The Las Piñas City government and the Metropolitan Manila Development Authority launched “ Bayanihan sa Barangay,” a project that will invoke the “bayanihan” spirit among Filipinos in cleaning up the surroundings, on Thursday, Feb. 15 at Barangay BF International, CAA.

The “Bayanihan sa Barangay” project was personally supervised by Las Piñas City Administrator Reynaldo Balagulan with Public Information Office chief Paul Ahljay San Miguel in coordination with MMDA General Manager, Ret. P/Col. Procopio Lipana.

Balagulan said the project aims to conduct clearing operations on sidewalks, roads, markets, creeks, place traffic signages, and cut obstructive and dead trees.

He said the activity, aside from cleaning the city’s surroundings, also ensures the health of its residents and the safety of everyone.

Electric bike (e-bike) crashes in Metro Manila total 556 in 2023

Recently the Philippine Star published a news report revealing that electric bike (e-bike) crashes in Metro Manila reached a total of 556 with Quezon City having the most number of such crashes at almost 100.

While the report was published almost a month ago, the details are still relevant as more people are discussing the disadvantages of e-bikes (note: this includes the electric tricycles or e-trikes) which until now remain unregulated under the Land Transportation Office (LTO). Here in South Metro Manila, the e-bike crashes in the cities of Las Piñas, Parañaque and Muntinlupa combined for 90.

The Land Transportation Franchising and Regulatory Board (LTFRB) on Thursday said that there were 556 crash incidents of electric bikes (e-bikes) in Metro Manila in 2023.

According to LTFRB’s data sent to reporters, the e-bike crashes in the National Capital Region (NCR) resulted in 281 instances of property damage, 273 non-fatal injuries and two fatal injuries.

Crash incidents peaked in August 2023 with 64 cases, while the (lowest) recorded (total) to 26 cases in November 2023.

Quezon City posted the highest number of incidents among cities in the NCR with 96 e-bike crash cases. Of these, 42 are recorded as property damage with 54 non-fatal injuries.

In November 2023, the Land Transportation Office (LTO) proposed the mandatory registration of e-bikes, saying that only registered e-bikes should be allowed to use public roads.

Las Piñas Vice-Mayor April Aguilar said the vaccination drive was held at Barangays Almanza Dos and Pamplona Tres with over 1,100 senior citizens getting the pneumonia vaccine.

Aguilar said the vaccination drive is part of the city’s ongoing effort to protect the elderly population who are vulnerable to respiratory diseases like pneumonia.

She said the initiative is especially crucial as pneumonia remains one of the leading causes of illness and death among senior citizens in the Philippines.

Aguilar said the chief of Business Permit and Licensing Office (BPLO), Jesus Wilfredo Gaerlan, requested for the extension of the deadline.

She said this will not only encourage the settlement of such business, commercial and industrial fees and charges and accelerate the collection but also enable the delinquent individuals and firms to legalize their business operation.

Las Piñas City Mayor Imelda Aguilar announced that the city government is offering free diagnostic testing in its first-ever diagnostic center.

Aguilar said the Las Piñas Diagnostic Center, located at the ground floor of the City Health Office (CHO) at the Las Piñas City Hall compound, is open to city residents from 8:00 a.m. to 5:00 p.m. from Monday to Friday.

She said the city-run diagnostic center offers basic blood chemistry, ECG (electrocardiogram), blood typing, urinalysis, and fecalysis (stool analysis).

The mayor said those who want to avail of the free diagnostic testing services must be a registered voter, must show an identification card (ID) showing the patients is a resident of the city, and must present a request coming from the CHO.

Aguilar said the city was honored with a Plaque of Recognition for its active role in the 2023 Parañaque KALIPI Summit, emphasizing its contributions to women’s empowerment and nation-building.

She said the Department of Social Welfare and Development (DSWD) awarded the city for its exemplary implementation of the Pantawid Pamilya Pilipino Program (4Ps), highlighting its timely submission of monitoring tools and effective program execution.

Known hacker arrested in Las Piñas City

Recently in the City of Las Piñas, local police officers arrested a man (who has an established history of hacking) for targeting foreigners online, according to a Philippine Star news report. The arrest happened in Barangay Talon Dos.

A man previously dubbed “Asia’s best hacker” was arrested in Las Piñas for allegedly targeting foreigners in his illegal online activities, the National Capital Region Police Office (NCRPO) said yesterday.

An NCRPO report obtained by The STAR showed that NCRPO operatives searched the house of Edgar Silvano Jr., 47, in Barangay Talon Dos at past 2 p.m. on Friday.

The operation was implemented on the strength of a search warrant issued by Judge Elizabeth Yu Guray of the Las Piñas Regional Trial Court Branch 202.

Recovered from Silvano were 11 cell phones, seven flash drives, five laptops, four SD cards, three Wi-Fi routers, two hard drives, a desktop and a modem.

Apart from these, police also confiscated several financial documents pertaining to land titles and vehicle purchases. These documents contain personal and bank account information belonging to other people, police said.

Silvano was charged with violating Republic Act 8484 or the Access Device Regulations Act of 2012.

He also faces charges of violating RA 10591, which penalizes the illegal possession of a firearm, after police found a 9mm pistol with nine bullets on his person.

According to the NCRPO, Silvano was called “Asia’s best hacker” in 2001 after he hacked an international banking system based in Hong Kong. He was imprisoned but was later released on probation.

Silvano was again arrested in 2016 by the National Bureau of Investigation for violation of RA 8484 and possession of illegal drugs.

The NCRPO said all recovered electronic devices will undergo data extraction and forensic examination.

According to Las Piñas Mayor Imelda Aguilar, the resumption of free movies for senior citizens is under City Ordinance 1427-17 and the Senior Citizens Act of 1995.

HIV awareness campaign launched in Las Piñas City

The Las Piñas City Health Office (CHO) has launched an awareness campaign on the human immunodeficiency virus (HIV) as it recorded more than 1,500 cases of infection in the city.

During the “Serbisyo Las Piñero” health edition program of the city government hosted by Dr. Dhaniel Calma, CHO medical director, Dra. Maria Alinea Salatan, HIV/AIDS control program medical coordinator; and Jaydee Trinidad, nurse, discussed the number of HIV cases in the city.

Trinidad said the Las Piñas Social Hygiene Clinic in Barangay Almanza Uno logged a total of 1,536 HIV cases in June 2023.

He said the highest number of recorded infections came from the working group (746 or 49 percent) and from the youth (435 or 23 percent).

Salatan said the youngest patient afflicted with HIV being treated at their clinic is a 16-year-old.

She said the city social hygiene clinic is conducting an HIV/AIDS awareness campaign by teaching individuals to practice safe sex to prevent getting the disease.

They are offering free HIV testing from 8:00 a.m. to 5:00 p.m. They extend the testing time for the working group from 5:00 p.m. to 8:00 p.m.

Salatan said they are also conducting free HIV testing for pregnant women to ensure their babies are free from the virus.
