Muntinlupa City raises cash incentives for local athletes who are able to win in local and international sports events

Recently in the progressive City of Muntinlupa, the City Government officially raised the cash incentives for its local athletes who are able to win medals in varied local and international competitions, according to a Manila Bulletin news report.

The Muntinlupa City government increased the cash incentives to athletes winning in international and local competitions including the Olympics, and Asian and SEA Games.

Mayor Ruffy Biazon signed Ordinance 2023-091, passed by the Muntinlupa City Council, giving incentives and rewards to athletes bagging gold, silver and bronze medals in international, national, regional and local competitions.

The ordinance covers athletes and coaches representing Muntinlupa who win in contests sanctioned by the Philippine Sports Commission (PSC), Philippine Olympic Committee (POC), International Olympic Committee (IOC), National Association (NSA) and the city government.

It also applies to athletes and coaches who are residents of Muntinlupa and are part of the sports development program of the city, and winning athletes who represent the country who have lived in Muntinlupa for at least a year.

“Our city is definitely proud of Muntinlupeños excelling in sports. It is but fitting that we reward their hard work and support their continuous pursuit of excellence,” said Biazon.

The new local law amended Ordinance 18-299 approved in 2018, which gave cash incentives to winning athletes and their coaches.

Under the new ordinance, Olympians winning gold, silver and bronze medals will get P750,000, P500,000 and P250,000, respectively.

The Muntinlupa City government ranked second among local government units in the National Capital Region (NCR) in public financial management assessment done by the Department of Budget and Management (DBM).

Muntinlupa ranks 2nd in PFMAT Compliance of the Department of Budget and Management,” according to Mayor Ruffy Biazon.

The ranking was a result of the Public Financial Management Assessment Tool (PFMAT) based on budgeting, accounting, auditing, cash management, management of public debt/procurement, revenue generation and public reporting on public sector financial operations, added Biazon.

“Public Financial Management (PFM) is a system of rules, procedures and practices for government to manage public finances. PFM seeks to address the key challenges of controlling government spending and making agencies operate efficiently and effectively,” according to previous guidelines issued by the DBM.

Biazon said Muntinlupa’s ranking is “proof to our commitment to transparency, accountability, and responsible financial management. We ensure that public funds are spent well and effective.

Muntinlupa Mayor establishes sports and recreational facilities division

Recently in the progressive City of Muntinlupa, Mayor Ruffy Biazon issued an executive order establishing a local division to manage the local sports and recreational facilities, according to a Manila Bulletin news report. Muntinlupa Mayor Ruffy Biazon issued an executive order creating a special body that will oversee sports and recreational facilities in the city.

Biazon signed Executive Order No. 20 establishing the Sports and Recreations Management Division (SRMD) that is also tasked to market the facilities as venues for local and international competitions.

(Having the SRMD) we expect our sports facilities to be well-taken care of and maximized to their fullest potential as we now have a dedicated office to oversee their daily operations,” said Biazon.

The SRMD was established to operate and maintain the city’s sports facilities, including the Muntinlupa Sports Center, Aquatic Center, Track and Field Oval, as well as covered courts, parks, and playgrounds.

The Muntinlupa Aquatic Center recently hosted the “United We Swim” Anniversary Swim Meet of the Swim League Philippines with about 600 participating swimmers from Luzon, Visayas, and Mindanao.

Biazon appointed Joshua Robert Cosare, a member of the Sports Management Council of the Philippines, as head of the SRMD. Cosare is a graduate of BA Sports and Recreational Management and has over 10 years of experience in the field.

COVID-19 Crisis: Active cases in Muntinlupa City fall down by 45.8%

In the progressive city of Muntinlupa, the City Government’s health office announced that the total active COVID-19 cases in the city fell down by 45.8%, according to a Manila Bulletin news report.

Muntinlupa City’s total active Covid-19 cases continued to decrease in the past two weeks, dipping below 100.

According to the City Health Office (CHO), as of June 5, Muntinlupa has 52 active Covid-19 cases, down by 44 cases or 45.8 percent, compared to 96 tallied as of May 29. The city had 114 active Covid-19 cases as of May 22.

Of the 52 active cases, 13 were recorded in Barangay Putatan, eight in Tunasan, seven each in Poblacion and Alabang, six in Ayala Alabang, four each in Cupang and Sucat, two in Bayanan and one in Buli.

In the past week, Muntinlupa tallied 105 new Covid-19 cases with the confirmed cases totaling 47,110 from 47,005. There were zero deaths in the past week while recoveries totaled 149 from 46,245 to 46,394. There are 13 probable cases in Muntinlupa as of June 5.

The Department of Health (DOH) reported on June 5 that there were 9,107 new Covid-19 cases nationwide from May 29 to June 4, down by 22 percent compared to the total from May 22 to 28.

Muntinlupa City Government honors local residents (athletes and coaches) for 2023 SEA Games achievements

Recently the City Government of Muntinlupa honored the local residents – specifically athletes and coaches – who made notable achievements in the 32nd Southeast Asian Games (SEA Games) in Cambodia and helped the Philippines do better than the previous edition of the games, according to a Manila Bulletin news report.

The Muntinlupa City government honored athletes and coaches who brought honor to the country in the 32nd Southeast Asian (SEA) Games held on May 5-17 in Phnom Penh, Cambodia.

The Muntinlupa City Council passed Resolution No. 2023-243 congratulating Muntinlupeño athletes and coaches in the SEA Games.

Congratulations to our Muntinlupeño athletes and coaches who have shown their strength and excellence in the 32nd SEA Games in Cambodia. You make your City truly proud,” said Mayor Ruffy Biazon, who signed the resolution on May 29.

Out of the 840-strong Philippine delegation, eight Muntinlupeños won medals. Honored by the city government are Annie Ramirez (gold, Jiu-jitsu Women’s Newaza Nogi-57 kg category); Kaila Napolis (gold, Jiu-jitsu Women’s Newasa Gi-52 kg); Gretel De Paz (gold, Kickboxing Low Kick – 56 kg class); Shugen Nakano (silver, Men’s Judo-66 kg class); Daryl John Mercado (bronze, Men’s Judo 55 kg); Keisei Nakano (bronze, Judo Mixed Team); Jay-R Beterbo, silver, Floorball-Men’s Tournament); and Carlo Biado, bronze, Billiards-Men’s 9-Ball Pool Doubles.

The city also recognized coaches Jayson Senales and Kodo Nakano, who are also from Muntinlupa, for successfully leading the national judo team to a strong medal showing at the Games, accounting for a total of seven medals.

The recent campaign is hailed as one of the country’s strongest overseas performances, second only to the 59-gold medal haul in the 1987 Jakarta SEA Games which featured mainstays such as the late Lydia De Vega-Mercado, Paeng Nepomuceno, and Eric Buhain.

Alabang Hills Village 2023-2024 Vehicular Sticker Program in effect, applications for non-resident stickers are accepted

Motorists who wish to avail of the newest edition of vehicular stickers (2023-2024) from the Alabang Hills Village Association (AHVA) are welcome to apply for them – online or offline – starting with the non-resident/pass thru stickers. For a general reference, posted below is the AHVA’s image with details about the program.

Dear AHV Neighbors,

This is to inform you that the AHVA Vehicle Sticker program for 2023-2024 will commence on Monday, May 15. Following is the schedule of the program by type of vehicle sticker:


Non-resident / Pass Thru: starting May 15

Commercial and Don Manolo Blvd (New Life Alabang, San Beda College Alabang): starting June 1

Resident (Homeowners, Lot Owners, Tenants) and Bicycle/Motorcycle: starting July 1.

For orderly and timely processing and as a Covid-19 safety precaution, applications for Sticker Processing & Issuance will need to be done by appointment. Here are the alternative approaches by which you could apply for a vehicle sticker(s):

Online Application

  1. Apply online via the AHVA website at https://alabanghillsvillage.com
  2. Click on the E-services tab and select “Vehicle Sticker”.
  3. Click on the vehicle sticker category that you are applying for. Please take note of the start dates by vehicle category. The online system for each category will go ‘live’ a few days before each of the indicated start dates.
  4. Download and print an application form and fill out as required.
  5. Follow the online instructions, ensuring you pick a Processing & Issuance day and time that will work best for you.

6.   You will see a Confirmation page after you successfully book an appointment. You will also receive a Confirmatory Email shortly thereafter.

Offline Application


A. AHVA Office Visit: If you cannot or have difficulty applying online, please drop by the AHVA Office during office hours and we will be happy to help you book an appointment. This facility will be available to both Seniors and non-Seniors.


B. Dropbox Submission: Alternatively, you can submit your vehicle sticker application form via dropbox. The Vehicle Sticker Application Form Dropbox will be located in the AHVA Office. Please allow our Sticker Processor a few days to call you to set up your appointment date and time.

You are required to wear a face mask and observe social distancing when you come to the Admin Office whether to apply for a sticker or to bring your vehicle for stickering.

Sticker FeesSticker fees will remain the same as last year’s except for the sticker fee for Don Manolo Blvd. An increase is needed to help the Association cover for increased maintenance expenses due to heavy wear and tear of this road.

Muntinlupa City Government to provide free breast ultrasound and mammography tests

In the progressive city of Muntinlupa, the City Government will provide free breast ultrasound and mammography tests to specific and qualified patients, according to a Manila Bulletin news report.

The Muntinlupa City government will provide free breast ultrasound and mammography tests to endorsed patients and beneficiaries of the Kalingang Munti Action Center (KMAC), a one-stop shop for the public in availing frontline services.

The Muntinlupa City Council approved Resolution 2023-238 authorizing Mayor Ruffy Biazon to enter into a memorandum of agreement with the Medical Center Muntinlupa Inc., to provide free breast ultrasound and mammography tests.

“We definitely welcome this development as this enables the city government to address the problem of breast cancer head-on. By early detection, we hope to save many families from the heartbreak of losing mothers and women family members to an otherwise preventable disease,” said Biazon.

Under the agreement, the city government will shoulder the cost of the tests of patients and target beneficiaries identified by KMAC and verified by the Gender and Development (GAD) Office.

Muntinlupa City Government congratulates local resident for winning the nation’s first gold medal at the 32nd SEA Games

Recently the City Government of Muntinlupa congratulated a local resident who won for the Philippines its first gold medal of the ongoing 32nd Southeast Asian Games (SEA Games) in Cambodia, according to a Manila Bulletin news report. The name of the local resident is Kaila Napolis and she won the gold in the women’s jiu-jitsu event.

The Muntinlupa City government congratulated Jenna Kaila Napolis for winning the Philippines’ first gold medal at the 2023 Southeast Asian Games (SEA Games) in Cambodia.

Napolis, a resident of Barangay Poblacion, Muntinlupa, won the gold in the Jiu Jitsu Women’s Newaza Gi – 52kg event by defeating Cambodia’s Jessa Khan on May 4.

“Ang Jiu jitsu athlete ay isang Muntinlupeño, mula sa Brgy. Poblacion. Muli, Congratulations Kaila! (The Jiu jitsu athlete is a Muntinlupeño from Brgy. Poblacion. Again, Congratulations Kaila!),” the city government posted on Facebook.

In a Facebook post, Napolis said, “4 matches to Seagames Gold.”

My faith as small as a mustard seed got me through here. I’m so happy I was able to conquer my fear of competing against one of the best in the world,” she added.
