Recently in the City of Las Piñas, the mandatory training for newly elected Sangguniang Kabataan (SK) officials of the city was completed at the Mayor Nene Aguilar Multipurpose Hall of the Disaster Risk Reduction Management Office (DRRMO) Building in BF Resort Village, Barangay Talon Dos, the City Government revealed through its official Facebook page. This happened just weeks after the completion of the Barangay and Sangguniang Kabataan Elections (BSKE).

Alleged gunman behind October 3 Las Piñas City killing of radio broadcaster Lapid surrenders to local authorities

Finally! The alleged gunman behind the October 3 killing of radio broadcaster Percy Lapid (note: for references click here and here) turned himself in to the local authorities and was presented to the media with the presence of Department of the Interior and Local Government (DILG) secretary Benhur Abalos and others, according to a news article by the Philippine News Agency (PNA). Apart from that, there were some very disturbing details revealed and the one who surrendered was part of a team that worked in the October 3 killing.

The alleged gunman in the killing of veteran radio host Percival Mabasa, more popularly known as Percy Lapid, has surrendered to authorities, Department of the Interior and Local Government (DILG) Secretary Benjamin Abalos Jr. said on Tuesday.

“Ngayong umagang ‘to, gusto ko lang i-kumpirma na nasa kustodiya na ng PNP (Philippine National Police) itong suspek na ang pangalan ay Joel Estorial. Siya ay of course taga-Quezon City (This morning, I would like to confirm that the PNP has custody of the suspect identified as Joel Estorial, He is of course a resident of Quezon City),” Abalos told reporters in a press conference at the Philippine National Police (PNP) headquarters in Camp Crame.

Abalos said Estorial, 38, a resident of Quezon City, turned himself in to the police on Monday “out of fear for his personal safety” after his photo was released last week and a PHP6.5-million bounty was placed on his head.

Estorial revealed that there are six of them involved in the murder of Lapid and they were promised a sum of PHP550,000.

He also surrendered the firearm he used to gun down Lapid at about 8:30 p.m. on October 3 at the gate of BF Resort along Aria Street, Barangay Talon 2, Las Piñas City.

“Ang tanong ng publiko, totoo kayang sumuko yan or he’s just a fall guy? Hindi po, siya talaga. Hindi niya lang inamin because the gun itself matched the slug, nag-match ang ballistics. ‘Yung mga damit (na suot niya nung nakuhanan siya ng CCTV) na pinunit punit niya nandoon pa rin (he presented to the police) (The public may be asking, did he really surrender or he’s just a fall guy? No, it’s really him, he didn’t just admit it because the gun itself matched the slug, the ballistics matched. The clothes (that he was wearing when he was caught on CCTV) that he tore apart are still there (he presented to the police),” said Abalos.

Abalos said Estorial issued an extrajudicial confession where he also named his cohorts identified as brothers Edmon and Israel Dimaculangan and a certain Orly, who are all still at large.

Meanwhile, the two other suspects who were not identified are “from the New Bilibid Prison”.

Abalos said police are still identifying the mastermind of the crime as well as the motive.

Wearing a bulletproof helmet and vest, Estorial faced the members of the media and apologized to the family of the victim.

“Sana po mapatawad ako nila. Hindi ko naman kagustuhan yun. Nadala lang ako (I hope they can forgive me. I had no intention. I was just carried away),” he said.

Estorial said the order to kill Lapid came from someone inside the New Bilibid Prison.

Estorial narrated that he was with “Orly” a resident of Batangas, during the incident while the Dimaculangan brothers, on the other hand, were on another motorcycle.

“Kasi ‘yung ano usapan, kung sino ang matapat doon kay Percy po, siya ang babaril eh nagkataon natapat sa akin, sabi naman po kapag hindi ko binaril, ako ang papatayin kaya binaril ko na po si Percy (What was discussed was whoever is nearest to Percy, they will shoot him. It just so happened that he was near our team, I said if I will not shoot him, they will kill me, so I shot Percy),” Estorial said.

When asked by Abalos as to who threatened him, Estorial said: “Si Orly (It’s Orly).”

Estorial said the PHP550,000 was split six ways, with him getting PHP140,000 deposited to his account.

P1.5 million cash reward for those who could provide information behind the October 3 killing of a radio broadcaster in Las Piñas City

Recently, there has been a wave of news and social media buzz over the sudden killing of a notable radio broadcaster that happened in the City of Las Piñas on October 3. In a more recent development, a person-of-interest was made known visually and the cash reward of P1.5 million was announced, according to a GMA Network news report.

Police investigators already have a person of interest in the October 3 killing of radio broadcaster Percival Mabasa, or more popularly known as Percy Lapid, the National Capital Region Police Office (NCRPO) said Friday.

At a press briefing, NCRPO chief Police Brigadier General Jonnel Estomo said the person of interest was captured by CCTV cameras from along Lapid’s routes moments before he was shot dead.

“The Special Investigation Task Force Percy Lapid, with their ongoing follow-up investigation, confirmed to have developed a person of interest in the case as a result of their collection of all available backtrack CCTV footage along the victim’s routes before the incident happened,” Estomo said.

Interior and Local Government Secretary Benhur Abalos, who was also in the briefing, presented an enlarged printout of the person of interest, whose identity is still unknown.

Importanteng ma-identify natin ang taong ito [it is important to identify this person],” Abalos said.

Estomo also announced that the reward money being offered to fast-track the resolution of the case has been increased from P500,000 to P1.5 million.

Estomo also said the additional cash reward came from “friends of the victim and concerned citizens.”

“Our very own SILG said that we are offering this reward to anyone who can provide information that will lead to the speedy resolution of this case,” Estomo said, referring to Abalos, who offered the initial P500,000 reward from his own pocket.

Estomo said the police are guaranteeing the safety and security of the informant.

Abalos, meanwhile, expressed confidence that with the reward money and the person’s picture released to the public, the person of interest would be identified soon and that it would be better for him to just surrender.

“Marami nang nakakaalam sa iyo, marami nang magsusumbong. Siguro sumuko ka na. Napakaimportante na sumuko ka na sapagkat pag-isipan mo, ‘yung mga nag-utos sa ‘yo baka may masamang gawin sa ‘yo,” Abalos said, addressing the person on the picture.

(A lot of people already know you and they may reach out to us. So perhaps you should surrender. It’s important that you surrender before whoever ordered you to commit the crime do something bad to you.)

Lapid, host of online broadcast program “Percy Lapid Fire” at DWBL 1242 and columnist for Hataw, was shot dead by two men while on his way home in Barangay Talon Dos, Las Piñas City on the night of October 3.

Malacañang earlier said President Marcos is “concerned” over the killing of Lapid.

Meanwhile, the family of the slain broadcast journalist appealed to Marcos Jr. to lead the investigation into the killing.

Interviewed on Unang Balita, Roy Mabasa, Lapid’s brother, said the President leading the investigation may put a stop to the killing of journalists “once and for all.”

“Nais kong manawagan sa Pangulo na sana ay pangunahan itong imbestigasyon. Dahil bakit ba natin gusto na ang Pangulo ang nasa unahan nito? Para matigil na once and for all ang killings sa mga journalist,” he said.

(I want to appeal to the President to hopefully lead the investigation. Why? So that for once and for all the killing of journalists will stop.)

Las Piñas City Government congratulates local resident who won a SEA Games gold medal

While the 31st Southeast Asian Games (SEA Games) in Vietnam has officially closed with the Philippines finishing 4th place overall with 52 gold medals won, the praise of medalists on the local level continued as the City Government of Las Piñas congratulated Jocel Lyn Ortiz Ninobla for winning the gold medal, the Manila Bulletin reported (quoting Mayor Imelda Aguilar). Specifically speaking, Ninobla topped the women’s individual poomsae during the SEA Games.

The Las Piñas government congratulated a daughter of the city, Jocel Lyn Ortiz Ninobla, for winning the gold medal in the individual female poomsae at the South East Asian (SEA) Games held in Vietnam.

Mayor Imelda Aguilar expressed pride in Ninobla, a resident of Talon Dos and a true Las Piñero, for winning the gold medal and giving pride to the city.

Aguilar said Ninobla also won a gold medal in the same category in the 2019 SEA Games.

The mayor said Ninobla won silver award in the 2018 World Championship in Taipei, a gold medal in the 2019 SEA Games in Manila, a gold medal in the 2021 World Daedo Champs, and a silver award in the 2021 Asian Championship held in Lebanon.

Aguilar said Ninobla also won a bronze medal in the 2021 World Taekwondo Online championship, a gold medal in the 2021 World Mastership championship, a bronze medal in the Asian Taekwondo Online championship, a silver award in the 2021 and 2022 World Taekwondo Poomsae challenge, and the latest gold medal in the female poomsae at the SEA games in Vietnam.

Security guard in Las Piñas City apprehended for frustrated homicide and violation of the gun ban

Some of you must have read my previous post about a security guard in Parañaque who got arrested. Something similar happened in Las Piñas City, this time it’s about a security guard who got apprehended for homicide and for violating the current ban on guns, according to a Manila Bulletin news report.

A security guard was arrested in violation of the Commission on Election’s (Comelec) gun ban and for shooting a man he was arguing with in Las Pinas City early Friday morning (April 8).

Police identified the suspect as Pablito Baculba, 56, a resident of Las Pinas City. He is now confined at the Las Pinas police custodial facility and was charged for violation of the Comelec’s gun ban and frustrated homicide.

The victim, identified as Michael Joquino, was rushed to the Las Pinas District Hospital for a gunshot wound in the stomach.

Police said the incident happened at around 3:00 a.m. at STI Building located along Abel Nosce St., BF Resort Village, Barangay Talon Dos, Las Pinas City.

The police said a heated argument ensued between Baculba and the victim that led to the shooting incident.

A witness reported the incident to the Las Pinas police Talon Sub-Station that led to the arrest of the suspect.

The above report ended stating that a .38 caliber revolver with four pieces of live ammunition and an empty shell were recovered by the police.

COVID-19 Crisis: Delta variant cases in Parañaque and Las Piñas reported

According to a recent news report by the Manila Bulletin, the highly infectious Delta variant has been detected in Metro Manila totaling twenty-five cases while the nation as a whole has over one hundred so far. Focusing on South Metro Manila, the cities of Parañaque and Las Piñas have one Delta variant case each. The City of Muntinlupa so far has none and the Manila Bulletin’s report reflects the Muntinlupa City Health Office’s statement.

Twenty-five out of the 72 local cases of the Delta variant of the COVID-19 virus were found in Metro Manila, an official of the Department of Health (DOH) said.

Of the said cases, 10 were found in the City of Manila, seven in Pasig City, two cases in San Juan, while one case each for Las Pinas, Makati, Malabon, Quezon City, Taguig, and Paranaque, said DOH-National Capital Region (NCR) Epidemiology and Surveillance Unit head Dr. Manuel Mapue II during a televised press briefing on Tuesday, July 28.

“Dito sa dalawampu’t lima na ito, walo na ang gumaling, isa ang namatay; at kasalukuyan, labing-anim ang active ang kanilang sakit (Of these 25, eight have already recovered, one has died; and currently, sixteen cases are still active),” said Mapue.

To note, the Philippines already detected 119 Delta variant cases, 72 of which were considered local cases while 47 were returning overseas Filipinos.

COVID-19 surge in NCR?

Meanwhile, there is still no definitive evidence to say that Metro Manila is currently experiencing a surge in COVID-19 cases amid the threat of the Delta variant, said Mapue.

“Batay doon sa aming tala hanggang kahapon, hindi natin na matatawag pa na surge sa ngayon. Wala tayong ebidensya pa na tawagin ito na surge, although nakikita natin na nag-uumpisa ng tumaas ang mga kaso (Based on our record until yesterday, we cannot call it a surge yet. We have no evidence yet to call it a surge, although we see that the cases are starting to rise),” he said.

“Karamihan sa ating local government units nag-uumpisa na ring tumaas although hindi pa stable ang pagtaas. May araw na mababa. Merong araw na konti lang ang nadadagdag sa kaso nila (Most of the cases in our local government units are starting to increase, although the rise is not yet stable. There are days that are low. There are days when very little is added to their respective caseload,” he added.

Mapue said that there is an uptick in COVID-19 cases in Las Pinas, Makati, Pasay, and San Juan.

To call it a surge, the DOH official said that the daily cases should have a “steady” increase.

Mapue urged the different LGUs to intensify their responses against COVID-19, particularly on the prevent, detect, isolate, treat, and reintegrate (PDITR) strategy to curb the rising number of cases.

It should be noted that in recent times, the City Government of Las Piñas made its move with the Delta variant in mind. Within the city, Barangay Talon Dos posted on July 24 via its Facebook page its confirmation that the Delta variant has been detected. The following is an excerpt from their July 24, 2021 Facebook post: Covid cases are high and the highly contagious DELTA VARIANT has entered Talon Dos. For the meantime, vaccinated or not, avoid going out unless necessary. If you experience headache, cold, cough, fever, nausea, LBM, loss of smell or appetite, fatigue please stay at home, isolate, and call your physician.

Considering how infectious the Delta variant is, that alone should compel any unregistered and unvaccinated Las Piñas City resident (or any resident from other cities and towns) to make the move to register themselves and join the line for vaccination once called by the local vaccination organizer.

COVID-19 Crisis: Las Piñas City Government team formed for local implementation of safety seal certification (SSC)

Have you heard about the words safety seal certificate or safety seal certification circulating in the local news and social media lately? In connection to this ongoing COVID-19 Crisis we are all living with, businesses are being compelled to get certified that they have met the safety and health-related requirements. The safety seal certificates are supposed to ensure the public that the business establishments they intend to enter are safe for their health.

To put things in perspective, over thirty companies have applied for the safety seal certificate according to a Philippine News Agency report. In Imus, Cavite province, certain businesses their now have the certificates according to a Manila Times report.

Now here is the latest. The City Government of Las Piñas announced that it has formed a new team designed to do inspections in relation to the local implementation of the safety seal certification which local businesses in their jurisdiction should have qualified for.

Las Pinas City Mayor Imelda Aguilar issued an executive order creating an inspection team for the implementation of the safety seal certification.

The team created by Aguilar are composed of city administrator Reynaldo Balagulan, City Health Office head Dr. Ferdinand Eusebio, city director of Risk Reduction and Management Office Alejandro dela Merced, Public Information chief Paul San Miguel, chief legal officer Atty. Glenda Lucena, City Engineer Rosabella Bantog, Public Employment Services Office head Redante Garcia, Engineer Cesar Perillo of the City Environment and Natural Resources Office, and city police chief Col. Rodel Pasator.

Aguilar ordered the team to immediately start inspecting business establishments around the city on June 11 for the issuance of the safety seal certification.

She said the inspection was in line with the joint memorandum circular issued by the Department of Labor and Employment (DOLE), Department of Health (DOH), Department of Interior and Local Government (DILG), Department of Tourism (DOT), and Department of Trade and Industry (DTI) to ensure that all business establishment in the city will follow minimum public health standard as imposed by the Inter-Agency Task Force on the Management of Emerging Infectious Disease.

The mayor said the inspection and certification team was created to ensure that businesses around the city were following the minimum health standard to prevent the spread of COVID-19 and future surge.

Aguilar ordered the team to conduct inspections in malls, wet markets, retail stores, restaurants outside hotels or resorts, fastfood, eateries, coffee shops, car wash, laundry shops, banks, among others.

The above report ended stating that Mayor Aguilar wants the new team to regularly monitor the establishments using the checklist related to the safety seal certification. In a sense, this a new wave of regulation by the City Government on businesses and I should state that Las Piñas City has many businesses of all sizes all throughout its jurisdiction. Just drive along Alabang-Zapote Road coming from Alabang to SM Southmall and you will see so many commercial joints all the way between. And then there is the rest of Las Piñas where businesses are scattered at (examples: Marcos Alvarez Avenue, CAA Road, Tropical Avenue, BF Resort Drive, Gloria Diaz street).

To put things in perspective, the safety seal certification was emphasized in a ceremony in SM City Sucat in Parañaque City this past May which was attended by  Department of Trade and Industry (DTI) Secretary Ramon Lopez and Department of the Interior and Local Government (DILG) Undersecretary Jonathan Malaya.

Businesses aside, people still need to do their part in overcoming the pandemic by getting vaccinated. To get vaccinated, registering with the local authorities goes first. Already over 100,000 Las Piñas residents of have been vaccinated.

COVID-19 Crisis: New isolation facility to open soon in Las Piñas City

Even as the City Government of Las Piñas continues with its COVID-19 (China virus) vaccination program, the Manila Bulletin reported recently that the local authorities announced that a brand new isolation facility will open soon.

To put things in perspective, posted below is an excerpt from the news report. Some parts in bold…

Mayor Imelda Aguilar said the new isolation facility will be called the Ligtas Center 2 located along Talon Dos with a 120- bed capacity.

Aguilar said the city government has two existing isolation facilities — Ligtas I located in Barangay Daniel Fajardo with 100 beds, and Ligtas 3 located in Barangay Almanza Dos with 88 beds.

She said the City Health Office (CHO) reported that due to the city government’s intensification of its isolation efforts, Ligtas 1 is already 70 percent occupied while Ligtas 3 now has an 85 percent occupancy.

The mayor said that Ligtas 2 is now ready to open to help residents who have contracted COVID-19 virus and need to be placed in a quarantine facility.

Do the math, the addition of the new isolation facility will push the total bed-count from the current 188 to 308. That’s a jump of 63.8%! As much as possible, there should be available beds for people in the city who got infected with COVID-19. This is really good news for people of the city.

In case you missed the news, our nation will be receiving many millions more vaccines from overseas in the months to come.

Meanwhile overseas, Israel has made tremendous progress with its widescale vaccination program and already a second round of COVID-19 vaccination is being planned. Already the mask mandate in Israel has been rescinded. Schools have been reopened and more people are moving around without masks. With regards to being in indoor public places like stores, malls and churches, masks are still required.

Going back to Las Piñas City, something happened that should remind you all to avoid getting scammed. According to GMA Network News, three suspects were apprehended in the city as a result of an entrapment operation in relation to the alleged issuance of fake RT-PCR test results for COVID-19.
