COVID-19 Crisis: Residents of locked community in Parañaque City complain about limited essentials

In recent times, due to a report that there were individuals living in Annex 35 (a community of about one thousand houses within Better Living Subdivision) had contracted COVID-19, the City Government of Parañaque had the said community locked-down supposedly for fourteen days to prevent the spread of the coronavirus.

This past weekend, GMA Network reported that Annex 35 residents have been complaining about the effects of the granular lockdown.To put things in perspective, posted below is an excerpt from the GMA Network news report. Some parts in boldface…

Residents of a portion of the Better Living Subdivision in Parañaque City have been complaining after they were reportedly placed under a granular lockdown without prior notice, leaving them isolated for 10 days.

According to residents of Annex 35 of the subdivision, they were only made aware of the initial four-day granular lockdown at 8 p.m. on Tuesday. The lockdown was implemented four hours later, and was then extended to 10 days.

“8 p.m. halos sarado na ang establishments. ‘Di ba meron po tayong allowed na time for Metro Manila na open ang ganitong establishment, so ‘di lahat nakapuno ng enough food and water supply,” a resident of the area said in a report on GMA’s “24 Oras Weekend” on Sunday.

(At 8 p.m. almost all establishments were already closed. Don’t we have an allowed time for establishments in Metro Manila to open? Not all residents were able to store enough food and water.)

“Hindi lahat ay okay. Kasi meron kaming community page sa Facebook, ang daming hinaing like water supply, ‘yung food supply namin not enough for 10 days,” the resident added.

(Not all are okay. We have a community page on Facebook and there are a lot of appeals for water supply, our food supply was not enough for 10 days.)

The Department of Social Welfare and Development (DSWD) released food packs, but the residents said this is not enough. The homeowners’ association could not intervene as the granular lockdown was implemented by the local government.

The resident said that there were food packs that were supposed to have been distributed among the residents, but these were spoiled due to the lack of manpower to deliver the goods.

“Sa sobrang dami ng houses dito, kulang sila to deliver ‘yung mga food na naka-ano sa gate namin. ‘Yung iba nasisira na ‘yung food kasi kulang ‘yung tao, isang patrol car lang ang umiikot,” the resident said.

(With the number of houses here, only a few people are distributing the food stored at the gate. Some get spoiled because of the lack of manpower, only one patrol car was making the rounds.)

The resident acknowledged that the lockdowns are for health reasons, but the local government should have given residents ample time to store goods for the lockdown.

“Alam ko po na kailangan mag-ingat, they are after doon sa aming health na hindi kumalat ‘yung virus. Pero po sana binigyan nilang konsiderasyon, binigyan nila yung mga tao at least one day na makapag-plan, one whole day. Hindi ‘yung 8 pm tapos 12 midnight sarado na,” the resident said.

(I know we need to be careful, they are preventing the virus from spreading, but they should have given consideration. They should have given residents at least one day to plan, one whole day. Not announce at 8 p.m. and then close the barriers at midnight.)

Former Las Piñas City Mayor Vergel “Nene” Aguilar (1947-2021)

Last week, August 20, 2021 became a sorrowful day as former Las Piñas City Mayor Vergel “Nene” Aguilar passed away which the City Government of Las Piñas confirmed. He was 74-years-old and left a legacy of public service having served as the head of the local government unit (LGU) for a grand total of eighteen years (1995-2004 and 2007-2016). His wife Imelda is the incumbent Mayor and their daughter April Aguilar-Nery is the incumbent Vice Mayor.

To put things in perspective, posted below is the official statement issued by Mayor Imelda Aguilar which the City Government released on August 20…

It is with profound sorrow that our family announces the passing of my husband and our patriarch, former Mayor Vergel “Nene” Aguilar.

At the age of 74, Nene joined our beloved Creator today, August 20, 2021, at 4:12 am, succumbing to a heart ailment after being confined at St. Luke’s Medical Center – Global City.

Nene, it pains all of us that you are no longer with us, but we know that you have accomplished your mission in this world, not only to your family and loved ones, but to the hundreds of families you have served and supported throughout your years in service.

As the current Mayor of Las Piñas, the legacy and selfless public service you have rendered as mayor for 18 years to the people of Las Piñas will serve as my inspiration. Your years as the local chief executive have led to the unprecedented growth of our city. We will miss you very much.

We invite our loved ones, friends, and all of the people of Las Piñas to remember him and celebrate his life and the love and joy he has imparted to all of us.

For the newcomers reading this, former Mayor Vergel “Nene” Aguilar led the LGU for almost twenty years. According to local history, he first became mayor at a time when Las Piñas was still a municipality. Las Piñas formally became a city on March 26, 1997 and that was within Aguilar’s first term. Under his leadership, socio-economic development followed and the new city got recognized. There is no denying that Las Piñas became progressive and continues to progress and has emerged as one of the most notable cities of South Metro Manila.

In an article published by Philippine News Agency (PNA), Presidential Communications Operations Office (PCOO) Secretary Martin Andanar paid tribute to former Mayor Aguilar and expressed his sorrow. Posted below is an excerpt…

In a press statement, Andanar said it pains him to lose Aguilar who had been a father figure to him.

“It’s with great sorrow, sadness, and pain that I grieve the loss of a father figure like former Las Piñas Mayor Vergel “Nene” Aguilar who passed away today, August 20, 2021, due to a heart ailment,” said Andanar.

Aguilar’s passing was announced by his wife, incumbent Mayor Imelda Aguilar, through a statement posted on the official Facebook page of City of Las Piñas.

Aguilar, 74, passed away on Friday morning at St. Luke’s Medical Center at Bonifacio Global City in Taguig.

Andanar remembered Aguilar, whom he fondly called “Papa Nene,” for the latter’s “unselfish public service, commitment, and dedication to lead and generate great changes” in Las Piñas City.

He also hailed Aguilar for giving “unparalleled” progress to Las Piñas City and its people.

“You have touched the lives of so many people, but your silent demeanor was a gushing river of wisdom and affection that brought happiness and, most of all, love to our small family,” Andanar said. “Papa Nene, you may have left us in this world and have joined our Creator, but the memories and teachings you have shared with us all will be remembered perpetually.”

He left behind four daughters — Las Piñas Vice Mayor April Aguilar-Nery, Dr. Aivee Aguilar-Teo, Alelee Aguilar-Andanar, and Anne Aguilar.

He was also Senator Cynthia Villar’s brother.

He was a property developer before entering public service in 1992. He then served as mayor of Las Piñas City for six terms, first from 1995 to 2004, and from 2007 to 2016.

His father Dr. Filemon Aguilar, was also a former Las Piñas mayor.

During his term, Las Piñas was recognized as one of the best-managed cities in the country, according to the city’s official website.

National and international awards, including the United Nations Award for Environmental Protection, were handed out to the city under his term.

COVID-19 Crisis: Las Piñas City Mayor Aguilar appeals to constituents for their full cooperation in relation to the Delta variant

Just as the enhanced community quarantine (ECQ) for Metro Manila is about to take effect for two weeks, the Manila Bulletin reported recently that Las Piñas City Mayor Imelda Aguilar asked the local residents for their full cooperation in the fight against the highly infectious Delta variant which has been confirmed by the Department of Health (DOH) previously. Already there are thirteen Delta variant cases in the city according to another report by the Manila Bulletin.

Las Piñas City Mayor Imelda Aguilar has appealed for full cooperation of the residents in the implementation of health and safety measures against the spread of COVID-19 Delta variant.

Aguilar is also reminding the residents to report immediately to the City Health Office (CHO) once they have symptoms of COVID-19 so they could be given proper attention.

She said the city government is also constantly posting in its official Facebook page the health protocols that should be followed to prevent the spread of the virus.

The mayor also asked the residents to register at the city government’s “Ligtas na Las Piñero, Lahat Bakunado” vaccination program to protect themselves from any harm brought about by the virus.

Aguilar ordered the CHO to strictly implement the prevent, detect, isolate, treatment and reintegration (DPITR) plus vaccination program to keep Las Pineros free from the virus.

She said persons with symptoms of COVID-19 must give their true identities to the CHO or immediately ask the intervention of health experts once they have exposure to COVID-19 patients.

The above report ended stating that Mayor Aguilar said that city hospitals were asked to upgrade their bed capacity and increase their logistical needs at their isolation facilities in preparation for a possible Delta variant cases surge.

It should be noted that as of July 29, 2021, almost 430,000 people got vaccinated in the city. Almost 187,000 of those were fully vaccinated (2 doses). Already the national government confirmed it will supply Metro Manila local government units (LGUs) with 4,000,000 vaccine doses in connection with ECQ.

The other day, the City of Las Piñas added another honor to its list achievements as their Mayor Imelda Aguilar was honored by the Regional Peace and Order Council-National Capital Region (RPOC-NCR) with a mark of recognition. It was accepted by her and Vice Mayor April Aguilar-Nery.

According to a Manila Bulletin news report, the City Government of Las Piñas announced that it has officially started sending packs of food and other useful items to more than a thousand local residents who are quarantined at home in relation to COVID-19.

Las Piñas City has started to distribute again food packs and hygiene kits to its 1,533 home quarantined COVID-19 patients.

Based on April 8, 2021 data, the city has 4,903 home quarantined COVID-19 patients, and of which, 2,560 have already received their food packs and hygiene kits

Each food pack is comprised of 10 kilos of rice, canned goods, noodles, biscuits, Vitamin-C, paracetamol, and lagundi tablets, while a toothbrush, toothpaste, alcohol, soap, shampoo, face mask, face shield, and an oximeter are inside the hygiene kits.

Mayor Imelda Aguilar said the city government will continue to provide the needs of its COVID-positive patients, including those who are quarantined at home.

Parañaque City Mayor Gus Tambunting?

Less than a year from now, the next elections for Philippine President, Vice President, Senators, House of Representative members, Governors, Vice-Governors, Provincial Board members, Mayors, Vice Mayors and City Councilors will happen. When exactly next year? May 9, 2022 to be precise as written in COMELEC’s Resolution Number 10695.

In relation to future elections, it has been reported through the Manila Standard, the Manila Times and Business Mirror that RP- Mission and Development Foundation Inc. released the results of a recent study titled “NCR Mayor: Pulso ng Bayan 2022” which is about the voters’ preference for mayor (of their locality) within the National Capital Region (NCR) in relation to the 2022 elections. According to the poll organizers, their study was conducted from May 20 to 30, 2021 with feedback from 5,000 respondents.

When it comes to cities here in South Metro Manila, their study on the City of Parañaque showed that 50% of respondents prefer former Congressman Gus Tambunting as the next Mayor, and he is way ahead of incumbent Congressman Eric Olivarez (the brother of incumbent Mayor Edwin Olivarez who is now serving his third and final term).

To be very specific and clear, below is an excerpt about Parañaque City as written in the study itself. Some parts in boldface…

While in Parañaque City, outgoing Mayor Edwin Olivarez’s brother Eric Olivarez who is currently Congressman will run as the next Mayor who achieved as 35-percentage result against former Congressman Gustavo “Gus” Tambunting who received a 50-percentage count.

For transparency, posted below are the two pages of the study sourced from RP- Mission and Development Foundation Inc.

Going back to the study, it’s hard to say if the results about Parañaque can be taken seriously even though it has been publicized through a number of national publications. Apart from listing only two candidates, there is no telling as to how many of the alleged 5,000 respondents were from Parañaque who supposedly participated.

The way it has been presented, it shows a 2-way fight for the mayoralty of Parañaque between Congressman Eric Olivarez and former Congressman Gus Tambunting. The latter leading by fifteen points.

To give the constituents of Parañaque a clearer view as to who they prefer to be the new Mayor in 2022, it would be helpful if the survey organizers would conduct another study and include more potential candidates and be more transparent with regards to respondents’ being from Parañaque. Imagine for example, as the deadline for the filing of candidacies at the COMELEC approaches, one of the barangay captains in the city decides to run for Mayor. Or what if former Mayor Florencio “Jun” Bernabe decides to run again? The organizers of the survey should do more studies in the months to come so that voters of Parañaque can get a clearer look at the potential battle for the mayoralty.

Who is Gus Tambunting?

For the newcomers reading this as well as those who are not too familiar with former Congressman Gus Tambunting and the history of Parañaque, Tambunting is the grandson of the late classic actress Mila del Sol.

With regards to public service, Tambunting has an enduring track record of election victories and public service in the form of legislation and projects. When Parañaque was still a municipality (note: it became a city in early 1998), he ran in the 1988 local election (the first local contest after the People Power Revolution of 1986) and won a seat for Municipal Council.

After serving the people of Parañaque, Tambunting went on to get re-elected as Councilor in 1992, 1995, and then as City Councilor 2001 and 2004. In 2007, he went higher as he got elected as Vice Mayor of Parañaque and got re-elected in 2010.

In 2013, Tambunting went even higher after getting elected as the Representative of the 2^nd District of Parañaque City in the House of Representatives. In 2016, he survived an election challenge by former Congressman Roilo Golez winning a 2^nd term with a lead of a little over 3,000 votes.

In 2019, he stepped down which paved the way for his wife Joy Tambunting to run and win the 2^nd District seat he previously occupied in representing the city in Congress.

Hundreds of Muntinlupa City Government employees to be registered in pilot rollout of national ID registration

The City Government of Muntinlupa announced yesterday the launch of an institutional registration of the national ID system in partnership with the Philippine Statistics Authority (PSA) for elected officials and LGU employees.

Mayor Jaime Fresnedi led the pilot registration of the Philippine Identification System (PhilSys) at Muntinlupa Sports Center, Brgy. Tunasan yesterday. At least 600 initial City Government employees and elected officials in the city are set to be registered until May 24.

In compliance to health and safety protocols, the City Government has scheduled registrants in batches to manage the number of individuals present at the registration center.

Registrants will undergo a three-step registration which include the collection of demographic data for Step 1, validation and capture of biometric information for Step 2, and issuance of a physical ID card stored with a 12-digit PhilSys number or personal serial number (PSN) and a 16-digit PhilSys card number (PCN) for Step 3.

Fresnedi expressed his thanks to PSA for facilitating the initial rollout in Muntinlupa and vowed to provide logistical support for the national ID registration in the city. He noted that the PhilSys will help the City Government in improving the public’s accessibility to social welfare programs and benefits from the government.

PSA is yet to announce the exact date on the start of the PhilSys registration process for the general public in Muntinlupa while the local government eyes to set up registration centers in local malls. On April 21, Mayor Jaime Fresnedi signed a Memorandum of Agreement with PSA-NCR Regional Director Paciano Dizon for the rollout of the national ID registration in Muntinlupa.

Joining the MOA signing ceremony were PSA-NCR Chief Statistical Specialist Estrella Vargas, PSA-NCR PhilSys Focal Person Minerva Carpio, PSA-NCR Statistical Analyst John Daniel Flores, and Muntinlupa City Planning and Development Officer Alvin Veron.

The national ID system shall simplify public and private transactions, and shall be a social and economic platform that promotes seamless social service delivery and strengthens financial inclusion for both public and private services.

The public may complete the Step 1 of the registration on https://register.philsys.gov.ph/. A confirmation with Application Reference Number or QR code swill be sent to the registered mobile number and email address of the registrant to be presented at registration centers for Step 2 and Step 3.

COVID-19 Crisis: Muntinlupa ends Pfizer rollout, reminds residents to register online to avoid crowding in vaccination areas

Reaching the target number of residents from priority groups and due to the sensitive cold-chain management, the City Government of Muntinlupa announced yesterday that it has ended its rollout for Pfizer-BioNTech vaccines.

The Muntinlupa City Health Office was set to finish inoculating healthcare frontliners, senior citizens, and persons with comorbidities with COVAX-donated Pfizer vaccines yesterday at Ayala Malls South Park, Alabang.

The vaccines were exclusively administered at Ayala Malls South Park, the only venue approved by the Department of Health (DOH) due to handling requirements, from May 14-18. The local health office targeted to vaccinate 3,510 individuals from the A1, A2, and A3 priority groups using Pfizer vaccines.

On May 13, Muntinlupa received 1,170 vials (7,020 doses) of Pfizer-BioNTech vaccines from the national government. The remaining vials will be stored in the City Government’s partner storage facility Royal Cargo Logistics Center in Barangay Cupang as second dose allocation of vaccinated residents.

The Pfizer-BioNTech COVID-19 Vaccine was administered as a series of two doses 3 weeks apart. Inoculated residents will receive their second dose in June. The Philippines expects 2.2 million doses of the American-made vaccines through COVAX facility of the World Health Organization by end of May, according to vaccine czar Carlito Galvez Jr.

Further, Muntinlupa CHO will continue to inoculate remaining members of priority groups using AstraZeneca and Sinovac Life Sciences’ CoronaVac. On May 11, the national government delivered an additional 16,800 vials of AstraZeneca and 31,200 vials of Sinovac to Muntinlupa.

The City Government urged residents to register online in the city’s COVID-19 Vaccination Registration System via www.vaccine.muntinlupacity.gov.ph/muncovac to avoid crowding in vaccination areas.

The public is reminded that walk-ins the city’s major vaccination sites including Ayala Malls South Park, Filinvest Steel Parking, SM Muntinlupa, and Sucat Covered Court will not be accommodated. Only those who are registered online will be given schedule in the major vaccination sites and will be notified via SMS.

COVID-19 Crisis: Muntinlupa City lifts liquor ban with some restrictions amid MECQ, other less stringent quarantine status

The liquor ban in Muntinlupa City is has officially been lifted but with restrictions for the duration of Modified Enhanced Community Quarantine (MECQ) and other less stringent community quarantines as may be declared by the national government.

Mayor Jaime Fresnedi approved City Ordinance No. 2021-232 lifting the liquor ban in the city with provisions on regulation and limitations for the sale and consumption of alcoholic beverages.

Under the local ordinance, city residents can only consume alcoholic beverages within their private residence. Social drinking involving individuals not living in the same residence shall still be strictly prohibited.

The sale of liquor and other intoxicating beverages shall only be during 10:00 AM to 3:00 PM and will only be limited to Muntinlupa residents.

Consumption or drinking liquor in public places such as restaurants and other commercial establishments permitted to operate by the Inter-Agency Task Force (IATF) shall be regulated: beer – maximum of 2 bottles, hard drinks – maximum of 2 glasses, and for wine and whiskey – maximum of two glasses.

Business establishments who will violate the ordinance shall be meted with the following penalties: closure of one week for first offense and revocation of business permit for second offense.

Further, violating persons who are sellers shall receive P2,000 penalty for first offense and P5,000 for second offense, while those who are buyers will be penalized with P2,500 for their first offense and P5,000 for second offense.

Members of the Muntinlupa City Police Station, Public Order and Safety Office, City Security Office, Muntinlupa Traffic and Management Bureau, Business Permit and Licensing Office, Barangay Chairpersons and their personnel, and other deputized individuals will conduct inspections in commercial establishments to ensure that the local ordinance is followed.

The City Government warns beneficiaries of the emergency assistance from the DSWD that they are prohibited to use their cash aid to purchase liquor or any alcoholic beverage. The public is encouraged to report violators for proper action.

Mayor Jaime Fresnedi reminds city residents that the lifting of liquor ban is for economic reasons and that the health and safety of the public should not be compromised.

“COVID-19 is still an imminent threat so I urge everyone to be responsible and to continue observing health protocols even as quarantine measures and the liquor ban are relaxed in the implementation of MECQ,” Fresnedi said.

As of May 5, Muntinlupa City has 11,585 confirmed cases with 10,127 recoveries, 1,154 active cases, 304 reported deaths, 168 suspect cases, and 988 probable cases.

COVID-19 Crisis: Muntinlupa City officially starts vaccinating its residents with Sputnik V, MMDA lauds strong public-private partnership

The City Government of Muntinlupa officially launched the ceremonial roll-out of Sputnik V Gam-COVID-Vac vaccines for senior citizens, persons with comorbidities, and other frontline workers from specific groups yesterday morning.

The ceremonial roll-out was held at Ospital ng Muntinlupa (OsMun) Field Tent and Asian Hospital and Medical Center (AHMC) Tower 2 Rotunda Parking Space. At least 250 members of A2 (senior citizens) and A3 (persons with comorbidities) priority groups were set to receive their first dose of Sputnik V at OsMun, while 130 individuals from A2 and A3 priority groups were prepared for inoculation at AHMC.

Only the pre-registered residents in the local COVID-19 Vaccination Registration System will be inoculated with Sputnik V in OsMun and AHMC. Residents will receive a message from the local health office for their schedule and no walk-ins will be accommodated in the vaccination areas in OsMun and AHMC. Muntinlupa residents are encouraged to register themselves for vaccination via www.vaccine.muntinlupacity.gov.ph/muncovac.

MMDA Chairman Benhur Abalos lauded the City Government’s preparedness as well as its strong partnership with the private sector for the local vaccination program. Abalos recognized the role of Muntinlupa’s partnership with AHMC in encouraging more people to get inoculated with COVID-19 vaccines.

Special Envoy to the Russian Federation Olivia Limpe-Aw said Muntinlupa met the stringent storage and handling requirements to be selected as one of the pilot sites for the roll-out of Sputnik V.

We are grateful to the national government for donating additional vaccines to our city as this will help reach our target of achieving herd immunity as soon as possible. I encourage all Muntinlupeños to avail the vaccination program of the government because this is a vital step in curbing the pandemic,” says Fresnedi.

Other officials attending the ceremony include Congressman Ruffy Biazon, WHO Representative Dr. Rowena Capistrano, MMDA Public Affairs Dir. Sharon Gentillan, Ospital ng Muntinlupa director Dr. Edwin Dimatatac, AHMC Chief Medical Officer Dr. Jose M. Acuin, CHO chief Dr. Juancho Bunyi, Muntinlupa City Council Committee on Health and Sanitation Coun. Allan Camilon, Coun. Ryan Bagatsing, and other local officials.

Muntinlupa received three thousand doses of Sputnik V on May 3 and are being stored in OsMun and AHMC’s -18 degrees Celsius temperature storage facilities. With the cold-chain management requirement of the vaccine, members of priority group in the city will be inoculated in OsMun and Asian Hospital. The vaccine is to be administered in two doses 3 weeks apart.

This past May 1, fifteen thousand doses of Sputnik V were delivered to the country by a Qatar Airways flight from Moscow via Doha. The initial doses will be divided among five cities in Metro Manila: Taguig, Manila, Parañaque, Muntinlupa, and Makati.

The Food and Drug Administration has issued an Emergency Use Authorization (EUA) to Sputnik V vaccine manufactured by Russian medical-research institute Gamaleya National Center of Epidemiology and Microbiology last March 19, 2021.

Recently, the City Government opened its fourth major vaccination hub in Brgy. Sucat Covered Court last May 4. Other major vaccination hubs launched in the city include: Filinvest Alabang Steel Parking last April 30, SM Center Muntinlupa Open Parking Area, Brgy. Tunasan last April 27 and Ayala Malls South Park, Brgy. Alabang last April 24.

As of May 1, a total of 24,163 Muntinlupa residents were inoculated with the first dose of COVID-19 vaccine, of which 19,991 received Sinovac and 4,172 inoculated with AstraZeneca. While 843 residents from priority groups received their second dose.

Muntinlupa City has 11,513 confirmed cases with 9,924 recoveries, 1,288 active cases, 299 reported deaths, 169 suspect cases, and 980 probable cases as of May 4.
