Vice Mayor April Aguilar files COC to run for Mayor of Las Piñas, Mayor Imelda Aguilar to run for Vice Mayor

Yesterday at the Commission on Elections (COMELEC) office in the City of Las Piñas, Vice Mayor April Aguilar filed her certificate of candidacy (COC) to run for the office of Mayor in the May 2025 local elections. Her mother – Mayor Imelda Aguilar – filed her COC to run for Vice Mayor. City Councilor Mark Santos formalized his candidacy for the city’s Congressional seat the day before.

The Aguilars and Santos lead the election group called Team Aguilar which also announced its slate of candidates for the City Council covering the two local districts. The City Council candidates names are as follows:

District One – Alelee Aguilar, Zardi Abellera, Brian Bayog, Robert Cristobal, Marlon Rosales and Mac Mac Santos.

District Two – Henry Medina, Luigi Casimero, Tito Martinez, Lester Aranda, Macky Saito and Euan Toralballa.

For the newcomers reading this, Mayor Imelda Aguilar is serving her third consecutive term while Vice Mayor April Aguilar is serving her second term. The maximum number of consecutive terms of public service is three terms.

Recently in the progressive City of Muntinlupa, the City Council amended two local ordinances that affects companies (with operations within the city) with regards to their hiring of local residents, according to a Manila Bulletin news report.

The Muntinlupa City Council amended an ordinance that requires companies operating in the city to hire 70 percent of their rank-and-file employees from among residents.

Under existing ordinances 08-028 and 96-80, all companies that have at least five employees are mandated to hire at least 70 percent of their rank-and-file employees from among Muntinlupa residents.

Ordinance 2024-151 was passed by the City Council amending the two ordinances.

Under the amended ordinance, excluded in the scope of the local law are the banking sector and any industry mandated by law to implement periodic forced rotation of employees.

Section 6 of Ordinance 96-80 was also amended. Under the new provision, all companies in Muntinlupa including business establishments that contract or avail of rank-and-file employees from service agencies located outside the city are required to submit a yearly report of the list of their employees.

The list will be submitted to the Muntinlupa Public Employment Service Office (PESO) by Sept. 30 of every year.

The PESO monitors all business establishments and companies in Muntinlupa for their compliance with the 70-percent workforce requirement.

According to PESO, the ordinance addresses the unemployment problem in the city by giving Muntinlupeños assurance to be employed by companies.

Under the existing ordinance, companies are required to submit to the PESO and Business Permit and Licensing Office (BPLO) a list of employees as part of requirements in the issuance of business permits.

In the amended law, in addition to submitting the age, address, period of employment in the company, and position and duties of employees, companies are now required to submit the employee’s gender, employees who are classified as persons with disabilities (PWDs) and senior citizens, and the company’s reason for not meeting the 50 percent compliance rating in the employment of Muntinlupa residents.

Recently in the City of Muntinlupa, the City Government announced that it will be designating nutrition scholars in nine barangays which is the result of an ordinance signed into law, according to a Manila Bulletin news report.

The Muntinlupa City government will designate barangay nutrition scholars (BNS) in each of the nine barangays to strengthen its health program.

Mayor Ruffy Biazon signed Ordinance No. 2023-140, passed by the Muntinlupa City Council, “strengthening the barangay nutrition program by designating at least one (1) barangay nutrition scholar (BNS) per barangay appropriating funds therefor and for other purposes.”

The ordinance is based on Presidential Decree No. 1569, which provides the designation of a BNS in every barangay.

According to the ordinance, “the BNS Program is one of the Philippine Plan Of Action for Nutrition’s human resource development strategies.”

“In order to further strengthen the BNS Program In the City, it is appropriate and timely to promulgate a comprehensive local policy through legislation beneficial to Barangay Nutrition Scholars in order to motivate them to sustain and, if necessary, improve their valuable performances and services in implementing the Muntinlupa City Nutrition Action Plan.”

A barangay nutrition scholar is “a barangay based volunteer worker responsible for delivering nutrition services and other related activities such as community health, backyard food production, environmental sanitation, culture, mental feeding, and family planning to the barangay.”

The qualifications of a BNS are: “Bona fide resident of the barangay for at least four (4) years; b. Possess leadership potential and the initiative and willingness to serve the barangay for at least one (1) year; willingness to learn, and to teach what he/she has learned to the people of the barangay; at least high school graduate; physically and mentally fit; at least eighteen (18) but not more than 65 years old; and willing to report to the health center for the agreed number of hours.”

The appointment of a BNS will be co-terminus with the barangay chairman unless there is a reappointment with the concurrence of the Sangguniang Barangay.

Recently in the progressive City of Muntinlupa, the lights of the huge Christmas tree located at the quadrangle of City Hall were formally switched on by sevel local officials including the Mayor, the Congressional Representative, the Vice Mayor, members of the City Council and others, according to a Manila Bulletin news report. The lighting ceremony reminded locals that the Christmas season has indeed arrived in the city.

It’s officially Christmas season in Muntinlupa.

The Muntinlupa City government ushered in the Yuletide season by holding the giant Christmas tree lighting ceremony on Nov. 17 at the Muntinlupa City hall quadrangle.

Muntinlupa Mayor Ruffy Biazon, Rep. Jaime Fresnedi, Vice Mayor Artemio Simundac, councilors and city officials led the Christmas tree lighting ceremony.  Biazon was joined by his wife, Trina, and their children at the ceremony.

According to the Muntinlupa Public Information Office (PIO), the giant Christmas tree is 34-foot tall plus the three-foot lantern topper for a total height of 37 feet.

The Christmas tree is adorned with 500 strings of pixel lights, 500 fairy lights, 200 globe bulbs,  50 strobe lights and 40 dozens of ornaments.

Recently in the City of Muntinlupa, local residents Annie Ramirez and Kaila Napolis were formally honored by the City Government for winning medals for the Philippines in the jiu-jitsu events of the 19th Asian Games that took place in China, according to a Manila Bulletin news report. The City Government approved two resolutions for them which were signed by Mayor Ruffy Biazon. Previously they were congratulated.

The Muntinlupa City government honored Asian Games medalists and residents Annie Ramirez and Kaila Napolis for their feats.

In two resolutions, the Muntinlupa City Council congratulated Ramirez for winning a gold medal in jiu-jitsu (57 kg) and Napolis for taking home a bronze medal in jiu-jitsu (52 kg) at the 19th Asian Games held in China.

Resolution Nos. 2023-339 and 2023-340 for the two medalists were signed by Mayor Ruffy Biazon.


“Annie Ramirez, a three-time Asian champion, defended her unbeaten run and ruled the Women’s Jiu-Jitsu Competition (57 kg) in the recently concluded Asian Games,” according to Resolution No. 2023-340.

Resolution No. 2023-339 stated that “Napolis, a two-time world championships medalist, secured the Bronze Medal in Women’s Jiu-jitsu (52kg) adding it to the 18 medals bagged by the Philippine Athletes in the recently concluded Asian Games.”

“The Sangguniang Panlungsod ng Muntinlupa is extending its heartfelt congratulations to all the Muntinlupeno Athletes and Coaches …for bringing honor and prestige to the City of Muntinlupa and serve as epitome of excellence and inspiration to our youth,” the two resolutions added.

The Muntinlupa City Council received an outstanding overall rating and ranked third in the 2023 Local Legislative Award (LLA).

In a letter to Vice Mayor Artemio Simundac, the LLA Regional Awards Committee, chaired by the Department of the Interior and Local Government-National Capital Region (DILG-NCR), said the Muntinlupa City Council got a rating of 94.5 percent, or an outstanding score.

The RAC congratulated the Muntinlupa City Council for its “outstanding achievements” and “active and enthusiastic participation,” in the LLA.

“We are proud of our SP [Sangguniang Panlungsod], not only because they are partners of the Executive department in serving the city, but also for their excellent showing in the 2023 LLA. Congratulations for their hard work and here’s to more outstanding legislative work for Muntinlupeños,” said Mayor Ruffy Biazon.

A Muntinlupa City Council committee wants the Skyway management to stop its construction of an off-ramp widening project in the city due to lack of permits.

The project will result in narrowing of a portion of the West Service Road that will affect traffic flow.

The Committee on Engineering, Public Works and Infrastructure headed by Councilor Francis Ian Bagatsing submitted its recommendation to the City Council after conducting a public hearing on the “inquiry on the widening of Skyway resulting to narrowing of West Service Road.”

The project involves that ongoing widening of the Skyway off-ramp at Filinvest in Alabang towards the Alabang-Zapote Road that will narrow the existing West Service Road in the area.

In its report, the committee said the “narrowing of West Service Road southbound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of said expansion.”

“Residents, establishments and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and will only result to traffic jam,” according to the report.

The City Engineering Office and Office of the City Building Office said the Skyway widening project did not apply for a permit, the committee added.

The committee recommended that “since the said construction project at the time of the hearing does not have any permits from the city, the Chair/Committee recommended for its stoppage.”

Maynilad customers in Muntinlupa City to get rebates soon

It has been weeks since the City Government of Muntinlupa pressed water concessionaire Maynilad for answers over the water service disruptions that negatively affected many customers around the city. In a recent development, Maynilad customers in Muntinlupa will soon receive rebates from the company, according to a Manila Bulletin news report.

Customers of Maynilad Water Services in Muntinlupa will get rebates in their bills after the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO) found the company liable for prolonged water service interruptions (WSI).

In a statement, MWSS-RO Chief Regulator Patrick Lester Ty said his office will impose a financial penalty on Maynilad for the water service interruptions that happened from December 2021 to February 2022 due “to the failure of its Putatan Water Treatment Plants (PWTP).”

Maynilad has two water treatment plants in Barangay Putatan, Muntinlupa, which draw raw water from the Laguna Lake and uses it to supply thousands of customers in Muntinlupa and other areas.

“Based on the evidence gathered from its investigation, the MWSS RO concluded that Maynilad failed to meet its Service Obligation of ensuring the availability of an uninterrupted 24 hour supply of water at seven (7) pounds per square inch (psi) minimum pressure to all connected Customers in its Service Area. Customers within the PWTP Supply Zone were found to have been deprived of water service obligation for at least fifteen (15 days), which adversely impacted their health and welfare,” said Ty.

The water service interruptions left thousands of Maynilad customers in Muntinlupa without water for up to 18 hours a day. In some areas, there was no water service for days.

Customers complained that the water coming out of their faucets was brownish in color, making it unusable for drinking or cooking.

According to Ty, MWSS-RO will “implement the financial penalty in the form of bill rebates to affected Maynilad customers within the PWTP’s Supply Zone by April. It is already in the process of identifying all accounts that will be covered by the Rebate Program, the rebate amount for each account, and the policies and procedures for carrying out the Program, in coordination with Maynilad.”

“It targets to conduct a Public Information Drive (PIDr) to clarify the bill rebates and inform affected customers of the nature, scope, and other details of the Rebate Program in March. Updates will be posted on the MWSS RO’s official Facebook page (@MWSS.RO) Twitter account (@mwssro) and website (ro.mwss.gov.ph),” he said.

The Muntinlupa City Council’s Committee on Environment conducted a public hearing last Feb. 8 on the water service interruptions in Muntinlupa with representatives from Maynilad and MWSS-RO.

Councilor Raul Corro, majority floor leader of the City Council, commended MWSS-RO for its decision to impose a penalty on Maynilad.

“The penalty imposed against Maynilad by MWSS RO was the subject of a public hearing conducted by the Sanggunian Panglungsod of Muntinlupa. In the public hearing and in the presence of MWSS RO officials, I formally asked the regulatory body to impose the proper penalties and bill rebates to thousands of households due to its inability to comply with its contractual obligations under the concession agreement,” he said.

“I commend MWSS-RO for exercising its mandate and showing concern to thousands of suffering Maynilad customers whose plea for help triggered the conduct of the public hearing,” Corro said.

“But imposing the penalties and bill rebates are not enough. Maynilad must be able to deliver 24-hour uninterrupted supply of water per its commitment under the concession agreement and that aside from the quantity, it must also deliver quality water that is safe and healthy for human consumption and for other daily household use,” the councilor added.

Ty said MWSS-RO issued a Notice to Explain to Maynilad last Feb. 11 “for its non-adherence to the WSI schedules announced through its public advisories on the planned WSIs caused by water quality problems at the PWTP.”

Maynilad pressed for answers over severe water service interruption in Muntinlupa City

Are the councilors in your city doing their jobs on issues that affect you and your fellow citizens? In Muntinlupa City, the City Council and its members really worked as they pressed water concessionaire Maynilad for answers in a public hearing that happened very recently, according to a Manila Bulletin news report.

The Muntinlupa City Council held a public hearing on Tuesday, Feb. 8, to investigate the severe water service interruption being experienced by customers of Maynilad Water Services in Muntinlupa and other cities and municipalities.

The City Council’s Committee on Environment, chaired by Councilor Marissa Rongavilla, conducted the hearing attended by Vice Mayor Artemio Simundac, Majority Floor Leader Raul Corro, other councilors, Maynilad representatives, affected customers and Chief Regulator Patrick Lester Ty, head of the Metropolitan Waterworks and Sewerage System Regulatory Office (MWSS-RO).

The MWSS-RO is a government agency tasked to ensure that the provisions of the concession agreement between MWSS and Maynilad are followed.

Maynilad customers in Muntinlupa started experiencing the water supply interruption last December. The water company cited the algal bloom and turbidity of raw water in the Laguna Lake as the reasons that affected the water production at its two Putatan Water Treatment Plants in the city.

Based on Maynilad’s latest advisory, the water supply interruption will last until Feb. 15.

Thousands of Muntinlupa customers of Maynilad have been experiencing no water supply for up to 17 hours a day. They have complained that water supply resumes at midnight, forcing them to stay up late so they can store water.

Rongavilla said the main problem of Maynilad customers are the water quantity and water quality. Customers have complained that they are getting brown water from their faucets, which is unusable for drinking or cooking.

She asked Maynilad to clearly explain to the public the solutions to the water supply problem in Muntinlupa.

MWSS-RO has been investigating the water service interruption problem of Maynilad. MWSS-RO chief Ty said they will come up with their findings this month.

“MWSS-RO is looking out for the interest of the public. We are here to ensure that the public is protected,” said Ty.

He said there are options for MWSS-RO to penalize Maynilad. He said it can be a simple warning, disallowing the company’s expenses, or order Maynilad to give a rebate to its customers.

Last November, MWSS-RO penalized Maynilad and ordered it to rebate customers in Las Pinas.

Corro told Manila Bulletin that “we will await the investigation report of MWSS-RO Chief Regulator Patrick Lester Ty who promised to release it this February.”

“In the public hearing, we relayed the demand of the unsatisfied Maynilad customers to either declare a payment holiday or reduce the monthly bills or declare a rebate and impose penalties in accordance with the concession agreement due to lack of water supply (frequent water service interruptions) and due to poor quality of water (brownish color),” he said.

“We also asked Maynilad to ensure that the Feb. 15 deadline it has announced to resume normal supply of water shall be done and that in case they cannot comply, penalties should be imposed by MWSS-RO and that they will increase their number of water tank trucks from the present 29 to supply water in the affected areas,” added Corro.

He said, “We also put on record that the people of Muntinlupa who are customers of Maynilad are very unsatisfied with their service and consider Maynilad’s reasons for the frequent WSI as ‘unacceptable’ considering that they have been operating the Putatan Water Treatment Plant for more than a decade already.”

COVID-19 Crisis: Muntinlupa City Council passes ordinance regulating movement of unvaccinated individuals

The Muntinlupa City Council passed an ordinance limiting the mobility of unvaccinated individuals following the consensus of Metro Manila mayors to enforce such restrictions.

Majority Floor Leader Coun. Raul Corro said the city council has approved an ordinance on Monday adapting MMDA Resolution No. 22-01 series of 2022 which urges Metro Manila Local Government Units to enact ordinances on the enhanced restrictions of the unvaccinated individuals and regulation of their mobility.

Corro added that the initiative is due to the alarming rise in active cases of COVID-19 and aims to pre-empt the adverse impact of the highly-transmissible Omicron variant.

Under the local ordinance, all unvaccinated individuals Muntinlupa shall “remain in their residences at all times except for the procurement of essential goods and services.”

Unvaccinated residents are also prohibited in indoor and al fresco dining in restaurants, food establishments, malls, hotels, event venues, sports and country clubs.

In addition, those who are not vaccinated will not be allowed domestic travel via public transportation by land, sea, and air except for the procurement of essential goods and services subject to the production of proof to support and justify such travel.

While those in the workforce who haven’t received their COVID-19 vaccine yet shall be required to undergo an RT-PCR test every two (2) weeks at their personal expense and present a COVID-19 negative result prior to being admitted for work onsite consistent with the guidelines, rules, and regulations issued by the IATF and the Department of Labor and Employment.

However, in the event that the RT-PCR test or result is not immediately available, a Rapid Antigen Test may be utilized in lieu thereof.

Under the new ordinance, vaccination cards or RT-PCR tests will also be required from the public and government officials. Those availing the services of the City and Barangay shall be required to present Vaccination Card or RT-PCR result, physical or digital copy, showing proof of their full vaccination or negative COVID-19 status before entering any government office.

Elected officials and employees of the City and Barangay Government are also enjoined to follow the new regulation.

Violators will be penalized with a fine of P5,000.00 or imprisonment of one year. Under Republic Act No. 11332, a fine of Php 20,000.00 to Php 50,000.00 or imprisonment of not less than one (1) month but not more than six (6) months may also be imposed to violators.

Meanwhile, those who will falsify COVID-19 vaccine cards shall be prosecuted under Act No. 3815 or the Revised Penal Code, as amended, pursuant to Section 12 of Republic Act No. 11525 or the COVID-19 Vaccination Program Act of 2021.

The restrictions shall also cover individuals who reside outside of Muntinlupa but who work and travel to the city. The ordinance will be in effect during Alert Level 3 or higher and shall be automatically lifted once Alert Level 2 or lower is declared.

Recently, the City Government has required vaccination card or RT-PCR negative test from the public who will visit the City Government offices.

Muntinlupa City Administrator Engr. Allan Cachuela issued a memorandum ordering security personnel in Muntinlupa City Hall and other local government offices to require visitors to present their vaccination card or a negative RT-PCR (reverse transcription-polymerase chain reaction) test.

“Please be advised that everyone, including elected officials and department heads, entering the City Government of Muntinlupa (CGM) facilities must be required to present their Vaccination ID with proof that they are fully vaccinated (1st and 2nd dose) or they can present an RT –PCR  test result done within two (2) weeks,” the local memorandum states.

The cost of RT-PCR test will be charged at the expense of the visiting public.

Meanwhile, employees found in violation of the order will be administratively sanctioned in accordance with the CSC rules and regulations.

As of January 9, Muntinlupa City has 29,408 confirmed cases with 27,131 recoveries, 1,695 active cases, 582 reported deaths, 0 suspect case, and 770 probable cases.
