P85 million worth of assorted products in Parañaque City seized by BOC

Recently in the city of Parañaque, the Bureau of Customs (BOC) seized about P85 million worth of agricultural products, beverages and other imported items after doing an inspection at a local warehouse, according to a Philippine News Agency (PNA) news article.

An inspection of a warehouse in Parañaque City has yielded around PHP85 million worth of smuggled frozen agricultural and beverage products, the Bureau of Customs (BOC) reported on Sunday.

Commissioner Bienvenido Rubio said the operation was conducted after he issued a Letter of Authority (LOA) by the Customs Intelligence and Investigation Service-Manila International Container Port (CIIS-MICP) on Sept. 5.

Rubio said operatives of the CIIS-MICP served the LOA to a representative of the warehouse that was found containing various poultry, meat and other products from China suspected to be without proper customs duties and taxes.

“The audacity of these people to smuggle and hide agricultural products right in the heart of Metro Manila is beyond me. They belittle our laws and make a mockery of our hardworking Customs agents by thinking they can operate these illegal activities just a few kilometers from our port,” he said in a statement.

BOC-CIIS Director Verne Enciso said they found frozen duck meat, chicken meat, pork meat and food items with Chinese markings, and assorted food and beverage with foreign markings.

“The initial inventory found that these poultry products will amount to about PHP85 million in the market. But we’re still determining the actual cost once final inventory is conducted by our examiners,” he said.

The warehouse was temporarily padlocked and sealed to protect the subjected goods as the final inventory will be conducted by the assigned Customs examiner and witnessed by warehouse representatives, CIIS and Enforcement and Security Service.

The owners of the warehouses will be given 15 days to present the proper documents to clear out allegations they were hoarding imported agricultural products.

Chinese national who was caught illegally practicing medicine in Parañaque City formally charged

Criminal cases were filed against a Chinese national who was arrested in Parañaque for medical malpractice, the National Bureau of Investigation (NBI) reported on Friday.

Xu Yisheng, also known as Xu Xingzhe, underwent inquest proceedings before the office of the city prosecutor of Parañaque for violation of Republic Act 2382, or the Medical Act and estafa, NBI director Jaime Santiago said.

Santiago said they received information that Xu was maintaining a clinic in Parañaque and offering medical services to his compatriots for a fee.

The NBI, together with the Professional Regulation Commission, found out that the suspect is neither a licensed physician, nurse nor medical technologist and is not authorized to practice medicine in the country.

LTFRB launches investigation on transport network vehicle service company over the Parañaque City robbery-and-rape of Vietnamese woman

In response to the robbery and rape of a Vietnamese woman who availed of a private transportation service in Parañaque City, the and Transportation Franchising and Regulatory Board (LTFRB) launched an investigation and could penalize Grab Philippines, according to a Philippine News Agency (PNA) news report.

It should be recalled that the victim was dropped off in Barangay San Dionisio where she reported to the police who in turn arrested the suspect driver in Laguna. The driver’s accomplice has yet to be caught as of this writing. The suspect driver admitted to the crime that happened.

The Land Transportation Franchising and Regulatory Board (LTFRB) has launched an investigation into the alleged robbery and sexual assault against a Vietnamese national and is eyeing sanctions against transport network vehicle service (TNVS) company Grab Philippines.

In a statement on Wednesday, LTFRB chair Teofilo Guadiz III said a letter was sent to Grab asking to explain what transpired during the incident. Grab has five days to explain before the LTFRB decides on the case.

“Puwede ho naming ma-suspend ‘yung kanilang app for at least 30 days sa first offense po, kung makita mang may kapabayaan po, pero ‘yan po ay gagawin namin ‘yan as a matter of due process (We can suspend their app for at least 30 days as a first offense, if we see negligence. But we will do that as part of due process),” Guadiz said.

Aside from suspension, the company may also face fines if found negligent. Possible sanctions will be enacted after the investigation.

To date, the LTFRB has filed a police report to validate the facts of the case, has written to Grab, and has also reached out to the victim to get her side of the story.

“Mag-iimbestiga kami definitely and then kung sino nga po yung may kasalanan, mananagot po (We will definitely investigate and whoever is found guilty, they will be held accountable),” he said.

He called on the public to be cautious in using ride-hailing apps and to inform a trusted person about the details of their trip.

“Always verify the driver’s identity, share your trip details with a trusted person, and stay alert throughout the journey to ensure your safety,” he said.

On Sept. 5, a Vietnamese woman was allegedly robbed and raped during a ride with a TNVS service in Parañaque City.

The woman was said to have been driven around by the driver and they were later joined in the vehicle by an accomplice. The accomplice threatened the victim with a knife and took PHP35,000 in cash before the sexual assault.

POGO operations inside Parañaque village continuing despite nationwide ban

Recently in the city of Parañaque, it was revealed that there still some Philippine Offshore Gaming Operators (POGO) hubs inside a certain village operating even though the nationwide ban came into effect, according to a GMA Network news report.

A homeowners association (HOA) in Parañaque City on Wednesday said operations of some Philippine Offshore Gaming Operators (POGO) hubs in the gated community allegedly continued despite the ban.

Julio Templonuevo, president of the Multinational Village HOA, said POGO operations in their village were reduced following the pronouncement of President Ferdinand Marcos Jr.

“We think partially may effect pero hindi pa 100% kasi may existence pa,” Templonuevo told Kapihan sa Manila Bay.

(We think it may have a partial effect, but not 100% yet, because some POGOs are still there.)

“Generally, malaki ang improvement ng pronouncement…Since may government directive, medyo okay na. Malakas na ang loob ng homeowners na magsumbong,” he said.

(Generally, there’s been a significant improvement after the pronouncement…Since the government issued a directive, it’s gotten better. Homeowners are now more confident to complain.)

According to Templonuevo, some Chinese previously rented residential units at the Multinational Village to use as POGO structures. Lease payments reached P500,000 per month before but dipped to P200,000 to P300,000 monthly.

“Ito educated guess, una ‘yung location napakalapit dito. Napaka-convenient. 5 minutes nasa airport ka na,” said Templonuevo.

(This is an educated guess but they might have chosen our village because of our location. It’s very convenient, you can be in the airport in five minutes.)

“Napili ‘yung sa’min na malaki ang area dahil they can accommodate more people kasi ‘yung surrounding namin basically low-cost housing ‘yan eh,” he added.

(Our area can also accommodate more people because the surrounding areas have low-cost housing.)

Vietnamese woman robbed and raped in Parañaque City, one suspect arrested and the other still on the loose

Recently in the city of Parañaque, a woman from Vietnam who availed of a private transportation service was held against her will, robbed and raped, according to a GMA Network news report. The driver of the vehicle got arrested while the other suspect remains free and on the loose.

A Vietnamese woman was allegedly held up and raped during a ride hailing service after booking a ride last September 5 in Paranaque City.

In Nico Waje’s report in Saksi on Monday, CCTV footage showed that a ride-hailing service car entered into a subdivision in Paranaque City to pick up the foreigner at around 4 a.m. of Thursday last week.

The Southern Police District (SPD) said that the 32-year-old victim was robbed inside the vehicle by the driver’s accomplice.

“Pinaikot-ikot siya nitong ating suspek na driver. Tapos mayroon din pong sumakay na isa pang kasabwat nitong ating driver,” said SPD Public Information Office chief Police Major Hazel Asilo.

(The driver just drove around in circles. Then another man, his accomplice, suddenly boarded the car.)

At knife point, the accomplice took P35,000 in cash from the woman, the report said. Police added the victim was sexually assaulted by the suspects.

“Matapos siyang nakawan, kuhain ‘yung kaniyang pera at saka ‘yung kanyang cellphone ay ginahasa rin po ‘yung ating Vietnamese na victim. So bago po siya maibaba ay nanakawan na siya at nagahasa pa siya,” said Asilo.

(After her money and cellphone was taken from her, the Vietnamese victim was also raped. So before she was dropped off, she was robbed and raped.)

The victim was dropped off at Barangay San Dionisio in Paranaque City where she reported the incident to police. The driver suspect was arrested in Cabuyao, Laguna in a follow-up operation last September 7.

“Umako naman po siya sa mga ginawa nila…modus na po ito nitong ating mga suspek. Although ilang beses na nilang nagawa, hindi po sila nahuhuli dahil wala pong nare-report,” said Asilo.

(He admitted to their crimes…they’ve been doing this modus for a long time. They’ve done this several times, but they were never caught because no one was reporting them.)

When confronted, the driver said that it was his accomplice who raped the victim, which the latter also confirmed.

Seven suspects arrested in Parañaque City for kidnapping three foreigners

Seven suspects, including three Chinese nationals, were arrested for allegedly abducting three foreigners in Parañaque City, the National Capital Region Police Office (NCRPO) said Tuesday.

In a report, NCRPO chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Liu Yujie, 39; Weichun Xu, 35; and Donbo Lyu, 35; all Chinese nationals; and Jon Jon Osquiza, 45; Jerico Mamaril, 29; Brian Barado, 33; and Ruel Arenas, 42.

Nartatez said the incident happened around 4 a.m. Monday when the suspects barged into a house inside the Multinational Village in Barangay Moonwalk, which is being rented by three women — two Chinese nationals and a Vietnamese.

He said the suspects destroyed closed-circuit television cameras while they took the cellphone of the victims’ driver Kevin Christian Julu-an and a housemaid. The suspects took the victims and forced them into their getaway vehicle, a white Toyota Alphard minivan.

Julu-an immediately reported the incident to the local police, which launched an operation.

At about 4 p.m., the police tracked the suspects’ hideout on another street in the same village and arrested them.

Robbery attempt in Parañaque City foiled, one suspect arrested

Recently in the city of Parañaque, a security guard foiled a robbery attempt resulting in the arrest of one suspect and the recovery of the victim’s handbag, according to a Manila Bulletin news report. The incident happened in Barangay Tambo and there are two other suspects still at large.

A security guard successfully arrested one of the three suspects who tried to rob a woman in Parañaque City on Wednesday, August 21.

The Southern Police District (SPD) said the suspect identified as “Armando,” 44, was arrested at around 3:00 p.m. along Roxas Boulevard corner Bradco Avenue in Barangay Tambo, Parañaque City.

Based on the police report, a 28-year-old woman had just got out from a taxi when she was approached by the suspects brandishing a handgun and forcibly took her handbag.

The security guard on-duty was then alerted by the victim’s shout and immediately responded leading to the arrest of Armando.

The hero guard recovered the victim’s handbag and a replica .45 caliber pistol from the suspect.

Meanwhile, his two other cohorts identified as “Kalapati” and “Norby” escaped. The police is now conducting a follow-up operation for the arrest of the two.

Woman hit by car in Parañaque City, suspect driver a Pakistani national

Recently in the city of Parañaque, a 49-year-old woman got hit by a car from behind resulting in very serious injuries, according to a GMA Network news report. A 49-year-old woman was seriously injured in a hit-and-run incident while walking to work as a laundry woman in Don Bosco, Parañaque last week.

Victim Loida Faustino was seen in CCTV footage walking along Levitown Avenue last Friday morning, August 23, 2024, when she was hit by a red vehicle that fled the scene after the incident. She was immediately brought to a nearby hospital.

“Grabe po ‘yung nangyari sa kanya. Bali po ‘yung tuhod, kamay, katawan, ulo (What happened to her is severe. She had broken knees, hands, in the body, and in the head),” the victim’s brother Arnold Faustino said in a report by Nico Waje on GMA’s “24 Oras Weekend” on Sunday.

The family is seeking justice for what happened, and for the suspect — only identified as a Pakistani — to take responsibility.

“May anak ‘yun. Hindi makakapagtrabaho ‘yun. Hindi puwedeng hindi siya managot sa nangyari na ‘yun, (She has a child and she will not be able to work. The suspect has to take responsibility for what happened)” the victim’s brother-in-law Samuel Celzo said in the same report.

According to Barangay Don Bosco Chairman Mar Jimenez, the suspect was immediately apprehended after the incident.

“Upon apprehension, medyo meron siyang alcohol breath so lumalabas na (Upon apprehension, his breath smelled slightly of alcohol. So it shows that he was) under the influence of liquor,” he said.

However, the local police said medical examinations and a breathalyzer analysis gave negative results.

CMCI 2024: Parañaque falls down to 27th place among Highly Urbanized Cities on Competitiveness, finishes dead last on Government Efficiency

The latest results of the Cities and Municipalities Competitiveness Index (CMCI) for the year 2024 showed that the City of Parañaque fell down to 27^th place among the 33 Highly Urbanized Cities (HUCs) in terms of Competitiveness when compared to last year’s results. Also for the 2^nd straight year, Parañaque finished dead last at 33^rd place in the category of Government Efficiency.

Parañaque City, which was the 24th Most Competitive HUC a year ago, scored 35.3478 points in total on the main category of Competitiveness among HUCs ranking 27^th out of 33 HUCs overall.

*The overall ranking of Parañaque City among the 33 highly urbanized cities (HUCs) nationwide for the 2024 CMCI.*

Along the way, the city scored 7.9090 points on Government Efficiency for 33^rd place, 6.5970 points on Innovation for 31^st place, 11.1401 points on Resiliency for 30^th place, 4.6574 points on Infrastructure for 23^rd place and 5.0443 points on Economic Dynamism for 12^th place.

Parañaque City scam hub raided, 99 suspects arrested

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.
