More firecrackers were seized while 60 persons were penalized for using open pipe mufflers in Muntinlupa on New Year’s Eve.

According to the Muntinlupa City government, as of 5 p.m. on Dec. 31, nearly 4,000 pieces of firecrackers and pyrotechnic devices including 52 improvised “boga” were seized by the Muntinlupa police in different operations.

Muntinlupa police chief Col. Angel Garcillano said the confiscated firecrackers will be turned over to the Southern Police District (SPD) headquarters for consolidation and destruction.

Muntinlupa City Ordinance No. 14-092 prohibits “the manufacture, display, sale, distribution, possession or use of firecrackers or pyrotechnic devices and such other similar devices and the exploding of firecrackers or other similar explosives within the territorial jurisdiction of Muntinlupa City.”

Good news for employees of the Muntinlupa City government.

Mayor Ruffy Biazon announced the release of the Service Recognition Incentive (SRI) amounting to P5,000 and P10,000 to regular, casual, job order and contractual employees of the city government before the year ends.

“Katulad ng inanunsyo ko sa Employees’ Night, bago matapos ang taon ay matatanggap po ninyo ang Service Recognition Incentive (SRI) na nagkakahalaga ng maximum P10,000 for regular at casual employees, at maximum na P5,000 naman para sa job order at contractual employees (Like what was announced during the Employees’ Night, before the year ends, you will receive the Service Recognition Incentive (SRI) amounting to a maximum of P10,000 for regular and casual employees, and maximum of P5,000 for job order and contractual employees),” said Biazon on Dec. 27.

The SRI is in accordance with Administrative Order No. 1 approved by President Ferdinand Marcos Jr. that authorized local government units (LGUs) to give incentives to employees as long as there are funds available.

Biazon said upon the release of the memo, he ordered the city budget department, personnel, accounting and treasury to study the proposal and find funds for the incentive.

“Thankfully, mayroong savings ang Lokal na Pamahalaan na sapat para magamit sa nabanggit na incentives for employees. Maraming salamat sa ating Local Finance Committee for the swift action. (Thankfully, the local government has enough savings to be used for the said incentives for employees. Thank you to our Local Finance Committee for the swift action),” he added.

The mayor also thanked the Muntinlupa City Council for immediately approving the measure through a special session held on Dec. 27.

Ban on firecracker use and open mufflers in Muntinlupa emphasized

The Muntinlupa City government and the chief of the Muntinlupa City Fire Station reminded the public of the ban on the use of firecrackers and open mufflers that emit very loud noise this Christmas season.

“Reminder: Firecrackers and open mufflers are prohibited in the City of Muntinlupa. There are corresponding fines on anyone caught violating City Ordinance No. 14-092 and City Ordinance No. 04-022,” the city government posted on Facebook.

Fire Supt. Eugene Briones, chief of the Bureau of Fire Protection (BFP)-Muntinlupa said under City Ordinance 14-092, the use and sale of firecrackers and pyrotechnic devices are banned in Muntinlupa.

The ordinance prohibits “the manufacture, display, sale, distribution, possession or use of firecrackers or pyrotechnic devices and such other similar devices and the exploding of firecrackers or other similar explosives within the territorial jurisdiction of Muntinlupa City.”

Violators face fines from P1,000 to P5,000.

The ban on open mufflers is contained in City Ordinance 04-022 or the Muntinlupa Traffic Code.

Section 9 of the ordinance prohibits the use of gadgets on vehicles that “emit exceptionally loud or startling sounds.”

“No private person shall use or cause to be used sirens, bells, horns. whistles or similar gadgets that emit exceptionally loud or startling sounds, including dome lights and emergency red flashing lights installed in either front or rear, and emergency red light blinkers and other similar signaling or flashing devices that actually impede and confuse traffic and which are inconsistent with sound traffic discipline and control on the roads,” according to the section of the ordinance.

Muntinlupa Mayor Biazon warns public about scammers

It should be noted that scammers are using new tactics (example: the usurpation of authority) to fool people and take something away from them, especially now that the Christmas season is ongoing.

Muntinlupa Mayor Ruffy Biazon warned the public against scammers who are using his name or those of officials of the city government to defraud people.

“Binabalaan ko po ang publiko na mag-ingat, lalo na ngayong panahon ng Pasko, may mga scammers o mga nananamantala (I warn the public to be careful, especially this Christmas season, against scammers or those who take advantage),” he said.

On Dec. 15, he said, several people went to the Muntinlupa City hall to report scamming incidents.

A scammer who pretended to be Biazon called one business establishment in Muntinlupa and reserved its venue for six hours and even ordered food. The establishment eventually found out it was a scam.

Other residents received text messages from people who also pretended to be Biazon and asked them to send cell phone loads.

“Nakakatawa nga, Mayor Biazon nanghihingi ng load (It is funny, Mayor Biazon asking for load),” he said.

Some restaurants also received orders from people who pretended to be the mayor. One restaurant even recorded one phone call of the scammer.

“Wag basta basta maniniwala sa mga natatanggap na tawag at nagpapakilala bilang Mayor Biazon o opisyal ng Pamahalaang Lungsod, lalo pa kung mukha itong kahina-hinala (Don’t believe easily when you get phone calls and say they are Mayor Biazon or official of the city government, especially when it appears to be suspicious),” the mayor warned.

He added, “Nakakalungkot dahil kahit panahon ng Kapaskuhan ay walang pinalalampas ang mga scammer na ito. Mag-ingat po tayong lahat (It is saddening that because it is the Christmas season, these scammers will not miss any opportunity. Please be careful).”

Muntinlupa Mayor Ruffy Biazon received the Seal of Good Local Governance (SGLG) award given by the Department of the Interior and Local Government (DILG).

Biazon and Vice Mayor Artemio Simundac attended the SGLG awarding ceremony held on Dec. 14 that was led by DILG Sec. Benjamin Abalos Jr. and Executive Secretary Lucas Bersamin.

The Seal of Good Local Governance is an “award, incentive, honor, and recognition-based program [that] aims to boost LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.”

According to the DILG, out of the 1,715 local government units that were assessed, 18 provinces, 60 cities, and 274 municipalities in the country passed the 2022 SGLG criteria.

Muntinlupa is one of the five LGUs in the National Capital Region (NCR) which passed the SGLG assessment. The other awardees are the cities of Caloocan, Mandaluyong, Navotas, and Quezon.

Senior citizens and fishermen of Muntinlupa receive Christmas gifts from the City Government

The Muntinlupa City government, led by Mayor Ruffy Biazon, distributed rice to senior citizens and fishermen as Christmas gifts.

Biazon said the distribution of rice to senior citizens in different barangays started on Dec. 12.

“Lahat ng barangay ay mayroon pong schedule, at araw-araw po ito hanggang matapos ang distribution. Makipag-ugnayan sa senior citizen organizations sa inyong lugar kung mayroong katanungan (All barangays have a schedule and this will be daily until the distribution is finished. Please coordinate with the senior citizen organization in your area if you have questions),” said Biazon in a Facebook post.

According to Office for Senior Citizens Affairs (OSCA) chief Zenaida Celestino, the rice distribution is held yearly as part of the “Pamaskong Handog” to the elderly.

The mayor said OSCA and different city departments are working hand-in-hand to ensure the orderly distribution of the rice.

In addition, the city government celebrated the Araw ng Mangingisda (Fishermen Day) through the Lake Management Office (LMO).

About 1,000 fishermen joined the celebration.

LMO head Herminio dela Cruz said this is one way for the city government to bring together the fishermen and give them happiness.

Each fisherman received five kilos of rice and raffle prizes were also given away.

Muntinlupa City’s water refilling station fees adjusted through legislation

The Muntinlupa City Council passed an ordinance increasing fees imposed on water refilling stations and other water providers operating in the city.

Majority Floor Leader Raul Corro said the Muntinlupa City Council enacted on Dec. 12 a new ordinance adjusting certain water fees.

This amended Ordinance 18-175, passed in 2018, establishing the monitoring, evaluating and regulating the operation of all water refilling and stations, water sellers, bulk of water delivery tankers and other establishments, corporation or association providing drinking water for public consumption, whether for free or for a fee in Muntinlupa.

Under the new ordinance, with Councilor Luvi Constantino as principal author, water laboratory fee for physical and chemical analysis covering 14 test parameters will increase from P2,500 to P3,000.

The above news report ended emphasizing the following adjustments: Fluoride test fee increased to P350 from P290; chloride to P300 from P240; nitrate to P350 from P330; sulfate to P350 from P260; and total hardness (titrimetric) at P300.

1st Mayor Ruffy Biazon Swim Cup attracts over 1,000 swimmers

Recently in the progressive City of Muntinlupa, the 1st Mayor Ruffy Biazon Swim Cup was held at the Muntinlupa Aquatic Center and it easily attracted over a thousand swimmers who engaged in varied contests, according to a Manila Standard news report. The big reception of the event – which was attended by Mayor Ruffy Biazon, Congressman Jaime Fresnedi and a lot of other notable officials – could be the first of many signs that Muntinlupa City will emerge as a hot spot for swimming and other aquatic events as far as Philippine sports development is concerned. The next aquatic event in Muntinlupa will happen a few days from now.

A record number of 1,200 swimmers participated in the 1st Mayor Ruffy Biazon Swim Cup on Saturday at the newly built Muntinlupa Aquatic Center in Muntinlupa City.

The organizing Swim League Philippines, headed by president Fred Ancheta, said the listup has already reached the maximum number of entries (700) as early as last week, but due to insistent public demand from swim clubs and organizations and after consultation with the city administration, the registration was extended further.

Equipped with modern equipment under FINA world standards, the Muntinlupa Aquatic Center is expected to be the center of swimming competitions from clubs based in the South.

This early, Ancheta said the Office of the Mayor is expected to sign a memorandum of agreement to make the center the official home of the SLP swimmers and its affiliated clubs and organizations.

“We’re grateful with Mayor Ruffy Biazon for hosting this event. With the enthusiasm from swimmers, coaches and parents to be part of this historic opening of the world-class swimming pool in Muntinlupa, the number of participants reached more than what we expected,” said Ancheta.

The recent drug raids and apprehension of suspects inside Ayala Alabang is now a hot topic of discussion with regards to local community security and the war against illegal substances. In relation to this, new security measures have been proposed for Ayala Alabang Village and the issue has caught the attention of Muntinlupa City Mayor Ruffy Biazon, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon said new security measures were proposed for the exclusive Ayala Alabang Village after the Philippine Drug Enforcement Agency (PDEA) seized 20 kilos of suspected shabu (methamphetamine hydrochloride) worth P136 million during a raid on a house used as a drug laboratory.

The PDEA-led raid on Nov. 18 targeted a house on Mabolo Street in Ayala Alabang Village, home to the rich and famous.

PDEA identified the suspects as Aurelien Cythere, 41, a resident at the target address, and Mark Anthony Sarayot, 42, businessman, a resident of Barangay Ugong, Pasig.

Biazon said he convened a dialogue with officials of Barangay Ayala Alabang and Ayala Alabang Village Association (AAVA) to discuss what measures to take to prevent any house in the posh village from being used for illegal drugs and other crimes.

In 2018, the PDEA and other government agencies declared Barangay Ayala Alabang, which covers the Ayala Alabang Village, as a drug-cleared, the first barangay in Muntinlupa to receive the declaration.

However, subsequent police operations in recent years yielded illegal drugs in the village.

Biazon said security is tight in Ayala Alabang Village and its residents value privacy. However, he said, the privacy aspect is being used by people to commit illegal acts and hide from authorities.

He said the barangay, village association and himself proposed several measures to prevent illegal drugs in the village.

One of these is requiring tenants, who rent houses in Ayala Alabang, to register so they can be identified.

Another is to have an agreement between Barangay Ayala Alabang, AAVA and law enforcement agencies to exchange intelligence information, which is the key to catching the culprits, said Biazon.

Alabang Hills Village Releases Official Guidelines on In-Village Rotunda Driving

In a follow-up to what was previously announced about rotunda driving inside the village, the Alabang Hills Village Association (AHVA) recently released official guidelines of the matter online. The new regulations have since gone into effect while the imposition of fines will be formally implemented on December 1, 2022.

Please find below a flyer detailing our Rotunda Driving Regulations. These regulations go into effect immediately. Between now and November 30, violators will be apprehended but not fined. We will begin imposing fines on December 1. The applicable fines, as contained in our Vehicle Sticker Application Form, are as follows:

1). Traffic violations: disregarding traffic signs, speeding, reckless driving, unauthorized parking, driving without license or with expired license, unregistered vehicle:

First Offense P500.00

Second Offense P1,000.00

Third Offense: P2,000.00

2). Disobedience / arrogance / refusal to follow village regulations & traffic policies:

First Offense P500.00

Second Offense P700.00

Third Offense P1000.00 & banned from AHVA

We will continue to post Security Guards at the rotundas every day but only up to November 30. Beginning December 1, when the penalties will go into effect, we will switch from ‘on-the-spot in-person apprehension’ to using our CCTV cameras located at every rotunda. We will notify violators caught on CCTV to show cause why they should not be penalized. We will send “show cause” notices via email as well as via hard copies delivered to their homes in the case of residents.

Residents can also report violations straight to the guards or to the Security Office, citing the date, time, and location of the violation, and if possible, the license plate number, make, and color of the vehicle in case CCTV footage may be unclear.

From time to time, Security Guards will be positioned at the rotundas to reinforce compliance.

This announcement by the AVHA is very timely as more vehicles have been entering and/or passing through their village in relation to the ongoing classes at a big school inside, going to churches for on-site worship, having to reach other communities outside of Alabang Hills Village, and so on. Also, Alabang Hills will be hosting the Nutcracker Christmas Bazaar which is scheduled to take place in three consecutive full weekends! The said bazaar is expecting to attract a lot of visitors looking for items to buy as Christmas gifts, and there are also fun-related activities included which should encourage people to spend more time on-site. Lastly, there will be more Christmas parties expected to happen in households this December. All of these mean that in-village vehicular traffic will grow and you should not forget the new rules whenever you are about to drive by the rotundas.
