Woman hit by car in Parañaque City, suspect driver a Pakistani national

Recently in the city of Parañaque, a 49-year-old woman got hit by a car from behind resulting in very serious injuries, according to a GMA Network news report. The incident happened in Barangay Don Bosco and the suspect driver was described as a Pakistani national (click here and here). A video of the incident can be viewed by clicking here.

A 49-year-old woman was seriously injured in a hit-and-run incident while walking to work as a laundry woman in Don Bosco, Parañaque last week.

Victim Loida Faustino was seen in CCTV footage walking along Levitown Avenue last Friday morning, August 23, 2024, when she was hit by a red vehicle that fled the scene after the incident. She was immediately brought to a nearby hospital.

“Grabe po ‘yung nangyari sa kanya. Bali po ‘yung tuhod, kamay, katawan, ulo (What happened to her is severe. She had  broken knees, hands, in the body, and in the head),” the victim’s  brother Arnold Faustino said in a report by Nico Waje on GMA’s “24 Oras  Weekend” on Sunday.

The family is seeking justice for what happened, and for the suspect — only identified as a Pakistani — to take responsibility.

“May anak ‘yun. Hindi makakapagtrabaho ‘yun. Hindi puwedeng hindi siya managot sa nangyari na ‘yun, (She has a child and she will not be able to work. The suspect has to take  responsibility for what happened)” the victim’s brother-in-law Samuel  Celzo said in the same report.

According to Barangay Don Bosco Chairman Mar Jimenez, the suspect was immediately apprehended after the incident.

“Upon apprehension, medyo meron siyang alcohol breath so lumalabas na (Upon apprehension, his breath smelled slightly of alcohol. So it shows that he was)  under the influence of liquor,” he said.

However, the local police said medical examinations and a breathalyzer analysis gave negative results.

CMCI 2024: Parañaque falls down to 27th place among Highly Urbanized Cities on Competitiveness, finishes dead last on Government Efficiency

The latest results of the Cities and Municipalities Competitiveness Index (CMCI) for the year 2024 showed that the City of Parañaque fell down to 27th place among the 33 Highly Urbanized Cities (HUCs) in terms of Competitiveness when compared to last year’s results. Also for the 2nd straight year, Parañaque finished dead last at 33rd place in the category of Government Efficiency.

Parañaque City, which was the 24th Most Competitive HUC a year ago, scored 35.3478 points in total on the main category of Competitiveness among HUCs ranking 27th out of 33 HUCs overall.

The overall ranking of Parañaque City among the 33 highly urbanized cities (HUCs) nationwide for the 2024 CMCI.

Along the way, the city scored 7.9090 points on Government Efficiency for 33rd place, 6.5970 points on Innovation for 31st place, 11.1401 points on Resiliency for 30th place, 4.6574 points on Infrastructure for 23rd place and 5.0443 points on Economic Dynamism for 12th place.

Recently in the city of Parañaque, a team composed of the local police, Bureau of Immigration (BI) operatives and members of the Fugitive Search Unit (FSU) of the Republic of Korea for fraud in South Korea arrested a wanted Korean national, according to a Manila Bulletin news report.

A Korean national was arrested by combined personnel of the Parañaque City Police BF Homes substation, Bureau of Immigration (BI), and Fugitive Search Unit (FSU) of the Republic of Korea for fraud in South Korea.

The Southern Police District (SPD) identified the suspect as “Park,” 33 who was arrested at around 1:30 p.m. along Manrea St., BF Homes, Parañaque City.

Park was arrested by virtue of a warrant of arrest issued by the Seoul Central District Prosecutor’s Office and Hong Sung District Court for fraud of Article 347 in violation of the criminal act and telecommunications business act of the Republic of Korea.

Very recently in the city of Parañaque, local authorities raided an alleged scam hub in Barangay Baclaran resulting in the arrests of almost one hundred suspects who were mostly foreigners, according to a Philippine News Agency (PNA) news article.

Authorities apprehended nearly 100 Filipino and foreign workers during a raid at an alleged online scam hub in Parañaque City on Thursday morning.

In a report, National Capital Region Police Office (NCRPO) chief, Maj. Gen. Jose Melencio Nartatez, said police operatives swooped down on the office of AIA Company on the 9th floor of Centrium Tower 1 on L. San Pedro Street corner J. Maceda Street in Barangay Baclaran at about 2 a.m.

Among those arrested were Nan Shan, Detu Su, and Wu Jian Bin, who were identified as the manager, owner, and supervisor of the company, respectively.

Aside from the three, 64 other foreigners – 56 Chinese nationals, four Malaysians, two Myanmar nationals, an Indonesian, and a Vietnamese national – and 32 Filipinos were nabbed.

Nartatez said the operation stemmed from confirmed intelligence reports that the establishment was engaged in cryptocurrency investment and love scams by posing as a licensed offshore gaming operator.

He added that the company is not registered with the Securities and Exchange Commission.

“Investigation disclosed that the company utilizes their CSRs (customer service representatives) in fraudulently portraying a character, such as a wealthy model who would entice prospect victims to invest in the manipulated cryptocurrency exchange/trading platform, with fraudulent intent,” he said.

During the raid, NCRPO officers found rooms where indecent shows could be filmed.

“While conducting inquiries to them, the Filipino nationals manifested that they (CSRs) were forced to work as scammers, while the models were being forced to dress in a seductive manner and perform lascivious conduct, which the CSRs will portray in order to lure their prospect victim,” Nartatez said.

Government anti-narcotics authorities seized P68 million worth of shabu following the arrest of a Bureau of Correction (BuCor) personnel and two others during a buy-bust operation in Parañaque City, according to the Philippine Drug Enforcement Agency (PDEA) on Monday, August 12.

The PDEA stated that Paul Patrick Toledo, 27, a BuCOR Correction Officer 1, truck driver Romeo Guerrero, 34, and security guard Reynold Teodoro, 27, were arrested on August 9 during an entrapment operation in Skate Park, Bulungan.

During the operation, the PDEA Special Enforcement Service (SES) and Regional Office-National Capital Region (RO-NCR), together with the Philippine National Police (PNP) Drug Enforcement Group-Intelligence and Foreign Liaison Division (IFLD), and Parañaque City Police Station Sub-Station 3 seized 10 kilograms of shabu, two vehicles, a pistol loaded with live ammunition and mobile phones.

Vietnamese victim rescued and three Chinese nationals arrested in Parañaque City

Recently in the city of Parañaque, the local police arrested three Chinese nationals who allegedly robbed and abducted a 23-year-old Vietnamese woman who managed to escape from her captors, according to a Manila Bulletin news report. The suspects have been charged with robbery, grave coercion, illegal detention, possession of illegal drugs, and illegal possession of firearms.

A female Vietnamese national who was robbed and abducted by three Chinese men was rescued by members of the Parañaque City Police on Tuesday, August 6.

The victim was identified as “Lang,” 23 and is said to be working in a money exchange services business in Manila. Meanwhile, the suspects were identified as “Jun,” 31, “Hao,” 27, and  “Zhang,” 26.

The police said Lang was rescued after she managed to escape from one of her abductors who fell asleep while guarding her and sought assistance from a lobby security guard of a condominium building located in Barangay Tambo, Parañaque City. The police immediately responded to the report of the security guard and rescued the victim.

Lang said her workplace caters to several Chinese nationals and foreigners seeking to exchange currencies.

At around 12:20 a.m. on August 6, one of the suspects contacted her through Telegram for a meeting to exchange Vietnamese dong to Philippine peso.

Upon arrival at the condominium unit, Lang said she was threatened by Hao with a knife and forcibly took her cellphone. The suspects transported her to an unknown location on board a Ford Ranger pickup.

The suspects forcibly obtained her cellphone password including her facial ID to access her online bank account where they were able to transfer her money to an unknown account amounting to 8,940,000,000 Vietnamese dong from Vietcombank, P1,000,000 worth of jewelry, and P300,000 cash.

Police recovered from the arrested suspects two .9mm pistols; a North American Ans Black Widow 22 Magnum revolver; various ammunitions; P236,000 cash; several electronic devices such as an Apple iPad, Apple MacBook Air, and seven iPhones; a Chinese passport in the name of “Liu”; and a Vietnamese passport under the name of “Dong.”

They also yielded a set of vehicle license plates; one matte black Ford Ranger Sport; 76 ecstasy tablets with an estimated value of P129,200; and 5 grams of suspected shabu worth P34,000.

Immigration operatives arrest wanted Chinese national in Parañaque City

Recently in the city of Parañaque, operatives of the Bureau of Immigration (BI) arrested a Chinese national who turned out to be wanted by authorities in China for alleged acts of human trafficking related to online gaming hubs located in the Philippines, according to a GMA Network news report.

The Bureau of Immigration (BI) said it has arrested a Chinese national wanted in Beijing for allegedly trafficking fellow Chinese to work for online gaming hubs in the Philippines.

The Chinese national was identified by BI Commissioner Norman Tansingco as Wang Chuancong, 35.

Wang was arrested last July 30 at a condominium along Roxas Boulevard in Parañaque City by BI’s Fugitive Search Unit operatives. Tansingco said the Chinese government informed the BI of the suspect’s presence in the country.

A detention warrant was issued against him in April 2024 by the municipal public security bureau in Jinjiang, China for human trafficking.

“We were told that he heads a syndicate that facilitates the illegal departure of Chinese nationals by forging documents to facilitate their outbound travel in China,” Tansingco said.

“This allows them to travel to different countries including the Philippines to work in online gaming hubs,” the BI commissioner added.

Wang was found to be an undocumented alien after his passport was canceled by the Chinese government.

The suspect was identified as “Hipolito,” who was arrested in Quirino Avenue, Barangay Don Galo, Parañaque City.

The police said the suspect was arrested by virtue of warrant of arrest issued by Judge Moises D. De Castro of Parañaque City Family Court, Branch 10 on June 4, 2024 with no bail recommended bail.

Were there many people in your local community whose lives got disrupted by the weather effects of Typhoon Carina?

Recently New Life Community Care Foundation International, Inc. (NLCOM) – the compassion arm of New Life Philippines located inside Alabang Hills Village in Muntinlupa City – announced through social media that it has provided assistance and relief to typhoon victims in Parañaque, Las Piñas, Muntinlupa, Manila and Cavite.

Typhoon Carina has since left the Philippines but the people who got affected by it are still struggling to get back to normal. That being said, NLCOM’s assistance for the victims who called for help was crucial and their staff worked hard with the preparations of relief.

NLCOM immediately swung into action as Super Typhoon Carina left its trail of destruction on Thursday morning.

Its emergency response team was mobilized, coordinating with partners, conducting assessments, and delivering relief bags and hot meals to nearby areas gravely affected by the flooding.

A total of 200 relief bags were distributed to families in Baseco Compound (Port Area, Manila), Muntinlupa, and Pulang Lupa (Las Pinas) on July 25. We also served a total of 1,300 hot meals to flood victims the same day in Wawa (Bacoor Cavite), San Isidro, San Dionisio, and Sto Nino (all in Parañaque).
