NBI agents arrest 12 Chinese nationals in Parañaque City for alleged scamming and immigration violations, 5 locals arrested for bribery attempt at NBI office

Recently in the city of Parañaque, agents of the National Bureau of Investigation (NBI) apprehended twelve Chinese nationals and five locals for alleged scamming operations and an attempt of bribery, according to a Philippine News Agency (PNA) news article.

Twelve Chinese nationals and five Filipinos were arrested for alleged scamming operations and attempted bribery, the National Bureau of Investigation (NBI) bared Tuesday.

The foreigners were arrested in an operation on Jan. 8, 2025, at the Rance Corporate Center Aseana City in Tambo, Paranaque City for alleged violation of the Philippine Immigration Act.

During the operation, NBI personnel found “romance or love scam scripts, messaging applications with fictitious accounts, bank accounts, and fraudulent cryptocurrency scams, and fake investment schemes.”

The discovery resulted in the arrest of 12 Chinese nationals namely: Xu Chao, Meng Wei Shi, Xing Chao, Qin Hai Feng, Li Xiang Hua, Zhang Wei, Wang Qin Xiang, Wang Jia Fa, Jiang Qi Long, Luo Shang Fen, Qixin Wang, and Chen Jiang Song.

The NBI said while the operatives were preparing to return to headquarters with the arrested subjects, a certain Ezechiel Bernales volunteered to come with them, claiming that he is the suspects’ official interpreter.

Bernales allegedly told the NBI operatives that Wang Qin Xiang and Qixin Wang were offering to pay PHP300,000 for the release of each arrested individual or a total of PHP3,600,000.

An entrapment operation was then conducted at the parking lot of the NBI office in Pasay City on Jan. 10 resulting in the arrest of Bernales and four others, namely: Robustiano Hizon, John Abunda Villanueva, Kristoffer Habelito Baguna, and Hanif Bautil.

DILG will ask Parañaque City Government to explain scam hub operation with hundreds of workers

In relation to the big raid in Parañaque City that resulted hundreds of suspects arrested, the Department of the Interior and Local Government (DILG) will ask the City Government for an explanation, according to a GMA Network news report.

The Department of the Interior and Local Government (DILG) will ask the Parañaque government for an explanation over the raided company in the city that was allegedly involved in scam hub operations, Interior Secretary Jonvic Remulla said Friday.

The raid took place only a few days after the December 31, 2024 deadline for Philippine Offshore Gaming Operators (POGO) in the country.

“Magsusulat kami sa LGU para… manghihingi kami ng paliwanag kung ano talaga ang nangyari,” Remulla said in an ambush interview.

(We will write to the LGU so we can ask for an explanation on what really happened.)

This came after authorities raided a company in the city on Wednesday and arrested 400 foreigners.

Remulla, however, said he believes that the local government was unaware of the presence of the company as it has yet to inspect the area where the raid took place.

“Hindi pa alam ng Parañaque ‘yan kasi hindi pa nag re-renew ng business permit. Doon lang naman pumapasok ‘yan, basta nag re-renew ng business permit ‘yan,” he said.

(Parañaque does not know about that because they have yet to renew their business permit. That’s the only way they can inspect, as long as they renew their business permit.)

The official said it seems that the hub was previously operating as a POGO under the Philippine Amusement and Gaming Corporation.

“They supposedly shut down [on] December 15 pero nag resume kaagad sila right after ng December 31. Chineck natin ‘yung mga buildings na ‘yun wala na sila doon pero bumalik at bumalik sila,” Remulla said.

(They supposedly shut down on December 15 but resumed immediately after December 31. We checked those buildings and they were no longer there, but they went back.)

More than 400 individuals allegedly engaged in online scams were arrested by law enforcement agencies in Parañaque City on Wednesday, Jan. 8.

Southern Police District director Brig. Gen. Manuel Abrugena said the Parañaque City Police rendered assistance to the joint operation conducted by the Bureau of Immigration (BI) and the National Bureau of Investigation (NBI).

Abrugena said the 400 individuals, composed of foreign nationals and Filipinos, were arrested at around 4:00 p.m. in two units of a corporate center on Asiana Avenue in Barangay Tambo, Parañaque City.

He said the operation was conducted as part of a BI mission order targeting foreign nationals involved in illegal activities in the country.

The SPD chief said the arrested persons were engaged in various unlawful activities, including operating online scams and violating immigration laws.

Abrugena said the arrested persons, including one alias “Liang,” are now (under) investigation. They were brought to the BI facility for documentation and legal action.

Chinese national arrested in Parañaque City for possessing illegal drugs and firearm replica

Recently in the city of Parañaque, the local police arrested a Chinese national who was carrying illegal substances and a firearm replica, according to a Manila Bulletin news report. The apprehension happened in Barangay Tambo.

A Chinese national was arrested by the Parañaque City Police for illegal possession of drugs and a replica gun on Friday, Dec. 13.

Southern Police District (SPD) director Brig. Gen. Bernard Yang identified the suspect as “Yuanbo,” 30. He was arrested by the Tambo Police Substation on D. Macapagal Boulevard in Barangay Tambo.

Yang said operatives from Tambo Police Substation were conducting routine patrol when they spotted the suspect on board an illegally parked white Toyota Vios.

Upon approaching the car, Yuanbo rudely instructed the officers to go away. This prompted them to ask for the suspect’s driver’s license and vehicle registration which he has none.

While inspecting Yuanbo’s car, the policemen recovered an airsoft gun between the driver and passenger seat of the vehicle as well as 11 grams of shabu worth P74,800 and a block of marijuana leaves worth P120,000.

Members of the Parañaque City Police arrested two brothers and seized from them illegal firearms and explosives on Wednesday, Dec. 4.

Southern Police District (SPD) Director Brig. Gen. Bernard Yang said the suspects, identified as alias “Jerry,” 34, and alias “Ricardo,” 36, were arrested at around 4:30 a.m. on Riverside I, Pugad Baboy, Barangay Tambo, Parañaque City.

Yang said joint operatives of the Parañaque City Police Station Intelligence Section (SIS), Tambo Substation 2 and Special Weapon and Tactics Team (SWAT) and the Barangay Peace and Order Council implemented the search warrant issued by Judge Marie Grace Javier Ibay, of Parañaque City Regional Trial Court, which led to the arrest of the suspects.

Confiscated from the suspect were two .38 caliber revolvers with five ammunitions each, 10 pieces of .45 caliber pistol ammunitions, and a hand grenade.

Man arrested in Parañaque City for illegal possession of a firearm

Recently in the city of Parañaque, law enforcers armed with a search warrant arrested a 24-year-old man for the possession of an illegal firearm, according to a Manila Bulletin news report.

A 24-year-old man was arrested during a search warrant operation targeting illegal firearm possession in Parañaque City on Wednesday, October 30.

The individual, known by the alias “Enrico,” was taken into custody at approximately 4:06 a.m. by a joint team comprising officers from the Tambo Police Substation, the Station Investigation and Detective Management Section, and the Special Weapons and Tactics (SWAT) unit.

The operation was conducted under a search warrant authorized by Judge Jaime M. Guray, the Executive Judge of the Regional Trial Court Branch 260 within the National Capital Judicial Region.

According to police reports, the items seized from Enrico included a .380 caliber pistol, seven rounds of ammunition, a magazine for the .380 caliber pistol, and an improvised 12-gauge shotgun (sumpak) along with two rounds of ammunition.

A drug suspect was arrested by patrolling members of the Parañaque city police Substation 2 on Sunday, October 20.

According to the Southern Police District (SPD), the suspect identified as alias “Oliver,” 33 ws arrested at around 1:10 a.m. along Roxas Boulevard, Southbound, Barangay Tambo, Parañaque City.

Investigation showed the victim, a female call center agent was seen by patrolling policemen who was frantically signaling for assistance.

The victim told police that she was threatened by the suspect with firearm and forcibly took her motorcycle.

The police said operatives from Substation 2 immediately responded and with the (victim’s) assistance was able to block and apprehended the fleeing suspect.

Recovered from the suspect were 20 grams of shabu worth P136,000, a replica .45 caliber pistol and the stolen motorcycle.

Three men arrested in Parañaque City for posing as NBI agents, grave threat and extortion

Recently in the city of Parañaque, three men who pretended to be agents of the National Bureau of Investigation (NBI) got arrested by the police for extortion, grave threat, malicious mischief and the usurpation of authority, according to a Manila Bulletin news report. The three suspects were also responsible for a previous attempt to extort money from a Parañaque spa while pretending to be working for the NBI.

Three men who posed as agents of the National Bureau of Investigation (NBI) and attempted to extort P100,000 cash from the owner of a food store were arrested by members of the Parañaque police Tambo Substation on Saturday, October 19.

The Southern Police District (SPD) identified the suspects as alias “Bernard,” 44, alias “John,” 29, both businessmen, and alias “Lenon,” 24.

The SPD said the suspects were arrested around 3:00 a.m. at a food store located in Aseana I Building, E. Cuenco, Barangay Tambo.

The police said the suspects reportedly entered the establishment and presented a fraudulent search warrant alleging that the store was selling illegal tobacco and cigarettes.

The suspects threatened the 19 year-old store cashier and demanded that the store owner pay P100,000 cash to avoid penalties for selling illegal tobacco products.

The police said Aseana security guards were alerted and intervened when they noticed the commotion inside the food store while the suspects were dismantling the store’s CCTV camera.

Members of the Tambo police substation who were near the area were called for police assistance and upon verification, the suspects were found to be fake NBI agents.

During investigation, the police said Atty. Joseph Eufemio S. Martinez, Deputy Chief of Staff, Office of the Deputy Director for Operations Supervising Agent, National Capital Region (NBI-NCR), National Bureau of Investigation, said that the arrested suspects are not member of the agency.

The police also found that the same suspects had previously attempted to extort money from a spa in Parañaque City on September 1, 2024 by posing as NBI agents and threatening the business owner.

The Bureau of Immigration has arrested a Chinese national wanted for kidnapping.

In a statement on Thursday, the BI said 37-year-old suspect Hu Yang was arrested in an operation with Chinese authorities in Barangay Tambo, Parañaque on Monday.

Hu Yang, alias Lin Zihao, was allegedly part of a kidnapping syndicate that tortured and kidnapped their victims.

He was tagged as a fugitive after he was declared wanted by the Public Security Bureau of Jinjiang City in China for kidnapping. His passport has already been revoked.

“His arrest is a significant step in our ongoing efforts to apprehend foreign criminals hiding in the Philippines. We will continue to work with our counterparts abroad to ensure that those who break the law are held accountable,” said BI Officer-in-Charge Commissioner Joel Anthony Viado.
