Barangay BF Homes Sangguniang Kabataan (BFSK) Ends 2019 with Celebration of Achievements and Service to Local Youth

For the Barangay BF Homes Sangguniang Kabataan (BFSK), a lot has been achieved in the year twenty-nineteen (2019) and that alone was worth celebrating during their special event called the Katipunan ng Kabataan: Year End Gathering which was held on the evening of December 28 at the Phase 1 gym along Pilar Banzon street, BF Homes subdivision, Parañaque City, Philippines. It was attended by a total of close to two hundred guests.

Before focusing on the event, let’s take a quick look back at some of the achievements of the BFSK under the leadership of their chairperson Mariel Angela Tumang.

They organized multiple events of Waste for Rice (rice grain released to local residents who turned over to them 1.5-liter bottles filled with silver-coated sachets) throughout the year plus seminars on teenage pregnancy and reproductive health, organized a seminar about suicide, organized Zumba sessions, organized the Mutya ng BF Homes pageant (plus one other) and most notably they had a highly successful Linggo ng Kabataan celebration that attracted MORE than 300 youth participants.

The BFSK also had a well-attended general meeting highlighting what they achieved in the first half of the year. Another major achievement they made was complying with the Department of Interior and Local Government’s (DILG) Joint Memorandum Circular Number 1 which includes the opening of a bank account doing the fidelity bonding, the 3-year plan, the annual investment plan and the year’s budget.

For this past year, the SK of Barangay BF Homes became independent from the main barangay in terms of financing and management. This is a milestone highlighting the reformed SK system of the entire nation. The BFSK budget for last year was over P6 million.

The event

Once I arrived at the Phase 1 gym, I saw BFSK chairwoman Mariel Tumang and some of the SK kagawads welcoming the early guests.

Afterwards dinner was served and more local youth arrived to join the celebration. By this time, music was playing and the photo booth was being used. The SK Kagawads became complete with the presence of Alma Galindo (who was dazzling with her white dress), Roselyn Regis, Jerry Dalmero, Kelly Haboc, Irene Juanico, Anne Gabrielle Corre and Stephanie Sebullen plus their treasurer Jefferson Ching.

“We have prepared for you games and the raffle draw of varied prizes,” BFSK Kagawad Alma Galindo announced on stage. “We take this opportunity to thank our key supporter Congresswoman Joy Tambunting.”

BFSK Kagawad Irene Juanico reiterated to the guests that they should just forget about the problems, reflect on what the youth council provided them and have fun to gain optimism for the new year. Other SK kagawads took turns with the microphone.

“We the SK are very grateful to you for attending this special event of ours, the Katipunan ng Kabataan Year-End Gathering,” BFSK chairperson Mariel Tumang said. “Come the year 2020, be assured that the SK will strongly support you and will visit your local communities with projects and activities that you will benefit from.”

After the speeches, music played again, the games finally took place and varied prizes were raffled off. The many guests who attended went home happy and satisfied.

A Creative, Eco-Friendly Project by the Sangguniang Kabataan (Youth Council) of Barangay Baclaran

During my recent visit in Barangay Baclaran in Parañaque City. I was fortunate to meet the chairwoman of the Barangay Baclaran Sangguniang Kabataan (Youth Council)Rachel Garcia.

She generously showed one of their special projects called the Eco-Friendly Plastic Bottle Cage which is publicly accessible to anyone who wants to dispose of their respective used plastic bottles.

“This project serves as a container where people can place used plastic bottles. All the collected materials will be sold to the local junk shops and the money we raise from the transactions enable us to buy rice grain for the local youth,” Barangay Baclaran SK chairwoman Garcia explained.

Visually the Eco-Friendly is a cage with a creative, fun-oriented touch. On top of the cage is a makeshift basketball board with a small rim that is supposed to encourage people to shoot their plastic bottles and watch it fall into the cage. This is the meaning behind the line “Shoot for a Change” written on the board.

Once filled up, all of these plastic materials will be sold to local junk shops by the Barangay Baclaran SK. The money raised will be used to purchase rice grain for the benefit of the local youth.

One clear advantage of the Eco-Friendly Plastic Bottle Cage is that it can compel people to refrain from throwing their plastic bottles into other trash containers (which contain other forms of waste like paper, plastic bags, etc.).

This is why if ever you (with your plastic bottle at hand) pass by one of those Eco-Friendly Plastic Bottle Cages of the Baclaran SK during your next trip in Barangay Baclaran, take time out to put your plastic bottle into the cage.

Speaking of being eco-friendly, the Barangay Baclaran SK has been active with not only protecting the natural environment but also with participating in clean-up drive activities.

Parañaque City a Hot Spot for Crimes Involving Chinese Nationals

If there is anything that defined the City of Parañaque lately, it’s not about city competitiveness (Parañaque failed again), not about economic breakthroughs and not even about achieving excellence on local governance (Parañaque was not declared a winner of the DILG’s 2019 Sea of Good Local Governance award).

Rather, it’s about crime turning rampant within the jurisdiction of Parañaque, more specifically the high number of crimes involving Chinese nationals.

According to a December 27, 2019 Philippine Star report, Parañaque has the 3rd highest number of crimes involving Chinese nationals among the southern cities of Metro Manila. The number is 140 crime incidents recorded as per the statistics of the Southern Police District (SPD) as of December 25, 2019. Ahead of Parañaque were Pasay City (201 crime incidents) and Makati City (163 crime incidents).

Specifically on South Metro Manila, Las Piñas City had 54 crime incidents while Muntinlupa City had 19 crime incidents. Combine those numbers with Parañaque’s 140 crime incidents, then that’s a total of 213 crime incidents for South Metro Manila.

You must be wondering why is it that the city that is home to a significant portion of BF Homes subdivision attracted a great majority of of the 213 crime incidents involving Chinese nationals for South Metro Manila?

For one thing, there is a high number of Chinese nationals who took residence in Parañaque and got involved in the local commerce. Speaking of commerce, a lot of these POGOs (Philippine Offshore Gaming Operators) opened up and operated within the city. The City Government recently considered filing charges against the owners of buildings housing Chinese nationals who are working at these POGOs. The housing of many Chinese nationals caused a social disruption in the community of Multinational Village  for the past two years. This caused Multinational residents to write letters of complaints regarding diminishing water supply, power transformer blowouts, eroded roads and rising security risks that allegedly were connected with the Chinese nationals residing in their local community as well as the construction of new POGO housing facilities.

By the way, there are casinos and hotels operating in the Entertainment City which is within the jurisdiction of Parañaque. Those facilities are known to attract a lot of Chinese nationals along with other foreigners.

Focusing more on crimes involving foreigners from China, there was a prostitution raid in Parañaque this past September.

Here’s an excerpt from the CNN Philippines report:

The raid in Diamond Tower in Baclaran also led to the arrest of 13 alleged den maintainers or recruiters of sex workers, nine of whom are male and four who are women, plus 18 male Chinese customers.

And then there was the Chinese affair involving kidnapping that also took place in Parañaque. Here’s an excerpt from the report of Business Mirror:

The Philippine National Police-Anti-Kidnapping Group (PNP-AKG) rescued a Chinese national and arrested two kidnapping suspects during a police operation in Parañaque City.

PNP-AKG Director Brig. Gen. Jonnel Estomo identified the victim as tourist Wang Hong, alias Lee, 29, married, native of Chongqing, China, and who is temporarily residing at Strata Gold Condominium, Ongpin Street, Binondo, Manila.

The suspects, on the other hand, were identified as Wan Rehong, 32, native of Qingshanhu District, Nanchang City, China, and Wan Liang, 36, native of Jiangxi, China. Both suspects are tourists.

Estomo said that in the sworn statement of Wang, the victim went to Solaire Resort and Casino on December 4 and gambled. When he lost all his money, a group of Chinese men offered him a loan of P1 million, which he accepted.

The group lent him another P1 million as capital, but he lost again, prompting the group to take the key of the car that he borrowed from a friend and asked him to go with the suspects.

The two suspects took him to Okada Hotel and Casino, and while inside a room, they forced him to make a letter stating that he borrowed from them P2 million and forced him to sign the letter.

On December 8, at around 2 p.m., Wang and the two suspects boarded a taxi wherein he managed to send a message to a friend that they are billeted at Room 505 of Baymont Hotel in Parañaque City.

While inside the room, the kidnappers instructed him to ask money from his family or friends for him to pay the P2 million because, if not, “they will kill him and be thrown at cemetery.”

The victim’s friend notified the PNP-AKG about the incident that prompted operatives to launch a rescue operation which resulted in the arrest the two suspects.

As mentioned earlier, Parañaque City is a hot spot of crime incidents involving Chinese nationals and clearly this is bad. Nobody wants to live in a city with rampant crime (kidnapping, extortion, prostitution and the like) nor does anyone want to see their community turn bad because a lot of foreigners from China working in POGOs were allowed to take residence.

The hot questions to ask here:

1) Is the City Government really tough against crime in general?

2) Are POGOs and other businesses that target Chinese nationals as employees and consumers too tempting for the City Government to reject and were allowed to be part of the local economy and communities?

3) Were the business permit applications of those POGOs and businesses targeting Chinese nationals carefully reviewed by the Parañaque Business Permit & Licensing Office (BPLO) before being approved?

4) Are there any police officers in Parañaque who accepted bribes from Chinese nationals and the POGOs to look the other way and let them do their illegal activities?

A Look at Beng Amurao’s 2019 Christmas Gift-giving to Barangay BF Homes Residents

A lot of Barangay BF Homes residents lined up for the release of Christmas gifts from former barangay chairwoman and former city councilor Beng Amurao on December 23 at Parañaque City Hall.

On the afternoon of December 23, hundreds of residents of Barangay BF Homes went home from Parañaque City Hall happy and thankful after receiving Christmas gifts in the form of consumable goods from former Barangay BF Homes chairwoman and former City Councilor Florencia “Beng” Amurao.

Specifically, Amurao confirmed to me that there were more than four hundred (400+) recipients of goods who each got bags of goods. The said bags (which contained fiesta ham, condensed milk, canned meat and others) were carefully distributed by her staff in coordination with the City Government.

This is not the first time Beng Amurao gave back to the residents of her barangay many of which have known her personally since her days as a kagawad (councilor) and as captain. For many years, I personally witnessed her Amurao’s annual Christmas gift-giving. There were times the gift-giving was done at a family-controlled property along Aguirre Avenue inside BF Homes subdivision and, these past few years, was done at the grounds of City Hall just steps outside the City Environment and Natural Resources Office (CENRO) office at the ground floor.

From what I observed, I can say clearly that Beng Amurao has a heart of compassion, service and care for the people of Barangay BF Homes and her extensive track record of public service through the decades (which include legislation approved, projects fulfilled and much more) prove it. Even though she served for three consecutive terms as a City Councilor (2007-2016) serving a lot more people around the city, Amurao never forgot her community. Since leaving the City Council, she has been assisting the mayor’s office on projects related to her barangay.

Will she run again for public office in the near future? Nobody knows yet but what is clear is that the year 2022 will have the next local elections (specifically the city-level) as well as the next barangay elections.

BF NorthWest Celebrates Christmas 2019

This past weekend, the BF NorthWest Homeowners Association, Inc. organized parties to celebrate Christmas (the birth of Lord Jesus) with its employees and security personnel in return for their dedicated service to the village homeowners all throughout the year.

First was a Christmas party in the evening of December 14 for the HOA employees and their family members held at the cover basketball court just steps away from the village clubhouse along Jakarta street. Catered food and free flowing drinks were served to the guests and present were present as well as incoming members of the association’s board of directors. Incoming BF NorthWest President Manny Nubla and incoming Vice President Lulu Trias attended.

As the games, gift exchange and fun went on, the party was visited by former Barangay BF Homes Kagawad Alfred Lazatin. During the summer of 2019, Lazatin’s 40th birthday celebration was held in the same covered basketball court there in the village.

Several minutes after, Parañaque City Councilor Jackie Bustamante-Mendoza and her son Joaqui arrived to meet and greet the locals.

The next day, December 15, the BF NorthWest HOA organized the Christmas party for their security personnel plus some guests which started at past 1PM at the 2nd floor of the village clubhouse.

It was another happy affair as the guests enjoyed good food and drinks, had fun partying and several of them went home with prizes that were raffled off.

And there you have it. The BF NorthWest Homeowners Association, Inc. continued its long-time tradition of organizing Christmas parties for their office employees and the security personnel who worked hard all year-long to serve the village residents.

December 2019 has been quite a notable month for BF NorthWest. Not only did the association finalize the newest lineup of officers, they hosted a highly successful food fair and bazaar with BF HomeSarap.

BF NorthWest New Board and Officers To Take Office January 1, 2020

The BF NorthWest Homeowners Association, Inc. announced its newest lineup of officers as well as new sets of officers-per-district which was the result of their recent village election that took place on November 24, 2019.

Let’s start at the top.

BF NorthWest’s newest officials set to take office on January 1, 2020 (with the terms ending on December 31, 2021) are as follows:

The above officers were decided by the newly elected governors (BF NorthWest’s term for directors) who convened on December 1, 2019 and elected among themselves the new officers who will manage the affairs of the village.

Century Club of Tahanan Celebrates Christmas 2019

The Century Club of Tahanan, Inc. (CCTI), a private club of senior citizens living in Tahanan Village, Barangay BF Homes, Parañaque City, had its annual Christmas party held at their village’s multi-purpose facility (covered basketball court) on the evening of December 6.

According to CCTI president Florencia Umali, there were roughly two hundred guests who attended, including the visitors. When asked about their club’s total membership, she told me that they currently have four hundred and thirty-nine members all in all.

Apart from enjoying the delicious food and drinks, nice music was played by hired musicians that kept everyone entertained.

In addition, varied local officials visited and greeted the guests. Parañaque City mayor Edwin Olivarez, his brother Congressman Eric, City Councilor Tess de Asis and former Barangay BF Homes chairwoman Florencia “Beng” Amurao arrived to personally meet the guests and have their pictures taken with them.

Sometime after De Asis, Amurao and the Olivarezes left, City Councilors Wahoo Sotto, Juvan Esplana and Bong Benzon arrived together. After greeting the guests, they each delivered short speeches and gave the people some updates regarding city legislation.

Finally the last city personality to arrive (after the City Councilors left) was former Congressman Gus Tambunting. He danced with the guests and delivered his remarks.

Throughout the evening, music was played, special prizes (including those donated by the local politicians) were raffled off, guests danced and socializing transpired. Like in previous years, Century Club’s Christmas part continued to not only be a fun event for the members and invited visitors, but managed to attract the local personalities and local authority officials.

One last thing I want to emphasize in closing this. There was one local community print media news publication based in BF Homes that incorrectly published that Century Club’s Christmas party was scheduled to happen on December 4, 2019. Upon reading that publication, I immediately called and verified with club president Umali who responded that December 6 is the precise date of their Christmas party. At the party, I asked other Century Club officials if they had previously planned to organize their Christmas party on December 4. They officially denied it and stated that December 6 has always been the original and precise date of schedule for their party.

Fake news? Human error? Reckless editing? 

So what’s with the incorrect publishing of the Century Club Christmas party date as December 4? Error with editing? A lapse of the mind? Lying to the public? Irresponsible journalism? Imagine advertising your business with such a careless local community print media publication.

Parañaque City Government Confirms Plans To Reward Residents Who Win Medals at the 2019 SEA Games

Hey everyone! Is your local community print media news publication still practicing propaganda or irresponsible journalism? Is your local community print media news publication secretly colluding with authorities or fake news makers? Is your local community print media news publication plagiarizing articles of bloggers and printed pretentious reports and articles to mislead you?

In this era of fake news and social media, publishing credibility is more crucial than ever. I personally oppose fake news, irresponsible journalism and propaganda (that is both self-serving and insulting to the public’s intelligence). As for the title of this article, I can confirm to you all that the City Government of Parañaque confirmed to me directly that any resident of the city who wins a medal in the 2019 Southeast Asian Games (2019 SEA Games) will be rewarded!

This past week, I reached out to City Administrator Fernando “Ding” Soriano and asked him if the administration of mayor Edwin Olivarez has any reward planned for Parañaque-based 2019 SEA Games medalists

“The mayor will give rewards,” Soriano responded.

Eva Nono, the former head of the Parañaque Public Information Office who remains with the Olivarez administration, gave the same response when I also inquired with her.

What kind of rewards await Parañaque-based athletes at the SEA Games if ever they win at least a bronze medal? Will it be a cash incentive? A citation by the City Government? A photo session with the mayor? No solid details have been revealed by Soriano and Nono respectively. We will just have to find out.

Back in the year 2017 at nearby Las Piñas City, I personally witnessed their mayor Imelda Aguilar and the City Councilors meet with then SEA Games men’s triathlon gold medalist Nikko Huelgas who was a confirmed resident of BF International. They were very delighted to find out about his being a local of theirs and eventually an agreement was made by the City Government to give him a cash incentive for his gold medal victory as well as for bringing honor to the city. The 2017 SEA Games gold was Huelgas’ 2nd gold.

Speaking of SEA Games triathlon, Huelgas is NOT participating in this year’s edition of the games and you can find out precisely why right here.

The 2019 SEA Games triathlon and duathlon events will be held at Subic Bay very soon and the great news is that tickets are NOT required for people who intend to watch the events live on-location.

Las Piñas Traffic Enforcers Retrained, Friendship Route Hours Set for Extension

The City Government of Las Piñas announced that all traffic enforcers recently completed a two-day retraining seminar on discipline and proper conduct and behavior in the performance of their duties. The retraining was meant to help them effectively perform the strict implementation of traffic rules and regulations.

The retraining sessions conducted focused on lectures and there was also a workshop aimed to enhance competence and professionalism among the city traffic enforcers, particularly on decorum in the apprehension, issuance of citation tickets, and proper hand signal in manning the road.

The refresher course for the city’s one hundred and eighty traffic enforcers was ordered by Mayor Imelda T. Aguilar which was issued to the City Traffic Management Office (CTMO), in coordination with the Metro Manila Development Authority (MMDA).

Mayor Aguilar expressed hope that the retraining would enlighten the city traffic enforcers of their duties and responsibilities in properly dealing with motorists and the commuters. She warned, however, that they would face the full force of the law if they fail to perform their responsibilities.

“Traffic enforcer officials must abide with the traffic laws as mandated, and conduct proper behavior in dealing with the motorists to ensure the safety of commuters, car owners and the riding public,” Mayor Aguilar stated.

The mayor, who added law enforcement agencies, believes that traffic enforcement, in addition to reducing fatalities associated with automobile collisions, might also reduce the incidence of public order crimes.

“There are some proof that the presence of traffic enforcement officers may reduce certain types of crime, assure road safety thereby improving the quality of life for residents,” Aguilar added.

New Friendship Route Hours Starting December 1

With the Christmas season approaching, Mayor Aguilar announced the extension of the number of hours the Friendship Route may be used with the intention of decongesting the major roads of the city.

Effective December 1, 2019, the Friendship Route will be open to motorists from 4AM up to 12 midnight. The planned adjustment will last until January 6, 2020.

For the newcomers reading this, the Friendship Route of Las Piñas City is composed of alternate roadways to ease congestion in the major and secondary roads. The Friendship Route City Ordinance contains a complete list of the roads. Photocopies of the said ordinance can be made at City Hall.

My Observations: Mardi Gras Bazaar 3 at Madison Galeries

Hey everyone! This morning I made the trip to Madison Galeries in Barangay Cupang, Alabang, Muntinlupa City to visit their Mardi Gras Bazaar 3 activity which was held at their 3rd floor facility. The bazaar, which is my first time to visit and look around, officially opened today and will last until tomorrow (November 24).

Upon entering the Madison Events Place, I saw sections of many kinds of products displayed and waiting to be sold. Already there were lots of people shopping, looking for the best deals and trying to decide which items to buy for their needs or for gift-giving this Christmas.

What caught my attention instantly were the discounted rates on all the products offered. There were these electric fans of varied sizes (from the personal mini-fans to the desk fans) that had these attractive prices. The same can be said about pillows, dolls, tumblers, rice cookers, toys, home appliances, some electronic products and many other times that were displayed.

After looking around initially and carefully analyzing what to choose for Christmas gift-giving (which is the main purpose of my visit today), I finally went ahead choosing five items. Because I did not have a bag, I carefully picked the five items and carried them as I lined up for checkout.

At the cashier, an assistant helped me put the items for checking. I asked if they had a bag I could use to carry them on my way out, and the lady behind the counter said they had one for P25. After agreeing to it, they brought out a really large shopping bag. It was so large, there was still a lot of vacant space inside even though my items were in it. The shopping bag is reusable and I like that!

And so I left Mardi Gras Bazaar 3 feeling happy and satisfied. I achieved my objective of finding some good items for Christmas gift-giving. Now I’ll have to wrap these items.

For those of you reading this, I highly recommend going to Mardi Gras Bazaar 3 at Madison Galeries ASAP if you really have to shop for your needs or for your Christmas gift-giving plans. Tomorrow is the last day already! Today was my first time ever to attend a Mardi Gras Bazaar at the Alabang shopping mall, and it was a good experience.

Oh yes, I should mention that Madison Galeries has a very nice looking Christmas tree at the ground floor that you should see. Really nice for picture taking!
