LTO suspends license of controversial taxi driver

During the past Christmas season, it was widely reported in the local media that a certain taxi driver charged his passengers (foreigners) several thousands of Pesos at the Ninoy Aquino International Airport (NAIA) which was recorded on video which in turn became viral online. Very recently, the Land Transportation Office (LTO) suspended for 90 days the driver’s license of the controversial taxi driver, according to a news report by the Daily Tribune.

The Land Transportation Office has issued a 90-day preventive suspension on the driver’s license of a taxi driver caught in a viral video charging P10,000 fare to a foreign tourist at the Ninoy Aquino International Airport.

In the Show Cause Order issued to the driver of the taxi with license plate ABG 7845, LTO chief Atty. Vigor D. Mendoza II said that the driver was ordered to explain why no sanction would be imposed for violations of at least three provisions of the Joint Administrative Order 2014-01 for overcharging passengers, discourteous and arrogant to passengers and violation of the franchise.

Citing the result of the investigation, Mendoza said the taxi driver was identified as Arnel Acle.

“Under the guidance of Department of Transportation Secretary Jaime Bautista, we are now coordinating with the Land Transportation Franchising and Regulatory Board on the sanctions that may be imposed on the operator of the taxi,” Mendoza said.

Bautista earlier disclosed that the entire fleet of the taxi company that owns the cab will no longer be allowed to operate at the NAIA as Mendoza also stressed that the incident was a clear violation of the law.

He added that the investigation they conducted led to the identification of the taxi through a CCTV and later resulted in the identification of the driver.

To recall, the taxi was seen in parking area of the taxi company in Valenzuela City and based on the statement of the operator after the video went viral, Acle told them that he would go on vacation in his province.

Acle, however, did not report for work since he last appeared to remit his earnings to the taxi owner on 19 December and is believed to have gone into hiding.

“We are now coordinating with the Philippine National Police and our local offices to locate this man,” Mendoza said.

Recently in the progressive City of Muntinlupa, a member of the City Council wants a solution to the potential traffic problem that could happen in connection to the Skyway’s off-ramp project in Alabang, according to a Manila Bulletin news report. A Muntinlupa councilor wants to open a village road in Alabang as a solution to the impending traffic problem that will be created by the Skyway off-ramp widening project on the West Service Road.

Councilor Francis Ian Bagatsing, chairperson of the City Council’s Committee on Engineering, Public Works and Infrastructure, had earlier recommended to stop the Skyway off-ram widening project due to lack of permits.

Skyway complied with the requirements and was given a permit by the Office of the City Building Official.

Bagatsing, in the committee report, said the Skyway project will narrow a portion of the West Service Road and will cause heavy traffic.

The committee said the “narrowing of the West Service Road south bound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of the said expansion.”

“Residents, establishments, and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and traffic jam,” according to the report.

The City Council’s Committee on Land Use and Zoning held a hearing on Sept. 11 with Filinvest and recommended to having a portion reclaimed at the easement of the company’s fire station and water treatment facility.

Bagatsing said he is proposing to open Rizal Village in Alabang from the West Service Road leading to the main road in the Northgate portion of Filinvest as an alternate route for motorists.

He said the opening of the village road will be done through an ordinance.

A Muntinlupa City Council committee wants the Skyway management to stop its construction of an off-ramp widening project in the city due to lack of permits.

The project will result in narrowing of a portion of the West Service Road that will affect traffic flow.

The Committee on Engineering, Public Works and Infrastructure headed by Councilor Francis Ian Bagatsing submitted its recommendation to the City Council after conducting a public hearing on the “inquiry on the widening of Skyway resulting to narrowing of West Service Road.”

CAVITEX C5 Link Segment will reduce travel time by 10 minutes (Coastal Road to Sucat)

If you constantly travel between Cavite province and Parañaque City, then you will eventually benefit from improvements as the Manila-Cavite Expressway (CAVITEX) announced that the travel time between Sucat (Parañaque) and Coastal Road will be reduced by 10 minutes upon the expected 2024 (first quarter) completion of the CAVITEX C5 Link Segment, according to a Manila Bulletin news report.

The Manila-Cavite Expressway (Cavitex) announced that travel time going to Sucat, Parañaque from Coastal Road will be cut by 10 minutes once the Cavitex C5 Link Segment 2 is completed by the first quarter of 2024.

According to Cavitex Infrastructure Corporation (CIC) President and General Manager Raul Ignacio, the cut of 10 minutes travel time in going to Sucat, Parañaque from Coastal Road and vice versa will make travel more efficient and seamless for motorist and daily commuters.

Ignacio said that in preparation for the completion of the Cavitex C5 Link Segment 2 R1 Interchange, counter flow schemes will be implemented at the Parañaque Toll Plaza from September 14 to 25 from 10:00 p.m. to 4:00 a.m.

He said the scheme will be in effect from September 15-19 for Manila-bound traffic and September 19-25 for Cavite-bound traffic. To alleviate congestion, the CIC said it will also activate counter flow lanes as needed.

Ignacio also said the R-1 Interchange is a vital 1.9-kilometer segment (Segment 2) of the Cavitex C5 Link project, a 7.7-kilometer, 2×3 lane expressway set to connect Cavitex R1 to C5 Road in Taguig.

MCX acquired by Villar-led company for P3.8 billion

Have you been driving lately along the Muntinlupa-Cavite Expressway (MCX)? In case you missed the news, the MCX has officially been acquired by a company led by the influential Villar group for almost P4 billion, according to a Manila Standard news report.

Prime Asset Ventures Inc., a company led by the Villar Group, on Wednesday finalized the acquisition of the four-kilometer Muntinlupa-Cavite Expressway from Ayala Corp. for P3.8 billion.

PAVI said in a statement it signed the implementing agreements for the acquisition of MCX after the Department of Public Works and Highways in July approved the transfer of ownership of from Ayala Corp. to the Villar Group.

Vista Land chairman Manuel Villar Jr. and Ayala Corp. president and chief executive Cezar Consing attended the signing ceremony at Brittany Hotel in Bonifacio Global City, Taguig.

“This momentous event shows our resolve to provide our countrymen better services in the area of roads and toll ways. You’ll be surprised of the many wonderful things to come in Villar City,” Villar said.

MCX is a four-kilometer controlled-access toll road linking the southern part of Cavite to Muntinlupa. It is the first public-private partner project under the Aquino administration.

Ayala signed the 30-year concession agreement for the operation of MCX Expressway in 2012. It invested P2.2 billion for the project including a P902-million cash payment to the government.

Ayala announced in March 2022 it would sell its entire stake in MCX Project Company Inc., which holds the concession for the MCX to the Villar Group for P3.8 billion.

“Ayala developed MCX over a decade ago to connect Metro Manila to Imus, Dasmarinas and Bacoor in Cavite which were experiencing rapid growth. MCX succeeded in relieving traffic congestion and reducing the travel time between Metro Manila and Cavite. The sale of MCX represents another example of our recycling capital to benefit from opportunities in our core and emerging businesses,” Consing said.

The acquisition will further expand Villar Group investment portfolio which currently includes housing, retail, food, water, power, and utilities, to integrated resorts and entertainment.

According to Mayor Imelda Aguilar, the local government discovered the unsanctioned circulation of friendship route stickers on popular online platforms, including Lazada and Facebook Market Place.

Aguilar warned the public about the unauthorized sale of friendship route stickers and clarified that the stickers are available for free through the city’s official page.

She also emphasized that the reselling of stickers is illegal and those found engaging in such activities may face severe penalties, including imprisonment.

The mayor explained that friendship route stickers were created for Las Piñas residents’ use when implementing alternative routes to ease and decongest traffic along the main thoroughfares in the city.

Muntinlupa City to receive over P86 million from DOTr

The Muntinlupa City government will receive P86.1 million from the Department of Transportation (DOTr) to implement an active transport bike system and safe pathways program.

Councilors approved Resolution No. 2023-208 authorizing Mayor Ruffy Biazon to sign, on behalf of the city government, an agreement with DOTr for the transfer of the fund for the program.

The resolution cited that during the pandemic, “due to the restrictions imposed by the national and local government on the movement of people and goods. active transport such as biking, and walking were promoted.”

A joint administrative order of the DOTr, Department of Health (DOH), Department of Interior and Local Government (DILG) and the Department of Public Works and Highways (DPWH) listed the “Guidelines on the Proper Use and Promotion of Active Transport During and After the Covid-19” in which local government units (LGUs) were encouraged “to provide infrastructure for active transport and walking paths. Ensure availability of right of way for the construction of bicycle lanes and walking paths within their jurisdiction. and maintain the bicycle lanes and walking paths located in their jurisdiction.”

A national budget was allotted under the General Act of 2022 for the Active Transport Bike Share System and Safe Pathways Program in Metro Manila for “the construction of bike lanes, procurement of bike racks, improved end-of-trip cycling infrastructures, construction of safe and accessible pedestrian walkways, and upgrading of existing pop-up bike lanes into permanent bike lanes.”

It also aimed “to establish proper public transport stops and ensure that all road and bridge projects to be designed and implemented, in so far as practicable, shall allocate at least 50% of the road space for public transport, pedestrians and bicycles/light mobility vehicle.”

Metro Manila Council (MMC) approves traffic code paving way for single ticketing system in NCR to start this April

Following the recent developments regarding traffic in the metropolis, the Metro Manila Council (MMC) gave its approval on the Metro Manila Traffic Code of 2023 which paves the way for the implementation of the single ticketing system in the National Capital Region (NCR) this coming April, according to a GMA Network news report.

The implementation of the single ticketing system in the National Capital Region (NCR) will start within April, Metro Manila Council (MMC) head and San Juan City Mayor Francis Zamora said Wednesday.

“Within April, realistic ‘yan. Like what I’ve mentioned earlier, after today, it has been approved already. Aandar na ‘yung proseso natin (The process will start),” Zamora said at a press briefing shortly after the meeting of the MMC.

A dedicated lounge for overseas Filipino workers (OFWs) will soon be built at the Ninoy Aquino International Airport (NAIA) Terminal 3.

Cesar Chiong, general manager of the Manila International Airport Authority (MIAA) that operates NAIA, shared this development to congressmen during a recent briefing of the House Committee on Transportation.

Chiong said that the Overseas Filipino Workers Welfare Administration (OWWA) and Department of Migrant Workers (DMW) have already come to an agreement on the matter.

“We met with the OWWA representatives, we’ve already identified the area sir and we’re working on the project so matutuloy na po yun sir (so this will push through),” Chiong said during the interpellation of Zamboanga Sibguay 1st district Rep. Wilter Palma in the briefing Wednesday, Jan. 18.

Palma, in a previous panel briefing, asked the MIAA to set up amenities that OFWs–our so-called “modern-day heroes”–could use whenever they have to wait for flights, or if their flights get cancelled.

The Mindanao lawmaker welcomed the development and asked Chiong for a timetable on the OFW lounge.

“Magsa-submit po kami ng more detailed timeline sir (We will submit a more detailed timeline sir) after the detailed discussions with OWWA,” the MIAA chief told Palma.

“Inuna lang po namin sir is yung area pati ho yung location (We just prioritized the area and the location) because we’ve identified the location to be near the government center,” Chiong added. He said the lounge will be on the left side of Terminal 3, when one is facing the terminal.

Marcos reiterates vow to upgrade Philippine transport system

Recently, Philippine President Ferdinand “Bongbong” Marcos, Jr., reiterated his vow to improve the transport system of the entire nation which can benefit many people who need to travel, according to a Philippine News Agency (PNA) news article. President Ferdinand R. Marcos Jr. on Monday reiterated his vow to continue upgrading the country’s transport system to relieve commuters of their daily ordeal due to traffic congestion.

“We will continue to invest and improve our transportation system as well as pursue more projects in the years to come so that Filipinos can gain greater access to places of work, commerce, recreation, and other vital areas,” Marcos said in his speech during the launch of the Metro Manila Subway Project’s (MMSP) tunnel boring machine (TBM) at its depot in Barangay Ugong, Valenzuela City.

“Having an effective and efficient transportation system will have multiplier effects on employment, the economy, our society, it will bring comfort, convenience, an easier life for all,” he added.

He thanked both the public and private sectors for working to ensure the realization of what he described as an “ambitious” endeavor.

In particular, he expressed gratitude to the Japanese government and the Japan International Cooperation Agency (JICA) for being active partners in the fulfillment of the Philippine infrastructure program.

According to Marcos, the Philippines would not have fulfilled its many infrastructure projects without the assistance of JICA.

“This tunnel boring machine highlights Japan’s expertise and technology and trailblazing contributions in the modern world and thus I am confident that they will help us shape our railway infrastructure and keep them at par with the highest international standards,” he said.

He acknowledged the joint venture of Filipino and Japanese companies for working with the Philippine government on the Metro Manila Subway Projects Contract Package 101 and expressed hope it would be completed on time.

“I hope that both of you and the DOTR will not waiver on your commitment to finish the contract package by the end of 2027 to ensure that Filipinos will get to enjoy the project at the soonest possible time,” he said.

Marcos likewise sought their continued patience, trust, and support, especially as big-ticket projects take years to complete.

“…Let the launching of this tunnel boring machine become a testament to this administration’s commitment to continue to projects of the previous administration and more importantly build better more,” he added.

He also described the launch of the TBM as “a very apt beginning” for a year with renewed vigor and commitment to his administration’s mission to improve the lives of Filipinos.

“We also gain inspiration from the selfless individuals who constantly strive to turn our vision for the transportation sector into a grand reality,” he said.

The PHP488.48 billion Metro Manila subway will stretch for about 33 kilometers across seven cities, from Valenzuela City to Pasay City, and will be able to serve over 519,000 passengers daily once completed.
