Parañaque Congressman Files Magna Carta for Barangay Health Workers Proposal

In his latest move, Parañaque City 2^nd District Representative Brian Yamsuan filed a proposal in Congress that aims to help more than 230,000 barangay health workers nationwide in the forms of monthly honoraria, health, and educational benefits, according to a Manila Bulletin news report.

Parañaque City 2nd district Rep. Brian Raymund Yamsuan is pursuing in the 20th Congress a measure that aims to provide over 230,000 barangay health workers (BHWs) nationwide with monthly honoraria and other forms of monetary, health, and educational benefits.

Yamsuan said he filed House Bill (HB) No.3215 for this purpose, in fulfillment of his promise to BHWs in the 2nd district, and in recognition of the indispensable role that they and their fellow barangay health workers play as community frontliners in the country’s healthcare system.

“Matagal na pong naghihintay ang ating mga barangay health workers, kasama ang 180 BHWs sa second district ng Parañaque, ng mga benepisyo at proteksyon na nararapat lamang na ipagkaloob sa kanila,” said the second-termer.

(Our barangay health workers, including the 180 BHWs in Parañaque’s 2nd district, have waited far too long for the benefits and protection that they truly deserve.)

“Bilang tugon sa kanilang panawagan, naghain po tayo muli sa Kongreso ng panukalang batas para sa Magna Carta for Barangay Health Workers. Layunin po ng bill na sila ay makapagtrabaho nang may dignidad at may sapat na mga benepisyong angkop sa kanilang di-matatawarang kontribusyon sa pagpapalakas ng ating healthcare system,” he added.

(In response to their call, we have filed anew a bill in Congress which aims to establish a Magna Carta for Barangay Health Workers. The bill’s goal is to ensure that they are able to work with dignity and with the benefits befitting their invaluable contributions in strengthening our healthcare system.)

Under HB No.3215, BHWs registered with the local health boards where they are assigned shall receive a monthly honoraria of not less than P3,000, while those who are accredited shall be entitled to honoraria of not less than P5,000 per month. Both rates are subject to adjustments based on the current consumer price index.

Accredited BHWs are also entitled to a cash gift of not less than their minimum monthly honoraria, to be given every December.

Yamsuan’s measure also provides accredited BHWs with transportation allowance of not less than P1,000 per month, and insurance coverage and benefits from the Government Service Insurance System (GSIS).

BHWs exposed to risks to their health, life and other threats in the exercise of their responsibilities will receive a hazard allowance of not less than P1,000 per month under the bill. Those assigned in unserved or underserved barangays shall receive a subsistence allowance of not less than P100 per day.

For accredited BHWs who have continuously and satisfactorily served for at least 15 years, the bill provides for a one-time gratuity cash incentive of not less than P10,000 in recognition of their loyalty and dedication to service.

The bill also entitles accredited BHWs to training, continuing education and career enhancement programs, as well as free legal services in cases filed against them in connection with the performance of their duties.

Yamsuan’s measure also provides health benefits for BHWs, which include free medical care, mandatory and immediate Philhealth membership as indirect contributors, and emergency medical assistance not exceeding P5,000. They are also entitled to maternity, paternity, and solo parent leaves with pay under the bill.

For accredited BHWs who have rendered five years of continuous service, the bill proposes that they be granted second-grade civil service eligibility.

Recently in the City of Las Piñas, over four hundred residents of Barangay Pamplona Dos got served with health services by the Health and Wellness Caravan, the City Government announced via social media.

The Las Piñas Health and Wellness Caravan was held at the Sterling Life Homes Covered Court in Pamplona Dos on Thursday, January 23, bringing essential health services to nearly 400 residents. The initiative, spearheaded by the City Health Office, continues to emphasize accessible healthcare and community well-being.

Attendees availed of free medical consultations, dental services, cholesterol and blood sugar screenings, chest X-rays, ECG tests, and pneumonia vaccinations for senior citizens. Other services included the distribution of free medicines, assistance with PhilHealth registration, and the Green Card program. Nutrition counseling and non-communicable disease risk assessments were also offered, ensuring comprehensive healthcare support.

City Health Office head Dr. Juliana Gonzalez underscored the importance of preventive care, highlighting how early detection and proactive health measures can significantly improve the quality of life for residents. Her guidance emphasized the value of these caravans in promoting healthier communities across Las Piñas.

113 people avail of health services in Tahanan Village

This past Sunday (February 11) inside Tahanan Village, Barangay BF Homes, Parañaque City, over one hundred people availed of varied health services at the poolside area of the Tahanan Homeowners Association (THA) clubhouse as a result of the newest health check activity of the Century Club of Tahanan, Inc. (CCTI) headed by its President Florencia Umali.

According to Umali, a total of 113 people arrived, paid fees for the special health package or other individual health services, and then joined the lines to be served. The activity lasted from 5:30 AM to 10AM and blood test results will be released on February 18.

Several people availed of the special diagnostic package worth P350 which includes Electrocardiogram (ECG), fasting blood sugar (FBS), total cholesterol, blood urea nitrogen, uric acid, CBC, urinalysis, SGPT and free platelet count. There were other tests offered with prices ranging from P150 to P800.

When asked about when will the health check activity inside Tahanan Village happen next, the CCTI president said it might take place during the 3^rd quarter of 2024.

173 avail of Health Services in Tahanan Village

This past Sunday inside Tahanan Village, Barangay BF Homes in Parañaque City, several people converged at the area of the Tahanan Homeowners Association (THA) clubhouse by the poolside to avail of varied health services during the health check activity which was a special project of the Century Club of Tahanan, Inc. (CCTI) headed by its President Florencia Umali. According to Umali, the total number of patients present was at one hundred and seventy three (173).

Several patients paid P350 each for a diagnostic package that includes a free platelet count (for dengue test), ECG, FBS, BUN, SGPT, CBC, Uric Acid, Urinalysis and Total Cholesterol test. There were also other tests that were offered by health services provider Sto. Domingo Diagnostic & Medical Center Corp. during the activity such as Triglycerides for P150, Creatinine for P150, HBA 1C for P300, Chest X-Ray for P150 and TPAG for P200 to name some. Also present during the activity were personnel who prepared coffee, pandesal and a hot meal for the benefit of the patients. The health check test results are scheduled for release on October 22.

“We are very happy over the reception of this special project of our club and the fact that we were able to organize this after the COVID-19 pandemic,” CCTI President Flor Umali said. “The staff are very courteous and prompt with their work in serving the patients. We will have this health check activity again on February 11, 2024.”

Umali added that their local community health check project received valuable support from the Tahanan Village Board of Directors, Parañaque City Councilor Nina Sotto and Ryan Yllana, and from Barangay BF Homes Captain Paolo Marquez.

New diagnostic center in Las Piñas City inaugurated

Recently in Las Piñas City, a brand new diagnostic center located at the ground floor of the City Health Office within the area of City Hall was formally inaugurated by Mayor Imelda Aguilar and Vice Mayor April Aguilar according to the City Government’s social media post dated August 17. The new facility aims to provide free laboratory services for qualified patients of the city.

The first Las Piñas City Diagnostic Center of the City Government located at the ground floor of the City Health Office, in the vicinity of Las Piñas City Hall is now open for qualified residents.

This was after the presided by Las Piñas City Mayor Imelda Aguilar and Vice Mayor April Aguilar, the simple ceremony of the inauguration and blessing of such a diagnostic center this August 16.

This diagnostic center of the local government will provide better and free laboratory services including blood count, fasting blood sugar, cholesterol or lipid profile, uric acid, blood urea nitrogen, creatinine examination, urinalysis and 12-L-ECG.

The purpose of this is to lessen the burden of Las Piñeros who spend more money if necessary to undergo laboratory examinations.

Bivalent vaccines for COVID-19 now available in Las Piñas City for qualified patients

Recently in the City of Las Piñas, the City Government officially launched the administering of bivalent vaccines for COVID-19 specifically starting with the health workers, the senior citizens and other qualified patients, according to a Manila Bulletin news report. As of this writing, there are three sites in the city where qualified patients can visit to avail of the bivalent vaccines.

The Las Piñas City government has started administering bivalent vaccines against Covid-19 to health workers and senior citizens in the city on Wednesday, July 26.

Mayor Imelda Aguilar said, based on the advisory of the City Health Office (CHO), that all frontline health workers including their immediate family members aged 18 years-old and above can now receive the bivalent vaccine.

Aguilar said overseas Filipino workers (OFWs) bound for deployment within the next four months, along with senior citizens can also avail of the vaccine.

Individuals belonging to these groups can get vaccinated in any of the three vaccination sites designated by the city government — Robinsons Mall, SM Center, and Villages Square.

The Muntinlupa City government rolled out the administration of the Bivalent Covid-19 vaccine on health workers on June 23.

Lithuania donated to the Philippines the Covid-19 Vaccine Pfizer Bivalent or the Tozinameran + Famtozinameran (Comimaty Original/Omicron BA.4-5).

The Department of Health (DOH) allocated 726 vials or 4,356 doses for health care workers in Muntinlupa.

The city-run Ospital ng Muntinlupa (OsMun) got an allocation of 540 doses while the Research Institute for Tropical Medicine had 1,524 doses intended for A1 (health workers) group.

A total of 36 healthcare workers were already vaccinated at OsMun as of this writing.

Under a DOH memorandum issued in March, the Bivalent Covid-19 vaccines will be administered as a third booster shot to people aged at least 18 belonging to priority groups healthcare workers (A1) and senior citizens (A2).

They can get the Bivalent vaccine at least four to six months after getting their second booster shot.

COVID-19 Crisis: Guidelines for 2nd COVID-19 booster shots for Philippines general population approved

In the latest development regarding COVID-19 here in the Philippines, it was reported via the Philippine News Agency (PNA) that the guidelines regarding 2^nd booster shots for members of the general population have been approved. Specifically, the Department of Health (DOH) referred to healthy adults at least 18-years-old can avail of the said booster shots and there are three specific COVID-19 vaccines to be used.

The guidelines on the administration of the second booster of coronavirus disease 2019 (Covid-19) vaccines for the general population have been signed.

The vaccines to be used as second booster shots are AstraZeneca, Moderna, and Pfizer.

“We already signed the guidelines nitong isang araw lamang at eto po ay ipapakalat na sa ating mga (just the other day and we’ll disseminate this to our) local government units,” Department of Health Officer in Charge Maria Rosario Vergeire said during a media forum on Tuesday.

The jabs would be given to all healthy adults aged 18 years old and above.

“Pwede rin pong ibigay sa mga buntis at saka (They may also be given to pregnant and) lactating women of 18 years old and above,” she said. “Maaari rin po ibigay sa (They may also be given to) immunocompromised populations 18 years old and above, regardless of their priority group classification.”

To ensure that the booster shots are accessible to the communities, Vergeire encouraged the local government units to integrate Covid-19 vaccination in their daily health programs and services in the primary health care facilities.

“Para hindi na po natin kailangan mag-upa ng mga (So that we no longer need to rent) mass vaccination sites,” she added.

As of March 20, a total of 78,443,972 or 100.44 percent of the country’s target population (78,100,578) have been vaccinated against Covid-19, including 8.7 million senior citizens, 10.2 million adolescents, and 5.6 million children.

The above report ended stating that 23,811,248 have received booster shots out of the fully vaccinated (2 shots) population.

COVID-19 Crisis: Over 180 health workers receive booster shots in Muntinlupa City on 1st day of booster rollout

The City Government of Muntinlupa announced that over one hundred eighty health workers received their respective booster shots during the first day of the rollout of booster shots that took place last Friday, according to a Manila Bulletin news report.

The Muntinlupa City government rolled out the administration of booster shots in different vaccination sites on Nov. 19.

According to the City Health Office (CHO), 183 fully vaccinated healthcare workers belonging to the A1 priority group were given booster shots on the first day of the rollout.

Of the total, 178 received the Pfizer-BioNTech vaccine as booster shots while five were given Sinovac Life Sciences’ CoronaVac vaccine.

By vaccination site, 131 healthcare workers were vaccinated at the city-run Ospital ng Muntinlupa (OsMun), 23 at SM Center-Muntinlupa, 17 at Ayala Malls South Park and 12 at Sucat covered court.

In total, 4,748 individuals were vaccinated in Muntinlupa on Nov. 19 including 860 minors aged 12 to 17 years old who got their first dose and 143 minors who received their second dose, making them fully vaccinated.

In launching the booster shots, the Muntinlupa City government held a ceremonial event at SM Center-Muntinlupa attended by CHO officer-in-charge Dr. Juancho Bunyi, Department of Health (DOH) representative Dr. Anatoly De Los Santos, Coun. Allan Camilon and National Immunization Program Coordinator Dr. Rochelle Abat.

According to the DOH, boosters shots are “doses administered to a vaccinated population that has completed primary vaccination series, when, with time, vaccine effectiveness has fallen below a rate deemed sufficient in that population, as indicated in the EUA [Emergency Use Authorization] issued by the FDA [Food and Drug Administration].”

It added that for those who were fully vaccinated with Sinovac’s CoronaVac, AstraZeneca, Pfizer-BioNTech, Moderna and Sputnik V, the administration of booster shots is given at least six months after they received their second dose. For the single-dose Janssen vaccine, the booster shot is given at least three months after getting inoculated.

Residents of Muntinlupa City who remain unregistered and unvaccinated should make a move to get registered by learning the ways to do it. Those who are prepared (with personal information available) and willing to go through online registration for the free vaccines in Muntinlupa are encouraged to click https://vaccine.muntinlupacity.gov.ph/muncovac/

Muntinlupa minors may register online through the city’s COVID-19 vaccination registration system at www.vaccine.muntinlupacity.gov.ph/muncovac and choose category “C – Rest of Population.”

COVID-19 Crisis: Fully vaccinated frontline health workers getting boosted (booster shots)

And there they go with a new round of vaccinating lots of people! Yesterday marked the start of the national authorities to inoculate several fully vaccinated healthcare workers with the booster shots (AKA 3^rd shots) for COVID-19, as reported by GMA News. In relation to this development, the Philippines has over one hundred twenty-four million doses of COVID-19 vaccines, all booster brands recommended by the government were declared safe by the national authorities and there was confidence that surpassing 1.5 million doses per day in terms of inoculation can be achieved.

The Philippines on Wednesday began the inoculation of fully-vaccinated healthcare workers with booster shots against COVID-19.

According to Allan Gatus’ report on Super Radyo dzBB, Health Secretary Francisco Duque III led the ceremonial vaccination of medical frontliners at the National Kidney and Transplant Institute.

Vaccine czar Carlito Galvez Jr. and Health Undersecretary Antipordo Vega also attended the ceremonial vaccination.

Health care workers in San Juan City have also begun receiving their booster doses, according to dzBB reporter Mark Makalalad.

The National Vaccination Operations Center earlier released the guidelines for the vaccination of medical frontliners with booster dose.

Also, the NVOC said Filipinos who were vaccinated with Pfizer, Moderna, Sinovac, Gamaleya, and AstraZeneca for their primary dose series must wait at least six months before getting a booster shot.

Meanwhile, those who were vaccinated with the Janssen COVID-19 vaccine for their primary dose series must wait until three months.

Vaccine czar Carlito Galvez Jr. has said the country may start inoculating fully-vaccinated senior citizens and persons with comorbidities with additional doses by next week.

As for the rest of the general population, you have to wait first for the authorities to formally declare booster shots for everyone else as it is not legal yet for any person to just avail of a 3^rd shot. Right now, the health workers go first.
