COVID-19 Crisis: Muntinlupa records highest COVID-19 recovery rate in NCR, urges residents to continue following quarantine protocols

Following the slowing down of COVID-19 transmission in the city, Muntinlupa now records the highest COVID-19 recovered rate in Metro Manila.

City Health Officer Dra. Tet Tuliao reports that Muntinlupa’s recovery rate at 56.85% as of May 16 is the highest among NCR local government units.

Tuliao said the improvement can be accounted to the city’s intensified targeted mass testing, including contract tracing, isolation strategies, and treatment of confirmed and suspect individuals to have contracted the virus.

Muntinlupa City has an ongoing “express mass testing” for city residents who are experiencing COVID-19 symptoms. PCR Testing administered to residents is for free.

As of May 16, the local health office has tested 2,005 residents and frontliners. Confirmed patients are immediately referred to quarantine facilities while close contacts and their families are isolated.

Recently, Muntinlupa City Health Office reported that COVID-19 transmission in the city is slowing down based on “doubling time” data of confirmed cases over the past days.

COVID-19 doubling time in Muntinlupa has further improved to eight (8) days as of May 18.

Doubling time refers to the number of days for local coronavirus cases to double in number. The standard rate of transmission should be at 7-30 days to be considered decelerating.

Mayor Jaime Fresnedi welcomes the improvement of COVID-19 situation in the city as it will boost the morale of the frontliners. Fresnedi noted that while the city receives positive results in the fight against COVID-19, the public should not be complacent and relax with quarantine protocols. He urged city residents to follow preventive measures such as physical distancing and stringent personal hygiene.

Quarantine measures such as curfew, quarantine pass system, and liquor ban are still in effect in Muntinlupa despite the implementation of modified enhanced community quarantine.

Muntinlupa City has 197 confirmed cases of COVID-19 with 113 recoveries, 56 active cases, 28 reported deaths, 16 suspect cases, and 187 probable cases as of May 17.

COVID-19 Crisis: 164 Displaced Seamstresses Hired By Muntinlupa City Government

The City Government of Muntinlupa announced that it has hired one hundred and sixty-four (164) seamstresses under the Tulong Pangkabuhayan Para sa mga Displaced Workers (TUPAD).

The hired seamstresses will work to produce face masks primarily for frontliners as well as city residents. TUPAD beneficiaries will render fifteen working days in the program and each will receive a salary of P537 per day.

Muntinlupa Gender and Development Office  head Trina Biazon and Public Employment Service Officer Glenda Aniñon turned-over fabric materials to beneficiaries on Tuesday.

This new development in Muntinlupa resembles that of nearby Las Piñas City wherein a group called KALIPI (Kalipunan ng Liping Pilipina) and its practitioners got involved in the production of face masks. This is also the City Government’s latest move on helping local workers who lost their jobs because of the community quarantine. This past April, close to 1,200 displaced workers were hired.

Idolatry is Unholy

We all live in a screwed-up world. To say the least, our world is chaotic filled with fake news, war, crime, dysfunctional governments, fascism, dictatorship, abortion, Communism, corruption, socialism, homosexuality, SJWs (social justice warriors) terrorism, atheism, religion, idolatry, secularism and the list goes on.

This is because Satan is the god of the world we live in and there are billions of unsaved and lost souls who do not realize the truth of the Word of God (the Holy Bible). They also don’t realize that they need to be saved (get born again), ask God for forgiveness, submit to Him and then accept Jesus as Lord and Savior so that they can be saved and live on as true Christians driven by faith (not religion).

As I mentioned before, being religious is NOT the same as being faithful. In fact, religion is one of the more effective tools (in tandem with atheism) used by Satan to prevent people from becoming children of God. Religion itself is a hindrance to truly becoming Christian. Religion also has a bunch of man-made unholy rules like so-called blessed sacraments which prevent people from realizing the truth in the Holy Bible. Religion also comes with traditions and rituals, which are not even holy.

Another notable thing of religion is idol worship – idolatry – which continues to mislead people and prevent them from worshipping God directly. Idolatry comes with worshipping man-made objects (statues, statuettes, carved objects), images and people. Idolatry also includes allowing ourselves to be dominated by elements that prevent us from being dedicated to the Lord such as items we are too involved with (example: the smartphone), obsessing with people, being addicted to sex, being addicted to illegal substances, being addicted to liquor and even our local culture. Instead of trusting the Lord and being dedicated to Him, idolaters are trapped and actually separated from Him. Even the most prayerful, idol-worshiping, religion-oriented person is fooled into believing he is Christian when, in fact, he is not.

Having previously lived a life of following religion, its traditions, its rituals and wrongful teachings before getting saved (I got born again in 2018), I can clearly say that idolatry is unholy and is also more evil than it appears. I fully reject idolatry and I will never let it influence me now that I’m a child of God.

To put things in perspective, let’s take a look at key holy scripture in the New King James Version (NKJV) and The Passion Translation (TPT) of the Holy Bible.

Do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived. Neither fornicators, nor idolaters, nor adulterers, nor homosexuals, nor sodomites, nor thieves, not covetous, nor drunkards, nor revilers, nor extortioners will inherit the kingdom of God.

1 Corinthians 6:9-10 (NKJV)

Surely you must know that people who practice evil cannot possess God’s kingdom realm. Stop being deceived! People who continue to engage in sexual immorality, idolatry, adultery, sexual perversion, homosexuality, fraud, greed, drunkenness, verbal abuse, or extortion—these will not inherit God’s kingdom realm.

1 Corinthians 6:9-10 (TPT)

As seen above, idolatry makes one not only an idolater but also a practitioner and follower of evil which Satan loves. Idolatry involved with religion deceives idolaters into believing they are Christian when in fact they are unknowingly serving Satan. It does not matter that an idolater prays to a statue of Jesus because that is still unholy. Worship of Lord Jesus should be done to Him directly. Praying to a painting of Jesus (or any religion icon) or to an item deemed holy by a religion-driven church or hierarchy is also unholy. Take note of the following holy scripture below as well as the words bolded for clarity.

You shall not make for yourself a carved image—any likeness of anything that is in heaven above, or that is in the earth beneath, or that is in the water under the earth; you shall not bow down to them nor serve them. For I, the Lord your God, am a jealous God, visiting the iniquity of the fathers upon the children to the third and fourth generations of those who hate Me, but showing mercy to thousands, to those who love Me and keep My commandments.

Exodus 20:4-6 (NKJV)

As seen above, verse 4 of Exodus chapter 20 makes it clear that objects (which obviously include images or painting) are not to be made at all and, at the same time, our worship must always be directed to God Himself without any hindrance. God is jealous and that alone is reason for us to reject idolatry and be respectful and obedient to Him eternally. We worship the Lord directly and definitely no object, no image and no person in between! We Christians have worship leaders and pastors to guide us to worship the Lord directly, while always remembering we each have a personal relationship with God. A church that claims to be Christian but practices idolatry and has its members worship objects and the church leader is not truly Christian.

Exodus 20: 4 also looks back to the time when Israel was surrounded by people who worshiped images that were also referred to as gods. As it is true that no human effort could represent God, God Himself forbade the making of images or objects about Him. This same truth is also applied to Lord Jesus.

Meanwhile, idolatry that does not involve religion but other things like entertainment (examples: movie stars, celebrities, superheroes, video gaming), government figures (example: politicians), sports (example: basketball superstars), culture and the like is also an abomination to the Lord.

Superhero movies have been wildly popular worldwide for the past twenty years, and those films used comic books as basis for storytelling and visual concepts. How many times have people seen Spider-Man swing above people, Superman fly high, Batman fighting criminals and Wonder Woman saving people? While I enjoy superheroes in varied forms of entertainment media, I know fully well that they are all just pieces of fiction and I NEVER worshiped any of them. I will never worship them, ever. I am a geek but I prioritized my faith in the Lord and I always will maintain my personal relationship with Him. Definitely I reject idols and idolatry.

To my fellow geeks reading this, I urge you to never engage in idolatry no matter how passionate you are with your geek interest. Don’t worship movie stars, superheroes, images and don’t let highly interactive, deeply engaging video games from enslaving you. Always look up to Lord Jesus and follow God’s Word.

Idols are truly distracting and have been used by Satan to keep the unsaved and lost souls away from God, Lord Jesus and the Holy Spirit. It’s bad enough that our world is dominated by powerful, sinister forces whose acts are further magnified by the news networks that reached billions of viewers (notably news junkies) every day.

When it comes to true Christianity, we the Christians who got born again are the Church and our true leader is Lord Jesus who has been in Heaven so long ago, and He promised to return to us here on Earth. We Christians living in the flesh here on Earth are to reject idolatry (plus religion, traditions and rituals) and focus on engaging in the enduring race of faith remaining faithful to the Lord, praying in tongues, studying the Holy Bible and applying its lessons into our lives.

Idolatry really has no place in Christianity and we Christians must never let it dominate us.

Remember God is always good, always faithful, always loving and caring, always our protector and always our source. All those idols around us are NOTHING like Him. This brings me to my next point – being an idolater means getting involved with demons and paganism. Take a close look at the holy scriptures below.

They provoked Him to jealousy with foreign gods; With abominations they provoked Him to anger. They sacrificed to demons, not to God, To gods they did not know, To new gods, new arrivals That your fathers did not fear.

Deuteronomy 32:16-17 (NKJV)  

“They shall no more offer their sacrifices to demons, after whom they have played the harlot. This shall be a statute forever for them throughout their generations.”

Leviticus 17:7 (NKJV)

To put things in perspective, idolatry is the gravest sin in ancient Israel (refer to verse 17 of Deuteronomy chapter 32). The laws pertaining to the sanctity of blood prohibit involvement in the pagan practices of foreign worship. This is connected to verse 4 of Deuteronomy chapter 6 which states: “Hear O, Israel: The LORD our God, the LORD is one!

For its part, the early church encountered similar concerns when they tackled the question of Gentiles who came from pagan backgrounds coming to faith in Jesus as the Lord and Savior. Refer to verses 20 and 29 of Acts chapter 15, as well as verse 25 of Acts chapter 21.

More on idolatry making idolaters involved with demons, pay very close attention to the holy scripture below in the New King James Version and the Passion translation. Key parts bolded for you.

Rather, that the things which the Gentiles sacrifice they sacrifice to demons and not to God, and I do not want you to have fellowship with demons.

1 Corinthians 10:20 (NKJV)

Absolutely not! However, I am implying that when an unbeliever offers a sacrifice to an idol, it is not offered to the true God but to a demon. I don’t want you to be participants with demons!

Very clearly in the two translations of 1 Corinthians 10:20, idolatry is absolutely wrong and it is NEVER EVER a proper form of worship to the Lord. Quite simply, you make an offer or a sacrifice to an idol, it is not for the Lord. You pray to an idol, you are not connected with the Lord. Instead, involving yourself with an idol means involving yourself with false gods or demons.

As for having statues, statuettes and images of the Lord (or those so-called icons – both the dead and the living persons – of people trapped by religion), those things are never necessary for Christians. We the faithful Children of God should always reject idols, focus on the Lord and live by His Word. Get rid of those carved idols there in your household! Get rid of those paintings or other forms of images there in your household! Stay away from those unholy parades/processions that highlight statues for worship! Avoid worshiping people no matter how charismatic they look! Reject Satan, the demons and other forms of evil! Simply worship the Lord directly and always remember Jesus is always alive and is watching us from Heaven!

Going back to 1 Corinthians 6:9-10, read it once more and you will realize that being an idolater will make you spiritually unholy and unworthy of God’s kingdom. It is undeniably true! 1 Corinthians 6:9-10 clearly shows that idolaters belong with other unholy and unrighteous elements such as sexual immorality, adultery, sexual perversion, homosexuality, fraud, greed, drunkenness, verbal abuse and extortion. Really, no faith-driven Christian would want to be deemed unworthy by God by embracing idolatry and all those unrighteous elements. The people trapped by the darkness of religion or unbelief, however, are among the idolaters, the adulterers, the covetous, the extortionists and the like. As such, those unsaved and lost souls need to be prayed over so that they will realize the Truth of God’s Word and someday make the decision to get born again and become a child of God.

As Christians driven by faith and living by God’s Word, we certainly do not want to fail in our pursuit and in our personal relationship with Him. Idolatry is a sin and this leads to the final holy scripture for this piece.

We know that we are God’s children and that the whole world lies under the misery and influence of the Evil One. And we know that the Son of God has made our understanding come alive so that we can know by experience the One who is true. And we are in him who is true, God’s Son, Jesus Christ—the true God and eternal life! So, little children, guard yourselves from worshiping anything but him.

1 John 5: 19-21 (TPT)

Now that my newest teaching about idolatry is done, I would like to reach out to all and any unsaved or lost souls among you readers. This is your opportunity to get born again and become Christian. The decision is yours, not mine.

If you seek salvation and are ready to submit yourselves to the Lord, and accept Jesus as your Lord and Savior, then pray this simple prayer in sincerity from your heart:

Dear God,

I believe that Jesus is Your Son, and that He died on the cross to pay the penalty of my sins. I believe that Jesus has been raised from the dead and that He is alive! Right now, I call on the name of Jesus. Jesus, come into my heart. I receive You as my personal Lord and Savior. Forgive me of my sins and cleanse me by the power of Your blood. Thank You for saving me and giving me eternal life! Help me now to follow Your plan for my life. Amen.

Congratulations! You are now a child of God! Praise the Lord and always be faithful to Him! No more darkness in your life caused by unbelief or religion. Your new life under Christ has truly begun!

From this point on, acquire for yourself a copy of the Holy Bible (New King James Version is recommended), study it and apply its many lessons in your life no matter what situation you are in right now. I also recommend you to join a church of born-again Christians near you and find your place in the spiritual family. Worship the Lord together with them and remember that each of you has a personal relationship with Him. Get used to Christian rock music. Your personal relationship with God is strictly off-limits to everyone, even to your family.

The Holy Spirit is in you and you are now a new creation! Remember that God loves you and He is definitely happy over your conversion.

My Observations: Pizza Telefono’s Pepperoni & Mushroom pizza and Super Telefono pizza

Firstly, I want to thank the Lord in Heaven for the recent re-opening of the Alabang (Westgate, Filinvest City) branch of Pizza Telefono which was a very welcome development during this time of COVID-19 crisis. I’m really happy they resumed operations here in Alabang which should interest not only residents of Muntinlupa but also those in BF Homes (via Concha Cruz Drive).

Secondly, I want to thank the people of Pizza Telefono Alabang branch for fulfilling our family’s take-out orders of a thin-crust and a hand-tossed pizza even though they had a very hectic day last Sunday…Mother’s Day 2020!

On the topic at hand, here’s a look at the two pizzas we ordered from Pizza Telefono: the thin-crust Pepperoni & Mushroom pizza and the hand-tossed Super Telefono pizza.

The Pepperoni & Mushroom pizza came with mozzarella cheese, pepperoni and mushroom in fresh button form. Upon first bite, it was tasty and somewhat crunchy. I could tell it was well cooked. However, the mushrooms were lacking due to a lapse on the part of the people who prepared it. Even so, this pizza proved to be good enough and I should say that I myself am not even fond of pepperoni. Someone else is.

Next was, literally, the heavy hitter…the Super Telefono pizza. This one was loaded with ingredients composed of salami, pepperoni, Italian sausage, sweet ham, ground beef, bacon, parmesan and some vegetables!

As it was a hand-tossed pizza, each slice of Super Telefono was not only very delicious but also quite filling on its own. That clearly is not surprising because hand-tossed pizzas are thicker and richer. Take a look at the pic below.

I should mention that I love the dough Pizza Telefono used on the Super Telefono pizza. It has a nice texture that can be felt when chewing on it. The slice soft enough for ease of chewing.

When it comes to pizza goodness and satisfaction, I will say that the thin-crust Pepperoni & Mushroom pizza is good but I’m not convinced to choose it the next time I order a thin-crust pizza at Pizza Telefono. I will recommend it, however, to anyone who loves pepperoni on their pizza.

As for the hand-tossed Super Telefono pizza, I highly recommended it to all you who read this. Even if you’re not the kind of person who is into pizza with multiple ingredients on it, I still recommend eating it at least once. I had a great satisfaction with Super Telefono pizza for its taste, very good dough and got filled. Definitely Super Telefono is something I would not hesitate to order again in the near future.

COVID-19 Crisis: Muntinlupa sees rise in recoveries of COVID-19 patients, intensifies its targeted mass testing

As of May 7, the Muntinlupa City Health Office has recorded a steady rise in the number of COVID-19 recovered patients with over 66 recoveries. While, there are 313 cleared suspect cases and 321 cleared probable cases that have shown improvement over the recent days of monitoring.

Muntinlupa CHO chief Dra. Teresa Tuliao said the increase in cleared cases can be accounted to the local government’s pro-active contract tracing and mass testing, including a holistic approach in treating residents who have tested positive for COVID-19.

Muntinlupa City has started its targeted COVID-19 mass testing and has finished collecting swab samples from 596 individuals who are suspected to have contracted the virus to date.

Tuliao said the local health office conducts “express mass testing” where city residents are tested for as fast as 10 minutes. She noted that individuals to be tested undergo pre-assessment for triaging prior to swab collection.

Residents to be tested are transported through Barangay Health Emergency Response Teams (BHERT) and DRRMO. While, walk-in individuals are assessed by medical staff before being administered with the swab collection.

CHO has started to test frontliners and health workers in barangay health centers. COVID-19 test results are released four to five days after testing.

The local health officer said confirmed patients are immediately referred to quarantine facilities while close contacts and their families are subject for isolation to help contain the spread of the virus in the communities.

A field hospital and isolation rooms have been constructed in Ospital ng Muntinlupa to accommodate suspect, probable, and confirmed cases of COVID-19. Barangays in Muntinlupa have also installed quarantine areas to house COVID-19 cases.

Further, the City Government implements a holistic approach in treating COVID-19 patients and suspect individuals by providing psycho-social, spiritual, and support care on top of medical assistance. Recovered patients are continuously monitored by CHO and are given vitamins and other supplies.

Mayor Jaime Fresnedi assures the public that the City Government implements tougher initiatives to beat COVID-19 in the city and urged residents to follow quarantine measures and to remain in their houses during the health emergency.

Muntinlupa City has 174 confirmed cases with 23 reported deaths, 12 suspect cases, and 432 probable cases as of May 7.

COVID-19 Crisis: Social Amelioration Program (SAP) deadline this Sunday

In your own city, were you able to check if the officials of your city government and barangay have been working extra hard on organizing the release of the Social Amelioration Program (SAP) to qualified residents in your community? They should be!

The heart of the matter right here is that the Department of Interior and Local Government (DILG) already gave local government units extra time to disburse the SAP funds and the deadline is all set for this Sunday, the 10th of May.

Here’s an excerpt from the DILG’s official release.

Excerpt: DILG Secretary Eduardo M. Año said that he recognizes the challenges encountered by LGUs on the ground especially those with high density population like Metro Manila, Cavite, Rizal, Laguna, Bulacan, and Cebu and Davao City, hence the decision to extend the deadline for the payout anew.

“We have received reports from our field offices na kahit na 24/7 ang pamimigay ng ayuda ay mahihirapan talagang mameet ng LGUs ang May 7 deadline lalo na ‘yung mga nasa Metro Manila. We are therefore giving them until May 10 para makompleto lahat ‘yan,” he said.

He said that the League of Cities of the Philippines and the League of Municipalities of the Philippines together with the Metro Manila Development Authority requested for an additional three (3) days to complete the SAP distribution.

The DILG Chief said that those LGUs who will not be able to meet the new deadline on May 10 will definitely receive show cause orders from the Department. “This is the last extension that we will grant to the LGUs. Our people cannot wait any longer,” he said.

The show cause order for failure to meet deadlines should be enough to compel city government officials to really work. As far as Metro Manila is concerned, the SAP distribution was estimated at 36% according to a Manila Bulletin report on May 5. 36% accounts to over 565,000 low-income families in Metro Manila who were successful in receiving cash subsidies under the SAP.

In order to qualify to receive the cash subsidy, applicants must meet requirements including filling up official application forms. However, such efforts can be derailed by misinformation, miscommunication, rumor mongering, finger pointing, news media corruption and fake news.

And then something bad happened in the same city, related to SAP.

Whatever happens, be aware of your surroundings. Do not let your guard down. Do not be fooled by scammers and do not let corrupt officials bring you down. Do not let unprofessional and irresponsible local community print media journalists/publishers manipulate you.

Right now, literally speaking, the ball is in the court of the LGU and the barangays to beat the May 10 deadline for releasing the SAP funds to those who qualify for it.

COVID-19 Crisis: Barangay BF Homes Sangguniang Kabataan distributes relief goods to constituents

Things are looking bad in Parañaque City lately. Not only does Parañaque have, as of this writing, the highest number of confirmed COVID-19 cases in South Metro Manila, there were illegal activities and facilities related to Chinese nationals even during quarantine, and as of April 29 the City Government managed to hand out only one-third of the allocated P600 million in aid fund to the local beneficiaries. Not only that, I still spotted on social media some posts of Parañaque residents who claimed that the City Government still have not delivered relief goods to them.

And then there were these two recent Parañaque City news videos showing more of the gloomy situation. It’s so sad, no beauty pageant in the city will ever lift up the frustrated. The promised Parañaque Renaissance will most likely not be realized during this final term of mayor Edwin Olivarez.

Fortunately in Barangay BF Homes, the youth living in mission areas are being taken cared of as the Barangay BF Homes Sangguniang Kabataan (BFSK) led by chairwoman Mariel Angela Tumang has been moving around and delivering relief goods to them right at their respective residences.

According to Tumang, the relief goods were prepared by their team and, behind the scenes, the goods were acquired by means of using the SK’s own funds.

Very recently, Tumang along with SK kagawads Alma Galindo, Jerry Dalmero, Roselyn Regis, Kelly Haboc, Anne Corre, Stephanie Sebullen and SK treasurer Jefferson Ching personally delivered bags of relief goods to their constituents from one house to the next in the developing communities of Baong Silang, Villonco, Estrada 1 and Estrada 2.

COVID-19 Crisis: Muntinlupa City asks DOJ to reconsider transfer of PDLs with COVID-19 in Bilibid

The City Government of Muntinlupa expressed its opposition against the use of the New Bilibid Prison as a quarantine area for persons deprived of liberty who tested positive for the novel coronavirus disease (COVID-19) to the Department of Justice.

Muntinlupa Mayor Jaime Fresnedi sent a letter to DOJ Secretary Menardo Guevarra signifying the city’s protest for the transfer of COVID-19 PDLs in Muntinlupa saying it poses a threat to city residents.

“Let it be stated that we are mindful that we are mindful of our obligation to extend humane considerations to those afflicted with the pandemic virus. However, we have also to consider the thousands of Muntinlupeños who are put at greater risks with the additional COVID-19 patients brought to the city.” Fresnedi said.

The mayor cited Section 16 of the Local Government Code of 1991 which states that, “Every local government unit shall exercise the powers expressly granted, those necessarily implied there from, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology…”

The City Government of Muntinlupa recently coordinated with the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) regarding the protest.

On April 21, the Bureau of Corrections (BUCOR) transferred 18 women PDLs who tested positive for COVID-19 from the Correctional Institute for Women in Mandaluyong City to the New Bilibid Prisons (Medium Security) in Muntinlupa City.

Following the transfer, BUCOR reported one male PDL from the Medium Security Compound who tested positive for COVID-19 and was confined at the Research Institute for Tropical Medicine. The male PDL died on April 24.

BUCOR conducted contact tracing on the day the patient was hospitalized and forty (40) PDLs, including medical staff, were placed in isolation.

The Muntinlupa City Council has passed a resolution to express protest and opposition to the transfer. It stressed that such transfer cannot be done without prior consultation with the City Government and the people and villages living or residing near and surrounding the Medium Security Compound, Camp Sampaguita, and without the prior approval of the Sanggunian.

The Bureau of Corrections has recently requested the Department of Education for the use a public elementary school in the New Bilibid Prisons Reservation (Itaas Elementary School) as a quarantine area for its personnel.

Muntinlupa Schools Division Office advised BuCor to comply with the requirements provided by DepEd before it endorses the request to the DepEd-NCR Director for further action.

Department of Interior and Local Government released Memorandum Circular 2020-062 dated March 21, 2020 which states that public schools shall not be used as quarantine or isolation areas unless explicitly allowed by the DepEd and strictly following the guidelines.

As of May 3, Muntinlupa City Health Office recorded 154 confirmed cases of COVID-19 in the city with 22 deaths and 46 recovered cases. According to the local health office, there are 8 “suspect” cases and 443 “probable” cases in Muntinlupa to date.

My Observations: Even during quarantine, the Chinese connection still caused problems in Parañaque City

Months ago, I wrote that the City of Parañaque became a hot spot for crime incidents involving Chinese nationals and that the said city had more of such incidents than its neighboring cities here in South Metro Manila.

And then the coronavirus disease COVID-19 struck the world and this resulted community quarantine here in the Philippines which was recently extended into mid-May. Under Enhanced Community Quarantine (ECQ), most businesses were halted, mass gatherings were prohibited and people were told to stay at home so that the risk of infection would be reduced. The authorities have been struggling with testing people for COVID-19 while local government units (LGUs), including barangays, have been working to manage their respective communities and perform services like distributing relief goods to families, implementing curfew, etc.

Even though the ECQ has been implemented for over a month now, there were still problems in Parañaque City caused by Chinese nationals. I’m talking about the illegal online gaming operation involving 44 Chinese nationals (with 23 Filipinos) and illegal clinics and a stockroom filled with medicine from China.

Let’s start first with the illegal online gaming operation that was found in Mayuga Compound, Barangay Tambo with details from the Manila Bulletin report.

Excerpt: Forty-four (44) foreign nationals and twenty-three (23) Filipinos (fourteen female and nine male) engaged in an illegal online gaming operation were arrested by the combined team of the Regional Special Operation Unit, Southern Police District, and the Parañaque City police Friday night.

Police said that the suspects were arrested at about 7:30p.m. along Mayuga Compound, Barangay Tambo, Parañaque City.

The police said that prior to the arrest of the suspects, members of the RSOU received a telephone call from a concerned citizen who reported that a group of armed foreign nationals were seen outside their residence violating the curfew hours imposed by the city government while the country is under the enhanced community quarantine (ECQ).

Upon receiving the information, members of the RSOU immediately coordinated with the SPD and the Parañaque City police for the arrest of the suspects.

The police said that verification was made and they found the group of foreign nationals with firearms visibly tucked in their waists loitering around the said place.

The suspects, upon seeing the approaching policemen, immediately ran inside their house. A chase ensued that led to the discovery of the illegal online gaming operation of the suspects.

Police recovered cash amounting to more than P1.3-million, 255 Chinese Yuan; 73 Chinese passports; two .45 caliber pistols; two .9mm pistols; nine internet modems, 40 cellular phones; 17 pairs of keyboard and mouse; 36 different brands of laptop computers and assorted computer cables.

Wow. That’s such an operation. How exactly was it set up so discreetly? Was the apartment owner aware that the rented place was turned by the foreigners into an illegal business operation? Also when exactly did the Business Permit and Licensing Office (BPLO) of Parañaque City discover the first details about the illegal online gaming operation? Was Barangay Tambo even aware of the illegal operation?

As a result of the arrest done by the law enforcers, the ball is now up to the Bureau of Immigration to decide whether to deport the 44 Chinese nationals or not. Whatever their decision and no matter how long the investigation will take, it is clear that this incident made the City of Parañaque look bad.

To put things in perspective, Parañaque is the hot spot of confirmed COVID-19 cases in South Metro Manila with 414 cases as of April 26 and the City Government and the barangays have been struggling to prevent the spread of infection while managing the communities. As seen many times on social media, pictures of many people crowding the public wet markets (palengke) in the city showed clear violations of social distancing. As such, the fear of a possible COVID-19 outbreak in Parañaque is entering more people’s minds.

Next, let’s take a look at the illegal clinics and the stockroom filled with Chinese medicine with details from CNN Philippines’ report.

Excerpt 1: Authorities raided two illegal clinics and a medicine stockroom in Parañaque City on Sunday night.

Among those seized in the stockroom in Barangay Baclaran in Parañaque was a large shipment of medicine for respiratory illnesses allegedly being used as a possible treatment for the coronavirus disease. There is no confirmed cure yet for COVID-19.

They found many more boxes of medicine and medical supplies from China in the stockroom, such as boxes of dextrose and medicine ranging from antibiotics, anti-viral drugs, and medicine used for treating sexually transmitted diseases.

“They have all kinds of medicines. Na-amaze ako kasi puro injectables silang lahat,” says Paranaque City Health Officer Dr. Olga Virtusio. She adds, “Kakaunti ‘yung oral meds, madami ding through IV (intravenous) fluid.”

[Translation: I was amazed because most of the medicines I saw were injectables. There were a few oral meds, but there were a lot of IV fluids.]

Meanwhile, some types of medicine sold by the two illegal clinics are a herbal supplement is used as a traditional Chinese treatment for colds, fever, cough, and sore throat and a non-prescription drug for flu and respiratory illnesses.

“The team is thinking na most probably they are really catering to the POGOs around, especially noong nagkaroon tayo ng massive routing of the different clubs at madaming nakitang prostitution. Mostly chinese ang nahuhuli,” the doctor added.

Authorities said they acted on a tip from a disgruntled worker from one of the illegal clinics. The owner of one of the clinics allegedly took her quarantine pass. As a result, the helper informed officials of what she called a “hospital” catering to mostly Chinese patients.

Excerpt 2: After the city government closed down the place, authorities found another similar clinic just a few blocks away.

Police found a Chinese man claiming to be a doctor in the second clinic. He did not speak on camera but presented what he claimed to be his doctor’s license in China.

The local government said they are finding out who owns this clinics and the stockroom.

Charges will be filed against the owners for violating quarantine laws, medical regulations, and for operating without necessary permits. The confiscated boxes of medicine will be turned over to the Food and Drug Administration (FDA) for testing.

Two illegal clinics that most likely served Chinese nationals located just a few blocks away from each other…could those two be connected with each other? As for the medicine imported from China, I wonder if they were cleared by the officials of customs. When exactly did the City Health Office led by Dr. Virtusio become aware of the illegal clinics? Did anyone from Barangay Baclaran notice the anomalies within their territory?

With these cases combined – the illegal gaming operation and the illegal clinics – I wonder if there was any bribery involved in establishing the illegal operations, how much the local authorities knew about their existence, and how exactly are Parañaque officials dealing with Chinese nationals who really had no intention to follow local laws.

It is fortunate for law enforcers that a disgruntled worker from one of the illegal clinics tipped them while a concerned citizen did the right thing by calling them about the presence of foreigners who were armed with guns. What exactly were those guns for, personal protection or as a means to threaten the local community’s members?

Whatever is happening behind the scenes with these two recent developments, what is clear is that Parañaque is still a hot spot for illegal activities involving Chinese nationals and the connection with mainland China. How the local authorities will deal with them is a big question mark.

COVID-19 Crisis: Muntinlupa City expands the scope of personal information disclosure of COVID-19 cases

The City Government of Muntinlupa has expanded the scope of personal information disclosure for patients who tested positive of COVID-19 as a mitigation measure to prevent the further spread of the virus in the city.

Mayor Jaime Fresnedi signed into law Ordinance 2020-094, amending the COVID-19 Public Health Information Ordinance, which provided a new list of personal information to be gathered from COVID-19 patients.

Under the local ordinance, the City Government requires COVID-19 patients to provide their complete address which include name of purok and subdivision, name of their building in case residents living in condominiums, travel history, frequented locations, time of manifestations of symptoms, start and end of symptoms, and visited hospitals including private and public places.

Fresnedi urged COVID-19 patients to cooperate with the City Government and disclose accurate details to protect public safety and health.

Information gathered from patients will be used by Muntinlupa City Health Office for contact tracing. It will also enable the city government to advise people of the potential contagion of COVID-19 and issue a warning for residents living in affected areas with high risk of infection to limit their movement.

Confirmed, suspected, and probable cases in the city are encouraged to voluntarily have themselves identified for the purpose of providing the utmost protection from the local government and for the purpose of protecting public safety and public health. The local government shall ensure that they are not directly or indirectly identified by the public.

Muntinlupa City also recently passed the Anti-Patient’s Dishonesty Ordinance of 2020 which aims to penalize dishonest COVID-19 patients who provide wrong personal information to health workers.

The public is advised to truthfully accomplish information data form, declaration or any similar document and disclose relevant information as may be asked by health workers, hospital employees, medical officers, or quarantine officers.

Violators shall be liable to pay a fine amounting to P5,000, community service for 30 days, and up to nine months of imprisonment. In case of inability to pay the fine, the offender shall be required to render an additional 30 days of community service or subsidiary imprisonment, at the discretion of the court.

As of April 26, Muntinlupa City Health Office recorded 132 confirmed cases of COVID-19 in the city with 19 deaths and 22 recovered cases. According to the local health office, there are 18 “suspect” cases and 472 “probable” cases in Muntinlupa to date.
