DILG tells local governments to strictly enforce ban on tricycles and pedicabs on national roads and highways

In response to the recorded numbers of accidents involving tricycles and pedicabs, the Department of the Interior and Local Government (DILG) told local government units (LGUs) to strictly enforce the ban on such vehicles on national roads and highways, according to a Philippine News Agency (PNA) news article.

The Department of the Interior and Local Government (DILG) on Tuesday reminded anew local government units (LGUs) to strictly enforce the ban on pedicabs and tricycles on national roads and highways.

“It is unfortunate that many LGUs have not been strictly implementing such regulations which often result in traffic congestion and accidents,” DILG Secretary Benjamin Abalos Jr. said in a statement.

This came after a tricycle was hit by a passenger bus plying the national highway in Labo, Camarines Norte on Feb. 4.

Abalos said that while tricycles and pedicabs provide accessible and affordable modes of transportation, the safety of drivers, passengers and road users are of utmost importance.

The DILG chief, however, emphasized that in cases where there are no alternative routes available and as a last resort, LGUs through their respective Sanggunian (councils) may issue an exception.

This is in compliance with the Land Transportation Office’s Memorandum Circular 94-199 issued 1994, which sets the guidelines on the devolution of the Land Transportation Franchising and Regulatory Board’s franchising power over tricycles-for-hire to LGUs, pursuant to the Local Government Code.

The DILG in 2020 issued Memorandum Circular (MC) 2020-036 prohibiting tricycles, pedicabs and motorized pedicabs from operating on national highways.

It also recently released MC 2023-195 urging all local chief executives to reorganize or reconvene their Tricycle Task Force (TTF) to update their Tricycle Route Plan (TRP) that would include penal provisions for violators.

Based on data from the Metro Manila Accident and Reporting System, Abalos said 2,829 road accidents involving bicycles, e-bikes and pedicabs were logged in 2022 alone, which is aside from 2,241 road accidents involving tricycles.

On Monday, the municipal government of San Mateo in Rizal province started apprehending e-bikes, tricycles and pedicabs plying national roads.

Electric bike (e-bike) crashes in Metro Manila total 556 in 2023

Recently the Philippine Star published a news report revealing that electric bike (e-bike) crashes in Metro Manila reached a total of 556 with Quezon City having the most number of such crashes at almost 100.

While the report was published almost a month ago, the details are still relevant as more people are discussing the disadvantages of e-bikes (note: this includes the electric tricycles or e-trikes) which until now remain unregulated under the Land Transportation Office (LTO). Here in South Metro Manila, the e-bike crashes in the cities of Las Piñas, Parañaque and Muntinlupa combined for 90.

The Land Transportation Franchising and Regulatory Board (LTFRB) on Thursday said that there were 556 crash incidents of electric bikes (e-bikes) in Metro Manila in 2023.

According to LTFRB’s data sent to reporters, the e-bike crashes in the National Capital Region (NCR) resulted in 281 instances of property damage, 273 non-fatal injuries and two fatal injuries.

Crash incidents peaked in August 2023 with 64 cases, while the (lowest) recorded (total) to 26 cases in November 2023.

Quezon City posted the highest number of incidents among cities in the NCR with 96 e-bike crash cases. Of these, 42 are recorded as property damage with 54 non-fatal injuries.

Recently in the progressive City of Muntinlupa, electric tricycles (e-trikes) became a topic of concern for one member of the City Council, according to a Manila Bulletin news report. The City Councilor clarified that any regulation covering e-trikes will be discussed in a public hearing that will be conducted by the legislative body.

A member of the Muntinlupa City Council has proposed to regulate passenger e-trikes (electric tricycles) amid the growing number of the vehicles plying the national road.

During the City Council’s regular session on Jan. 29, Councilor Ryan Bagatsing expressed concerns about the safety of e-trikes, which are currently not required to register with the Land Transportation Office (LTO).

He is also concerned that some e-trike users are not following traffic rules and overloading.

In an interview with Manila Bulletin, Bagatsing said the use of e-trikes should be regulated in Muntinlupa.

Bagatsing noted that road accidents have happened involving e-trikes. He is also concerned that in some cases, these electric vehicles are driven by minors.

He is proposing that all e-trikes should be registered with the city government to identify the owners, users and drivers.

“It’s the same thing with what we are doing with fishing boats. These have body numbers to identify the users. We really need to come up with some regulations,” he said.

Another issue is e-trikes using the national road in Muntinlupa. Currently, tricycles in Muntinlupa are banned from using the national road, a long stretch of road from Barangay Tunasan to Sucat.

Motorists have complained that e-trikes have become hazards on major roads in the country.

LTO considering mandatory registration of all types of e-bikes

Did you notice electronic/electric bikes (e-bikes) traveling a lot on major roads in cities and causing traffic congestion (due to slow speed and weak acceleration) or even road accidents? Was there an e-bike that sparked a fire in your residential community? Things might change a lot for owners/users of e-bikes as the Land Transportation Office (LTO) announced that it is considering mandatory registration of all e-bikes, according to a GMA Network news report.

The Land Transportation Office (LTO) is considering the mandatory registration of all kinds of electronic bikes or e-bikes, according to Katrina Son’s report on State of the Nation on Monday.

The report said this was due to the high number of accidents involving e-bikes.

From January to November last year, the Metropolitan Manila Development Authority (MMDA) recorded 556 accidents related to e-bikes in the National Capital Region (NCR).

At present, e-bike drivers are not required to have a license.

“Pag tumatakbo ‘yan ng less than 25 kilometers per hour, hindi kailangan i-rehistro sa (if the vehicle is running less than 25 kilometers per hour, you don’t have to register it with the) LTO although we’d like to deviate from that thinking,” said Assistant Secretary Vigor Mendoza, LTO chief.

“So we’re coming up with a proposal, regardless of the speed of the vehicle… kelangan rehistrado sa (it must be registered to the) LTO,” he added.

E-bikes are popular mode of transportation for both commuters and delivery riders for practical reasons.

LTO suspends license of controversial taxi driver

During the past Christmas season, it was widely reported in the local media that a certain taxi driver charged his passengers (foreigners) several thousands of Pesos at the Ninoy Aquino International Airport (NAIA) which was recorded on video which in turn became viral online. Very recently, the Land Transportation Office (LTO) suspended for 90 days the driver’s license of the controversial taxi driver, according to a news report by the Daily Tribune.

The Land Transportation Office has issued a 90-day preventive suspension on the driver’s license of a taxi driver caught in a viral video charging P10,000 fare to a foreign tourist at the Ninoy Aquino International Airport.

In the Show Cause Order issued to the driver of the taxi with license plate ABG 7845, LTO chief Atty. Vigor D. Mendoza II said that the driver was ordered to explain why no sanction would be imposed for violations of at least three provisions of the Joint Administrative Order 2014-01 for overcharging passengers, discourteous and arrogant to passengers and violation of the franchise.

Citing the result of the investigation, Mendoza said the taxi driver was identified as Arnel Acle.

“Under the guidance of Department of Transportation Secretary Jaime Bautista, we are now coordinating with the Land Transportation Franchising and Regulatory Board on the sanctions that may be imposed on the operator of the taxi,” Mendoza said.

Bautista earlier disclosed that the entire fleet of the taxi company that owns the cab will no longer be allowed to operate at the NAIA as Mendoza also stressed that the incident was a clear violation of the law.

He added that the investigation they conducted led to the identification of the taxi through a CCTV and later resulted in the identification of the driver.

To recall, the taxi was seen in parking area of the taxi company in Valenzuela City and based on the statement of the operator after the video went viral, Acle told them that he would go on vacation in his province.

Acle, however, did not report for work since he last appeared to remit his earnings to the taxi owner on 19 December and is believed to have gone into hiding.

“We are now coordinating with the Philippine National Police and our local offices to locate this man,” Mendoza said.

A Muntinlupa councilor wants to open a village road in Alabang as a solution to the impending traffic problem that will be created by the Skyway off-ramp widening project on the West Service Road.

Councilor Francis Ian Bagatsing, chairperson of the City Council’s Committee on Engineering, Public Works and Infrastructure, had earlier recommended to stop the Skyway off-ram widening project due to lack of permits.

Skyway complied with the requirements and was given a permit by the Office of the City Building Official.

Bagatsing, in the committee report, said the Skyway project will narrow a portion of the West Service Road and will cause heavy traffic.

The committee said the “narrowing of the West Service Road south bound towards Filinvest Northgate is due to the additional exit tollbooth being constructed by the Skyway management.”

It said the portion of the West Service Road affected by the project will lose about 1.2 to 2 meters of “carriage way because of the said expansion.”

“Residents, establishments, and some stakeholders along West service road are not amenable to the said Skyway exit tollbooth expansion since this will result to a ‘funneling’ and traffic jam,” according to the report.

The City Council’s Committee on Land Use and Zoning held a hearing on Sept. 11 with Filinvest and recommended to having a portion reclaimed at the easement of the company’s fire station and water treatment facility.

Bagatsing said he is proposing to open Rizal Village in Alabang from the West Service Road leading to the main road in the Northgate portion of Filinvest as an alternate route for motorists.

He said the opening of the village road will be done through an ordinance.

The project will result in narrowing of a portion of the West Service Road that will affect traffic flow.

The Committee on Engineering, Public Works and Infrastructure headed by Councilor Francis Ian Bagatsing submitted its recommendation to the City Council after conducting a public hearing on the “inquiry on the widening of Skyway resulting to narrowing of West Service Road.”

The Manila-Cavite Expressway (Cavitex) announced that travel time going to Sucat, Parañaque from Coastal Road will be cut by 10 minutes once the Cavitex C5 Link Segment 2 is completed by the first quarter of 2024.

According to Cavitex Infrastructure Corporation (CIC) President and General Manager Raul Ignacio, the cut of 10 minutes travel time in going to Sucat, Parañaque from Coastal Road and vice versa will make travel more efficient and seamless for motorist and daily commuters.

Ignacio said that in preparation for the completion of the Cavitex C5 Link Segment 2 R1 Interchange, counter flow schemes will be implemented at the Parañaque Toll Plaza from September 14 to 25 from 10:00 p.m. to 4:00 a.m.

He said the scheme will be in effect from September 15-19 for Manila-bound traffic and September 19-25 for Cavite-bound traffic. To alleviate congestion, the CIC said it will also activate counter flow lanes as needed.

Ignacio also said the R-1 Interchange is a vital 1.9-kilometer segment (Segment 2) of the Cavitex C5 Link project, a 7.7-kilometer, 2×3 lane expressway set to connect Cavitex R1 to C5 Road in Taguig.

MCX acquired by Villar-led company for P3.8 billion

Have you been driving lately along the Muntinlupa-Cavite Expressway (MCX)? In case you missed the news, the MCX has officially been acquired by a company led by the influential Villar group for almost P4 billion, according to a Manila Standard news report.

Prime Asset Ventures Inc., a company led by the Villar Group, on Wednesday finalized the acquisition of the four-kilometer Muntinlupa-Cavite Expressway from Ayala Corp. for P3.8 billion.

PAVI said in a statement it signed the implementing agreements for the acquisition of MCX after the Department of Public Works and Highways in July approved the transfer of ownership of from Ayala Corp. to the Villar Group.

Vista Land chairman Manuel Villar Jr. and Ayala Corp. president and chief executive Cezar Consing attended the signing ceremony at Brittany Hotel in Bonifacio Global City, Taguig.

“This momentous event shows our resolve to provide our countrymen better services in the area of roads and toll ways. You’ll be surprised of the many wonderful things to come in Villar City,” Villar said.

MCX is a four-kilometer controlled-access toll road linking the southern part of Cavite to Muntinlupa. It is the first public-private partner project under the Aquino administration.

Ayala signed the 30-year concession agreement for the operation of MCX Expressway in 2012. It invested P2.2 billion for the project including a P902-million cash payment to the government.

Ayala announced in March 2022 it would sell its entire stake in MCX Project Company Inc., which holds the concession for the MCX to the Villar Group for P3.8 billion.

“Ayala developed MCX over a decade ago to connect Metro Manila to Imus, Dasmarinas and Bacoor in Cavite which were experiencing rapid growth. MCX succeeded in relieving traffic congestion and reducing the travel time between Metro Manila and Cavite. The sale of MCX represents another example of our recycling capital to benefit from opportunities in our core and emerging businesses,” Consing said.

The acquisition will further expand Villar Group investment portfolio which currently includes housing, retail, food, water, power, and utilities, to integrated resorts and entertainment.

The Las Piñas city government released an advisory, warning the public against the illegal sale of friendship route stickers.

According to Mayor Imelda Aguilar, the local government discovered the unsanctioned circulation of friendship route stickers on popular online platforms, including Lazada and Facebook Market Place.

Aguilar warned the public about the unauthorized sale of friendship route stickers and clarified that the stickers are available for free through the city’s official page.

She also emphasized that the reselling of stickers is illegal and those found engaging in such activities may face severe penalties, including imprisonment.

The mayor explained that friendship route stickers were created for Las Piñas residents’ use when implementing alternative routes to ease and decongest traffic along the main thoroughfares in the city.

Since the recent unauthorized circulation and sale of stickers raised concerns among city officials, Aguilar said the local government is working diligently to identify the individuals involved in the sale.
