The City Government of Muntinlupa added another huge honor to its growing list of achievements as it received a special citation for advancing the ease of doing business during the 51st Philippine Business Conference & Expo, according to a Daily Tribune news report.

The City Government of Muntinlupa received a Special Citation at the 2025 Most Business-Friendly Local Government Unit (LGU) Awards during the 51st Philippine Business Conference & Expo held on 20 October, recognizing the city’s continued commitment to innovation and digital transformation.

The award, presented by the Philippine Chamber of Commerce and Industry (PCCI), acknowledges Muntinlupa’s sustained efforts to advance the ease of doing business through its tech-driven programs that streamline government processes and empower the local business community.

Among Muntinlupa’s flagship initiatives are the Business e-Payment System (BESt) — a fully automated platform that enables businesses to pay taxes and fees online — and the Single-Window Transaction (SWiT), which consolidates multiple business registration steps into a faster, more convenient one-stop process.

Mayor Ruffy Biazon thanked the PCCI for the recognition, saying the citation reinforces the city’s pursuit of business-friendly governance anchored on efficiency, transparency, and inclusivity.

“Our goal is not only to simplify processes for businesses but also to create an environment where enterprises can thrive and generate quality, life-sustaining jobs for Muntinlupeños,” Biazon said.

“Through our strong partnership with the private sector, particularly the Muntinlupa Business Advisory Council (MBAC), we continue to push for innovations that make Muntinlupa a model city for smart, strong, and sustainable growth,” he added.

The Most Business-Friendly LGU Awards, an annual program of the PCCI, honors local governments that demonstrate exceptional performance in creating a conducive business climate and promoting local economic development.

The World Bank (WB) recently announced that it sees inflation in the Philippines likely to go down this year and fall within the target range set by the Bangko Sentral ng Pilipinas (BSP), according to a BusinessWorld news report.

PHILIPPINE INFLATION is likely to slow this year to fall within the central bank’s target range, but higher transport charges and domestic rice production pose upside risks, the World Bank said.

In its latest monthly update, the World Bank said that the entry of more rice imports under lower tariffs should help keep inflation within the government’s 2-4% target.

“Inflation resumed its downward trend in August and is on track to fall within target this year,” the Washington-based lender said.

The consumer price index (CPI) eased to 3.3% in August from 4.4% in July. Inflation averaged 3.6% in the first seven months.

The Bangko Sentral ng Pilipinas (BSP) projects inflation to average 3.4% this year.

“The balance of risks to the outlook has shifted toward the downside given expected reductions in rice prices as more imports arrive under the reduced tariff regime,” the World Bank said.

An executive order cutting tariffs on rice to 15% from 35% took effect in July. This helped rice inflation ease to 14.7% in August from 20.9% in July.

However, the World Bank said higher transport and electricity charges, as well as possible global oil and food price shocks still provide upside risks to the inflation outlook.

“Domestic rice production and prices also remain vulnerable with the La Niña weather phenomenon expected to bring more rainfall and intense typhoons in the remaining months of the year,” World Bank said.

Meanwhile, the World Bank said recent external and domestic developments have given the BSP more space for policy easing.

“Peso appreciation, driven by a wider US interest rate differential, supports domestic disinflation. This gives more room for further normalization of domestic monetary policy,” it said.

Both the Philippines and Israel endured hardships related to the COVID-19 crisis over the past few years but there are efforts to not only recover economically and socially, but also emerge stronger from the pandemic. If you are running a business in Las Piñas City and you need more time to settle your dues with the City Government, then you should be delighted to know that the deadline for paying business permits, licenses, taxes, fees and charges has been extended all the way to March 31, 2022 as a result of a move done by the City Council with the approval of Mayor Imelda Aguilar, according to a Manila Bulletin news report.

The Las Pinas City Council, headed by Vice-Mayor April Aguilar, has extended the deadline for the payment of business permits, licenses, taxes and other commercial and industrial fees and charges until March 31 without interests, penalties, and surcharges.

Mayor Imelda Aguilar immediately signed the resolution passed and approved by the City Council to give local businesses relief, ease their burden, and help them to recover from the severe effects of the COVID-19 pandemic.

Aguilar endorsed the letter of Wilfredo Gaerlan, chief of the Business Permit and Licensing Office (BPLO), requesting for the extension of the deadline of the payment of business permit and licenses.

The vice-mayor, upon receiving the endorsement of the mayor, convened the City Council to pass a resolution after learning of the decrease in business permit and license renewal due to the recent surge in COVID-19 cases in the National Capital Region (NCR) due to the Omicron variant.

The City Council heeded the call of the Anti-Red Tape Authority (ARTA) for local government units to extend the period of renewal of business permits and payment of real property tax until the end of the first quarter given the surge in COVID-19 cases.

The City Government of Muntinlupa officially extended the business permit renewal period from January 20 to February 15, 2022.

Mayor Jaime Fresnedi has approved City Ordinance No. 2022-311 extending the filing and renewal of Business and Tricycle Permits up to the closing hours of February 15. The extension also covers payment of all local taxes, fees and other charges without penalty.

The Business Permit and Licensing Office (BPLO) requested for the extension of time of filing and renewal of permits noting the economic impact of COVID-19 pandemic to the taxpayers.

Previously, the Business Permit Renewal was scheduled from January 3-20.

Taxpayers may proceed to Muntinlupa Business Permit Renewal Hub located at Muntinlupa Sports Center, Brgy. Tunasan or opt to process their application online and via off-site channels

Strict health standards and distancing protocols are implemented in the Renewal Hub which include sterilization and disinfection of submitted documents using UV box, body temperature check, installation of alcohol sprays, and monitoring by compliance officers.

A One-Stop Shop arrangement in the Business Permit Renewal Hub has been installed in the venue for the convenience of taxpayers.

Business taxpayers can pay using Debit Cards in the Renewal Hub. Mobile ATMs and a Closed Circuit Television System are also installed across the venue. Free shuttle service is provided for clients going to and from the venue with pick-up points located at Muntinlupa City Hall Quadrangle.

Further, business owners may renew their business permit online via the Business E-payment System (BESt) which can be accessed thru Muntinlupa City official website (www.muntinlupacity.gov.ph).

Muntinlupa BEST is an online platform which allows locators to accomplish business permit applications and transactions through any internet-enabled device. Taxpayers can accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Another option for business locators is an off-site channel via the Business Permit Application Self-Service (BPASS) kiosks located inside the city’s major malls.

Business permits may also be delivered by the City Government’s official courier service partner, Keridelivery Inc, to the doorstep of business owners.

Mayor Fresnedi extends his thanks to the business tax payers in doing their part for the recovery of the city and the local economy.

The annual Business Permits Renewal process in Muntinlupa City commenced in a bigger venue with strict health measures in place to comply with IATF safety protocols.

Mayor Jaime Fresnedi assures business locators in the city that health protocols are strictly observed in the 2021 Muntinlupa Business Permit Renewal Hub located at the Center Court of Muntinlupa Sports Center, Brgy. Tunasan.

Fresnedi inspected the venue with Local Economic Investment Promotions Officer Gary Llamas, City Administrator and Business Permits Licensing Officer Allan Cachuela, and other local officials during the opening of the renewal event last January 4.

Strict health standards and distancing protocols are implemented which include sterilization and disinfection of submitted documents using UV box, body temperature check, installation of alcohol sprays, and monitoring of ‘sneeze guards.’.

The public is advised to wear face mask with face shield and bring their own ballpen for their safety and convenience.

Business taxpayers are also instructed to download the StaySafe app on their mobile device to scan the QR Code at the entrance of the Renewal Hub for contact tracing purposes. The City Government partnered with Staysafe.PH through City Ordinance No. 2020-181 to implement a “No QR Code, No Entry Policy” in all establishments for mandatory contact tracing starting January 2021.

Further, senior citizens will not be allowed entry into the Renewal Hub, unless they are business owners renewing their permits in compliance with IATF guidelines. A One-Stop Shop arrangement in the Business Permit Renewal Hub has been installed in the venue for the convenience of taxpayers.

Business taxpayers can pay using Debit Cards in the Renewal Hub. Mobile ATMs and a Closed-Circuit Television System are also installed across the venue. Free shuttle service is provided for clients going to the venue with pick-up points located at Muntinlupa City Hall Quadrangle in Putatan.

The 2021 Business Permit Renewal will run from January 2 to 29, 2021 and BPLO Muntinlupa will serve clients from Mondays to Fridays, 8:00 AM to 5:00 PM. Currently, there are 15,144 registered business in the city. Earlier, BPLO Muntinlupa also encouraged business taxpayers to renew their business permits online through the Business E-payment SysTem (BEST).

Muntinlupa BEST is an online platform that will allow locators in Muntinlupa City to accomplish business permit applications and transactions through any internet-enabled device.

Taxpayers can access the online platform via www.muntinlupacity.gov.ph and accomplish transactions including application for New Business Permit, Renewal of Business Permit, Application Status Inquiry, Billing and Payment, and Payment History.

Mayor Fresnedi thanked the business owners for their punctuality in paying their dues and renewing their businesses in the city despite challenges brought about by the pandemic. The local exec also encouraged other locators to skip “rush days” of registration nearing the deadline.

He vowed to assist local entrepreneurs in the city through various social and economic programs and services for their recovery.

The City Government of Muntinlupa announced yesterday its move to relax the collection of penalties for late payment of business taxes from the second quarter until the remainder of the year in a bid to help the private sector to recover from losses due to the COVID-19 pandemic.

Mayor Jaime Fresnedi signed City Ordinance 2020-150 waiving penalties and surcharges incurred for the non-payment of business taxes from 2nd to 4th quarter of 2020 as assistance to the business sector.

Fresnedi said as the effects of COVID-19 pandemic further intensify the hurdles being faced by the private sector, the City Government of Muntinlupa as a partner to business sector will extend its assistance by providing for tax reliefs.

However, all business taxes due for the said period shall however be subject to the penalties and interest prescribed by Muntinlupa Revenue Code if not paid on or before December 29, 2020. Muntinlupa City Business Permits and Licensing Office advised business taxpayers in the city to settle all outstanding balances on or before the deadline to avoid incurring penalties.

Earlier this year, Muntinlupa City has imposed several extension of deadlines for the payment of taxes and fees amid the community quarantine in Metro Manila.

In May, Muntinlupa City Council adapted the Department of Finance (DOF) Department Circular (DC) No. 002-2020 through City Ordinance 2020-095 for the uniform adoption and implementation on the extension of deadlines for the payment of local taxes, fees, and charges imposed by local government units from March 25 to June 25, 2020.

The City Government of Muntinlupa has also passed ordinances in March providing a two-month payment extension on Real Property Tax payments and other payables to the City Government for the 1st Quarter, including payment for business taxes and fees for the 2nd Quarter, without penalties, surcharge, and interest. Penalties and surcharges incurred for the non-payment of 2nd and 3rd quarter business taxes were also waived through City Ordinance 2020-146.

The Philippine Chamber of Commerce and Industry – Muntinlupa recognized the City Government’s implementation of the Local Economic Continuity Plan which outlines programs and activities for business adaptation in the time of the pandemic and future programs for economic recovery.

PCCI-Muntinlupa president Elvie Sanchez-Quiazon conferred the Sterling Growth Catalyst Award to Mayor Fresnedi in recognition of his leadership in addressing the health crisis while still boosting the sustainability of local economy last July. Quiazon said the local chamber lauds the mayor’s “transformational and adaptable leadership, commitment and eminent public service to boost the development and sustainability of the Muntinlupa City in challenging times.”

As of November 25, Muntinlupa City has 4,867 confirmed cases with 4,666 recoveries, 43 active cases, 158 reported deaths, 43 suspect cases, and 234 probable cases.

The City Government of Muntinlupa announced today that the City qualified yet again for the Most Business-Friendly Local Government Unit (LGU) award as the Philippine Chamber of Commerce and Industry (PCCI) organized on the October 2 the final judging.

Mayor Jaime Fresnedi and his team attended the final judging. They presented the innovations made on ease of doing business including streamlining business processes through the establishment of the Single-Window Transaction and assistance to MSME (micro-small-medium enterprises) through a zero-percent interest loan assistance, among others.

Last year, Muntinlupa was hailed (for the 2nd straight year) the Most Business Friendly LGU award during the 44th Philippine Business Conference. Back then, Muntinlupa bested other finalists in four pillars which include: Fast-tracking Sustainable Local Economic Development, Improvement of Ease of Doing Business (EODB), Investment Promotion Initiatives, and Initiatives to Enhance Industry/ Sectoral Competitiveness.

Now that Muntinlupa made the finals again, the suspense now begins for which city will be hailed as this year’s Most Business-Friendly LGU. The 45th Philippine Business Conference & Expo will take place on October 16 and 17 at the Manila Hotel.
