A man who snatched the cellular phone of a receptionist was arrested by policemen who were conducting visibility operations in Las Piñas City on Friday, April 14.

Col. Jaime Santos, city police chief, identified the suspect as Arwen Cuadra, 23.

Santos said the victim was about to board a public utility vehicle (PUV) when the suspect, along with two cohorts, suddenly appeared and snatched her iPhone 13 Promax model worth P70,000.

The victim shouted for help, which caught the attention of policemen from the Pilar substation who were patrolling the area as part of visibility operations, leading to a chase.

Cuadra was arrested at around 3:40 p.m. along Alabang-Zapote Road in Barangay Almanza, Las Piñas City, while his two cohorts eluded the arrest.

Police recovered an 11-inch long ice pick from the suspect.

Police arrest suspects in Parañaque and seize P680K worth of illegal drugs

Recently in Parañaque City, a buy-bust operation was successfully executed by the local police resulting the apprehension of two suspects and the seizure of illegal drugs worth an estimated P680,000, according to a Manila Bulletin news report.

Members of the Parañaque Police Station Drug Enforcement Unit (SDEU) seized P680,000 worth of illegal drugs from two individuals during a buy-bust operation on Wednesday, April 12.

Col. Renato Ocampo, city police chief, identified the suspects as Alfredo Duca Galarion and Gina Catubay Muntez.

Ocampo reported to the Southern Police District (SPD) that the suspects were arrested during an entrapment operation conducted at around 1:10 a.m. on St. Paul Avenue in Barangay San Isidro, Parañaque City.

He said the SDEU operatives were able to confiscate from the suspects a total of 100 grams of suspected shabu worth P680,000.

The city police chief said the operatives also recovered a genuine P1,000 bill on top of eight boodle money and a blue sling bag.

Ocampo said the recovered shabu was turned over to the SPD Forensic Unit for quantitative and qualitative analysis.

Chinese nationals arrested in Parañaque for illegally detaining their compatriot

Recently in Parañaque City, three Chinese nationals were apprehended by the local police for illegally detaining their compatriot, according to a Manila Bulletin news report. The three foreigners were arrested on the afternoon of Good Friday at Barangay Tambo.

Members of the Parañaque Police Tambo substation arrested three Chinese men for illegally detaining their compatriot on Friday, April 7.

According to the Southern Police District (SPD), the suspects identified as Wang Dingding, Ying Jian and Yong Jin Ong were arrested at around 2 p.m. at a casino resort and hotel in Barangay Tambo, Parañaque City.

The SPD said the victim identified as Zhou Qing, 33, called his girlfriend Anne Rose Valenzuela Burca, claiming that he was detained by the suspects after losing P500,000 from a casino.

The victim told Burca that he will be sold to a Philippine Offshore Gaming Operator (POGO) company if he fails to fulfill the suspects’ demands of paying the P500,000.

Burca immediately sought assistance from the casino security guards, wherein Qing was rescued and Wang Dingding was nabbed. The security guards brought Dingding to Tambo substation after his arrest.

The police said after Dingding was arrested, Jian and Ong appeared at the Tambo substation to help and settle the complaint against the suspect.

However, at the Tambo police substation, the victim identified Jian and Ong as the persons who prevented him from leaving the room and threatened him to be sold at a POGO company.

Man arrested for stealing over P70 million worth of valuables from foreign resident of Ayala Alabang Vllage

Recently in the progressive city of Muntinlupa, local police personnel arrested a man (note: he worked as a driver) for the alleged theft of over P70 million worth of valuables from a foreigner who has been living in Ayala Alabang Village, according to a Manila Bulletin news report.

A driver was arrested by the police after allegedly stealing at least P73.6 million worth of personal valuables, including a P50-million Richard Mille watch, from a Korean living in Ayala Alabang Village in Muntinlupa.

The Muntinlupa Police identified the suspect as Menard Soler, 37, a resident of San Francisco del Monte in Quezon City.

Soler was hired as a driver by victim Sungchan Hong, 46, a Korean businessman.  The theft incident was discovered on March 26 at his house in Ayala Alabang Village.

The suspect was arrested by Muntinlupa police at a parking lot of a hotel in San Pedro, Laguna by virtue of a warrant of arrest for another theft he allegedly committed last year.

The warrant of arrest was issued by Presiding Judge Vladimir Berla Serohijos Daral of the Pasay Metropolitan Trial Court Branch 165 with recommended bail of P10,000.

After Soler’s arrest, the police recovered P73.6 million worth of personal items that he allegedly took from the victim’s house. These include a Richard Mille wristwatch worth P50 million; one Rolex watch worth P2.5 million; AP watch, P3 million; a Cartier bracelet, P1 million; five pieces of Gold Trump playing cards, P10 million; a Dragon bracelet, P1 million; a Dupont lighter, P500,000; four G-Shock watches, P80,000; a gold dragon figurine, P2 million; two gold watches, P3 million; a silver watch, P500,000; and an Apple watch, P50,000.

The police said Soler put the valuables inside a bag and left using the victim’s Range Rover vehicle.

Soler is now detained at the Muntinlupa Police custodial facility pending the issuance of a commitment order from the court.

Muntinlupa City Government provides assistance to almost 200 home-bound PWDs

The Muntinlupa City government provided services to nearly 200 homebound persons with disabilities (PWDs).

Under the “Oplan Bisita” program, the city government’s Persons With Disability Affairs Office (PDAO) assisted the PWDs in the first quarter of the year and gave them services from checkups to palliative care.

“As a city, we want to make sure that no one is left behind, because to achieve our vision of a smart city means that we are efficient in delivering services to the people so that no one is marginalized,” said Mayor Ruffy Biazon.

The PDAO provided services such as physical assessment and therapy, occupational assessment and therapy, medical and palliative care check-up, and mental health counseling.

The PWDs who were visited by the team live in Barangays Alabang, Cupang, Buli, Bayanan, Tunasan, Poblacion, Sucat, and Putatan.

Man arrested for shoplifting at S&R Alabang branch

Recently in the progressive city of Muntinlupa, another shoplifting incident took place at S&R Membership Shopping in Alabang only this time it’s about one man who tried to steal two bottles of liquor worth over P20,000 in combined total value, according to a Manila Bulletin news report. It should be recalled that shoplifters were caught in the same S&R branch a few weeks prior.

A man was arrested for shoplifting a popular and pricey liquor at the S&R warehouse club in Muntinlupa on April 2.

The Muntinlupa police identified the suspect as Jay-r Layan, 33, who is allegedly listed on S&R’s gallery of shoplifters.

Layan was arrested by security guards at the S&R branch in Alabang at about 5 p.m.

The police said that security officer-in-charge Romeo Orua was conducting a routine roving when he saw the suspect enter the S&R Alabang branch.

He discreetly followed the suspect and caught him in the act of putting items in his waist and hurriedly run outside without paying.

Orua and Lowelyn Ruallo of the S&R internal security chased the suspect and arrested him. Recovered from his possession were two bottles of Remy Martin worth P21,298.

Layan and the recovered items were brought to the S&R security office and later to the Barangay Ayala Alabang police substation for investigation.

Firefighters put out restaurant fire at Molito Lifestyle Center in Alabang

Recently in the progressive city of Muntinlupa, firefighters successfully put out a fire that hit a restaurant located inside the popular Molito Lifestyle Center in Barangay Ayala Alabang, according to a Manila Bulletin news report. The fire incident happened on the late evening of April 1, 2023.

The fire reached the first alarm at 10:28 p.m. and was immediately put out at 10:32 p.m.

From the time it was reported until it was put out, the fire only lasted for eight minutes but it damaged P400,000 worth of properties

Firefighters said the fire originated from a griller in the restaurant kitchen but the cause is under investigation.

The above report ended stating that nobody got injured during the incident. The response to the fire involved the use of five fire trucks and an ambulance.

Maynilad explains why water service interruptions happened in Muntinlupa City

Recently in the progressive city of Muntinlupa, customers of Maynilad experienced the lack of access to water which reflects the ongoing water service interruptions that also affected others in different cities served by the water concessionaire. As such, Maynilad officials joined Muntinlupa City Mayor Ruffy Biazon in an online talk via Facebook to explain why the water service interruptions have been happening, according to a Manila Bulletin news report.

Maynilad Water Services Inc. explained that the ongoing water service interruptions (WSI) affecting its customers in Muntinlupa and other areas are due to facility maintenance at the Putatan Water Treatment Plants.

The company has been the target of criticism from irate customers in Muntinlupa for its poor water service.

Recently, Maynilad announced that its “customers in portions of Bacoor City, Cavite City, Imus City, Las Piñas City, Muntinlupa City, Parañaque City, Noveleta, Cavite and Rosario, Cavite will have water service interruption daily starting March 24, 2023 until April 1, 2023.

Maynilad will be conducting intensified cleaning of the plants’ filters following the prolonged entry of highly turbid water. This activity will allow the plants to return to normal operations now that turbidity is expected to go down with the end of Amihan season,” it said.

To discuss the problem, the Muntinlupa City government’s Public Information Office invited Maynilad representatives to an online talk on Facebook on March 30.

Mayor Ruffy Biazon and PIO chief Mimi Gonzales invited Maynilad’s Greg Antonio, head of the Water Production Department, and Harold Lopez, head of the Muntinlupa-Las Pinas Business Area.

On the daily water service interruptions, Antonio said this is due to the Amihan season that is causing high water turbidity

“Same pa rin po yung reason natin. Yung sinasabi nating turbidity or paglabo ng tubig (We still have the same reason. This is due to turbidity or water getting cloudy),” said Antonio.

He said Maynilad has installed silt barriers and membranes at the Putatan Water Treatment Plant.

But he said the turbidity this year is “one for the books.” He said the turbidity in Laguna Lake, the water source for Maynilad’s Putatan plant, is 28 days longer this year compared to previous years.

He said Maynilad has seen that turbidity in Laguna Lake has reached 40 sq. km., which was the maximum area reached by its sampling boat.

However, Antonio said Maynilad has no concrete explanation about the high water turbidity in Laguna Lake.

“Sa ngayon wala pa po kaming concrete basis dun sa cause ng paglabo pero yung evidence lang po nung visual. Yun lang po ang nakikita namin (At present we have no concrete basis on what is causing the water to get cloudy but we only have the visual evidence. That is what we are seeing),” he said.

Maynilad is currently constructing its third water treatment plant in Muntinlupa in Barangay Poblacion.

Antonio said by November this year, the Poblacion plant will operate one-third of its capacity or 50 million liters per day. He said the two water treatment plants in Barangay Putatan are “just enough” to meet the water demand of Maynilad customers.

He said the two Putatan Water Treatment Plants can produce 280 million liters of water per day.

The Poblacion plant, which will have a full capacity of 150 million liters of water per day,  will provide water if Maynilad does maintenance work at the Putatan Water Treatment Plants.

Antonio said with the operation of the Poblacion plant by November, there will be no water service interruptions.

“Eto po yung kinakailangan natin to ensure 24 hours provision ng supply po (This is what we need to ensure 24 hours provision of supply),” he said.

Some customers in Muntinlupa have complained why Maynilad has set the supply of water at midnight.

Lopez said that at present, Maynilad’s water production is limited, prompting the company to allocate water supply. He said the allocation depends on the elevation of the area, distance, and demand.

He said the Southville 3 housing project in Barangay Poblacion is the highest and farthest water service area of Maynilad in Muntinlupa.

On the different hours being implemented by Maynilad for its water service interruptions, Lopez said it depends on the water production.

Chinese national arrested for P100,000 bribe attempt inside PNP substation

Were there any unusual crime incidents that happened in your city lately? There was one in Taguig City and it was about a male Chinese national who entered a police substation where he offered police officers there a bribe of P100,000 to have his apprehended friend released only to be arrested on the spot, according to a Manila Bulletin news report.

A Chinese man was arrested by the Taguig police for allegedly bribing police officers with P100,000 for the release of his friend.

The Taguig police identified the suspect as Bin Li, 40, sales manager. Confiscated from him were 100 pieces of P1,000 bills totaling P100,000 and one Alien Employment Permit (AEP) ID.

According to the police, the bribing incident happened on March 26 at the Taguig police’s Substation 1 at 40th Street corner 9th Avenue in Bonifacio Global City in Barangay Fort Bonifacio.

The police said Bin Li went to the police station and asked for his friend, Deng Jiliang, 33, Chinese national, IT staff at Huawei, who was arrested for violation of Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).

Bin Li allegedly approached the arresting officers and offered them the P100,000 in exchange for the release of Deng Jiliang.

The above report ended stating that the suspect has been charged for violating Republic Act 3019 (Anti-Graft and Corrupt Practices Act). This incident somewhat reminds me of what happened inside the police station in Parañaque City in early 2022 when a foreigner and his local partner arrived pretending to be court process servers (with fake documents) trying to free detained foreign nationals. Those were arrested for the falsification of public documents and usurpation of authority.
