In case you missed the news, the Barangay and Sangguniang Kabataan Elections (BSKE) – originally scheduled for this year – has officially been moved to November 2026 as Philippine President Ferdinand “Bongbong” Marcos, Jr., signed into law a measure passed by Congress, according to a Manila Bulletin news report. Notably, the BSKE will be held every four years staring in 2026.

2-day Mandatory Training for Newly Elected SK Officials of Las Piñas City Completed

Recently in the City of Las Piñas, the mandatory training for newly elected Sangguniang Kabataan (SK) officials of the city was completed at the Mayor Nene Aguilar Multipurpose Hall of the Disaster Risk Reduction Management Office (DRRMO) Building in BF Resort Village, Barangay Talon Dos, the City Government revealed through its official Facebook page. This happened just weeks after the completion of the Barangay and Sangguniang Kabataan Elections (BSKE).

Meet Barangay BF Homes Kagawad-elect Mariel Tumang

A few days ago in Parañaque City, the local Commission on Elections (COMELEC) office proclaimed Mariel Angela Tumang as Kagawad-elect (winning candidate for a seat in the barangay council) after the results of the Barangay and Sangguniang Kabataan Elections (BSKE) of Barangay BF Homes were finalized. Tumang, by the way, is the current Chairwoman of the Sangguniang Kabataan (SK) of Barangay BF Homes.

To be very clear, Tumang and several of her campaign teammates were proclaimed election winners as follows: Jeremy S. Marquez as Barangay Captain, Cielo Lazatin as Kagawad, Sheryl Ortonio Gonzales as Kagawad, and Paolo Marquez as Kagawad. The BSKE in Barangay BF Homes is notable as this resulted in Jeremy Marquez’s return as chairman of the barangay while his brother Paolo (who served as the chairman since 2018) returned as Kagawad.

On the very day she was proclaimed as Barangay BF Homes Kagawad, Tumang posted on social media a touching message to her supporters, friends and family members which went as follows:

To some you readers, Tumang’s name might sound familiar. That is because back in 2019, I interviewed Tumang and published a special feature of her when she was still new as the Chairwoman of the SK of Barangay BF Homes. She was elected to her previous post in 2018 and it was only this year when the BSKE happened.

Tumang and the members of the SK of Barangay BF Homes worked hard and responsibly for over the past five years and I covered several of their activities which you can read by clicking here, here, here, here, here, here, here, here and here. To say the least, Tumang is entering the barangay council with a lot of public service rendered over the past five years.

COMELEC issues warning against premature campaigning before the campaign period of BSKE

Barangay and Sangguniang Kabataan bets warned about dealing with Communists

The highly anticipated Barangay and Sangguniang Kabataan Elections (BSKE) will happen nationwide on October 30 and the Philippine National Police (PNP) issued a warning to candidates about engaging with Communist elements, according to a Manila Bulletin news report.

The Philippine National Police (PNP) warned on Monday, May 29, those who aspire to run for barangay and Sangguniang Kabataan (SK) elections to refrain from engaging with communist rebels, particularly in seeking assistance to ensure victory.

PNP chief Gen. Benjamin Acorda, Jr. said there are laws that could be used against those who would be found to be dealing with the local forces of the Communist Party of the Philippines-New People’s Army (CPP-NPA) such as the Republic Act No. 11479 or the Anti-Terrorism Act of 2020.

Acorda is particularly referring to the direct payment by candidates to the CPP-NPA, through the permit to campaign and permit to win for the barangay and SK elections scheduled in October this year.

“Let me caution candidates who will fall for this election racket of the CPP-NPA that any form of monetary or material support to the CPP-NPA, a terrorist organization, is tantamount to ‘terrorist financing’ that is punishable under Republic Act No. 11479 or the Anti-Terrorism Act of 2020,” said Acorda.

“And if the donor or giver is an incumbent Barangay or SK official, the crime is further aggravated by willful disloyalty to their Oath of Office,” he added.

The Chief PNP, however, said they do not foresee serious security problem for the barangay and SK elections.

The elections for sets of officials for the 42,022 barangay across the country will start with the 90-day election period on Aug. 28 until Nov. 29.

“This early, we do not foresee any serious peace and order concerns on a national scale in the barangay and SK elections. The actions of some remaining active guerilla fronts of the CPP-NPA are closely being monitored for possible conduct of atrocities,” said Acorda.

“Security measures are now being prepared regarding this,” he added.

For the newcomers reading this, the 2023 BSKE will take place on October 30 with voting hours set for 7AM to 3PM.

COMELEC reschedules filing of Certificates of Candidacy (COCs) for 2023 Barangay and Sangguniang Kabataan elections; new filing period set for August 28-September 2, 2023

Recently the Commission on Elections (COMELEC) announced that the period of filing of Certificates of Candidacy (COCs) related to the 2023 Barangay and Sangguniang Kabataan elections (BSKE) has been rescheduled to August 28 to September 2, 2023, according to a GMA Network news report. Previously, the COCs filing period was July 3 to 7, 2023.

The filing of certificates of candidacy for the barangay and Sangguniang Kabataan elections has been rescheduled from July to August, Commission on Elections chairman George Garcia has announced.

In an online forum, Garcia said the filing for the BSKE elections had been moved from July 3 to 7 to August 28 to September 2.

“We approved just this morning, during our en banc session, the change of the date of the filing of the COC,” said Garcia during a webinar of the UP Alumni Association and the Vinzons Policy Center (VPC) on enhancing the country’s readiness for clean and honest future elections.

This is to ensure the AFP (Armed Forces of the Philippines) and the PNP (Philippine National Police) will be most prepared, especially because of the violence we have right now dito sa ating mga local officials,” he added.

The development came a day after Senator Francis Tolentino said he asked the poll body to delay the COC filing as conducting it in July would only “burden the local government units (LGUs)” due to election-related restrictions under the Omnibus Election Code.

Tolentino said it was “only just and fair” to adjust the filing period given the BSKE would be held during the last week of October 2023 and that the law prescribed a 10-day campaign period.

Unlike the national elections, Garcia said those who file their COCs during the prescribed period would be considered candidates and are subject to the Omnibus Election Code.

“Dito sa BSKE, we saw an opportunity. We told them ‘let them go to the courts’ because we will consider them, upon the filing of their candidacies, already as candidates. Therefore, they will be liable under Section 18 of the Omnibus Election Code for premature campaigning….We will disqualify them, we will file election offenses against these candidates,” he added.

Tolentino lauded the rescheduling of the filing period, saying it would help the LGU perform well and would ease election-related violence since “it will lessen early politicking.”

“The poll body’s decision will allow our local government units to perform their respective functions without any compromise or restrictions—construction ban, etc.,” he said.

COVID-19 Crisis: Barangay BF Homes Sangguniang Kabataan distributes relief goods to constituents

COVID-19 Crisis: Barangay BF Homes Sangguniang Kabataan distributes relief goods to constituents

Things are looking bad in Parañaque City lately. Not only does Parañaque have, as of this writing, the highest number of confirmed COVID-19 cases in South Metro Manila, there were illegal activities and facilities related to Chinese nationals even during quarantine, and as of April 29 the City Government managed to hand out only one-third of the allocated P600 million in aid fund to the local beneficiaries. Not only that, I still spotted on social media some posts of Parañaque residents who claimed that the City Government still have not delivered relief goods to them.

And then there were these two recent Parañaque City news videos showing more of the gloomy situation. It’s so sad, no beauty pageant in the city will ever lift up the frustrated. The promised Parañaque Renaissance will most likely not be realized during this final term of mayor Edwin Olivarez.

Fortunately in Barangay BF Homes, the youth living in mission areas are being taken cared of as the Barangay BF Homes Sangguniang Kabataan (BFSK) led by chairwoman Mariel Angela Tumang has been moving around and delivering relief goods to them right at their respective residences.

According to Tumang, the relief goods were prepared by their team and, behind the scenes, the goods were acquired by means of using the SK’s own funds.

Very recently, Tumang along with SK kagawads Alma Galindo, Jerry Dalmero, Roselyn Regis, Kelly Haboc, Anne Corre, Stephanie Sebullen and SK treasurer Jefferson Ching personally delivered bags of relief goods to their constituents from one house to the next in the developing communities of Baong Silang, Villonco, Estrada 1 and Estrada 2.

For all others reading this from around the Philippines and overseas, I know many of you who got negatively affected by the imposed community quarantine under the China virus crisis are thinking about giving up hope. Study the Holy Bible and apply its lessons to your life. Pray in tongues and honor the Lord.

Remember that the government is not our source. It is God who is our source. God Himself is not limited by your circumstance and trust me that He is already waging a battle against Satan (who is the cause of China coronavirus COVID-19). In due time, God will win yet again over Satan and end the COVID-19 Crisis that hampered us all. As such, always keep faith in the Lord and keep on trusting in Him. Do not worship idols, images and people. Worship only the Lord.

Youth group organizes private donation-driven assistance for the needy affected by ECQ in key areas of Barangay BF Homes

Like the rest of Luzon, families residing in Barangay BF Homes, Parañaque City have no choice but to stay at home to avoid any risk of getting infected with coronavirus COVID-19 under the rules of the Enhanced Community Quarantine (ECQ). With the exception of stores, food businesses and groceries, most businesses have been shut down which negatively impacted a lot of people leaving them jobless and with no new income of their own.

Under the ECQ, families can designate one authorized household member (if he/she has a quarantine pass) to go out and buy the essential food and household materials. Unfortunately in Barangay BF Homes, there are families who are poor and don’t even have the means to shop. Adding more to their problems is the recent extension of the Luzon ECQ until April 30.

As such, a private donation-driven assistance project called Oplan SendNudels is being implemented in the above-mentioned community by Barangay BF Homes Sangguniang Kabataan (BFSK) chairwoman Mariel Angela Tumang and her friends. To be clear, this is NOT a project nor an operation of the BFSK even though one of the SK Kagawads joined in to help Tumang and friends. Here are the details I received straight from her.

“My friends and I formed this project. While it does not necessarily target the whole of Barangay BF Homes, we are selecting the families who are the poorest among the poor based on the volunteers. We also helped families and individuals who are now struggling because of the COVID-19 pandemic and the Enhanced Community Quarantine,” Tumang elaborated. “Our donation drive is divided into the Barangay BF Homes areas of Villonco, Estrada 1, Estrada 2, Masville, Warerfun and Goodwill 2.”

Tumang stated that the current Oplan SendNudels (#OplanSendNudels) donation-driven assistance project for poor families is not the first but the latest of an ongoing series. She confirmed that the most recent donation drive they organized helped one hundred and twenty of the poorest families they found plus seventy frontliners and fifty street dwellers.

“The Oplan SendNudels project has helped a large number of families and persons who got hit hard by the pandemic. These families are trying hard to make ends meet because they lost their capability with the low-income jobs due to the Enhanced Community Quarantine,” she added.

Donations are being accepted as of this writing.
