Three major Japanese investors plan to expand operations in PEZA ecozones

With all the uncertainty and economic challenges going on, the economy of the Philippines could get a much-needed boost as the Philippine Economic Zone Authority (PEZA) revealed that three major Japanese investors are planning to expand their existing operations in the country, according to a Manila Bulletin news report.

The Philippine Economic Zone Authority (PEZA) disclosed that three major Japanese investors are planning to expand their operations in the Philippines.

PEZA Director General Tereso Panga, who was guest speaker during an Economic Seminar in Tokyo recently, reported that he held talks with long-time PEZA investors Tsuneishi, electronics manufacturing firm SIIX Co., and automobile manufacturer FCC Co., Ltd.  The seminar hosted by Sumitomo Mitsui Banking Corp. was attended by 140 Japanese firms.

According to PEZA, Tsuneishi is preparing for its fifth phase of expansion, including projects to manufacture the world’s first methanol-fueled TEU container carriers and establishing a wood pelletizing business.

Since 1994, the Japanese shipbuilder has already expanded its Philippine operations four times. Its first project was its shipbuilding business in Balamban, Cebu which grew to a 170-hectare facility from 25 hectares.

It also employs around 10,000 direct and subcontracted employees, a long way from the mere 300 workers it had when it began operations.

In Panga’s meeting with SIIX Co.,Ltd, its President Koji Yanase said they see their Philippine operations “playing a crucial role as they expand their core business and enter new territories.”

SIIX Co. has been engaging with the Philippines since 1957 as with the establishment of the first offshore operations for their ink production in the country.

The company said that it will manufacture its patented conductive ink in the Philippines, according to Panga.

Meanwhile, Yoshitaka Saito’s FCC Co. said they expect their Philippine operations to grow in the coming years as they ramp up “manufacturing of the clutch for Honda Click 125 motorcycle, production of paper ceramics for other electronics component manufacturers, and investment in new advanced technology businesses that will involve the assembly line for scooters, lining molding line, and weight line.”

FCC is also eyeing involvement in the country’s circular economy through using solid oxide fuel cells (SOFC) for water filtration and production of solid biomass fuel.

In relation to the recent signing of Republic Act Number 11982 (RA11982 or Tatak Pinoy law) into law by Philippine President Ferdinand “Bongbong” Marcos, Jr., the Department of Trade and Industry (DTI) lauded the signing stressing that it will empower the nation’s industrialization, according to a Philippine News Agency (PNA) news article.

Department of Trade and Industry (DTI) Secretary Alfredo Pascual reaffirmed the department’s commitment to boost its science, technology and innovation-driven industrialization agenda with the enactment of Republic Act (RA) 11982 or the Tatak Pinoy Act on Monday.

In line with President Ferdinand R. Marcos Jr.’s priorities in the Philippine Development Plan (PDP) 2023-2028, the newly passed legislation will empower Philippine industries to manufacture a broader range of higher quality and sophisticated products, elevate the country’s position in the global value chain, and enhance productivity and competitiveness in the global market.

The Tatak Pinoy Law lies at the core of the nation’s industrialization strategy, revitalizing and driving the economic agenda with precision. With its focus on promoting industrial excellence, embracing innovation and navigating contemporary challenges, Tatak Pinoy is a transformative legislation that empowers Philippine industries to thrive in an intensely competitive global landscape.

Under the law, a Tatak Pinoy Council will spearhead the development and implementation of a multi-year strategy focusing on five key pillars: human resources, infrastructure, technology and innovation, investments, and sound financial management.

“We are confident that this legislation will bolster our ongoing programs, propelling industries towards greater global recognition and success. It underscores our commitment to implement measures that enhance the competitiveness of our local industries, ensuring that the world gets to experience what the Philippines has to offer,” Pascual said in a news release.

The Atlas of Economic Complexity, which measures the level of sophistication of export products being produced by countries globally, ranks the Philippines as 33rd among 133 countries, with an overall economic complexity index of 0.76.

This is driven by the country’s exports of high to moderate complex products such as electronics and integrated circuits, electrical machinery and equipment, as well as information and communications technology (ICT) services.

The country ranks 4th in Southeast Asia, trailing behind Singapore (5th), Thailand (23rd), and Malaysia (28th), and above Vietnam (61st) and Indonesia (64th).

“The Tatak Pinoy Law is a significant milestone that will enable our industries to climb up the economic complexity ladder, making the Philippines a more formidable player in the global market. Tatak Pinoy will enable our industries to embrace new technologies and effectively overcome the challenges of the modern world,” DTI Undersecretary Rafaelita Aldaba said.

With the implementation of the Tatak Pinoy Law, the DTI aims to elevate the country’s ranking by supporting and promoting the production of more sophisticated and high-quality products.

Tatak Pinoy will build on the existing flagship initiatives of the DTI, such as the One Town, One Product (OTOP) and Malikhaing Pinoy Program, which cultivate and promote unique products and empower local entrepreneurs and innovators to elevate the quality and marketability of locally made products.

Tatak Pinoy is poised to revolutionize industries, particularly Philippine manufacturing, amidst the entry of Fourth Industrial Revolution technologies. It will amplify DTI’s efforts in building an Industry 4.0 Pilot Factory, establishing a Center for Artificial Intelligence Research (CAIR), and supporting the country’s Regional Inclusive Innovation Centers (RIICs).

The new law will also drive innovation and facilitate Industry 4.0 adoption, especially among micro, small and medium-sized enterprises (MSMEs).

Pascual said a critical provision of the law is the mandate for the Philippine government to prioritize Filipino products and services in government procurement, strengthening collaboration between the public and private sectors.

“This initiative serves as a catalyst for creating a robust market environment, particularly beneficial for SMEs and startups,” he said.

In case you missed the news reported by Business Mirror, the exclusive PepsiCo beverage maker in our country admired the City of Muntinlupa for the fast vaccination rollout of its employees. Take note that there is a huge Pepsi plant in Muntinlupa and patients under category A4 (which includes workers) are being vaccinated in the same city for weeks now.

Pepsi-Cola Products Philippines Inc. (PCPPI)—the exclusive manufacturer of PepsiCo beverages in the country—hopes to speed up its employee vaccination through the City Government of Muntinlupa.

The local government unit, host to PCPPI’s headquarters and biggest manufacturing plant, has inoculated the economic frontliners under the A4 category of the Inter-Agency Task Force priority list during the LGU’s launch last June 7. PCPPI employees, being part of the essential workforce, are classified under this category.

“We laud Muntinlupa City’s fast vaccine rollout for our economic workers. We are encouraging more of our employees to get vaccinated. The sooner we get fully immunized, the safer we get, and the earlier our economy could recover,” PCPPI President and Chief Executive Officer Frederick D. Ong said.

While vaccination is underway through the local government of Muntinlupa City, PCPPI is also awaiting the delivery of 20,000 doses of AztraZeneca vaccines. This vaccination program is part of “A Dose of Hope”, an initiative led by Presidential Adviser for Entrepreneurship Joey Concepcion.

“We participated in the ‘A Dose of Hope’ initiative to help in the faster rollout of vaccines, and in support of the private sector’s goal of reviving the economy,” Ong added.

It is indeed very encouraging to see a huge business like PCPPI express its admiration to the LGU over its local vaccination program and this adds a good amount of credibility for the City Government itself. Like other corporations here in the Philippines, the maker of Pepsi-branded drinks also took part in a national-level initiative with economic revival in mind. Remember that it is the capitalists, not the socialists, who lead the momentum of the economy and creates jobs and offers consumers lots of choices for products or services.

COVID-19 Crisis: Philippines to become a new producer of vaccines?

Very recently, the national authorities announced that the grand total of COVID-19 (China Virus) cases in the Philippines had surpassed the 1 million mark, landing at 1,006,428 cases. There will be many millions of new vaccines coming into the country but they just could not come in fast enough.

In recent times, the national government started making a move to become a new player in the production of new vaccines for coronavirus according to National Task Force (NTF) Against COVID-19 chief implementer Sec. Carlito Galvez, Jr. He added that this would ensure a steady supply of vaccines not only for this current crisis but also for future health crises.

“We are working on building the country’s vaccine sufficiency, particularly our capacity to manufacture and produce our own vaccines not just to address Covid-19 health crisis, but also to prepare for any future pandemic,” Galvez said at a virtual Economic Development Cluster and Infrastructure Cluster forum for the Pre-State of the Nation Address on Monday.

The Philippines is hoping to replicate the Serum Institute of India (SII), India’s largest vaccine producer which produces the Oxford/AstraZeneca vaccine, known in India as Covishield.

Galvez earlier visited India to negotiate with SII for the acquisition of 30 million doses of the Novavax vaccine.

One of the topics tackled during the trip was the possibility to develop local production of vaccines in the Philippines.

“One of our agenda during our trip to India last month was to look into opportunities that will allow us to build on the same vaccine and medicine manufacturing capacity that India has,” Galvez said.

He said he had met with the Department of Science and Technology Sec. Fortunato de la Peña and Trade Secretary Ramon Lopez along with the country’s vaccine experts to discuss the plan to establish local vaccine production.

The government targets “to encourage foreign vaccine manufacturers to establish domestic operations” on vaccine production in the Philippines, he said.

“We will achieve vaccine security and partner with domestic and international private pharmaceutical companies in developing our own capability in manufacturing vaccines domestically,” he added. “For 2023, we envision for self-sufficiency and readiness for the pandemic and other disasters with the modernization and integration of our healthcare system.”

With the ongoing negotiations of the Philippines for equitable vaccine acquisition, Galvez said the government has earmarked a total of PHP82.5 billion for the procurement of Covid-19 vaccines, of which PHP70 billion have been sourced out from various multilateral loans and assumed savings.

As seen above, the Philippines looked to the largest vaccine maker in India as a model for their plan. If vaccine production does push through in the country in the near future, it should create some new jobs and contribute somewhat to the economy. How much would vaccines cost when made here in the Philippines remains to be seen. The same also with how the national government will convince vaccine makers overseas to establish production lines in the country.

In relation to these details, the Jewish State will reopen its borders to foreign visitors who have already been vaccinated. Now if only the vaccines the national government paid for will somehow arrive as fast as possible. The Philippines still has a long way to go before achieving herd immunity and having both society and economy rebound at last from the COVID-19 crisis.
