legislation

The Muntinlupa City Council passed an ordinance increasing fees imposed on water refilling stations and other water providers operating in the city.

Majority Floor Leader Raul Corro said the Muntinlupa City Council enacted on Dec. 12 a new ordinance adjusting certain water fees.

This amended Ordinance 18-175, passed in 2018, establishing the monitoring, evaluating and regulating the operation of all water refilling and stations, water sellers, bulk of water delivery tankers and other establishments, corporation or association providing drinking water for public consumption, whether for free or for a fee in Muntinlupa.

Under the new ordinance, with Councilor Luvi Constantino as principal author, water laboratory fee for physical and chemical analysis covering 14 test parameters will increase from P2,500 to P3,000.

The above news report ended emphasizing the following adjustments: Fluoride test fee increased to P350 from P290; chloride to P300 from P240; nitrate to P350 from P330; sulfate to P350 from P260; and total hardness (titrimetric) at P300.

Wanted man from South Korea arrested in Parañaque City

The suspect, identified as Kim Mihngyu, 29, a businessman, is now detained at the Bureau of Immigration (BI) facility in Camp Bagong Diwa, Taguig City pending his deportation.

SPD Director Brig. Gen. Kirby John Kraft said the suspect was arrested around 5:45 p.m. at Solaire Resort and Casino located in Barangay Tambo, Parañaque City.

Kraft said the Seoul Central District Court issued a warrant of arrest against the suspect on December 23, 2020 for robbery hostage in violation of Article 336 of the Criminal Act of the Republic of Korea.

Integrated resort and casino in Las Piñas City announced

In the City of Las Piñas, an integrated resort and casino will be established as the project has been officially announced by business tycoon and former Philippine Senator Manny Villar, according to a Manila Standard news report. Billionaire Manuel Villar is betting on the recovery of the gaming business as he plans to start developing a $1-billion integrated resort and casino in Las Pinas City next year.

Villar said in an interview with reporters he would convert Vista Mall Global South mall, which sits on a 80-hectare property, into a casino with hotels.

The group will initially develop nine hectares where the mall, which has 18,000 square meters of gross floor area, is located.

Villar said he was looking at the Las Vegas model where the casino would have other attractions like theme park, theatres, restaurants, retail, hotels, condotels and non-gaming components.

The group is now in talks with potential foreign partners for the venture, he said.

He said the planned casino would be adjacent to the international airport just like the four other integrated resort and casinos in the government-sponsored Entertainment City in Paranaque.

The casino industry was one of the hardest-hit sectors during the pandemic following the closure of international borders and the implement of quarantine restrictions. With the easing mobility this year, the gaming industry began to slowly recover, but has yet to get close to pre-pandemic levels as China, the country’s second top source market for tourists, continued to implement strict border controls because of its zero-Covid policy.

Villar said that aside from the casino, he is also bullish on the real estate sector, as his listed property Vista Land & Lifecapes Inc. is set to launch 41 projects next year. This would be an all-time high for the company in terms of project launches.

“We have not done this before. We have not launched this scale,” Villar said.

He said nearly all Vista Land’s businesses including retail, office and property development were back to pre-pandemic levels.

Vergeire praised Mayor Imelda Aguilar for administering vaccines to around 58.92 percent of its population which is more than the average set by the national government.

1st Mayor Ruffy Biazon Swim Cup attracts over 1,000 swimmers

Recently in the progressive City of Muntinlupa, the 1st Mayor Ruffy Biazon Swim Cup was held at the Muntinlupa Aquatic Center and it easily attracted over a thousand swimmers who engaged in varied contests, according to a Manila Standard news report. The big reception of the event – which was attended by Mayor Ruffy Biazon, Congressman Jaime Fresnedi and a lot of other notable officials – could be the first of many signs that Muntinlupa City will emerge as a hot spot for swimming and other aquatic events as far as Philippine sports development is concerned. The next aquatic event in Muntinlupa will happen a few days from now.

A record number of 1,200 swimmers participated in the 1st Mayor Ruffy Biazon Swim Cup on Saturday at the newly built Muntinlupa Aquatic Center in Muntinlupa City.

The organizing Swim League Philippines, headed by president Fred Ancheta, said the listup has already reached the maximum number of entries (700) as early as last week, but due to insistent public demand from swim clubs and organizations and after consultation with the city administration, the registration was extended further.

Equipped with modern equipment under FINA world standards, the Muntinlupa Aquatic Center is expected to be the center of swimming competitions from clubs based in the South.

This early, Ancheta said the Office of the Mayor is expected to sign a memorandum of agreement to make the center the official home of the SLP swimmers and its affiliated clubs and organizations.

“We’re grateful with Mayor Ruffy Biazon for hosting this event. With the enthusiasm from swimmers, coaches and parents to be part of this historic opening of the world-class swimming pool in Muntinlupa, the number of participants reached more than what we expected,” said Ancheta.

Las Piñas City aims to improve local tourism

In Las Piñas City, the City Government announced that it will be ramping up its efforts to elevate local tourism and attract tourists (both local and foreign) according to a Manila Bulletin news report. For the newcomers reading this, the most popular tourist destination in the city is the Bamboo Organ which hosts an annual festival of music.

To put things in perspective, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

Las Piñas supervising tourism operation officer Paul San Miguel said the city government will improve the approach in promoting local tourism.

San Miguel said he took a two-day master class together with other tourism officers in the National Capital Region (NCR) at the Mariot Hotel Clark in Pampanga to have a better perspective of the tourism industry and their role toward recovery.

The Department of Tourism (DOT) called on the tourism officers association to attend the master class on Nov. 28 and 29 to help promote tourism now that the country is slowly recovering from the effects of the Covid-19 pandemic.

San Miguel said DOT-NCR Regional Director Sharlene Zabala-Batin initiated the gathering of NCR tourism association officers to give them additional ideas in promoting most visited tourist attractions in their respective areas that will help in the recovery of the economy.
