German vlogger arrested by Muntinlupa police officers for allegedly raping minor in motel

Recently a German national who published online a video of his own acts of picking up a local girl in the Alabang area and paying her got apprehended by Muntinlupa City’s police officers for allegedly committing rape, according to news report by the Manila Bulletin. The video, which was posted on Facebook and YouTube, caught the attention of Mayor Ruffy Biazon who wanted the vlogger declared persona non grata. The German national goes by the online identity as “Mr. Pogi German”. In the news report of GMA Network, it was stated that the suspect has been overstaying here in the Philippines according to the Bureau of Immigration (BI).

A German vlogger who posted a video on Facebook and YouTube that showed him picking up a girl in Alabang, Muntinlupa, paying her P1,000 as “help” and kissing her was arrested by the police for alleged rape.

Marcel Messall, more popularly known as “Mr. Pogi German” on his social media accounts, was nabbed by the Muntinlupa police on Jan. 10.

Based on the report by Muntinlupa police chief Col. Angel Garcillano, the girl that Messall picked in Alabang turned out to be 17 years old, a minor, and not 18 as he claimed in the video.

Messall, 29, a resident of Barangay San Isidro, Rodriguez, Rizal, was nabbed by combined elements of the Muntinlupa police’s Alabang Substation and Intelligence Section.

Based on the investigation by the police, the victim had a chat with Massell on the Messenger app. They met in front of a mall in Alabang and he invited her to go to a motel.

The police said, however, Messall “insisted to have a sexual Intercourse with the victim but the latter refused to it. The suspect forced to undress the victim” and had sex with her.

The victim told her mother what Massell did to her and they went to the Women and Children Protection Unity of the Muntinlupa police to report the incident.

Messall will be charged with violation Republic Act 8353 (The Anti-Rape Law of 1997) in relation to Republic Act 7610 (Special Protection of Children Against Abuse, Exploitation and Discrimination Act).

Muntinlupa Mayor Ruffy Biazon on Jan. 9 condemned Massell’s video showing him picking up the woman in Alabang, bringing her to a motel and kissing her–all caught on video, which he uploaded on Facebook and YouTube.

Biazon asked the Muntinlupa City Council to declare “MR Pogi German” persona non grata in the city after the mayor was tagged by a netizen in the latter’s video, which was uploaded on Jan. 7 on Facebook.

Messall’s video, titled “I’ve Met a 18 Years old Filipina Pick Up Girl from alabang Muntinlupa,” has garnered 10 million views, more than 13,000 comments and more than 256,000 reactions as of this writing.

“Sa una, akala ko papakita pa niyang nagmamagandang loob siya na tinutulungan yung 18-year-old single mother na mabigyan ng kaunting panggastos. Akala ko ang ending ay kunwari dinala niya ito sa kwarto tapos bibigyan nya ng pera tapos hahayaan na niya. Pauuwiin na niya, binigyan ng aral. Obviously hindi iyon ang nangyari. Meron pang scene na pinost sa kanyang vlog na nagtalukbong sila dun sa kumot (Initially, I thought he was doing a good deed of helping the 18-year-old single mother by giving her money to spend. I thought the ending was him bringing the woman to the [motel] room and then he would give money and let her go. He would send her home after lecturing her. Obviously, this did not happen. There is a scene that he posted on his vlog that they hid under the sheets),” said Biazon.

The mayor said, “Ang parang lumalabas sa akin, parang napopromote na dito sa Muntinlupa, with P1,000 may makukuha ka (For me, it seems that it is being promoted that in Muntinlupa, with P1,000 you can get [a woman]). That is something we should not tolerate.”

“Mr. Pogi German” even encouraged other women to participate.

“Who wants to be the next girl for my content?! Tara na pm me!!!” he wrote.

“Obviously, pinagkakakitaan niya rin ito. Ang masama dito, he is actually promoting prostitution (Obviously, he is making money out of this. The bad thing is he is actually promoting prostitution),” said Biazon.

Landmark ordinance of Muntinlupa City signed into law by Mayor Biazon

Recently in the progressive city of Muntinlupa, Mayor Ruffy Biazon signed into a law a landmark ordinance that deals with poverty in varied ways, according to a Manila Bulletin news report.

Muntinlupa Mayor Ruffy Biazon signed a landmark ordinance on Jan. 5 that will address poverty by providing wide-ranging services to pregnant women and their children including nutrition, childcare and scholarship programs.

Ordinance No. 2022-035, or the Womb to Work Program Ordinance, was signed by Biazon after the Muntinlupa City Council passed it.

The Womb to Work Program is a program that aims to provide a solution to poverty in our city. The program is designed to take care of a pregnant woman until she gives birth. We will help from schooling until employment to become a productive Muntinlupeño. This is part of our 7K Agenda,” said Biazon after signing the ordinance.

The ordinance states that the Muntinlupa City government is aligned with the 3rd National Plan of Action for Children, which aims to have children with “better quality and improved way of life; that children are well nourished, have healthy lives and are active learners with good quality education; that children are safe and free from violence, abuse, neglect and exploitation; (and) that children are actively participating in decision-making processes affecting their lives according to their evolving capacities.”

In implementing the ordinance, the city government will have the following goals:

Reduction of maternal mortality, new born deaths and under five deaths reduction of morbidities by ensuring maternal and child health care, including new born care, with time tested and proven interventions and ensuring adequate essential supplies, drugs, access to health care and medical facilities;

End children’s hunger and achieve food security and improved nutrition by drawing on broader and multi-sector nutrition sensitive programs that address the underlying effects of malnutrition and nutrition specific programs that address the immediate causes of malnutrition focusing on the first 1,000 days of a child’s life through infant and young child feeding, complementary and supplementary feeding;

– Combatting water-borne and communicable diseases;

– Prevention and treatment of substance abuse;

– Reduction of childhood disabilities, deaths and injuries from accidents and road crashes;

– Universal access of adolescents to reproductive health care services;

Access to quality early child care and development with the expansion an accreditation of day care services and child development centers and mandatory kindergarten to make young children ready for school;

– Inclusive and quality basic education, alternative delivery modes, flexible learning options and alternative learning systems

The qualified pregnant or lactating women residing in Muntinlupa under the ordinance are those who are registered in the Womb to Work Program; live in informal settlements; with total household income below minimum wage; lack access to health and nutrition services; solo parents; with debilitating sickness; nutritionally at risk; belong to indigenous groups, farmers and fisherfolks; and other similar or analogous cases.

Ten earliest taxpayers recognized by Muntinlupa City Government

During the first day of the processing of the renewal of business permits in the City of Muntinlupa, the City Government formally recognized the first ten taxpayers who made it, according to a Manila Bulletin news report. The said taxpayers were also rewarded.

Customs officials seize P140 million-worth of undeclared agricultural products in Muntinlupa City

In the progressive city of Muntinlupa, elements of the Bureau of Customs (BOC) seized several undeclared agricultural products estimated to be worth almost P140 million, according to a news article by the Philippine News Agency (PNA). The seizure happened before 2022 ended and there is a disturbing trend happening lately.

The Bureau of Customs (BOC) on Saturday reported the seizure of undeclared agricultural products amounting close to PHP140 million from a Muntinlupa City-based company.

According to Commissioner Yogi Filemon Ruiz, the containers were declared to contain udon noodles and frozen dimsum balls, but upon examination, the Customs Intelligence and Investigation Service at Manila International Container Port (CIIS-MICP) found that it contained undeclared fresh red and white onions, frozen ox tripe, frozen barbecue, and frozen crawfish.

The PHP139,769,500 worth of undeclared agricultural products underwent examinations from Dec. 27 to 29, 2022.

The shipments arrived from China between Nov. 27, 2022 and Dec. 3, 2022 at the MICP and were consigned to Taculog J International Consumer Goods Trading located at B4 L7 Mariategui HMOA, Alabang.

Ruiz said he was surprised that the same company almost managed to bring in hundreds of millions worth of smuggled agricultural products into the country in less than two months.

Although I am proud of our men and what they were able to accomplish these past weeks, I am appalled at the gall of these groups. We have reports coming in that a kilo of red onions sells for PHP720 in the markets. Bringing a hot commodity like onions into our borders without going through the proper procedures is an affront to our farmers, the people who make sure we have enough supply of it,” he said in a statement.

The operation came after the bureau reported the apprehension of PHP171.35 million worth of smuggled agricultural products, including fresh red and white onions, from containers that arrived between Nov. 12 and Dec. 3, 2022 consigned to the same company.

The shipment that arrived on Nov. 25 and examined on Dec. 28 was initially declared to contain frozen lobster, frozen prawn balls, and frozen crab stick but was later found to also have undeclared frozen ox tripe worth PHP15.5 million.

On the other hand, containers that arrived on Nov. 27 and examined from Dec. 27 to 29, were declared to have udon noodles, frozen lobster, frozen prawn balls, and frozen crab sticks. But upon examination, these containers had undeclared fresh red onions, frozen barbecue, and frozen crawfish that amounted to PHP46.75 million.

Four shipments that arrived on Dec. 3 and examined from Dec. 27 to 29, were declared to contain only udon noodles, but examiners instead found undeclared fresh red and white onions amounting to an estimated total value of PHP77,519,500.

Muntinlupa police chief Col. Angel Garcillano said the confiscated firecrackers will be turned over to the Southern Police District (SPD) headquarters for consolidation and destruction.

Good news for employees of the Muntinlupa City government.

Mayor Ruffy Biazon announced the release of the Service Recognition Incentive (SRI) amounting to P5,000 and P10,000 to regular, casual, job order and contractual employees of the city government before the year ends.

“Katulad ng inanunsyo ko sa Employees’ Night, bago matapos ang taon ay matatanggap po ninyo ang Service Recognition Incentive (SRI) na nagkakahalaga ng maximum P10,000 for regular at casual employees, at maximum na P5,000 naman para sa job order at contractual employees (Like what was announced during the Employees’ Night, before the year ends, you will receive the Service Recognition Incentive (SRI) amounting to a maximum of P10,000 for regular and casual employees, and maximum of P5,000 for job order and contractual employees),” said Biazon on Dec. 27.

The SRI is in accordance with Administrative Order No. 1 approved by President Ferdinand Marcos Jr. that authorized local government units (LGUs) to give incentives to employees as long as there are funds available.

Biazon said upon the release of the memo, he ordered the city budget department, personnel, accounting and treasury to study the proposal and find funds for the incentive.

“Thankfully, mayroong savings ang Lokal na Pamahalaan na sapat para magamit sa nabanggit na incentives for employees. Maraming salamat sa ating Local Finance Committee for the swift action. (Thankfully, the local government has enough savings to be used for the said incentives for employees. Thank you to our Local Finance Committee for the swift action),” he added.

The mayor also thanked the Muntinlupa City Council for immediately approving the measure through a special session held on Dec. 27.

Ban on firecracker use and open mufflers in Muntinlupa emphasized

In the progressive city of Muntinlupa, the ban on the use of firecrackers and open mufflers were emphasized to the public by the City Government and the fire station, according to a news report by the Manila Bulletin. The Muntinlupa City government and the chief of the Muntinlupa City Fire Station reminded the public of the ban on the use of firecrackers and open mufflers that emit very loud noise this Christmas season.

“Reminder: Firecrackers and open mufflers are prohibited in the City of Muntinlupa. There are corresponding fines on anyone caught violating City Ordinance No. 14-092 and City Ordinance No. 04-022,” the city government posted on Facebook.

Fire Supt. Eugene Briones, chief of the Bureau of Fire Protection (BFP)-Muntinlupa said under City Ordinance 14-092, the use and sale of firecrackers and pyrotechnic devices are banned in Muntinlupa.

The ordinance prohibits “the manufacture, display, sale, distribution, possession or use of firecrackers or pyrotechnic devices and such other similar devices and the exploding of firecrackers or other similar explosives within the territorial jurisdiction of Muntinlupa City.”

Violators face fines from P1,000 to P5,000.

The ban on open mufflers is contained in City Ordinance 04-022 or the Muntinlupa Traffic Code.

Section 9 of the ordinance prohibits the use of gadgets on vehicles that “emit exceptionally loud or startling sounds.”

“No private person shall use or cause to be used sirens, bells, horns. whistles or similar gadgets that emit exceptionally loud or startling sounds, including dome lights and emergency red flashing lights installed in either front or rear, and emergency red light blinkers and other similar signaling or flashing devices that actually impede and confuse traffic and which are inconsistent with sound traffic discipline and control on the roads,” according to the section of the ordinance.

A look back at The Fly (1986)

In the history of cinema, The Fly movie franchise spawned a total of five films from 1958 to 1989. The most notable and most popular of those movies was the 1986 cinematic remake simply titled The Fly (directed by David Cronenberg and starring Jeff Goldblum and Geena Davis). That being said, it is not surprising at all that YouTube has lots of retro movie reviews, movie trivia videos and movie reaction videos about it. Videos and info about the upcoming Xbox-exclusive video game Forza Motorsport (2023)

The Xbox-exclusive simulation racing game Forza Motorsport (2023) is easily one my most anticipated video games of twenty twenty-three. I really am very eager to play the upcoming game (developed by Turn 10) on my Xbox Series X console and the last FM game I played was Forza Motorsport 6 on my Xbox One. Ever since the June 2022 Xbox & Bethesda Games Showcase, Team Xbox and Turn 10 only released a few videos of gameplay footage about Forza Motorsport (2023) and they have yet to release new pre-release videos or trailers about it. A lot has already been promised as to what the upcoming game will have (examples: overhauled physics, fully dynamic time of day system, track temperature changes, advanced car damage, tire and fuel management, multiple tire compounds, and real-time ray tracing). While a 2023 release has been confirmed, Team Xbox has yet to announce a final release date. Regardless, Forza Motorsport (2023) is the racing game to watch out for Xbox Series X, Xbox Series S, and Windows PC plus Xbox Game Pass (XGP). XGP subscribers will only have to download the game on launch day and play it without paying anything extra. If you are an Xbox gamer who has not yet subscribed, I encourage you to do it.

Here is another worship song from Planetshakers that you must listen to, especially when you want to reach out to our Lord…the song is titled All (part of Planetshakers’ 2020 worship songs album Glory Pt. 2). Muntinlupa Mayor Biazon warns public about scammers

In the progressive city of Muntinlupa, Mayor Ruffy Biazon told the public to be aware of scammers who defraud them, according to a Manila Bulletin news report. It should be noted that scammers are using new tactics (example: the usurpation of authority) to fool people and take something away from them, especially now that the Christmas season is ongoing.

To put things in perspective, posted below is the excerpt from the Manila Bulletin news report. Some parts in boldface…

Muntinlupa Mayor Ruffy Biazon warned the public against scammers who are using his name or those of officials of the city government to defraud people.

“Binabalaan ko po ang publiko na mag-ingat, lalo na ngayong panahon ng Pasko, may mga scammers o mga nananamantala (I warn the public to be careful, especially this Christmas season, against scammers or those who take advantage),” he said.

On Dec. 15, he said, several people went to the Muntinlupa City hall to report scamming incidents.

A scammer who pretended to be Biazon called one business establishment in Muntinlupa and reserved its venue for six hours and even ordered food. The establishment eventually found out it was a scam.

Other residents received text messages from people who also pretended to be Biazon and asked them to send cell phone loads.

“Nakakatawa nga, Mayor Biazon nanghihingi ng load (It is funny, Mayor Biazon asking for load),” he said.

Some restaurants also received orders from people who pretended to be the mayor. One restaurant even recorded one phone call of the scammer.

“Wag basta basta maniniwala sa mga natatanggap na tawag at nagpapakilala bilang Mayor Biazon o opisyal ng Pamahalaang Lungsod, lalo pa kung mukha itong kahina-hinala (Don’t believe easily when you get phone calls and say they are Mayor Biazon or official of the city government, especially when it appears to be suspicious),” the mayor warned.

He added, “Nakakalungkot dahil kahit panahon ng Kapaskuhan ay walang pinalalampas ang mga scammer na ito. Mag-ingat po tayong lahat (It is saddening that because it is the Christmas season, these scammers will not miss any opportunity. Please be careful).”

Muntinlupa City a Seal of Good Local Governance (SGLG) awardee this year

The progressive City of Muntinlupa has been named by the Department of the Interior and Local Government (DILG) as a Seal of Good Local Governance (SGLG) awardee this year and Mayor Ruffy Biazon received the award on behalf of the city during the awarding ceremony, according to a Manila Bulletin news report.

To put things in perspective, posted below is the excerpt from the Manila Bulletin news report. Some parts in boldface…

Muntinlupa Mayor Ruffy Biazon received the Seal of Good Local Governance (SGLG) award given by the Department of the Interior and Local Government (DILG).

Biazon and Vice Mayor Artemio Simundac attended the SGLG awarding ceremony held on Dec. 14 that was led by DILG Sec. Benjamin Abalos Jr. and Executive Secretary Lucas Bersamin.

The Seal of Good Local Governance is an “award, incentive, honor, and recognition-based program [that] aims to boost LGUs’ drive to constantly progress and/or sustain their notable performance across various governance areas.”

Congratulations, Muntinlupa City! We are an SGLG (Seal of Good Local Governance) Awardee this 2022! Thank you to all employees of the city government including Cong. Jimmy Fresnedi for his excellent leadership when he was the mayor. #MuntinlupaNakakaproud,” said Biazon.

According to the DILG, out of the 1,715 local government units that were assessed, 18 provinces, 60 cities, and 274 municipalities in the country passed the 2022 SGLG criteria.

Muntinlupa is one of the five LGUs in the National Capital Region (NCR) which passed the SGLG assessment. The other awardees are the cities of Caloocan, Mandaluyong, Navotas, and Quezon.
