The National Capital Region Police Office announced the arrest of a high-profile fugitive tagged by the Chinese government as an undesirable alien.

A composite team from the Fugitive Search Unit, Bureau Immigration and Deportation and the Parañaque City Police Station arrested Zhu Tingyun in Barangay Tambo, Parañaque City on Wednesday.

Zhu, 43, was a senior manager of an illegally established online gambling company in the Philippines, with an estimated income of CNY 30 billion from its illegal activities since 2016.

The suspect has been on the run since an outstanding warrant of arrest was issued against him by the Guangxi Cangwu Public Security Bureau on March 2, 2023 for operating a gambling house.

The bid of the controversial and suspended Bamban mayor Alice Guo to lift the preventive suspension has officially been rejected by the Office of the Ombudsman, according to a GMA Network news report.

The Office of the Ombudsman has junked Bamban, Tarlac mayor Alice Guo’s bid to lift the six-month preventive suspension slapped against her over her alleged links to a raided Philippine Offshore Gaming Operator (POGO) in her jurisdiction.

The Ombudsman resolution dated June 21 said it is standing by its preliminary findings that there are sufficient grounds to hold that the evidence against Guo and the other respondents are strong.

Aside from Guo, also suspended by the Ombudsman were Bamban Business Permit and Licensing Office (BPLO) officer Edwin Campo and Municipal Legal Officer Adden Sigua.

The Ombudsman suspended the three in May to keep them from interfering in the investigation following the complaint filed by the Department of the Interior and Local Government (DILG), which is accusing them of committing grave misconduct, serious dishonesty, gross neglect of duty, and conduct prejudicial to the best interest of the service.

In its resolution signed by Ombudsman Samuel R. Martires, there is evidence that Guo has business interest in Baofu Land Development Inc., owner of the land where the raided POGO was located. It said this was shown by a Tarlac Electric Cooperative Inc Statement of Account dated March 8, 2024 under Guo’s name that was seized during the March 13, 2024 raid in the Baofu compound for alleged human trafficking and serious illegal detention.

The Ombudsman also cited documents showing that Baofu and the POGO, Zun Yuan, operated their respective businesses with permits processed by the BPLO and issued by Guo, as well as documents showing that Sigua knew and had prior acquaintances with Guo since he was the one who notarized each of the Deed of Absolute Sale covering the eight parcels of land that Guo bought that later on became the compound.

“This Office only deems it prudent to preventively suspend respondents Guo, Campo and Sigua given their undeniable hand in the operation of Baofu and Zun Yuan,” the Ombudsman said.

“After due consideration of the factual circumstances of the instant case, this Office finds no compelling reason to reconsider and lift the Order of preventive suspension of respondents Guo, Campo and Sigua while the case against them is pending adjudication,” it added.

Recently in the city of Parañaque, a shooting incident took place which resulted in the arrests of five Chinese nationals and a local driver for their alleged involvement, according to a Manila Bulletin news report.

Five Chinese nationals and a Filipino who were allegedly involved in a shooting incident of  two Chinese men in Parañaque City were arrested early morning of June 15.

The Southern Police District (SPD) said that based on the report submitted by Parañaque City police chief, Col. Melvin Monante, the suspects were identified as alias Peng, 43; alias Cheng, alias Deng, alias Tu, 42; alias Liu, 34, and alias Ken, a Filipino driver/body guard and a resident of Barangay San Isidro, Parañaque City.

The SPD said four other suspects remain at large and were identified as alias Yu, 32; and Bo, both Chinese nationals, alias Marlon and alias Tony, their Filipino drivers.

The police said the victims both named as alias Li, suffered gunshot wounds in the lower part of their bodies and were rushed to Ospital ng Parañaque for treatment.

Based on the investigation by the Parañaque City police, the incident happened at around 12:10 a.m. inside a residential building located along Roxas Boulevard, Parañaque City.

The police said residential building tenants immediately reported the incident to Parañaque police Tambo substation after hearing a burst of gunfire inside the victims’ unit.

It was learned that based on the CCTV footage gathered by the police, the four men entered the unit of the victims and shot them allegedly due to an unpaid loan.

Witnesses said that after the hearing the burst of gunfire, six men came out of the unit of the victims. They found the victims bloodied due to gunshot wounds.

Members of the Parañaque city police conducted a backtracking investigation which led to the arrest of the six suspects.

The police said alias Peng and Deng were arrested in a hotel room in Pasay City while Cheng was arrested in Clark, Pampanga. The police recovered from them a .22 magnum revolver and .9mm pistol with ammunitions.

The two other Chinese men, alias Cheng and alias Liu, who were residing in the same building, were also arrested after the conduct of backtracking. 

The Filipino suspect, Ken, was arrested at his residence. Recovered from him were a .9mm pistol, extra magazine, cellular phone, and a motorcycle. He was previously arrested for carnapping and robbery       

The police said the mastermind in the shooting incident, alias Bo, was previously arrested in December 2022 allegedly for his involvement in other criminal activities. The remaining suspects are now subjects of a manhunt operation.

It was learned that the suspects lend cash to casino players.

The National Capital Region Police Office (NCRPO) operatives on Sunday arrested a cop in a drug buy-bust operation in Parañaque City.

NCRPO Director Maj. Gen. Jose Melencio Nartatez Jr. identified the suspect as Cpl. Neil Bagunu, 31, presently assigned at the National Police Training Institute (NPTI).

He was arrested in Purok-2 Formost Street in Barangay BF Homes, Parañaque City after receiving the marked and boodle money from a poseur buyer as payment for shabu at around 2:30 a.m. Sunday.

Nartatez said the operatives seized drug paraphernalia worth PHP136,000 and a .45- caliber pistol.

The cop, he said, was brought to the Paranaque Police Station to face criminal and administrative charges.

He said over 500 policemen in Metro Manila have been dismissed from the service as part of the NCRPO’s internal cleansing since July last year.

The suspect, who was tagged as Top 4 wanted person in Samar for reckless imprudence resulting in homicide, was arrested by members of the WSS who were conducting operations against wanted person.

The police said John was arrested by virtue of a warrant of arrest issued by Judge Nilo Yu Dela Cruz of the Municipal Trial Court, Eighth Judicial Region, San Isidro, Northern Samar on May 14, 2024.

37 Chinese nationals arrested in Parañaque City over illegal retail

Recently in the city of Parañaque, immigration agents arrested almost forty Chinese nationals over alleged involvement in illegal retail, according to a GMA Network news report.

The Bureau of Immigration (BI) on Wednesday announced that it has arrested 37 Chinese nationals allegedly involved in illegal retail in Paranaque.

The BI said that the seven females and 30 males from Multinational Village were found to be illegally involved in food retail, groceries, and restaurants. They were arrested on Tuesday, June 4, 2024.

“We received credible information about foreign nationals engaging in illegal retail activities, and our team acted swiftly to address these violations,” Immigration Commissioner Norman Tansingco said in a statement.

The Chinese nationals are detained at the BI’s facility inside Camp Bagong Diwa pending the resolution of their deportation cases.

Ombudsman suspends controversial Bamban mayor Alice Guo

Remember the raid of a Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac? Since that happened, the incumbent Bamban mayor Alice Guo became the subject of the senate investigation as there were documents found that linked her with the raided POGO. Now a controversial figure, Guo officially suspended by the Office of the Ombudsman for up to six months, according to a GMA Network news report. Two other local government officials were suspended as well.

The Office of the Ombudsman has suspended Bamban, Tarlac mayor Alice Guo and two other local government officials for up to six months.

This development came after the Department of the Interior and Local Government (DILG) filed graft complaints against Guo over her reported involvement with a raided Philippine Offshore Gaming Operator (POGO) in her locality.

According to the DILG, the complaints were filed with the Office of the Ombudsman on May 24 and stemmed from the issuance of a permit to Hongsheng Gaming Technology Inc. despite the company failing to complete the requirements and having an expired license from the Philippine  Amusement and Gaming Corp. (PAGCOR).

“Given [the] respondents’ power and authority, there is a strong probability that they may influence witnesses or tamper with any evidence material to the case,” the Ombudsman said in a nine-page order.

Other than Guo, others ordered suspended were Business Permit and Licensing Officer Edwin Ocampo and Municipal Legal Officer Adenn Sigua.

On March 13, authorities raided a 10-hectare area operated by Zun Yuan Technology Inc. and found several devices said to be linked to POGO operations. Over 600 Filipinos and foreigners were rescued during the raid.

The complex was previously raided in 2023 when it was operated by Hongsheng Technology Inc., which is now being linked to Guo as she applied for the letter of no objection for the complex’s license to operate.

“The foregoing considered, this Office finds sufficient grounds to preventively suspend Alice Guo, Edwin Ocampo and Adenn Sigua considering: that, there is strong evidence showing their guilt; that the charges against them involves grave misconduct, conduct prejudicial to the best Interest of the service, and gross neglect of duty which may warrant their removal from the service,” the Ombudsman said.

“Their continued stay in office may prejudice the investigation of the case filed against them,” the Ombudsman added.

Guo, whose nationality as a Filipino is being questioned by lawmakers, was also found to be the incorporator of Baofu Land  Development Inc., which owns the land where the complex — home to over  36 buildings, a swimming pool, and luxury cars — is located.

Guo has denied links to the POGO operation.

Parañaque City police arrested the Southern Police District’s (SPD’s) top most wanted person for the crime of murder last May 17.

The SPD said the suspect, alias Love Singh, 24, listed in the police gallery as top most wanted person for the month of May was nabbed at around 9:30 p.m. in Barangay Sun Valley, Parañaque City.

Singh was arrested by virtue of a warrant issued by Judge Ma. Christina De Pio Lim of Parañaque City Regional Trial Court (RTC) Branch 296 on March 20, 2024, with no bail recommended.

Authorities are looking into the possibility that the Philippine Offshore Gaming Operator (POGO) in Bamban, Tarlac is connected to a recent human trafficking and online scamming bust in a village in Parañaque City.

According to a “24 Oras” report by Mav Gonzales on Wednesday, the Philippine Amusement and Gaming Corporation (Pagcor) believes the 10 Chinese and the Filipino bodyguard arrested in the police operations may have escaped from the recently raided Bamban POGO hub.

Senator Sherwin Gatchalian, who had called for a probe into the incident following complaints filed by the residents of the village, agreed with Pagcor.

“Itong mga sindikato umiikot lang sila (These syndicates just switch around),” he said.

The raid was launched on May 2 following complaints from homeowners, who said that the structures violated their 3-story regulations. They also said this was not the first raid connected to POGO inside their village.

“When we saw Bamban, the structures were so similar…the process of applying for stickers, IDs, and also constructions. Some are using already local identification, passports, birth certificates, driver’s license, postal ID [and] all these things. They can’t even speak Tagalog,” said a homeowner.

Recently in the City of Parañaque, elements of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit raided a house in Multinational Village and arrested ten Chinese nationals who allegedly kidnapped seven Filipinos, according to a Philippine Star news report.

Ten Chinese nationals who allegedly kidnapped seven Filipinos were arrested in Parañaque on Thursday.

The suspects, seven men and three women, were apprehended by operatives of the Criminal Investigation and Detection Group (CIDG)’s National Capital Region field unit during a raid on a house in Multinational Village, Barangay Moonwalk at around 4:50 a.m.

Col. Jean Fajardo, the chief information officer of the Philippine National Police, said the rescue operation was based on information from one of the victims, a house helper, who alleged that they were held against their will by the suspects for three days.

Acting on the information, CIDG operatives and security guards of the village went into the house and arrested the suspects. Seven Filipinos were rescued in the operation.

Fajardo said the victims were being forced by the foreigners to engage in activities such as love scams and cryptocurrency fraud.

Police seized two firearms and assorted bullets, 17 cell phones, five desktop computers, three laptop computers, passports and identification cards.

The suspects are facing criminal charges of kidnapping and serious illegal detention, qualified trafficking in persons, illegal gambling, illegal possession of firearms and ammunition and violation of Republic Act 8484 or the Access Devices Regulation Act.
