Recently in the city of Parañaque, a certain Chinese national who was arrested in Parañque City for illegally practicing medicine was formally charged for violating Republic Act 2382 and estafa, according to a Philippine Star news report.

Criminal cases were filed against a Chinese national who was arrested in Parañaque for medical malpractice, the National Bureau of Investigation (NBI) reported on Friday.

Xu Yisheng, also known as Xu Xingzhe, underwent inquest proceedings before the office of the city prosecutor of Parañaque for violation of Republic Act 2382, or the Medical Act and estafa, NBI director Jaime Santiago said.

Santiago said they received information that Xu was maintaining a clinic in Parañaque and offering medical services to his compatriots for a fee.

The NBI, together with the Professional Regulation Commission, found out that the suspect is neither a licensed physician, nurse nor medical technologist and is not authorized to practice medicine in the country.

In case you missed the news, the Bureau of Internal Revenue (BIR) recently announced that several more medicines have been exempted from the value-added tax (VAT), according to a Philippine News Agency (PNA) news article. The newly exempted medicines cover those related to cancer, high cholesterol, hypertension, and mental illness.

The Bureau of Internal Revenue (BIR) said 15 more medicines for cancer, high cholesterol, hypertension, and mental illness are now exempted from value-added tax (VAT).

In a statement on Wednesday, the BIR said Commissioner Romeo Lumagui Jr. issued Revenue Memorandum Circular No. 93-2024 last Aug. 27, exempting from VAT certain medicines for cancer, high cholesterol, hypertension, and mental illness.

“The BIR is now a service-oriented agency, this includes the regular update of medicines that will fall under VAT-Exempt products. The BIR supports the government’s thrust in helping the public have access to more affordable healthcare and medicine,” Lumagui said.

The bureau said the circular was made in response to the updated list of VAT-Exempt Products from the Food and Drug Administration, under Republic Act (RA) 10963 and RA 11534.

The City Health Office, under the leadership of Dr. Juliana Gonzalez, successfully conducted a free pneumonia vaccination program for senior citizens at the CAA Events Place on Thursday, August 15 in Barangay BF International/CAA. The event saw the vaccination of over 400 senior citizens, demonstrating the city’s commitment to the health and well-being of its elderly residents.

City Vice Mayor April Aguilar graced the event, offering her support and personally interacting with the senior citizens. The vaccination drive was part of the ongoing efforts to protect the most vulnerable members of the community from pneumonia, especially during the flu season.

The Muntinlupa City government bagged awards at the 2024 Regional Nutrition Awarding Ceremony organized by the National Nutrition Council (NNC)-National Capital Region on Aug. 16 at the Novotel Hotel in Quezon City.

According to NNC-NCR, Muntinlupa LGU “has been recognized as 1st Year Consistent Regional Outstanding Winner in Nutrition (CROWN) Maintenance Contender!”

The “prestigious award is presented to LGUs that demonstrate efficient and effective nutrition program management, leading to sustained nutrition improvements among their population.”

“We successfully maintained our CROWN (Consistent Regional Outstanding Winner in Nutrition) Contender status for the first year—patunay na consistent tayo sa mahusay na implementation ng ating nutrition programs and services since our first Green Banner Award in 2019 (proof that we are consistent in great implementation of our nutrition programs and services since our first Green Banner Award in 2019),” according to Muntinlupa Mayor Ruffy Biazon.

In addition, Muntinlupa was bestowed the award for Best in Documentation of Nutrition Programs, “acknowledging their exemplary performance in documenting nutrition programs and projects which contributed to high-quality nutrition program management.”

Muntinlupa’s Dr. Magdalena Meana also won runner-up as the Regional Outstanding City Nutrition Action Officer (CNAO).

Biazon, meanwhile, received the Nutrition Leadership Award as chairperson of the Muntinlupa City Nutrition Committee.

“These awards reflect our dedication to keeping our community healthy,” said Biazon.

A breast cancer survivor was emotional in narrating how she survived the disease with the help of green card program, a hospitalization support of the Las Piñas city government that subsidizes P30,000 of the total bill of a confined patient.

Clara Cruz, a former employee at the City Hall, said she was diagnosed with Stage 2 breast cancer in 1919 and was operated on at the San Juan de Dios Hospital.

Cruz said she underwent chemotherapy and was very thankful to Las Piñas City Mayor Imelda Aguilar and Vice-Mayor April Aguilar because she was able to use her green card twice with their approval.

 Aguilar said the green card program is an important part of the city’s health subsidy program designed to deliver essential medical benefits to residents.

The City of Las Piñas marked its 50th Nutrition Month celebration with a culminating activity at the SM Center in Pamplona Dos on Tuesday, July 30. The event featured a Grand Zumba Dancercise and an awarding ceremony, drawing participation from various community members and officials.

The City Health Office, led by OIC Dr. Juliana Gonzalez, successfully conducted the “Buntis Congress” on Thursday, July 11, at the Almanza Uno Covered Court. The event saw the participation of more than 200 pregnant women who were eager to learn about various health and wellness topics critical for their journey to motherhood.

The event featured several educational lectures, including sessions on safe motherhood, responsible parenthood and family planning, health for mother and child through good diet and supplementation, and maintaining oral health during pregnancy and for the child. These sessions aimed to equip the attendees with valuable (knowledge) to ensure the well-being of both mother and child.

Las Piñas City Mayor Imelda Aguilar said the mobile blood donation activity to be led by a team from the City Health Office under the supervision of Dr. Julie Gonzalez will be held at SM Center Las Piñas on July 19 to 20, from 9:00 a.m. to 3:00 p.m.

Recently in the City of Muntinlupa, hundreds of volunteers from the City Government, agencies and the private sector organized a cleanup activity against dengue, according to a Manila Bulletin news report.

More than 500 volunteers from the Muntinlupa City Government, partner agencies, and private companies conducted a simultaneous cleanup activity to prevent the spread of dengue.

Under the “Dengue, ‘Di Pwede!” campaign, they collected over 110 sacks of solid waste from streets, canals, and creeks all over the city.

Officials from the Muntinlupa City Health Office conducted a lecture before the cleanup activity to provide information on ways to avoid dengue and what to do in case one gets sick.

From Jan. 1 to June 3 this year, the CHO recorded 80 dengue cases in Muntinlupa with zero deaths compared to 81 during the same period last year. 

Barangays Alabang and Cupang had the highest cases with 17 each, followed by Putatan (13), Poblacion (11), Bayanan (9), Tunasan (8), Buli (3), Sucat (2) and Ayala Alabang (0).

Cupang had the highest dengue attack rate at 2.9 per 10,000 population

Volunteers signed up under the Make Your City Proud (MYCP) campaign, a program of the city government that encourages community members to participate in various activities.
