Police rescued a Chinese national after receiving a 911 emergency call and arrested two of his compatriots who allegedly held him captive in Parañaque City on Dec. 27.
The Southern Police District (SPD) identified the victim as Zhenhai, a Chinese national, who was rescued at around 10:40 p.m. inside a condominium unit in Barangay Don Galo, Parañaque City. The suspects were identified as Haoxin, 38, and France, 37, both Chinese nationals and residents of Pandacan, Manila.
According to police, a duty officer at the Parañaque City Police Station Tactical Operations Center received a call through the 911 emergency hotline reporting that a Chinese national was being held against his will and threatened at gunpoint for allegedly refusing to pay a P25,000 debt, which he claimed he did not owe.
Personnel from the Parañaque City Police Station Niño Substation immediately responded to the report, leading to the rescue of the victim and the arrest of the two suspects.
Recovered from the suspects were a 9mm caliber pistol without a serial number, one magazine, and nine rounds of 9mm ammunition.

A 26-year-old Chinese national was rescued in a condominium in Parañaque City after allegedly being kidnapped, the National Capital Region Police Office (NCRPO) reported Sunday.
In a statement, the NCRPO said authorities conducted a rescue operation after they received a report through the PNP Hotline Facebook page.
The victim was found in a condominium unit in Barangay Don Galo on Saturday with four male and one female foreign suspects.
Initial investigation showed that the victim had allegedly been detained since December 9, with suspects demanding P1 million for his release.
The victim said P500,000 had already been handed over. The suspects were placed under police custody for proper investigation.

Very recently in the city of Parañaque, a group of armed men mostly disguised as personnel of the police entered a residential community and managed to kidnap a foreign national who was described as a “boss” of a Philippine Offshore Gaming Operation (POGO), according to a GMA Network news report. The kidnapping was captured on camera.

A Chinese man suspected to be a Philippine Offshore Gaming Operator (POGO) boss was kidnapped by men posing as police in Parañaque City.
In Jun Veneracion’s Thursday report on “24 Oras,” six armed men came out of a van, which was parked in front of the house that the victim was renting.
Most of the armed men wore shirts and vests with the word “police” on the back.
CCTV footage showed that the armed men approached the security guard, disarmed him and approached another person.
A few minutes later, two men held the victim as he went outside his house in handcuffs.
“Ito po ayan na po si [censored] sinakay nila sa Hiace at tuloy tuloy na po yan. Pumasok po sila around 3:20 [p.m.] at lumabas around 3:50 [p.m.] siguro. Around 30 minutes sila sa loob ng village,” said Police Lieutenant Colonel Eric Angustia, assistant chief of police for administration of the Parañque City Police Station.
(The victim was boarded into the Hiace. The armed men went into the village at 3:20 p.m. and came out around 3:50 p.m. They were there for about 30 minutes.)
The Parañque City Police Station said the armed men disguised themselves as police to kidnap the victim.
“Ayon sa security guard sa Gate 1, nagpakilala sila na mga pulis at may operation sa loob magsi-serve ng isang warrant of arrest. Nagpanggap lang ito na mga pulis para mabilis makapasok,” Angustia said.
(According to the security guard of Gate 1, the armed men introduced themselves as police and said they would serve an arrest warrant to the victim. They disguised themselves as policemen to easily enter the village.)
The whereabouts and wellbeing of the victim are still unknown.
Upon investigation, the police found that one of the suspects was a former security guard of the subdivision. A witness saw him talking to the victim’s two guards near his house days before the crime.
“Lumalabas po sa imbestigasyon na kasabwat sila sa insidente kaya inaaresto natin sila yung dalawa,” Angustia said.
(The investigation revealed that they were accomplices in the incident so we arrested them.)
The victim’s guards will be facing kidnapping charges along with seven other suspects who remain subjects of police manhunt. The suspects refused to give comments and said they would talk to their lawyers first.
According to the investigation, the victim is a businessman and is considered a POGO boss in Parañaque. The police are still looking for the mastermind of the kidnapping, who, until now, is not asking for a ransom.

Three Chinese nationals were arrested for allegedly abducting a Malaysian national in Parañaque City on Monday.
In a report, National Capital Region Police Office (NCRPO) chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Li Xue Chang, 34; Huang Guanghong, 27; and Wang Yefu, 24; all residents of Shore Residences in Pasay City.
The suspects were arrested in an entrapment operation by the Parañaque City Police Station at about 5:30 a.m. along Diosdado Macapagal Boulevard in Barangay Tambo, which also led to the rescue of the 42-year-old victim.
Seized from the suspects were three caliber .45 pistols, six magazines, 38 rounds of ammunition, a bolo, a pocket knife, four cellular phones, boodle money, and a silver Mitsubishi Adventure vehicle used in the crime.
Investigation showed that the suspects abducted the victim at about 11 p.m. on Sept. 6 in Barangay Tambo.
The operation stemmed from the report of the victim’s friend, also a Malaysian national, who claimed the suspects sent him ransom demands and photos of the victim being tortured via messaging app Telegram on Sunday.
The arrested suspects are now facing criminal complaints of kidnapping, violations of Republic Act 10591 (Comprehensive Firearms and Ammunition Regulation Act), and Batas Pambansa 6 (An Act Regulating the Sale, Use, and Possession of Bladed, Pointed, or Deadly Weapons).

Seven suspects, including three Chinese nationals, were arrested for allegedly abducting three foreigners in Parañaque City, the National Capital Region Police Office (NCRPO) said Tuesday.
In a report, NCRPO chief Maj. Gen. Jose Melencio Nartatez Jr. identified the suspects as Liu Yujie, 39; Weichun Xu, 35; and Donbo Lyu, 35; all Chinese nationals; and Jon Jon Osquiza, 45; Jerico Mamaril, 29; Brian Barado, 33; and Ruel Arenas, 42.
Nartatez said the incident happened around 4 a.m. Monday when the suspects barged into a house inside the Multinational Village in Barangay Moonwalk, which is being rented by three women — two Chinese nationals and a Vietnamese.
He said the suspects destroyed closed-circuit television cameras while they took the cellphone of the victims’ driver Kevin Christian Julu-an and a housemaid. The suspects took the victims and forced them into their getaway vehicle, a white Toyota Alphard minivan.
Julu-an immediately reported the incident to the local police, which launched an operation.
At about 4 p.m., the police tracked the suspects’ hideout on another street in the same village and arrested them.

Members of the Las Piñas City police rescued four Indian nationals who were kidnapped and illegally detained by four of their compatriots for non-payment of their P200,000 car accident settlement on July 5.
Las Piñas City police chief Col. Sandro Tafalla reported to the Southern Police District (SPD) the arrest of alias Ramanathan, 22; alias Devesh, 22; alias Sanjay, 22; and alias Venkata, 21, all Indian nationals.
Tafalla said the four suspects were arrested at around 10:30 p.m. at a residential building located at Barangay Pamplona Tres, Las Piñas.
He said two other suspects, identified as alias Lmahen and alias Shivarishi, were able to escape during the rescue operation and are now being hunted by the police.
The city police chief said the rescued victims were identified as alis Ven, 21; alias Vam, 21; alias Sai, 22; and alias Kal, 19.
Tafalla said the victims were allegedly robbed and detained by the suspects for their failure to pay the P200,000 car accident settlement.
He said the victims rented a Nissan Tiera owned by Shivarishi in going to Nasugbu, Batangas last May 24 but they unfortunately had an accident.
The police said suspect, Shavarishi, reportedly demanded the victims to pay the amount of P700,000 after his car suffered damages but the victims reportedly paid only P500,000.
Tafalla said by failing to to pay the remaining P200,000, the victims were kidnapped, robbed, and illegally detained by the suspects on July 5.
He said a friend of the victims reported the incident to the police and a rescue operation was launched.
The city police chief said recovered during the operation were a white Hyundai Accent with license plate DAC 2660, one wooden broomstick, and one metal dustpan, which were reportedly used in the assaults.

A gang of kidnappers whose members were described as transgendered people got busted by the personnel of Criminal Investigation and Detection Group (CIDG) as a result of a joint operation with the Anti-Kidnapping Group of the Philippine National Police (PNP), the National Capital Region Police Office (NCRPO) and some military personnel, according to a Philippine News Agency (PNA) news report. The gang referred to as Warla had victimized more than ten people (including one victim in Barangay BF Homes, Parañaque City according to a Philippine Star news report) and they collected millions of Pesos worth of ransom money for the purpose of sex reassignment surgery (AKA sex change) for themselves.

Members of the Criminal Investigation and Detection Group (CIDG) dismantled a kidnapping syndicate whose members are transgenders.
In a press briefing at Camp Crame, Quezon City on Tuesday, CIDG director Brig. Gen. Ronald Lee identified the suspects as Francis Villa, Lawrenza Lingo, Johnas Belonio, Bernard Torres and Mark Joseph Pelonio, all members of the “Warla” kidnapping group.
They were nabbed in a joint operation with the PNP Anti-Kidnapping Group, National Capital Region Police Office and military troops on Oct. 1.
Lee said the modus of the group is to lure victims from dating apps and sites to meet up with their good-looking members.
Once abducted, the victims are brought to their safehouse and the suspects demand money from them in exchange for their release.
After receiving the ransom, the suspects drop off the victims in random places around Metro Manila.
The group is said to be operating in the southern part of Metro Manila, specifically in Parañaque, Pasay, Taguig, and Makati and has victimized around 14 persons.
They were able to collect total ransom money amounting to PHP4.2 million which will be used for their sex reassignment surgery or “sex change”.
Lee said the group was made known to the police after Taiwanese victim Michael Lee was rescued on Sept. 7 in Parañaque City, after he was abducted on Sept. 3.
The kidnapping group demanded a sum of money from the victim’s friends in exchange for his freedom. The victim’s friends were able to send money to five different digital wallets reaching a total of PHP308,000.
“For the longest time that I have been in anti-kidnapping operations, this is the first time we have encountered this group of transgenders who have already victimized 14 people. We are still backtracking to find out who they are and fortunately, Michael Lee complained and sought the help of the Taiwan police so that was the breakthrough in this case,” Lee said in Filipino.
Lee said the kidnapping group is led by a certain Mikey Ebol, a.k.a Mike Collado Ebol, who is now hiding.
After trailing transactions of the group, the police located four other suspects who had already surrendered — Dewie Shaine Collado Garcia, Charlemagne Olunan Vargas and Christian Paredes.
In their statements, they said the SIM (subscriber identity module) cards they owned were bought by Ebol.
During the investigation, Lee said the group was formed in 2018.
Col. Hansel Marantan, CIDG National Capital Region field unit director, said the name of the group was coined from the gay lingo “warlalu” which means “let’s get it on, let’s go to war”.
“They will post themselves as beautiful women on Facebook to lure their prey. And that’s it, once the victims are kidnapped, they will start negotiations like asking for PHP500,000 and the span of negotiations is very short. It takes only about three to four days and they use GCash as an avenue for the collection of money which is very hard to trace,” he added.
Further probe revealed that the group is involved in the illegal sale of firearms.
The PNP-AKG filed kidnapping charges against Ebol and his cohorts before the Department of Justice on Sept. 12.
Meanwhile, continuous manhunt operations are being conducted to track the whereabouts of Ebol, and his other members Lexi Villanueva, Jaine Martinez, Hector Magallanes a.k.a. “Yanyan”, Erwin Flores a.k.a. “Marga”, and Matthew San Diego.

Three of the suspects – Dewie Shaine Garcia, Charlemagne Vargas and Christian Paredes – surrendered to police after they were found to be connected to the kidnapping of 58-year-old Taiwanese businessman Michael Lee in Barangay BF Homes, Parañaque on Sept. 3. He was rescued last Sept. 7.
Unfortunately, the Philippine Star report did not specify where exactly in Barangay BF Homes did the kidnapping happen. Right now the local authorities and their investigators are trying to figure out what exactly happened and what resources the kidnappers had.
This newest development should serve as a warning to all those who use dating sites or dating apps. There is the need to be cautious when interacting with someone through an online dating source. It is bad enough that there are lots of scammers here in the Philippines who try to lure people through text messaging and social media to get their money.

Another kidnapping incident involving Chinese nationals happened again in the City of Parañaque recently and the good news is that three suspects were arrested, according to a Manila Bulletin news report.

Three Chinese nationals were arrested by patrolling policemen when a fellow citizen whom they kidnapped screamed for help in Paranaque City on Tuesday night.
Police identified the suspects as Zhao Lian, 40; Su Xiaoxi, 34; and Long Chen 33. They were charged with kidnapping and illegal detention and are now all detained at the Paranaque City Police custodial facility.
Police said that prior to the incident, the victim, Niu Weicheng, applied for a job and agreed to meet his supposed employer.
The victim told police that he was fetched by the suspects in Makati City for a swab test.
However, the suspects brought him to Norway Building, Kassel Residences in Barangay Moonwalk, Paranaque City, where he was detained at about 9:00 p.m.
He also told police that the suspects demanded P600,000 from him, or else he will be sold as a Philippine Offshore Gaming Operation (POGO) worker in Cavite City.
The above report ended stating that Southern Police District (SPD) director Brig. Gen. Jimili Macaraeg said that their police officers heard the victim scream for help while patrolling. Fortunately for the victim, the police officers responded which led to the arrest of the suspects.

Five Chinese nationals and a Filipino were arrested for attempting to kidnap their compatriot in Parañaque City on Thursday.
Philippine National Police (PNP) chief Gen. Guillermo Eleazar identified the suspects as Li Yang, Zhou Hao, Liu Jie Yong, Zhang Jia Hao, Qui You Bo, all Chinese nationals; and their Filipino driver Nelson Malavega.
Citing a report from the National Capital Region Police Office (NCRPO), Eleazar said the victim, a 23-yearold male Chinese worker of a Philippine Offshore Gaming Operator (POGO), was approached by the suspects after he alighted from a transport network vehicle service in a hotel in Aseana, Barangay Tambo at around 1:40 p.m.
After a heated argument, the victim was forcibly taken by the suspects aboard a Toyota Hi-Ace van.
The commotion caught the attention of hotel security personnel who immediately reported the incident to the Sub Station 2 of Parañaque City Police Station.
Duty personnel who responded to the incident immediately intercepted the suspects’ vehicle and rescued the victim.
Initial reports said the victims owed a debt worth PHP750,000.
