COVID-19 Crisis: Rise of cases in Muntinlupa City not a cause for alarm yet

Muntinlupa Mayor Ruffy Biazon reminded the public to follow health protocols such as wearing of face masks as the number of Covid-19 cases in the city is rising although not a cause for alarm yet.

This morning I would like to emphasize the reminder on health protocols. Cases are rising although it is not a cause for alarm,” said Biazon during the weekly flag-raising ceremony at the Muntinlupa City hall quadrangle on July 11.

Based on data from the City Health Office (CHO), Muntinlupa added 29 new Covid-19 cases on July 10 to bring the total active cases to 125. There were also 11 patients who recovered and one who died.

The mayor said based on health care utilization rate in Muntinlupa, the Covid-19 situation is not yet a cause for alarm.

So far our health facilities are not overwhelmed, we do not feel that there is a crisis. Cases are rising but we will not be overwhelmed based on the report that was given to me. But that is a reason for us to be on alert. We should never let our guard down,” said Biazon.

He added, “Let us remind everyone to follow protocols, here at work, at home, within the community just to stop the spread. We don’t want that to spread to the point that it will be a concern.”

“As of now, nothing to be alarmed about but we should be alert,” he said.

The above article ended stating that of the 125 COVID-19 cases in Muntinlupa City, 27 of that were in Barangay Cupang, 23 in Barangay Tunasan, 19 in Barangay Alabang and 16 in Barangay Ayala Alabang to name some.

Maynilad problems for Muntinlupa-based customers to continue until July 31, 2022

If you are a Muntinlupa resident who endured more than 24 hours of having no access to water from water concessionaire Maynilad, you better brace yourselves because the company announced that water supply problems will continue until the end of this month, the Manila Bulletin reported.

Customers of Maynilad Water Services in Muntinlupa will suffer more daily water service interruptions (WSI) until the end of the month.

Maynilad announced on July 5 that customers in Barangays Alabang, Bayanan, Poblacion, Putatan, and Tunasan “will experience water service interruptions daily, between the hours of 8:00 p.m. and 6:00 a.m. from July 6, 2022 to July 31, 2022 due to raw water quality issue from Laguna Lake entering our Putatan Treatment Plant.

“We are continuously monitoring the water quality in Laguna Lake even as we conduct system adjustments to optimize the limited supply,” Maynilad added in its advisory to customers.

The Putatan Water Treatment Plant draws and processes water from Laguna Lake, and supplies it to customers in Muntinlupa and other areas.

It was not immediately known why the new daily WSIs only cover five of the nine barangays.

Excluded from the daily WSIs are Barangays Ayala Alabang (which covers the posh Ayala Alabang Village), Cupang, Buli and Sucat.

COVID-19 Crisis: Muntinlupa City Mayor Biazon issues orders to deal with rising COVID-19 cases

In the progressive City of Muntinlupa, local cases of COVID-19 have been rising similar to that of the entire Metro Manila. In response, the new city Mayor Ruffy Biazon ordered the departments of the City Government to tackle the COVID-19 problem, according to a Manila Bulletin report.

Muntinlupa Mayor Ruffy Biazon has ordered city government department heads to address the rising number of Covid-19 cases in the city.

This, after the City Health Office (CHO) reported on July 3 that the number of active Covid-19 cases in Muntinlupa rose to 96 from 45 a week ago.

Muntinlupa’s weekly new Covid-19 cases totaled 164 from June 27 to July 3, an increase of 103 new cases or 168.8 percent from 61 cases tallied from June 20 to 26.

On July 3, the CHO recorded 41 new Covid-19 cases in Muntinlupa from 23 the previous day on July 2 to bring the total active cases to 96.

“Immediate concern natin is rising cases of Covid-19 (Our immediate concern is the rising cases of Covid-19),” said Biazon during the flag-raising ceremony at the Muntinlupa City hall quadrangle on July 4.

He said the rising number of Covid-19 cases “has become a concern” especially if the total breaches the 100 mark.

“I think we really definitely have to take action,” he said.

Biazon said he asked City Administrator Allan Cachuela to convene an emergency briefing about the Covid-19 situation in Muntinlupa.

“Let us take this seriously. Ayaw natin na mag-run away yung problema ng Covid sa Muntinlupa especially that we are still coping with yung recovery from the initial surge and yung epekto ng international situation natin. (We don’t want the problem of Covid in Muntinlupa to run away especially that we are still coping with the recovery from the initial surge and the effects of the international situation),” he said.

The mayor said health protocols should be implemented.

“Let us all be advocates of following health protocols. Let us make sure everyone is well informed of these protocols na dapat nating gawin (Let us make sure everyone is well informed of these protocols that we should do),” he said.

Muntinlupa CHO chief Dr. Juancho Bunyi told Manila Bulletin that the “new cases are close contacts who had their test done in private and tested positive.”

2022-2023 Alabang Hills Village vehicular stickers for non-resident motorists now available

The anticipated new Alabang Hills Village Association (AHVA) vehicular stickers for non-resident motorists marked with the years 2022-2023 are now available and applications can be done via the association’s official website. That being said, applicants must be able to download and print the AHVA’s official application form, fill it up and sign it, and prepare themselves to submit it to the association. This means you must have a reliable Internet connection, printer with sufficient ink, paper and a scanner. You must also have the official receipt (OR) and certificate of registration (CR) of your vehicle(s) prepared as well. Also, you must be ready to secure an endorsement from your homeowner’s association (HOA) which the AHVA requires. Refer to the Endorsement part on page 1 of the application form.

To begin with, click https://alabanghillsvillage.com/sticker/. Once the page loads, click the Non-resident/pass-thru option which will lead you into another page.  On the new page, you will see Step 2, Step 3 and Step 4.

Step 2 is where you can click to download the newest AHVA vehicular sticker application form. As mentioned above, you must be ready with your Internet connection and a printer to be able to print the application form (visualized below) fill in the key details and sign before you submit it to the AHVA.

Step 3 shows the rates of the new vehicular stickers. For BF Homes residents, the rate is P1,500 per car for the first two cars, then P2,500 per car for the 3rd car and more cars. The rates are under the reciprocity arrangement between BF Homes and AHVA. For private cars, the rate is P2,000 per car for 1 year, and P3,600 per car for 2 years. The method of payment is cash which will be done on the applicant’s booking day

Step 4 is where the applicant will book his/her appointment with AHVA online. Applicants will be able to select the dates and choose from one of several time periods of the chosen date (examples: 8:15 AM, 8:30 AM, 8:45 AM, 9AM and so on). In the event your appointment will need to be cancelled for reasons beyond the AHVA’s control (bad weather, natural calamities, late holiday advisories, etc.), they will call you to reschedule your appointment.

After that, applicants will be required to specify how many vehicles they have for sticker issuance. The email address, the first name, the last name and contact number are also required in order to proceed to the next page.

While online application via the AHVA’s official website is heavily emphasized, applicants for the non-resident AHVA stickers are still welcome to drop by their office (office schedule below) to get forms, sign, submit required documents and pay on-site. Appointments will be strictly implemented.

Non-resident motorists who have the old 2021-2022 AHVA stickers are advised that the said stickers will expire on August 31, 2022.

Today, the oath-taking ceremonies of Muntinlupa City’s incoming government officials such as new Mayor Ruffy Biazon, new Congressman Jaime Fresnedi, returning Vice Mayor Artemio Simundac and others will happen this afternoon at the Filinvest Tent within Filinvest City, the Manila Bulletin reported. Incoming Muntinlupa Mayor Ruffy Biazon, reelected Vice Mayor Artemio Simundac, and congressman-elect Jaime Fresnedi will hold their oath-taking ceremony on June 30.

The three will be joined by 16 newly elected councilors in taking their oath of office at 3:30 p.m. at The Filinvest Tent in Filinvest City in Alabang, Muntinlupa.

Biazon and Fresnedi’s oath-taking will be administered by Executive Judge Myra Quiambao of the Muntinlupa Regional Trial Court Branch 203.

The One Muntinlupa team led by Biazon and Fresnedi swept the May 9 elections by winning all 19 seats for mayor, vice mayor, congressman and 16 councilors in the two districts of Muntinlupa.

Biazon won his first ever term as mayor with 180,742 votes, or 74.25 percent of the total votes, against Red Marinas of the People’s Reform Party (PRP) who got 60,434 votes.

Fresnedi was elected to his first term as congressman with 183,085 votes against rival Silverio Garing who got 52,530 votes.

Simundac was reelected for another term as vice mayor with 131,882 votes against Oyo Boy Dioko of the PRP who garnered 97,567 votes.

Muntinlupa City declared the Most Resilient among all Highly Urbanized Cities

The progressive City of Muntinlupa continued to make waves around the nation as the Department of Trade and Industry (DTI) formally recognized it for achieving 1st place in the category of resiliency among all the Highly Urbanized Cities (HUCs) of the nation based on the results of the 2021 Cities and Municipalities Competitiveness Index (CMCI), the Manila Bulletin reported. The plaque of recognition was received by the City Government.

The Department of Trade and Industry (DTI) awarded the Muntinlupa city government a plaque of recognition on Wednesday, June 29, for ranking No. 1 in resiliency among all highly-urbanized cities (HUCs) in the country under the 2021 Cities and Municipalities Competitiveness Index (CMCI).

According to the CMCI website, “local competitiveness is how a city or municipality knows its resources and how it uses these to improve its standard of living.

Outgoing Mayor and congressman-elect Jaime Fresnedi received the plaque of recognition from DTI Competitiveness Bureau Director Lilian Salonga.

Muntinlupa topped the resilience pillar of CMCI for two consecutive years. The resiliency pillar ranking is based on annual disaster drill, budget for disaster risk reduction and management plan, disaster risk reduction plan, emergency infrastructure, employed population, early warning system, local risk assessments, land use plan, sanitary system and utilities.

Also joining the program were City Administrator Allan Cachuela, Business Permits and Licensing Office executives led by Eli Hilapo, City Planning and Development Office acting chief Alvin Veron, International Relations Officer James Arriola, National Quality and Competitiveness Division chief Ma. Sheryl Santos, and DTI-NCRO Area 2 Division Chief Rowena D.B. San Jose.

The DTI, through the National Competitiveness Council, conducts the annual CMCI, which ranks local government units in the country based on four pillars: economic dynamism, government efficiency, infrastructure, and resiliency.

In the 2021 rankings for highly-urbanized cities in the country, defined as LGUs with at least 200,000 population and latest annual income of at least P50 million, Muntinlupa ranked first with a score of 20.68.

In the overall CMCI rankings for HUCs in the country, Muntinlupa placed fifth with a score of 48.

COVID-19 Crisis: Moderna vaccination inside Alabang Hills Village set for July 16, 2022

In a recent bulletin published through their official website, the Alabang Hills Village Association (AHVA) announced that it will be conducting a new vaccination event on July 16, 2022 using doses of COVID-19 vaccines from Moderna. There will be vaccination shots for patients taking their first dose, their second dose, their 1st booster shot (for those who got fully vaccinated already) and the 2nd booster shot (limited to senior citizens, healthcare workers and patients certified as immunocompromised).

Further to our last bulletin on Moderna vaccination events, Bulletin No. 2022-0608 dated June 9, 2022, we are happy to say that we will be conducting another vaccination event on the 16th of July. Zuellig has advised us that we have non-expired stocks of the vaccine in their cold storage, enabling this July 16 vaccination event to be held.

Further, given the DOH’s announcement just yesterday that second boosters can now be administered to immunocompromised children 12-17 years old, this category of individuals will also be included for inoculation on July 16.

The details of the July 16 vaccination event are as follows:

1st and 2nd Doses for General Population
1st Booster for General Population
2nd Booster for Seniors and Healthcare Workers
8:00 AM – 12:00 NN
Multi-purpose Pavilion

2nd Booster for Immunocompromised Individuals including Immunocompromised 12-17 year old children
1:00 PM – 3:00 PM
Clubhouse entrance via drive-thru

Please note that the DOH has not yet authorized 2nd booster shots for the general population below the age of 60.

Primary Dose Series (1st and 2nd Doses)
If you have not even had yet the first dose of the vaccine, please do take advantage of this July 16 schedule to get inoculated.

If you have not yet had your second dose of the vaccine, please ensure that you will have met the REQUISITE 4 WEEKS INTERVAL between your first and second doses by July 16.

First Booster
For those who would like to get their first booster shot, please ensure that you will have met the REQUISITE 3 MONTHS INTERVAL between your second dose and booster shot by July 16.

Second Booster
If you are a Senior (60 years and above), healthcare worker, or an immunocompromised individual wanting to get your second booster shot, please ensure that you will have met the REQUISITE 4 MONTHS INTERVAL between your first and second booster shots by July 16. This requirement also applies to immunocompromised individuals 12-17 years old.

Immunocompromised individuals are strictly defined by the DOH as those in or with
a. Immunodeficiency state,
b. HIV,
c. Active cancer or malignancy,
d. Transplant recipients,
e. Undergoing steroid treatment,
f. Patients with poor prognosis / bed-ridden patients, and
g. Other conditions of immunodeficiency as certified by a physician.

Immunocompromised individuals must present a current Medical Certificate to be administered a second booster shot. This is a DOH requirement.

The above bulletin stated that patients who want to be added to AHVA’s list for vaccination are to call Jenelyn Esteves or PJ Nierves at landline numbers 8850-8254, 8860-9631 or at mobile number 0906-023-2089 ASAP. Slots for vaccination are limited and the cut-off for registration is set for July 14, 2022 at 10AM.

COVID-19 Crisis: Almost 11,000 patients received 2nd booster shots in Muntinlupa City

As new COVID-19 infections in Metro Manila keep rising, the City Government of Muntinlupa announced through its health office that almost 11,000 people have received their 2nd booster shots locally, according to a Manila Bulletin news report. Along the way, the number of Muntinlupa City patients described as fully vaccinated has reached over 500,000.

To put things in perspective, posted below is the excerpt from the Manila Bulletin report. Some parts in boldface…

Nearly 11,000 people have been given their second booster shot in Muntinlupa, the City Health Office (CHO) reported.

As of June 17, 10,972 individuals have been given the second booster shot out of the 141,449 who got their first booster shot or 7.75 percent.

Of the 10,972 recipients, 2,168 came from Barangay Putatan, 1,254 from Ayala Alabang, 1,182 from Alabang, 1,103 from Tunasan, 1,046 from Cupang, 1,014 from Poblacion, 710 from Sucat, 463 from Bayanan, and 157 from Buli. A total of 1,875 recipients were unclassified.

The total number of first booster recipients is 31.96 percent of the target population of 441,517, or 80 percent of the total population of 553,146.

There are 501,452 individuals who are fully vaccinated in Muntinlupa, or 113.32 percent of the target population.

Among 12 to 17 years old, a total of 49,594 have been fully vaccinated, or 71.85 percent of the total population of 56,499.

The Department of Health (DOH) has approved giving booster shots to 12 to 17 years old but guidelines have yet to be released.

In addition, 16,080 minors aged five to 11 have been fully vaccinated in Muntinlupa, or 23.58 percent of the total population of 68,198.

Having read the above news report excerpt, I encourage you to get vaccinated or boosted for COVID-19 whenever you have the chance. Be aware that the anti-vaccine fanatics here in the Philippines are spreading their deceptive propaganda to fool people from getting vaccinated/boosted. Be aware that anti-vaccine fanatics themselves have NO REAL SOLUTIONS AGAINST COVID-19 itself.

To all Muntinlupa City residents reading this, if you need to get vaccinated or boosted for COVID-19, you should contact MunCoVac as soon as possible.

More on the aspect of immunizing people around the country, I can only hope that the incoming administration of President-elect Ferdinand “Bongbong” Marcos will reach out to Russia to acquire new supplies of Sputnik V and Sputnik Light vaccines as they registered strong resistance against the more infectious Omicron variant.

COVID-19 Crisis: Joint study reveals that Sputnik V demonstrates 97% efficacy against Omicron-caused hospitalization following revaccination with Sputnik Light or Sputnik V

Recently, a study (involving Russian scientists including representatives of the City Clinical Hospital No. 67 and the Gamaleya National Research Center of Epidemiology and Microbiology) revealed that the Russian vaccine Sputnik V demonstrated 97% efficacy against hospitalization caused by the Omicron variant following revaccination with Sputnik Light or Sputnik V, according to a press release published online.

The Gamaleya National Research Center of Epidemiology and Microbiology (Gamaleya Center) today announced that Vaccines, the leading peer-reviewed medical journal, has published the results of a joint study conducted by team of scientists including representatives of Moscow’s City Clinical Hospital No. 67 named after L.A. Vorokhobov and the Gamaleya Center showing the two-dose Sputnik V vaccine is 97% effective against hospitalisation caused by the Omicron variant of coronavirus (B.1.1.529) among those vaccinated with 3 or 4 components (re-vaccination with Sputnik Light or Sputnik V after Sputnik V).

The study was conducted from 11 January to 21 February 2022 involving over 1,000 patients in Moscow. Sputnik V showed high efficacy against hospitalisation at 85.9% among patients vaccinated with at least one component. Efficacy among those vaccinated with 3 or 4 components (re-vaccination with Sputnik Light or Sputnik V after Sputnik V) rose to:

o   97% against any cases of hospitalisation;

o   97.7% against moderate-severe and more severe cases;

o   98.6% against severe and critical cases;

o   99.4% against critical cases.

As authors note, “the study shows that vaccination with Sputnik V and Sputnik Light has a high effectiveness for protection against hospitalisation. The reduction in the severity of COVID-19 regarding the Omicron variant was also observed. The greatest effectiveness was evident in protection against a critical course of the disease requiring patients to be admitted to the intensive care unit.”

While it is very difficult to talk about Russia-related matters due to the ongoing Russia-Ukraine war (note: help the people of Ukraine by donating through Hillsong Church online), it is important to focus on what Sputnik vaccines are able to do as the whole world continues to struggle to bounce back from the COVID-19 crisis economically, socially and medically. With regards to my native Philippines, the daily count of new COVID-19 infections has gone up nationwide in recent times. The Metro Manila cities of Muntinlupa and Pasig each had their own shares of increased new COVID-19 infections.

I can only hope that the incoming administration of President-elect Ferdinand “Bongbong” Marcos, Jr., will consider acquiring more doses of Sputnik V and Sputnik Light even though the national authorities are trying to balance supply of COVID-19 vaccines with the rather slugging public response in terms of getting vaccinated or boosted at their local vaccination sites. The formulation behind Sputnik V and Sputnik Light should be strongly considered when it comes to immunizing as many Filipinos as possible from COVID-19, including the more infectious Omicron variant and its sub-variants.
