57% of retail payments in the Philippines are digital

There is no denying that consumers here in the Philippines prefer to use digital methods of paying over cash as more than 57% of retail transactions by volume are digital, according to a business news report by Malay Business Insight. The details were revealed by the Bangko Sentral ng Pilipinas (BSP).

More Filipinos are going cashless and transacting in e-money or digital cash as the most preferred payment for retail accounts, the Bangko Sentral ng Pilipinas (BSP) said in a report on Monday.

Based on the latest BSP status report, digital payments now account for 57.4 percent of retail transactions by volume as of end-2024, up from 52.8 percent in 2023. In terms of value, e-money’s share also increased to 59 percent from 55.3 percent.

The figures surpassed the government’s target range of between 52 and 54 percent as set under the Philippine Development Plan 2023–2028.

BSP Governor Eli M. Remolona Jr. said the steady year-on-year growth “reinforces the momentum built after surpassing the 2023 digitalization target of 50 percent for volume.”

He also said the upward trajectory “reflects the long-term impact of market developments, policy initiatives, and the growing trust and familiarity of Filipinos with digital payment options.”

Remolona said the BSP will continue to harness technology and finance to connect markets and ensure that “every Filipino becomes part of the formal financial system.”

They will do this by empowering banks, non-banks and the fintech sector to leverage innovation in designing financial products that are not only accessible but also more responsive to the needs of consumers.”

Only cash and manager’s checks will be accepted by Muntinlupa Treasurer’s Office

Recently in the progressive City of Muntinlupa, the City Government announced that its Treasurer’s Office will no longer accept personal and company checks as forms of payment, according to a Manila Bulletin news report. This effectively means that only cash and manager’s checks will be accepted by the said office on-site (over the counter).

To put things in perspective, posted below is an excerpt from the Manila Bulletin news report. Some parts in boldface…

The Muntinlupa City government announced that its Treasurer’s Office will no longer accept personal and company checks as payment.

In a Facebook post on April 1, the city government said this is based on the “Commission on Audit (COA) Circular No. 2013-004, Items 26-28, Chapter II” or the Revised Cash Examination Manual.

It said only cash and manager’s checks with the City Treasurer of Muntinlupa as payee will be accepted for on-site payment.

Under items 26 to 28 of the COA circular, “Checks presented for payment must be drawn by the payor himself and made payable to the agency or head of agency. In the latter case, only the official title or designation of the agency head concerned shall be stated as the payee.”

It prohibits the following checks as payment: checks drawn payable to the name of the agency head or any of its officers, endorsed private checks, post-dated checks, and stale checks.

“When a check drawn in favor of the government is not accepted by the drawee for any reason, the drawer shall continue to be liable for the sum due and all penalties resulting from delayed payments. Where the reason for non-acceptance by the drawee bank is insufficiency of funds, the drawer shall be criminally liable therefore,” the circular stated.

It added, “Whenever a payor has a record of a previously dishonored private check drawn by him in payment of taxes and dues, even if such check has already been settled, any private check presented by him shall no longer be accepted. In such case, the payor shall be required to pay only in cash or by certified check. Each agency head, or treasurer, in the case of local government units, shall make a list of payors whose checks have been dishonored and shall circularize the list to all COs under his jurisdiction.”

New deadline for business permit renewal in Muntinlupa is now January 31, 2019

This is for those who have businesses operating in the City of Muntinlupa. The Business Permit and Licensing Office of Muntinlupa (BPLO-Muntinlupa) announced today that it has officially extended this year’s deadline for renewing business permits from January 20, 2019 to January 31, 2019.

BPLO-Muntinlupa wants business owners reading this to skip the habit of doing registration close to the deadline and instead pay the dues early so that penalties will be avoided. The place to visit for renewing your business permits is at the Muntinlupa Sports Complex in Barangay Tunasan with the schedule of Monday to Friday, 8AM to 5PM.

For your convenience, a “One-Stop Shop” arrangement in the Business Permit Renewal Hub has been installed in the venue. The requirements from Barangay Halls and Regulatory Offices can be processed in the location of the Renewal as representatives of said agencies will be rendering services simultaneously.

For the renewal, taxpayers can use debit cards to pay. There are also mobile ATMs (automatic teller machines) from BDO (Banco de Oro) and Landbank complete with a CCTV (Closed Circuit Television System) placed across the venue. Business owners registering in the renewal may also access the internet through a free wi-fi connection provided by Globe Telecom and Smart.

Free rides? They are being provided for you by means of shuttle services and the pick-up points are located at Muntinlupa City Hall Quadrangle in Putatan and Muntinlupa City Public Market in Alabang.
