Immigration officials arrest Chinese fugitive in Parañaque City

A Chinese national wanted in his country for drug trafficking charges has been arrested in Parañaque City, Bureau of Immigration (BI) said on Wednesday.

In a news release, BI Commissioner Joel Anthony Viado identified the fugitive as Ouyang Shixing, 40, who was arrested inside his condominium unit by elements from the BI’s Fugitive Search Unit (FSU).

“Ouyang is the subject of a red notice from the Interpol (International Criminal Police Organization) which was issued last year after he was indicted for drug trafficking in violation of China’s criminal laws,” Viado said.

He said the suspect is also the subject of an arrest warrant issued in November 2023 by the public security bureau in Fuzhou City, Jiangxi, China.

Based on the information received by the BI, Ouyang conspired with another suspect on May 12, 2023 in purchasing methamphetamine from a drug supplier, and later sold the substance to a buyer who paid them 70,000 yuan or nearly USD10,000.

Ouyang then took a train to Hong Kong on Aug. 2 of the same year and absconded with the money by fleeing to the Philippines.

PDEA raids house in Las Piñas City, arrests five suspects and seizes drug-related materials

Recently in the City of Las Piñas, agents of the Philippine Drug Enforcement Agency (PDEA) raided a house resulting in the arrests of three foreigners, two local cohorts and the seizure of equipment and chemicals that could have been used to make illegal drugs, according to a GMA Network news report.

Five suspects, including 2 Chinese and a Taiwanese, were nabbed in a raid on a shabu lab in Las Piñas.

According to a 24 Oras Weekend report by John Consulta on Saturday, members of the Philippine Drug Enforcement Agency (PDEA) were able to seize large flasks, weighing scales, and drums of chemicals used to create illegal drugs in an exclusive subdivision in Las Piñas.

“Doon sa nakuha natin kanina, yung isang drum can manufacture around 50 to 100 kilos of shabu. Napakarami hong nakuha. Isipin niyo nalang po, kung sakaling natuloy po ang pagmanufacture niyan, ilang buhay yung masisira po niyan,” said PDEA spokesperson Atty. Joseph Calulut.

(From what we seized earlier, a drum could manufacture around 50 to 100 kilos of shabu. We got a lot. Just imagine if the manufacturing pushed through, how many lives could have been ruined.)

Some of the nabbed suspects denied accusations of illegal drugs. However, one of the foreigners and a Filipino runner tested positive in a drug test.

P28.5 million in illegal drugs seized and one suspect killed in Parañaque City

Recently in Parañaque City, a buy-bust operation organized by the Philippine Drug Enforcement Agency (PDEA) resulted in the seizure of illegal substances worth more than P28 million, three suspects apprehended and one suspect killed, according to a Philippine News Agency (PNA) news article. The operation turned out violent as a few PDEA agents got harmed.

Philippine Drug Enforcement Agency (PDEA) operatives seized suspected shabu with an estimated street value of PHP28.5 million during a buy-bust operation in Parañaque City on Wednesday, which resulted in the death of one suspect and the arrest of three others.

In a statement Thursday, the anti-narcotics body said the suspects, with aliases Lala, Allan, and Binny, were nabbed during the operation in Barangay San Antonio at about 5 p.m.

Another suspect, alias Sady, was killed while four PDEA agents were wounded in the ensuing gunfight.

Seized from the operation were 4.2 kg. of suspected shabu, a vehicle, mobile phones, buy-bust money, identification cards, drug paraphernalia, a firearm, ammunition, and several documents.

The arrested suspects will face charges for violation of Sections 5 and 11 of Article II of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002.

Buy-bust operation in Parañaque City results in five suspects arrested and illegal drugs seized

Recently in Parañaque City, local law enforcers successfully pulled of a buy-bust operation that resulted in the apprehension of five suspects for illegal drugs, according to a Manila Bulletin news report. The value of the illegal drugs seized was estimated to be over P476 thousand.

Five people, including two seafood vendors and a construction worker, were arrested by members of the Parañaque City Police Station Drug Enforcement Unit (SDEU) allegedly for selling illegal drugs on Sunday, April 6.

The Southern Police District (SPD) identified the suspects as alias “Ramil,” 54; alias “Judy,” 28; alias “Jayson,” 43, a construction worker; and alias “Ginalyn,” 51, and alias “Raquel”51, both seafood vendors.

They were arrested in a buy-bust operation at around 9:50 p.m. on M. Rodriguez St., Barangay La Huerta, Paranaque City.

Police confiscated from the suspects 70 grams of shabu worth P476,320, one cellular phone with recorded drug transactions, and drug paraphernalia. The confiscated shabu was brought to the SPD Forensic Unit for analysis.

A woman tagged by the police as a high value individual (HVI) and her five cohorts were arrested in a buy-bust operation conducted by members of the Parañaque City Police last March 29.

The Southern Police District (SPD) identified the suspects as alias “Anne,” 43, alias “Maite,” 45; alias “Donna,” 31; alias “Peter,” 28; alias “Darwin,” 47 and alias “Jeffrey,” 33.

The police said members of the Parañaque City Police Station Drug Enforcement Unit (SDEU) conducted the buy-bust operation at around 5:30 p.m. in Barangay Don Bosco, Parañaque City due to the reported proliferation of illegal drugs in the area.

A construction worker was arrested by members of the District Special Operations Unit (DSOU) of the Southern Police District for his involvement in the illegal sale of firearms and possession of P204,000 worth of shabu on March 26.

The Southern Police District (SPD) identified the suspect as alias “Edmon,” 26. He was arrested at around 5:30 p.m. at a gasoline station in Barangay Baclaran, Parañaque City

The police said members of the SPD-DSOU, in coordination with the Intelligence Section of the District Mobile Force Battalion (DMFB) and the Parañaque City Police, conducted a buy-bust operation for the arrest of the suspect after a tip from an informant about his involvement in the illegal sale of firearms in Parañaque City and nearby areas.

Recovered from Edmon were one .38 caliber revolver loaded with live ammunition, one .22 caliber revolver, two pieces of .38 caliber live ammunition, one blue Vivo mobile phone, one P1,000 bill used as marked money, and a brown paper bag labeled “The Bistro Group” where the firearms were placed.

The police operatives were also able to recover from Edmon 30 grams of shabu worth P204,000.

Muntinlupa police officers apprehend two women for selling shabu in Alabang

Recently in the City of Muntinlupa, local police officers arrested two women for selling the illegal substance shabu during a buy-bust operation in Alabang, according to a Manila Bulletin news report.

The Muntinlupa police arrested two women after they sold shabu to an undercover officer in Alabang on Feb. 27.

The buy-bust operation was conducted by the Muntinlupa Police Station Drug Enforcement Unit at about 2:40 a.m. at the Old City Terminal in Alabang, leading to the arrest of suspects identified as Nobaisa, 38, and Milla, 34, both residents of Purok 4, Balbanero Compound in Alabang, Muntinlupa.

Authorities seized a plastic sachet of shabu, the item sold during the undercover transaction. The police confiscated three more sachets containing shabu from the suspects. The total confiscated shabu weighed 55 grams valued at P374,000.

Also seized during the operation were a genuine P500 bill and 10 pieces of counterfeit P500 bills used as boodle money. The seized illegal drugs will undergo laboratory examination at the Southern Police District (SPD) Forensic Unit.

The two suspects are detained at the Muntinlupa police’s custodial facility. They will face charges for violation of Section 5 (sale of dangerous drugs) and Section 11 (possession of dangerous drugs) under Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).

Muntinlupa City’s two most wanted persons apprehended

Recently in the City of Muntinlupa, local police officers arrested two most wanted persons – ranked 9^th and 10^th most wanted respectively – over illegal drugs cases, according to a Manila Bulletin news report.

The Muntinlupa police arrested the No. 9 and No. 10 most wanted persons who are facing cases for possession of illegal drugs on Feb. 27.

The first operation was conducted in Barangay Bayanan, Muntinlupa that led to the arrest of alias Ricardo, 23, a tricycle driver and a resident of Barangay Alabang. Ricardo was ranked as the No. 9 top most wanted person for the first quarter of 2025.

Ricardo was apprehended by operatives from the Muntinlupa police’s Station Intelligence Section based on a warrant of arrest dated Jan. 28 issued by Presiding Judge Liezel Aquiatan of the Muntinlupa Regional Trial Court Branch 205.

After his arrest, Ricardo was taken to the City Health Center for a medical examination before being turned over to the police’s custodial and detention facility.

On the same day, police operatives arrested alias Cesar, 41, ranked as the No. 10 top most wanted person, on Montillano Street in Alabang.

He was nabbed based on a warrant of arrest issued by Presiding Judge Abraham Joseph Alcantara of the Muntinlupa Regional Trial Court Branch 204.

The two men are facing cases for possession of dangerous drugs under Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).

Two Chinese nationals arrested in Parañaque City, kidnapped victim rescued

Recently in the City of Parañaque, elements of the Presidential Anti-Organized Crime Commission (PAOCC) arrested two Chinese nationals and rescued a kidnap victim (also Chinese) who was tortured during captivity, according to a GMA Network news report.

A Chinese national was rescued after he was kidnapped and tortured in a condominium in Parañaque City on Thursday evening, the Presidential Anti-Organized Crime Commission (PAOCC) said.

Authorities responded when they received a video from a confidential informant showing the victim being subjected to torture, according to a reported of GMA Integrated News’ Jhomer Apresto on “Unang Balita.” The victim was covered in bruises and sustained bone fractures.

“Nakuha namin yung information na nandito siya sa 1902. Then, nung kinatok nga namin, positibo, nandito ang biktima. At sinabi niya na nagtatago yung dalawang suspect doon sa mga kwarto,” PAOCC spokesperson Winston Casio said.

(We got the information that he was here in 1902. Then, when we knocked, it was positive, the victim was indeed here. He said the two suspects were hiding in the rooms.)

Two Chinese suspects were arrested including the person who was holding a gun in the video. Recovered from the area were bladed weapons and rods.

According to PAOCC, the suspects were possibly involved in an illegal Philippine offshore gaming operator and part of a huge group.

“Talamak na kasi yung kidnapan dito sa area ng southern Metro Manila ng mga Chinese nationals. Kung anuman ang kadahilanan, minsan pinapatubos, minsan may mga pagkakautang,” Casio said.

(The kidnapping of Chinese nationals in the area of southern Metro Manila is very serious. Whatever the reason, sometimes they were ransomed, sometimes they were in debt.)

Two Chinese nationals arrested in Parañaque City for selling unregistered medicines

The Criminal Investigation and Detection Group (CIDG) have arrested two Chinese nationals allegedly involved in selling unregistered medicines in Metro Manila.

Agents of the CIDG-Detective and Special Operations Unit nabbed suspects Hu and Quan in a buy-bust at Concorde Village, Tambo, Parañaque City past midnight Saturday.

According to a news release Sunday, the CIDG agents confiscated two boxes of OTC 999 – Ganmaoling Keli, 20 boxes of Glucophage – Metformin Hydrochloride Extended-release tablets, two boxes of Amlodepine Besilate tablets, three boxes of Linou – Gliclazide tablets, two boxes of OTC – Longdan Xiegan pills, four boxes of Zhibai Dihuang pills, one box of Bear Bile powder, 12 boxes Diamicron – Gliclazide tablets and 16 boxes Bayaspirin – Aspirin Enteric-coated tablets.

The medicines, with an estimated market value of PHP15,000, are not registered with the Food and Drug Administration.

The suspects will be charged with violation of Section 11 of Republic Act 9711 (FDA Act of 2009) which prohibits manufacturing, importation, export, sale, distribution and transfer of unregistered drugs.

CIDG chief Brig. Gen. Nicolas Torre urged the public to remain vigilant and report suspicious activities related to the sale of unregistered medicines.
